north bay and east bay valleys but we have clouds hanging along the coast in the peninsula. you can see from live radar and the golden bridge we are socked in with 60s in the city, 63 mountain view and emeryville getting sunny with mid and upper 60s. the dew points are about 10 degrees higher than they normally are. that is a measure of the moisture content. we are looking at the warmer air throughout today and tomorrow. as we look at your saturday afternoon, 70s and 80s could feel a little warmer than that, sticky, maybe, but we will get the sea breeze going all weekend long. we have a heat wave to talk about, liz, in a few minutes. we continue to follow breaking news this morning.

13 people were shot in downtown austin, texas early saturday. police say the gunman is still on the loose. we have new video showing you some of the scene overnight. shots rang out into a large crowd district in town. the interim police chief says the 911 calls came in just before midnight our time. two of the 13 people are fighting for their lives. they are in critical condition. the focus is now on finding the suspect, who got away. >> what we are seeing in recent months and over the last year or so, is an increase in gun violence. this is continuing. >> police say there is limited information on the suspect at this point and they do not know what caused the gunfire. we will update you as we learn more. a brand-new update this morning on the chaotic and deadly car crash in the south bay last night. police say one man is in jail, accused of plowing his pickup truck through a popular sports bar. officers updated us about an hour ago saying the man reversed into the back patio bar last night in the willow glen area. witnesses say they had to jump out of the way but sadly, three people were hit. one woman died at the hospital.

the two men are expected to survive. a woman in the truck for passenger seat was not hurt. as for the driver behind the wheel, san jose police say the 32-year-old is now in the county jail on felony dui and vehicular manslaughter. in just three days, the state will fully reopen. this morning we are finally getting some clarity from masking rules for california workplaces.

here is what we can expect from the agency.. a second attempt to determine who is wearing a mask and who is not in california workplaces. this 30 page document, released friday, was filled with redactions. many changes are meant to align with cdc guidelines. the bottom line is, those who are fully vaccinated don't have to wear a mask indoors at work or be required to practice socially distancing. this development comes on the same day governor gavin newsom signed two executive orders, one illuminating the state's steer system. >> dozens and dozens of executive orders, literally hundreds of provisions, will begin to wind down in an orderly manner over the course of the next days, weeks and months. >> reporter: all signs are pointing to a releasing of most

pandemic restrictions. looking at cal osha's updated draft, it puts the responsibility on employees to provide face masks to unvaccinated workers. those who are not vaccinated are required to wear a mask when they are indoors at work with few exceptions. when alone in a room or vehicle, while eating or drinking, provided employees are at least six feet apart, or, if they cannot wear a face covering because of a mental or medical health condition or disability. these changes come after backlash led cal osha board members to drop a controversial rule at a recent meeting that said vaccinated workers would still be required to wear masks if anyone in the same room was unvaccinated. >> i was very pleased to see them resend that earlier this week. they rescinded their previous vote. as i said a week ago, we will get where we need to go. i have all the confidence in the world we will get there. >> reporter: it is unclear exactly when we will get there. the state is set to fully reopen the economy on the 15. cal osha will vote on updates two days later. the changes pass, they won't

take effect until the 28th. we reached out to the governor's press office, asking if he is considering changing the mask mandate sooner. his spokesperson responded in part, we cannot speculate as to the board's upcoming vote, but we will continue to work with workers, employers and regulators to transition to a full and safe reopening on 215. amanda del castillo, abc7 news. san francisco will be stricter than the stay when it comes to indoor events with more than 5000 people. organizers for indoor events can go by the honor system, where people are being taken at their word for being vaccinated, everyone has to wear to four. they want to require proof of vaccination or negative covid test, people who are vaccinated do not have to mask up. employees at hospitals, nursing homes and residential real communities, as well as jails have to prove they were vaccinated after a vaccination is fully approved by the fda. san francisco was the first major u.s. city to get one shot into the arms of 80% of its eligible residents. mayor london breed tweeted the news and also said nearly 70% of the city is fully vaccinated. you will be seeing a professional fireworks show in the san francisco sky this year for the fourth of july if it is not too foggy. mayor london breed tweeted the fireworks would return this year and more information will be released later. remember, the pandemic cancel last year's display.

b.a.r.t. says ridership has increased on saturdays faster than we tasted they are keeping up with demand. today b.a.r.t. is reopening all station entrances closed last october because of low ridership. let's check the forecast with lisa argen. we are monitoring a heat wave that is coming. >> yes, liz , it is. it will be primarily inland although we warm-up in the east bay. will be slightly above average for parts of the bay shore and the coast. the inland valleys will see triple digit heat. we can see the clouds right over the bay and the peninsula, the city, san mateo and some clearing in the north bay. the east bay valley, the storm track as well to the north. you can see all the energy offshore. this is a weak system that will bring out a few light showers along the north coast, some heavy drizzle earlier and that has kept that relative humidity up. as we look at san jose one-on- one, clouds are scattering quickly, 68 in mountain view, mid-60s in morgan hill and 64

