terminating the stay-at-home- order, ending the blueprint for safety economy, and as 9:00 p.m. restrictions like social distancing capacity limits, and the tier system, they will all come to an end. a new public public public publ by the health department that includes health guidance for face coverings. stick with the cdc recommendations. that means that masks are not required for fully vaccinated individuals except if you happen to be on public transportation or in schools, healthcare settings, prisons, or shelters. masks are required for indoor settings for people who are not vaccinated. stephanie sierra follows today's developments. she joins us from the newsroom with a look at what the governor said. >> reporter: the governor made it clear. regardless of what happens with the vote next thursday, the masking guidelines, indoors, outdoors and in the workplace will mirror the cdc's. if for some reason, the

decision was not going to lead that way, he mentioned he won't hesitate to issue an executive order. >> reporter: california is set to fully reopen the economy next tuesday. today, the state got 2 steps closer. >> today, officially, i will be signing two executive orders that will officially move this state out of the restrictions and modifications. >> reporter: the order he signed will move the blueprint, in other words, eliminate the color system that has been in effect for the past 40 weeks. >> the blueprint will no longer exist. >> reporter: the second action will allow the state to start suspending 58 covid related executive orders and provisions that were enacted to help businesses operate during the pandemic. >> reporter: dozens and dozens of executive orders, hundreds and hundreds of provisions, we will begin to wind down in an orderly manner over the course

of the next few dates, weeks and months. >> reporter: it is unclear what will be included in the effort. some roles will be exempt. >> some things are not included, some things like pharmacy technicians continuing to be pursuant to the orders to administer vaccines and allow as an example the of telehealth efforts for doctors. >> reporter: it will expire in phases, starting in this month, and going through july and september, working to prepare. there is a new public health order for public health distancing and mask requirements for unvaccinated people that will go into effect on tuesday. as for whether or not masks need to be worn inside at work, newsom says we will have more from cal osha. >> i was happy to see them or send earlier in this week, the previous vote, and so as i said

a week ago, we will get where we need to go. i have all the confidence in the world we will get there. >> those updated guidelines are expected to be released at any moment now. newsom says that his office will respond next week. to clarify any concerns and ultimately issue an executive order if need be, i will say, he appeared pretty confident that will be necessary. live in the newsroom, stephanie sierra, abc7 news. there still seems to be some reluctance among some people and confusion when it comes to masks. listen to barbara lee among those not quite ready to take off a mask. >> i think some people will keep masks on. i will probably be one of them until we know for sure that we have reached the point where everyone is vaccinated, or

likely percentage. >> what do you think is behind this? we have been doing this for 15 months or whatever it is. some people are going to be reluctant. in terms of the state saying, okay, it is time -- >> there is a tug-of-war going on. we are seeing it on the streets and at cal osha which is work rules. it boils down to this. i was talking with doug -- a labor group, they are opposed to taking off the masks under the current proposal by the government. they say look, we have 50% vaccinated. 60%, we take kids out. it's not like we are at some high level of immunity. there is a chance that you could catch something, and that a variant could come in. in other words, there are people who believe we are in the midst of a pandemic. it's not over yet. this opening date has been set prematurely. >> i know there are other states that would beg to differ. that is part of the complication. how much of this is a tug-of-

war? you look at the teachers union, obviously, they have been reluctant to go back in. >> the california nurses association is a prime player in politics as well. on the other hand, you have management groups that say under these rules that were set out, we have to provide masks for everybody. everyone has to mask up. that's going to cost a lot of money. maybe we need to million masks. there were some in the proverbial details where businesses -- how long would they have to keep records of whether people are vaccinated or not? it's a lot of trust, even if they are changed on the surface, if they will be changed to the extent to make people feel comfortable by saying, okay, you can stop wearing a mask when you walk into a building. there is a bit of back-and- forth going on this.

newsom says if it doesn't do what we will want it to do, we will do it with an executive order. >> there is a health and science part of this, than the political part of this. part of the basis for the recall is people feel he mishandled all these rules and regulations. they crushed small business. how much politics is involved? >> it's an immense amount here and across the country. as you say, we have data. we have data. we are not sure how to interpret it. what rate are we hitting the goals we want? do we have the economics of it? do we have the politics of it? it is all coming together in these setting of guidelines and goals. so to say, is this a science- based decision or political based decision or economically based decision -- take your pick. it's all of the above. it will come to fruition next week. >> it will be interesting.

each as part of the final cash prize drawing. the state plans to close one testing site on the embarcadero. the last day of year 30 and pier 32 will be tuesday, june 15th. the city continues to see a drop in cases and hospitalizations. testing will be provided through community access points. we have been following the growing problem of fireworks in the bay area. it is especially imporespeciallr dry brush and fire conditions. one east bay city is trying a new tactic. if you report somebody possessing fireworks, you could get thousands of dollars. >> it is something that has currently gotten worse since covid. people are fed up with it. they wanted to stop. it used to only happen on the fourth of july and maybe new year's eve. now, it goes on all year-round. >> reporter: the richmond mayor had an idea. why not take nonprofit

community money from fundraisers, not public dollars, and offer a reward of $2500 to someone who tips off the city on who is shooting off fireworks. >> it is hard for someone to set off commercial grade fireworks and no one notices. people know who is doing this. if we could start getting some arrest and finds, we could publicize them. people would think twice about whether this is something they want to do. >> reporter: there are people saying i know a neighbor or relative who has a big cash fireworks. they are worried that that person will find out who turned them in. richmond police are assuring the public it is all confidential. police officers will file the complaint, and the person who gave the tent gets the reward if there is a citation or arrest. >> i would be curious to see how it works. >> reporter: oakland fire department is on edge. they will close risley peak on july 4th weekend and block

