a lot of other people are too. we're here at pier 39. we talked to lots of foelths visiting from all over the state and beyond. the governor says reopening means it is time to travel again and he hopes californians will vacation right here in california. but you know other states want your business too. >> come on down, the sun is shining on pier 39. we have a lot of people coming back around. >> things are looking up for the boat rental and charter business at pier 39. >> a lot more people getting out and living a little bit. >> get a nice view and breathe fresh air. >> reporter: this woman from stockton is spending the day with her family. >> everything is slowly opening back up and that makes me happy. >> no more physical distancing requirements and no more caps on occupancy. >> reporter: governor newsom says the reopening means it's time to travel again.

>> people can feel liberated and safe to travel in california. probably the most safe place in the united states. >> this california family is on the job. helping our state's recovery. >> reporter: after travel spending plummeted 55% almost overnight last year this new ad campaign is calling all californians to plan a trip within state lines to boost the economy. >> like a monday determine day act of patriotism to spend your dollars here. >> it's up to you, new york, new york. >> reporter: but wait new york wants love too. the big apple running these ads in the bay area. the governor says don't believe it. >> because with all due respect, eat your heart out the rest of united states. there's no state in america that has more in terms of experiences. >> reporter: yeah, the welcome ad definitely out in san francisco. most hotels have reopened but conventions may not return until the fall. conventions described as the

secret weapon for really getting the city back on track. one thing is for sure though. from what we heard today, the bay area's hospitality looking to do hiring come this summer. live in san francisco, abc 7 news. >> it is interesting and it is an interesting place to be. obviously not like flipping a switch. things don't change overnight. what are you hearing about how long it will take before tourists return in the kind of numbers before the pandemic? >>reporter: yeah, that's a tough part, the ceo of visit california say it may take four years to return to those record breaking travel numbers we saw pre-pandemic. a lot of work to do. scenes like this, all these people pretty encouraging as we move forward; right? >> definitely thank you. great information cornell. you will need to have a

mask until june 17. and the governor will issue an executive order afterward to make it effective. >> we will move forward before rule making gap between the 17th and 28th with an executive order that complar fries and consistent with the cdc guidelines. >> newsom added the state is working on developing an electronic system so people can prove they are vaccinated. it will not be a vaccine passport. what will tomorrow's new new reality look like? abc 7 reporter laura anthony made the rounds to see whether truly businesses are dropping the mask mandate and reopening tomorrow? what did you find out? >>reporter: well, kate, it was interesting we thought we would take you through what could be a normal day once the mask mandate is lifted. that doesn't mean that businesses have to lift their mask mandate. but, again, we thought we would take you through the day

starting with a cup of coffee here at the cafe and bakery behind me. >> hello. >> reporter: come tuesday morning, life will be a lot different. >> i am not going to let anybody walk in with no mask on. >> reporter: or will it? this morning coffee and pastry the law won't require me to wear a mask but the owner will. >> we've been wearing the mask for all year right now. it won't do any harm to keep on for another couple of months. >> reporter: but at this gym it not be required >> reporter:@let yet out this year will sport his mask, customers are allowed to come in without a mask. >> reporter: time for lunch at casper's hot dogs?

>> is this confusing? >> very confusing, we don't know from day-to-day what's happening but hopefully tomorrow we can have everyone come in and sit down, i miss that. >> reporter: at this salon they will make the masking decisions to the clients. >> it's definitely an optional. if they feel safe and they are vaccinated and don't want to wear a mask, it is totally up to them. >> reporter: many store owners are still a bit mask confused. >> i'm not real clear on it but as far as i know we can take the masks off tomorrow. >> we're tired of the mask. >> jay at a local liquor store knows exactly how it will be. tomorrow can a walk in without a mask? >> yeah, you can. >> reporter: are you looking forward to that? >> yeah. >> reporter: and finally a nice dinner at the walnut creek yacht club. when i show up do i have to wear the mask? >> you won't have to wear the mask but still undecided

decision with california osha as far as employees having to wear masks. >> reporter: now one of the common themes we found among the restaurant owners is they're going to keep these outdoor venues up as we go into the summer, the warmer months. they're finding those are a hit with their customers. a lot of people enjoy dining outside. so for now at least, the tents will stay up even if the masks come down. dan, kate. >> laura it sounds like a lot of people are feeling out the mask situation. but what about capacity? did the business owners you spoke to, did they say they will let everyone in immediately and go back to 100%? >> well kate that's an interesting part of this. the mask thing was easier to get. to the capacity we talked again with the restaurant owners and, the yacht club owner says even if he wants to open up to 100% capacity they have the outdoor and indoor venue it

helps them add tables inside and out. the big stumbling blocks is they do not have enough employees. he said right now, they've got 2/3 of the normal number of employees. so they can't just open up 100% because of all the issues with getting people to come back to work. >> makes sense, thank you so much, laura for the great information the next few days and weeks will be interesting. >> reporter: sure. well it is going to be easier for you to get around as california reopens. if you're taking transit. starting tomorrow, the bay area busiest transit agency won't require passengers to socially distance. community riders have to wear masks and keep at least six feet away from the bus driver. by removing distance requirements among passengers, muny can accommodate more people on board. on bart all station entrances reopened over the weekend. many were shut down during the pandemic so that cleaners could focus efforts on fewer places. and today in the south bay, vta

added a bus line between two places and expanded existing bus service. in the north bay, golden gate transit increased frisk evens as well. there are changes all over the bay area and across the state. go to abc 7 news/coronavirus, there you will find a comprehensive description of what to expect when california reopens tomorrow. and while we focus on reopening we learn today at mass vaccination site in levi stadium is closing in ten days. it was billed as the largest mass vaccination site when opening in february. capable of giving 15,000 vaccinations daily but never reached that capacity because of limited vaccine supply. at the peak it maxed max out on

