shower activity up by sea ranch and sonoma county. you may notice the humidity, we are six 6 to 13b0 warmer this morning and temperatures are all in the low 60s so we don't usually show you dew points but we are in the 50s like this so that equals muggy conditions and that is going to be the theme getting to your saturday and even sunday. warmer weather and slightly muggier but we will see that fog deck clear and the numbers will come into the mid 80s and upper 70s around the bay. of warmer sunday and we have a heat wave coming our way next week, we will talk about it coming up. lisa thank you. in just three days the state will fully reopen and this morning we're finally getting some clarity from cal/osha on masking rules for california workplaces. abc7 reporter castillo details what we can expect from the agency as the state's economy is set to fully reopen on tuesday. >> reporter: a second attempt

to determine who is wearing a mask and who is not in california workplaces. this 30 page document released friday filled with red actions by cal/osha with many changes meant to align with cdc guidelines. those who are fully vaccinated won't have to wear a mask indoors at work or be required to practice social distancing. this development comes on the same day gov. newsom signed two executive orders, one eliminating the states colored tier system effective next tuesday. >> dozens and dozens of executive orders and literally hundreds of provisions will begin to wind down in an orderly manner over the course of the next days. >> reporter: all signs pointing toward releasing the state from most pandemic restrictions, taking a closer look at cal/osha's updated drafted puts the responsibility on, employers to provide facemasks

to unvaccinated workers. those who are not vaccinated are required to wear a mask whenever indoors at work with few exceptions. when alone in a room or vehicle, while eating or drinking provided employees are at least 6 feet apart or if they cannot wear face coverings due to a medical or mental health condition or disability. these changes come after backlash led cal/osha board members to drop a controversial rule at a meeting that said vaccinated workers would still be required to wear masks if anyone in the same room was unvaccinated. >> i was very pleased to see them resend earlier this week their previous vote so as i said a week ago, we will get where we need to go and i'll have the confidence the world will get there. >> reporter: it is unclear exactly when we will get there, the state is set to fully reopen on the 15th. cal/osha will vote on updates two days later on the 17th and if the changes pass they won't take effect until the 28th.

we reached out to the governor's press office asking if he is considering mandating the masks change sooner, a spokesperson responded by saying in part we cannot speculate as to the board's upcoming vote and we will continue to work with workers, employers and regulators to transition to a full and safe reopening come june 15. i'm amanda del castillo, abc7 news. san francisco will be stricter than the state when it comes to indoor events with more than 5000 people. if organizers for indoor events go by the honor system where people are taken at their word for being vaccinated than everyone must wear a mask. if they want to require proof of vaccination or negative covid test than people who are vaccinated will not have to mask up. employees and hospitals, skilled nursing homes and residential care facilities, shelters and jails have to prove they've been vaccinated after a vaccine has been fully approved by the fda. meanwhile san francisco is the first major u. s. city to get one shot into the arms of 80% of its eligible residents.

air london, the mayor london retweeted the news saying that 80% of eligible residents are fully vaccinated. you will be seeing a professional fireworks show in the san francisco sky for the fourth of july assuming it's not too foggy which is also very exciting. the mayor london breed tweeted that fireworks will return this year and that more information will be released later this year but remember last year the display was canceled due to the pandemic. >> considering the low amount of cases i think we are ready. as long as we keep our masks on. >> hopefully we should be able to do it, we should be able to do it together. >> the city plans to align with the state in lifting most covid- 19 restrictions on tuesday. 15 more people in california became $50,000 richer in the vax for the win lottery drawing,

game days to anyone who wants one at the coliseum's east side club and if you get vaccinated they are you get two game tickets. no health insurance is needed, this is just part of major league baseball's vaccinate at the plate program with incentives for all 30 teams. plans for the giants will be released soon as well. we have developing news to tell you about in texas, but we will get to that in a moment, a chaotic scene locally in the south bay overnight with a pickup truck plowing through a popular sports bar last night doing some deadly damage. the agave sports bar and grill around 930 around 9:30 pm last night, a witness tells us us a white pickup first reversed into the back outside wall of the bar then careened off the fence and kept reversing into a group of people on the back patio. police found three people