abc news has confirmed trumps justice department secretly seized the data of at least two democratic members of congress, eric swalwell and eric schiff who had adversarial relationships with mr. trump. the prosecutors were investigating who was leaking information about contacts that associates had with russian officials. reena roy has thththth >> reporter: the current justice department inspector general is now announcing an investigation into former

president trumps department of justice. new details have emerged about subpoenaing the communications data of at least two democratic members of congress and members of their family.their family.th. the inspector general released a statement saying in part, the review will examine the department's compliance with applicable doj policies and procedures and whether any such uses or investigations were based upon improper considerations. bressman adam schiff tells msnbc he was targeted. >> it is hard to express how shocking and what an abuse of power this is. >> reporter: jeff sessions subpoenaed apple for the data in 2018. the information comes out now with apples gag order expiring. congressman eric swalwell spoke out on cbn saying his data was also seized. >> i was notified by apple that they did seize my records. it is wrong. this is what they do. they smear and try to clear. >> reporter: the u.s. times

two cars veered off the road and into a pair of trees. one of the drivers was killed. we spoke with residents who say they want changes to the dangerous road. >> i hear the cars starting around 10:00 p.m. maybe speed bumps, maybe something to know how fast they are going, make it cautious. >> police say the surviving drivers stayed in the scene and are cooperating with investigators. it is the 23rd fatal accident this year. >> thank you. a volunteer collecting signatures is now talking to abc7 news after someone to pages of signatures before giving them back. this comes as the police announced they are now investigating the incident. our news reporter has the story. >> reporter: kid was collecting signatures for collecting --

other issues, the district needs a change in start times to dozens of its schools under the plan, schools will begin at either 7:50, 8:40, or 9:30. part of the thing to stagger start times is you can reduce the number of people on campus at any one time. it keeps everybody safe. london breed just announced fireworks will be back this year for the fourth of july. >> the city organized fireworks. don't go setting them them them >> that's an important distinction. >> like drew said, we have hot weather coming. you will feel the warmer weather coming tomorrow and sunday, warmer than today, even humid, it will feel muggy in the afternoon. it's take a look outside, the camera is showing great visibility. the air quality has been perfect this entire week.

it's not going to advance to the south. high pressure is blocking its way from going anywhere more across the state of california and the high pressure will be responsible for the warm up next week. hour by hour, we evening, we go from santa rosa to the north, that is about it in terms of advancement. we will sea fog around the bay shoreline tomorrow morning. it pulls back to the coast. it is shaping up to be beautiful. overnight tonight, it is a warmer night compared to last night. we are mainly settling in the mid to upper 50s. over the next couple hours, the humidity is going to rise. these are dew point numbers. these are the best things we have when measuring how humid it is. it shows how much moisture is in the atmosphere. when numbers and in the 40s like they are right now it is really comfortable. overnight tonight and tomorrow, the numbers will rise into the 50s. it will feel muggy.

and notifying the three major credit reporting agencies. mcdonald says it was the victim of a security breach. they were able to access to franchisees, but no customer data was exposed. however, customers in south korea and taiwan were accessed. they are investigating the breach but don't expect it to impact daily operations. finally, taco bell and aaa will be offering customers bring vaccination cards thing they got at least one shot. chipotle customers will getwilli free side of queso with their order. it is all part of the vaccination program. you can find out more on the

problem. supervisors will consider the request for the county to join a regional collaboration to get the ballpark built. the city wants the county to kickback tax revenues from the ballpark to help offset infra structure costs of the project. we have three major players on the issue addressing the topic this afternoon on are getting answers program at 3:00. >> it is a regional asset. we have fans not just in oakland but in the east bay and alameda county. you know, i think we have something that the board of supervisors should consider. >> when it comes to our terminal, we are open to pursue that direction. i think we need to be more clear for the citizens and the residence in terms of the investments that oakland will have to make. that's what we are reaching out to alameda county hoping they would join us on the infrastructure investments that oakland will have to make.

>> i think the county board of supervisors, we feel a lot of resentment that we are being dragged into this. we have worked hard to get out of the sports business. folks are trying to convince us this is now not a sports deal but a redevelopment deal. we are still not necessarily convinced of that. >> supervisor miley did add that he would support the county's involvement if the numbers actually add up. here are the numbers. according to the city, the tax revenues would grow $50,000 a year to an estimated $6.3 million a year. the county would also receive $40 million in one-time construction tax revenues. the transportation commission would receive 4.6 million a year in transportation funding. one thing is clear in the conversation we had, these parties are not communicating effectively with one another and that needs to change.

vaccinated. if you are unvaccinated, you have to keep your mask on indoors. masks will be required on public transit, airports and a few other settings. cal osha was supposed to replace guidances this afternoon, but we haven't seen them yet, but we are told they will align with the state. the governor did say he was confident that the agency would go with the plan. the problem was that it wasn't. that caused so much confusion. >> there has obviously been a great deal of confusion about these roles. they have gone back and forth a couple times. my prediction, unfortunately, is continued confusion. we are excited about things opening up. but those without vaccines are supposed to behave differently and wear masks. i predict some conflict, you know, some ugly incidents with people getting in one another's faces because there is still confusion and some people who might not have been vaccinated and resent the fact they still have to wear a mask.
