we are getting back to normal. >> totally mind blowing compared to what it used to be. the bay area back open for business, tuesday reopening fast approaching but are some ways of life going to be able to keep up? i will look at one industry already feeling the post pandemic pressure. this is abc 7 news at 9 a.m. live on abc 7 and wherever you stream. we will get to that look at the reopening in just a moment, but first let's go to lisa argent. all upcoming this week, the final week of spring. today we have fog, partly sunny conditions and a low cloud deck all up and down the coast where

sunshine will be limited. you can see the clouds floating by, 66 in morgan hill and a pretty view here. numbers in the low 70s from the delta, concord, and novato. that will translate into warmer numbers right now and kind of a sticky feeling throughout the afternoon.'s 70s at the beach but limited son for our local beaches, 70s and 80s for a summerlike feel. the week is here, in just two days california will climb out of its restrictions and be able to reopen in full for the first time in more than a year. that impact on the local economy is one of our key focus is. this morning, a closer look at the ride-share industry facing a crunch as people get out

more. a driver shortage and higher prices. j.r. stone talked with experts about what it all means. >> reporter: huber, lift, taxi, it used to be obvious which one was cheaper but not anymore. the demand for all three rising. and getting back to normal means people want to go places and get rides to those places. >> you have a large demand and a small supply of drivers. >> reporter: larry is a uber and lift driver who says the last two months have been really good to him. >> i stopped driving, i make way big money. >> reporter: you can see that drivers are in hot demand. especially in the east and south bay. until there are more drivers, riders will likely continue to

pay. >> it's much more expensive. >> it's like a $30 uber. >> my friend just came and visited from connecticut and she arrived last night, the uber cost was like $70. >> it was cheaper to take a regular cab. >> reporter: experts say some drivers have opted to do food delivery. others have found new jobs, some continue to take unemployment. but not those like our friend larry who says he sees the demand and is helping needed. >> is up in the air as to how long these higher prices will last. experts we talked with believe at least three months and possibly until on appointment benefits and for some people. j.r. stone, abc 7 news. >> we have a complete guide with everything that you need to know to prepare for the tuesday reopening date. everything from certain county capacity limits who want to

take your mask off to what would trigger another shutdown. it is all there for you at abc 7 news.com. more than 18.6 million californians are now fully vaccinated against covid. that is nearly 55% of those who are eligible for the shot. another nearly 4 million people are partially vaccinated. on average, the states is close to 143,000 doses are being administered every day. counties are now trying to vaccinate everybody that they can. we did see a different kind of approach in san francisco's tenderloin neighborhood. this is supervisor matt haney who tweeted these photos from saturday emma joining some people from nonprofit code tenderloin to deliver the one dose vaccine to those who still need it. haney says the mobile teams were able to vaccinate people in five minutes. four a 12-year-old girl is now arrested for allegedly starting

a set of fires in the berkeley hills. one neighbor told us he saw a fire in his backyard on friday and put it out with his hose. it reignited a couple hours later and spread to a nearby shed which set off another explosion. flames then spread to the garage. nobody was hurt in any of the fires. dealing with the real possibility of a wildfire in their backyards. firefighters are running voluntary evacuation drills to get people ready. cornell bernard shows you how they work. >> reporter: first aid kit, masks, water bottles. she shows us her emergency go bag, full of everything she would need to evacuate. there is even a solar charger. >> it'll charge your cell phone, tablet. >> reporter: she grabbed her bag after she and hundreds of neighbors got this alert message on their smart phones.

this evacuation drill was voluntary but many took part. neighbors were instructed to meet up at this area in selfie park. >> you should always try and go by car. took the drill organized by the southern marin fire district. >> we want to make sure they are aware of how to evacuate, how important it is to practice. >> it's important. no reason not to be prepared. >> reporter: last year there was no drill for sonoma county residents, thousands were chased out by the monster fire which destroyed hundreds of homes. >> it's something we think about all the time. we constantly wonder which is the best way to go. >> reporter: hours later there

was another drill for residence in mill valley. people got information and a free solar powered emergency radio. >> we want to make sure we do what's right. it's not a matter of if, it's a matter of when. we are prepared. >> reporter: being prepared is so important these days. for more evacuation drills are scheduled here in southern marin later this month. >> it could be a first in the bay area to deal with california's extreme drought crisis, water use will not be monitored in healdsburg and you could face a fine if you exceed the limits. the city ordered all residents and businesses to stop watering lawns and irrigation systems. our washes and hosing down driveways are also off-limits. there he rolling out a new program to provide recycled

around 9 p.m. a woman was killed by a suspected impaired driver who plowed a pickup truck through a fence and into a group of customers at a sports says she was lucky, about four feet from the crash and survived thanks to her friend who pulled her away. san jose police arrested him, but in santa clarita county jail for gross particular manslaughter and dui. the suspect sat in his vehicle for about 30 minutes before putting the car in reverse and hitting at least three people. she says they were 30 customers in this area. >> moreno tried to flee after the crash but security guards