injured, video showed first responders doing all they they to save one person person did sadly die at the hospital. as for the driver the san jose police say the woman behind the wheel was arrested and is suspected of being under the influence of alcohol. as the drought crisis work worsens, some places are tightening water restrictions. healdsburg has banned the use of sprinklers and drip irrigation and the ban goal is to reduce water use by 40%. violators could face of thousand dollars a day in fines. and happening today marin county and the city of sonoma are putting together water saving toolkits to help conserve water during this extreme doubt. drought. from 9 am to 1 pm while supplies last you can walk up or drive-through to any of these locations on your screen and they will give you a water saving kit that will have things like buckets to catch reusable water, a low-flow

volunteers collecting signatures to recall three members of the san francisco school board are talking to abc7 after someone took pages of signatures before giving them back. this comes as the police are announcing they will investigate the incident. i-team they smacked abc7 reporter melanie woodrow has the story. >> reporter: kit lam was collecting signatures to recall three school board members when a man that has not been named offered to sign the petition then took the clipboard with other people signatures and addresses. a witness recorded this video with abc7 news. >> i saw you. >> i was shocked and angry at the same time. >> reporter: kit lam and the witness followed the man. >> i couldn't believe it because i saw him toss the clipboard underneath the car. >> reporter: another person spotted the clipboard underneath the car.

kit lam says he hopes as fpd makes an arrest. as fpd says because petition signatures are involved it is possible they were coordinate with other law enforcement agencies. in san francisco, melanie woodrow, abc7 news. and anniversary trip took a heartbreaking turn for a couple visiting san francisco, their little dog was stolen from their car in a smash and grab near fisherman's wharf. abc7 reporter loose pain you spoke with the couple who are pleading for their pets return. >> reporter: it was their 12 year yet anniversary and instead of looking at photos of their trip to san francisco, -- and -- are looking back at photos of their dog leo hoping to see him again. >> we had gone on more than seven hours of tours and we decided to leave them in the car inside his carrier bag and put him in the bottom of the seat and he just sleeps there. >> an hour later as they walked back to the car they noticed leo's blanket on the sidewalk. >> my heart just plummeted. i literally feel like a part of my heart is gone. >> reporter: they believe

a two-mile stretch of highway, 101 will be closed for construction work to allow for a pedestrian bridge to be installed and that means both southbound and northbound lanes between san antonio and embarcadero roads will be closed from 1:30 am to 6 am tomorrow. happening today bart is adding 16 trips to saturday service, most of the trips will serve the pleasantville daly city corridor which is one of the most used lines. there will be one additional trip to and from sfo. bart says ridership has increased on saturdays faster than weekdays so they are trying to keep up with demand. today bart is also reopening all station entrances that were closed last october because of low ridership. the giants are hosting a pair of pride movie nights at oracle park. abc7 news was there for the opening festivities, last night movie was the musical in the

heights and tonight they are showing everybody is talking about jamie. tickets start at $25 with the benefits going to san francisco pride. the a's celebrated pride night naming it after glenn burke the first openly player in mlb history. he came up with the dodgers in the late 70s before being traded to the a's. burke passed away in 1935 due to complications of aids, his family was in attendance last night to watch the a's take on the royals. and we have many events that will be taking place all month long, find them by going to the abc7 website, and let's get a check outside. it's kind of interesting out there lives with a good deal of drizzle and there is a cold front bringing some rain up to the north of us. as a result we are going to be in between systems this weekend and the relative humidity up ticking throughout the weekend and you may feel that already.

here is a look at live doppler seven or we are tracking that shower activity and a lot of activity, you can see the energy here offshore all headed to the pacific northwest nothing left over for us. it is currently raining in crescent city and we have a good deal of drizzle along the coast. 62 in hayward and union city and oakland, 61 in alameda and as we get closer to the bay it is pretty mild with low 60s oakland, upper 50s in pacifica. here's a look at walnut creek with cloud cover extending out toward the inland valleys, so cloudy and mild this morning. this weekend will be warmer. tomorrow will be the warmest day of the weekend and we will see that humidity with us, unusual for the bay area and not like what we would feel back east i think you'll be able to feel the difference out there. then getting into wednesday and thursday, very hot temperatures

