we are getting back to normal. live >> mind blowing compared to what it used to be. the bay area back open for business. that tuesday reopening date fast approaching, but are some ways of life going to be able to keep up? our look at one industry billing the post pandemic pressure. it's hailey morinico, thank you for joining us. i'm liz kreutz. you are watching abc7 news . will look at the reopening in a moment, but let's get to lisa argen for look at the weather. the fog just moving across the bay. it is dense in spots.

we will have a return to the onshore flow. as we look at live doppler 7, you can see a pocket from the san mateo post, quarter-mile visibility, half moon bay. 3 miles oakland. 60, santa clara as well as mountain view. 62, novato. when temperatures are that mild in the morning, and you feel it as well, with upper 50s, the dew point. a lot like yesterday. the clear sky in numbers similar to yesterday with plenty of 70s and 80s. even some mid-80s inland. it will feel muggy again. we will have fog at the coast and we will talk about a return too comfortable weather tomorrow before the heat gets cranking up. the week is here and in to today's, california will climb out of the pandemic restrictions and be open to reopen in full. for the first time in more than a year. the impact on the local economy

is one of the key focus in building a better bay area. this morning, a closer look at the rideshare industry, facing a crunch as people get out more. a driver shortage and higher prices. abc7 reporter j.r. stone talk to riders, drivers, and the experts . >> reporter: uber, lyft, taxi. it used to be obvious which one was cheaper, but not anymore as the demand for all three is rising. >> we are getting back to normal. >> reporter: getting back to normal means people want to go places, and get rides to those places. >> you have a large demand of rides but a small demand for drivers. >> reporter: larry is an uber and lyft driver who said the last two months have been really good to him. >> i agway big-money. >> reporter: she's glance at the surge prices and part of the bay area and you can see that drivers are in a hot demand.

especially in the east and south bay. until there's more drivers, riders will likely continue to pay. >> it's much much more expensive. >> mind houses a dollop of mile and a half from here and it's a $30 uber. >> my friend came and visited from connecticut, and she arrived last night, in the uber cost was $70. >> it was cheaper to take a taxi cab and faster. >> reporter: experts say some drivers about to do the delivery instead. others have found new jobs, and some continue to take an employment instead of coming back. but not those like larry who said he sees the demand and is helping to meet up. it's up in your how long these higher prices will last. experts we talk with believe at least three months and possibly until unemployment benefits and for some people.

or less. a 12-year-old girl is arrested for allegedly starting a set of small grass fires in the berkeley hills. one neighbor told abc7 news that he saw byron ski his backyard on friday, and he put it out with this hose. it reignited a couple of hours later and spread to a nearby shed which set off another explosion. the flames spread to the garage, doing substantial damage. nobody was hurt in any of these fires. the north bay, the nort are preparing for the worst, dealing with the possibility of a wildfire in their backyard. firefighters are running voluntary evacuation drills to get people ready just in case. abc7 news reporter cornell barnard tells you how it works. >> first aid kit. masks. water bottles. >> reporter: barbara shows us her emergency go bag. it's charged with everything she needs. there's even a solar charger.

>> it will charge your cell phone, a tablet. >> reporter: she grabbed her bag after she and hundreds of her neighbors got this alert message on their smart phones. >> this is only a drill. >> reporter: this drill was voluntary, but many took part. neighbors were instructed to meet at the staging area in southview park, learning what to do and where to go if a wildfire was to force them up. >> you should always try to go by car. that's the safest way to get everyone out. >> reporter: the drill organized by the southern marin fire department which 40 fast- moving fire on friday. >> we want to make sure the communities aware of how to evacuate, how important it is to practice ahead of time. >> it is important. no reason not to be prepared. >> reporter: last year, there was no drill for sonoma and napa county residents. thousands were changed out by the glass fire that destroyed hundreds of homes. >> we think about all the time.

reading about the drought and fire season coming. we constantly wonder which is the best way to go and who is looking at for that. now we no. >> reporter: there was another drill for residents in the tam valley neighborhood of mill valley. people got fire safety information and a free solar powered emergency radio. >> we want to do which right just in case the time comes that we have to evacuate, which we hope never comes. it's a matter of when. we will prepare. >> reporter: firefighters will take that being prepared is so important. four more evacuation drills are scheduled in southern marin later this month. >> it could be a first in the bay area to deal with california's extreme drought crisis. water use will be monitored in healdsburg and you could face a fine if you exceed the limit. on friday, the city ordered all

residents and businesses to stop watering lawns and turn off irrigation systems. power washes, car washing, and hosing down driveways are off- limits. to help healdsburg is rolling out a new program to provide recycled water to neighborhoods. >> i think we are ahead of many of our neighbors. that's a function of where we are on the upper segment of the russian river. some things are more dire in our location than other parts of the bay area. >> i'm a little surprised that people have been embracing this . and not just being angry they can't access water. i think people understand that we need to get this done. >> residential customers can use up to 74 gallons a water daily per person. those who go over the allowance could be fined up to $1000 a day. you probably know to conserve your water, but we have time-tested tips. time-tested, we mean it. >> i did it in my home and you

bar and grill. >> -- >> reporter: she said she was lucky. she was about four the crash and survived thanks to her friend who pulled her away as the vehicle sped up behind her. >> reporter: police arrested alex moreno for felony dui and vehicular manslaughter. according to the manager, the suspect sat in his vehicle for about 30 minutes before putting the car in reverse and hitting at least three people. she says there were about 30 business in this outdoor area. the manager still shaken and refused to speak on camera, but said alex moreno tried to flee after the crash, but security guards held him down for 15 minutes. the woman passenger in the vehicle wasn't injured. the pickup truck had a side logo from a construction company.

tonight qtc ceo confirmed that he is a field superintendent and said in part this is truly devastating news. to the two men who were also injured, our feelings are with them in this time. we have a long-standing policy that our company vehicles are limited to use during work hours and to and from their jobsite only. qec confirming alex moreno shouldn't have been driving a company vehicle during off hours. san jose police have not identified the victim of the crash. a bar manager said the woman was at the bar visiting friends and family in the bay area. in the castro neighborhood, a memorial to mark five years since 49 members of the lgbtq community were killed in the pulse nightclub massacre.

on the way inland wednesday and thursday. if we look at the highs tomorrow, they will come down a little bit. numbers from the low 60s to mid- 80s. it will be a nice monday starting out with a gray sky and the fog and afternoon sea breeze. not back to where we should be in terms of the field to the air on monday. tuesday, high pressure building in to the south of us, bringing the 90s to the inland east bay. the rest of us not too bad. wednesday, 100 degrees in antioch. 99, concord. you can see the heat will continue to push closer and closer to the bay. we will warm up along the coast in oakland and fremont, but we are thinking not as much as the numbers in that inland east bay. were not going to see gusty winds and it will be brief for the shoreline. today 67 in san francisco.

saturday morning. shots ring out on sixth street downtown in an area known for its nightlife. witnesses assuring what they saw as victims were rushed to the hospital by police car, ambulance, or the rent vehicles. >> out of nowhere. there was no escalation or altercations. you heard gunshots. four rapid gunshots. saw bodies everywhere. people were screaming. >> investigators are pouring through numerous videos of the incident. multiple agencies including the fbi are working with the austin police department in the investigation. today, president biden will cap off his first foreign trip abroad with a cup of tea. he will sit down with a private meeting with queen elizabeth and already winning praise from the other world leaders. as abc7 reporter, the stakes are getting higher ahead of his one-on-one meeting with vladimir putin. >> reporter: president biden wrapping things up in cornwall today on the last day the g-7 summit. the first face-to-face