degrees at half moon bay. you can see it is getting sunny. it is muggy. how about 70 in novato already, 68 in concord. dew points were much lower 24 hours ago. we are about 10 degrees warmer. that is a lot of moisture filling the air. that is what we will be dealing with for the weekend already. we will be more humid than we are used to. there is a look from mt. diablo. you have probably already noticed it is partly cloudy and muggy this morning, warmer this weekend and humid before the heat arrives in earnest wednesday and thursday. inland we are talking well over 100 degrees. here is the fog far. it pulls back and we get some sun right along the coast

before it pushes back in all the way through the east bay early tomorrow. it will retreat and we will look at the sea breeze feeling day after day as the moisture misses us to the north. the sea breeze is not going anywhere. that is the good news tomorrow. we will have a repeat performance of today, pretty much. as we get into midweek, napa, triple digits by the delta, sacramento valley, look what happens on thursday. it all spreads further to the west. we stay relatively comfortable in the east bay, although you get warm, as well, 70s and the city, still 60s at half moon bay into the peak heat time. by friday, think should get a little more comfortable. highs today from the upper 60s in the city, 73 oakland, 70s in palo alto, 80s in san jose, 83 livermore.

this morning, new fears about the delta variant first spotted in india. it has been detected in 29 states, including california. it is highly transmissible. the pfizer vaccine is only 88% effective against it after two doses but just 33% after one. >> reporter: the highly transmission of delta variant first spotted in india is tightening its grip on the uk, where the strain now makes up 90% of new cases. the concern here at home is intensifying. the delta variant is now identified in at least 29 states, about 6% of cases, doubling from last week. research is showing the pfizer vaccine is 88% effective against the variance after the second dose but only 33% effective after one shot. >> communities that are not well vaccinated that have vaccination targets and what we are looking for will be at risk in the future. >> reporter: some southern states have the lowest vaccination rates in the country. this one in mississippi is

storm in the pacific northwest, you can see all the energy offshore. we have that and high pressure to the south of us. we have a healthy marine layer. we will be looking at the sea breeze throughout the day in marin county. you can see it is nice and sunny, 62 in the city, 64 in oakland, san jose and already 64 in half moon bay. we are in the 60s here with all the sun in santa cruz, 76 later today. the numbers are in the 62 near 70. feels warmer out there because we are looking at more moisture in the atmosphere. we started out in the 60s. now at this point, the 60s. that brings us anywhere from 4 to 10 degrees warmer for than we were 24 hours ago.

we will keep this pattern for the second half of the week and. we have a nice view here of the clouds. it is partly cloudy and a little muggy this morning. it will be warmer and humid throughout the weekend. then we get back into the normal pattern monday, tuesday and a big heat dome moves up from the desert southwest and will encompass much of the sacramento valley and much of the west coast but it will not make it to the shoreline. here we have a low fogs and cloud again today to the beaches. we will get a little sun there before pushes in across the bay tomorrow. there is that system hanging out in the pacific northwest all weekend long. that will just keep the marine layer with us. it will be almost a repeat performance tomorrow with 70s and 80s around the bay. we will jump ahead to when we get that dome of high pressure building in with upper 90s in concord, triple digits by the delta but comfortable bayside. by thursday we are getting warm, we are above normal with mid and upper 80s but look at that 105 in concord, 109 by the delta. it stays in the 60s and 70s from pacifica to san francisco.

sadness. it's okay to feel anger. you know, these are emotions of the human experience that we're supposed to embrace. you know, life is not always good, good, good, you know? there's ups and downs. there's sadness. there's hard times. and, you know, we're feeling those feelings for a reason, and we're supposed to embrace them. you know, i learned that, you know, everyone's perfectly imperfect the way they are -- they're beautiful in every way, and that you should love yourself, 'cause you're so unique. i would say there's definitely so much help out there -- you're not alone. >> how has that loss -- clearly, it's empowered you, but how has it really empowered you to help other people? >> what empowers me to help other people is the pain that i go through daily from not having my sister here and knowing the pain of going through my own journey. and i'll do anything in the world, you know, to save one person from that pain, to save one family from going through that pain. and that's my goal. and that's what i'm dedicating my life to for the rest of my life -- to, you know, end the stigma against mental health, to end the stigma against suicide, you know, to make sure people, you know, understand how serious it is -- that, you know, mental-health illnesses are diseases, just like any other disease. you know, there's a science -- a chemical imbalance. so, you know, that is really my

goal, and, you know, that's what has made me doing what i'm doing today is the pain and just trying to help other people and trying to educate other people on mental health. >> if you could give us some good examples, how have you coped with stress and anxiety during difficult times, especially during this last year and the pandemic? >> definitely. you know, the pandemic was hard for everyone, you know, including myself, you know? it was -- 2020 was such a hard year, so much anxiety. it was just -- you know, we never knew what was next. we didn't really know what was going on. it was so hard. it was scary. so, you know, i had to -- i picked up meditation during, you know, the pandemic, and i learned how to meditate. you know, i use that app headspace a lot. i also work with a mental-health support coach that helps me and takes me through meditations, as well as i journal a lot. >> is there any advice that you would give to people who are dealing with anxiety and depression right now? >> i would definitely tell them that they're not alone, that, you know, there are so many other people going through this fight, and you've got this, and you're gonna make it through it. and, you know, there's help out there for you. there's people who love you, people who want you to get better.