well over 100b0 in the inland valleys but we will have that comfortable range along the coast. so that's the good news as we look at our current satellite picture. the projection for the clouds throughout the day, notice that they pull back to the coast by about 1 o'clock and then it's a quick come back as they move across the bay into early sunday and once again retreating to the coast and notice still some moisture headed up to the north of us. a pretty nice weekend and a pretty nice couple of days to start the work week. as we look at sunday we've got 60s and 70s across the bay, and 80s across the bay and then i am skipping ahead to next week and look what happens. upper 90s, 100b0 in antioch and we stay comfortable along the coast and around the bay but it's getting warmer in the 80s around oakland. look what happens on thursday, which looks to be the warmest day, really hot temperatures in fact we are well over 105 in

some locations. keeping that trend with a 40b0 spread from inland to the coastline. so we will be watching that for you but it's still four days out, and we will look at highs ranging from the 60s at half moon bay, 68 in san francisco, 73 in oakland, 83 in livermore and 80 in san jose in the north bay, about 81 in napa so near average today. the accuweather seven-day forecast is going to feel a little sticky out there today and tomorrow and then as we look at temperatures dropping off a little on monday it's going to feel pretty good and typical as we start the work week. but getting toward the middle of the work week high pressure is building in and it's kind of a statewide event. we'll be hot from north to south but really inland is where you will feel the heat out there. >> all right lisa thank you. just ahead football season is a few months away and the 49ers are preparing

moving forward finding solutions, this is abc7 news. good morning and thank you for joining us here on abc7 news live on abc7, hulu live and wherever you stream. we will start this half-hour with another look at the weather. hey lisa. good morning liz, we are starting out with mostly cloudy skies in parts of the bay area, in the north bay looking at a pretty shot with the sun coming up at 5:47 am, this is san rafael. 60 in the city, though 60s mountain view and san jose, organelles at 60 so it is a mild to muggy start. you can see that deck of low clouds, santa rosa was 63. we are anywhere from 5 to 13b0 warmer but that translates into muggy conditions as the dew points this morning are about 10b0 warmer than where we normally sit and that means there is more moisture in the air. we're going to warm up to the upper 70s to lower 80s inland by 3 pm this afternoon and we

will be comfortable elsewhere but we will talk about when the heat arrives. we are looking at temperatures well over 100b0 in london next week. lisa thank you. breaking news to tell you about, 13 people were shot in downtown austin texas. police say the gunman is on the loose. we have new video showing you the scene overnight, shots rang out in a large crowd on sixth street which is the entertainment and nightlife district in town. the interim police chief says 911 calls first came in just before midnight hour time, two of the 13 people shot are fighting for their lives in critical condition and the main focus now is finding the suspect who got away. >> what we have seen in recent months and over the last year or so is an increase in gun violence so this is just emblematic of that. it continues. >> police say there is limited information on the suspect at

this point and it's not clear what caused the gunfire. we will update you as soon as we learn more. this morning new fears about the delta variant first spotted in india, which has now been detected in 29 states including california. it is highly transmissible. the pfizer vaccine is 88% effective against it after two doses adjust 33% after one dose. christine sloan has more on this variant. >> reporter: the highly transmissible delta variant first spotted in india tightening its grip on the uk, where the strain now makes up 90% of new cases. the concern here at home intensifying, the delta variant now identified in at least 29 states, about 6% of cases. doubling from last week. research is showing the pfizer vaccine is 88% effective against this variant after the second dose but only 33% effective after one shot.

through that he came back for his firefighter training. >> i just took it day by day and in the beginning it was pretty rough but it was also good because it gave me something to take my mind off whatever pain i was feeling. >> also helping him get through those tough times, his wife kramer and his two young children. now he is passed the cancer and on his way to serve as a sacramento firefighter. it was 50 years ago that native americans were forced from their 19 month long occupation of alcatraz island. the so-called tribe of all nations took over the abandoned prison and declared it tribal land. though the occupation and did it created awareness of indigenous americans and helped shape public policy for decades, we have a sneak peek of the abc7 original escape to alcatraz.