held him down. the woman passenger in the vehicle wasn't injured. the pickup truck had a logo from bay area construction company q easy. tonight, the ceo confirmed to abc 7 news moreno is a field superintendent and said in part, this is truly devastating news. to the two men that were also injured, our feelings are with them in this time as well. we have a long-standing policy that our company vehicles are limited to use during work hours and to and from the job site only. we confirmed he shouldn't have been driving a company vehicle during off hours. san jose police has not identified the vic them of this crash. the bar manager said the woman was at the bar visiting friends and family in the bay area. >> very sad.

in san francisco castro neighborhood, a memorial to mark five years since 49 members of the lgbtq community were killed in the pulse nightclub massacre. in orlando where the nightclub is located, the names of each victim were read aloud. the owner has since founded the one pulse foundation and announced another round of scholarships in honor of the victims. >> to the outside world, five years is a landmark but for people living in everyday or directly affected, it isn't that long. president biden also saying he will sign a bill dedicating the nightclub as a national memorial. another challenger is stepping into the ring and bringing a massive army of youtube subscribers with him. kevin is a southern real estate broker and he is a democrat.

mountain view, half moon bay 59, still some fog there but we will begin to clear some of this out. upper 60s santa rosa was 72 in novato livermore at 66. dew points in the 50s, usually in the 40s. that's why it feels a little warmer than it actually is even with the marine layer. things won't be back on track until things change again on tuesday. coastal fog and humid again for the afternoon, triple digits wednesday and thursday. it will warm up around the bay but not as much. you can see a little sun at pacifica, still some fog and into monday, we get a pretty good surge of low fog. tuesday, the change begins and

that's where we will see that big heat into the bay area. upper 60s to low 70s, the breeze will kick in so that will keep us cool as well. as we get into your monday, pretty comfortable out there but still those dew points are going to be here on tuesday. here is a look at what tuesday will look like, you can see the heat nudging into parts of the north bay. it's wednesday and thursday, the hottest days of the week . the delta has an excessive heat watch for thursday afternoon through saturday. you can see why, temperatures will be well over 100 degrees. from sacramento to fairfield and vallejo. looking at 85 today in concord, 80 in

that was aboard the friday night flight from l.a. to atlanta. several men able to pin him down while he kicks and screams for help. police identified the suspect as an off-duty flight attendant. at one point saying he would take down the plane. >> the perpetrator was on the intercom and was telling passengers to return to their seat because oxygen masks were required. >> the plane landed in oklahoma city where he was put into custody. the federal aviation administration just put out data on these passenger incidents. the agency identified nearly 3000 reports of unruly behavior in 2021. about 2200 are people refusing to comply with the federal mask mandate. not all cases have resulted in penalties but the faa warns punishment can include imprisonment or up to 35 grand in fines. some jobseeking advice.

have been awfully muggy, good healthy marine layer, that sea breeze all making for relative humidity a little bit uncommon around here for the afternoon. the clouds are scattered out, 68 in san jose as well as morgan hill so pretty mild and what a gorgeous view from emeryville where you see some of the clouds there with 73 in novato, low 70s for fairfield. we have an excessive heat watch already posted by the national weather service for the delta and looking at fairfield and napa area, far eastern parts of the delta. so we are going to see the heat encompass sacramental points westward by thursday into friday and saturday. 66 in livermore, it's been pretty nice here with temperatures in the 80s but once again, some of you feeling like it is a little muggy out there. that's the case again today and

for monday but for to say, the heat arrives and we are going to see triple digit heat wednesday and thursday. looking at some partial son, then some mist and drizzle, only to remain patchy again throughout the afternoon. we still are looking at those dew points, not where they should be despite the usual low cloud deck. as we get into our breeze in the afternoon, that should be pretty nice once again up to about 25 and 30 miles per hour. then once again into your monday, that typical sea breeze allowing for the breeze into the inland valleys and as we get to your monday, very similar to today. as we get to the afternoon into tuesday, this is when the heat arrives with mid 90s for the

delta and looking at about 80, so not too bad although climbing through the 80s in the north bay. this is wednesday and you will notice that we are over 100 degrees. wednesday already getting pretty hot so wednesday, thursday the hottest days of the upcoming work week for east bay and south bay. even though we are going to see these 80s by the bayshore, doesn't look like we will get into the 90s. 79 in santa clara, 80 today in cupertino, palo alto 80 degrees, downtown upper 60s, low 60s for the sunset and to the low 80s in santa rosa. on the east bay we've got mid 70s but it's going to be that kind of odd mid 70s where it feels warmer than that. 77 in fremont and in the mid-
