a group of city councilmembers is advocating for some very big changes to the mayor's budget. there proposing amendments that would change the city's approach to public safety. oakland city council president has said that 75% of police calls are for noncriminal issues. >> these are police officers who are responding to blocked driveways, false alarms, disturbances. week, with this budget will focus our police on what they do best which is responding to and solving serious and violent crime. >> one of the proposals would reduce or defer police academies , new money would go toward affordable housing, providing sanitation at the city's 100 homeless encampments, reopening parks and expanding library hours. we've reached out to the mayor's office for comment but we haven't heard back yet. charge in looking at possible discrimination in the home

appraisal process. families of color in the bay area upset after having their homes value for less than they believe the color of their skin is a big factor. another homeowner is sharing his story, race and culture reporter julian glover is live and after the owner staged his home differently a second time, lo and behold the appraised value shot up $150,000. >> that's right dan, $150,000 difference, the owner believes it's because of different color of skin, he reached out to me after seeing several of my previous stories of suspected discrimination the process, he took cues from a marin city family who we covered several months ago and had a friend who look different from him stand in for him after he felt his home was undervalued . >> once my children saw it, they were like okay, that's the one . >> for single father celine, the moment he saw this house he

knew was home. >> my children made the decision for me. >> he purchased the property in 2019 for 413 front of $30,000, he was aware the property would need work. >> we redid the children's bedrooms, read investors, new roof, but this new gate in front . >> as he made improvements to the home, real estate values climbed steadily and interest rates fell. he decided to refinance to beat his current mortgage rate. the first appraisal in november 2020 came in at $575,000 after filing a rebuttal. but he was convinced he could find a better rate with a different lender. then, he got hit with a $480,000 appraisal this january while looking into an fha loan. he was stunned . >> it's hard to prove what was in the other gentlemen's intentions but even if it was just negligence or incompetence, it was to a level that it had to be something more .

she was like okay, i will bring over pictures of my family. the home appraised for $493,000 more. >> that's part of the reason i wanted to do this. because watching those stories kind of helped me through the process . >> a realtor helped him stage the home. >> you might want to take down photos, you may want someone else to step in and be there during the actual appraisal. >> then he asked his coworkers ethnically ambiguous daughter as he put it if she would stand in for him on the day of the puzzle appraisal . >> i have a lot of privilege, a fair skinned white individual if i can use my privilege to help other people in the community, then why not? >> the appraised value $630,000, two appraisals, two months apart, $150,000 difference. he thinks was largely because of race. >> it doesn't feel good. so to have somebody's comment stand in and we get to all of a sudden a higher value . >> the big difference we noted

crews from cal fire and the san jose fire department made quick work of a grass fire on the southern edge of the city. it was near silicon valley road, not far from the residential area. it burned about 30 acres before it was brought under control. 30s believe it was started by metallic balloons that came in contact with transmission lines and that does happen from time to time. they end up sparking.

much of the northbay, the inland east bay and much of the southbay. that means after temperatures getting into the mid to upper 90s but even hotter temperatures move in on thursday and friday. so for the inland east bay and the northbay mountains to end the week we have an excessive heat warning and what that means for areas shaded in pink that means concord, walnut creek, temperatures likely exceeding 100 degrees by thursday afternoon. future track temperatures, we jump into thursday, there you can see the intense heat away from the coast, triple digit temperatures in many cities. notice though around the immediate bay shoreline we are warm, mainly in the 80s, but we are not excessively hot, thanks to an onshore flow away from the coast, it's going to be hot by thursday afternoon. here's the 7-day forecast, warming begins tomorrow, there's the moderate heat risk , thursday is really the hottest day we have, friday is no treat before we cool down for the upcoming weekend by the way summer begins at 8:31 on sunday. >> oh wow .

all week we are celebrating juneteenth, and looking at the origin of that historic day and the struggles endured by black people in this country. >> juneteenth is the oldest known celebration commemorating the ending of slavery in the united states. president lincoln signed >>'s emancipation proclamation freeing enslaved africans united states in 1852 in the 13th amendment passed congress officially ending slavery in 1863 but it would take years

for word to spread. on june 19, 1865, union soldiers led by gordon granger landed at galveston texas with the news that the civil war was over and the roughly 250 thousand enslaved people there were now free. the orders read, the people of texas are informed that in accordance with the proclamation from the executive of the united states, all slaves are free. this involves an absolute equality of personal rights and rights of property between former masters and slaves and the connection hereto for existing between them becomes that between employer and hired labor. the freedmen are advised to remain quietly at the present homes and work for wages. they are informed that they will not be allowed to collect at military posts and they will not be supported in idleness either there or elsewhere. you might be wondering why it took so long to spread the word.

general robert e lee surrendered in april 1865 but union troops didn't arrive until june. the emancipation proclamation only freed enslaved africans in the confederate states liberated by troops. and that didn't include texas. those slaves were lawfully free they were far from free. many were even punished for trying to take advantage of their new rights. one former slave recalled seeing people shot and hanged after trying to escape to freedom. and another shared an account of being asked to work in another six years and being whipped, just like she was before. >> even though the newly freed in texas didn't receive the full benefits or freedom, they turned the day into a celebration. june 19 was coined, juneteenth, blending of the word