as part of our on going work to build a better bay area, abc 7 news continues to lead the charge in looking at possible discrimination in the home appraisal process. families of color in the bay area are upset after having their homes valued for less and they believe the color of their skin is a big factor. another homeowner is sharing his story with race and social justice reporter julyian glover who joins gluver. >>. >> reporter: a $150,000 difference all because of different color skin according to the owner. they reached out to me and tookk queues from the marin austin

city family several months ago and he had a friend that looked different for the appraisal when he felt his home was undervalued. >> reporter: for this single family and oakland native the moment he saw this house, he knew his kids knew this house was home. >> my children made the decision pour me. >> reporter: he purchased the property in 2019 for $430,000. he was aware of the property would need some work. >> we did a new roof and redid the children's bedrooms and redid the stairs and new gate in the front with the automatic gate opener. >> reporter: as he made improvements to the home real estate values climbed steadily during the pandemic and interest rates fell. he decided to refinance to beat the current mortgage rate the first appraisal in november 2020 came in at $575,000 after filing a rebuttal. but he was convinced he could find a better rate with a different lenter and then hit

with a $480,000 appraisal this january while looking into fha loan. he was stunned. >> hard to prove what was in the other gentleman's intentions but even if it was just negligence or incompetent it was it was to a level of something more. >> reporter: despite requesting a reconsideration of value and filing a complaint with the california bureau of real estate, the appraiser declined to increase the appraised value despite the initial report in cabbing rately listing the home had one bathroom instead of one and a half baths and claimed no updates to the home in the last 15 years own though he says he informed the appraiser beforehand the roof was replaced months earlier. >> reporter: this is julian glover from abc 7 news. i reached out to the appraiser via phone several times and did not hear back. the e-mail listed also bounced back. he was stuck with the lender and able to get a new appraisal for applying for conventional loan. this time he had a plan and

remembered the austin family who staged home to appear the residents were white. >> had a conversation with one of our white friends and she was like no problem, i'll be tanisha and bring over pictures the family. >> reporter: the home appraised for $493,000 more. >> part of the reason i wanted to do this. watches those stories helped me through the process. >> reporter: his friend who happened to be a realtor helped him stage the home. >> take down photos. if you want them up you may want someone else to step in during the actual appraisal. >> reporter: then asked co-workers ethnic kale ambiguous daughter if she would stand in for him. >> i have a lot of privilege at half white and half asian and fair skin, white individual and if i can use my privilege to do something to help other people in the community, then why not? >>reporter: the appraised home

value, $630,000. two appraisal barely two months apart, $150,000 difference. he thinks largely because of race. >> it doesn't feel good. so to have somebody come and stand in and then we got all of the sudden higher value. >> reporter: after pouring over the reports the big difference are the comparable homes selected by the applausers. the average selected homes is $428,000 versus an average of just adjust the home value of $625,000 and the most recent appraisal meaning the comps selected by the january appraiser were worth $197,000 less on average. the comparable home selected in the same report focused a areas north and west of the property. the homes in the april appraisal were pulled from every direction, one to the north, east, southwest, and west. >> it's like insult to injury. >> reporter: after ten months he is hopeful he will finally be able to refinance the property and lower the mortgage and pay

at juliangabc 7 on instagram, julian glover tv. a fire was started by metallic balloons that may have come into contact with power transmission lines. broke out around 11:30 near silicon valley road in bass kin road not far from a residential area and burned 30 acres before it was brought under control. >> happens a lot with the balloons or occasionally. amazing something so small can cause a problem like that. >> we think of gender reveal announcements that cause fires also problematic. and dealing with really hot weather. >> we are, drew is tracking for us and hotter, drew. yeah, tracking a heatwave starting on wednesday. tomorrow you will notice warmer weather beginning to move in. our emeryville camera, a live look showing tons of sunshine and cloud cover along the coast. tonight clouds will stay close to the coast. not nearly as foggy tonight as

we were last night. breezy out there and on-shore flow keeping temperatures right now mainly in the 60s and 70s across the board. a pretty pleasant evening out there when you look at the numbers. overnight, we'll find the coastal clouds. that's about it for the marine layer. plenty of the stars away from the coast. numbers significantly cooler tonight than last night by 10 degrees. upper 40s to mid-50s or overnight lows heading into tuesday. tuesday begins the warmup and not intensely hot but warmer temperatures in the upper 80s to lower 90s and warmest cities. 71 in the city, 77 in oak roond. and 80 in san jose and 90 the high in antioch. the hot weather begins to hit us on wednesday. that's when the heat advisory goes into effect for much of the north bay and south bay and the inland east bay where areas shaded in orange will find afternoon highs in the mid-and upper 90s. but by thursday, and friday, we're going to crank that heat up even more.

that's when excessive heat warnings go into effect for the north bay mountains and inland east bay. underneath the excessive heat warning temperatures likely meeting and exceeding 100 degrees by thursday afternoon. that does include areas like concord, walnut creek, pleasant ton, fairfield, hot afternoon coming our way on thursday and heat lingers into friday as well. so the accu weather 7-day forecast, we start to warmup tomorrow. that moderate heat risk hits us on wednesday as temperatures in the hottest spots hit 100 degrees. heat advisory goes into effect. hotter to thursday with excessive heat warning and that lasts through friday as well. by saturday, we begin the cool-down process and the sunday the official start of summer. kind of out of the heatwave and back to average one week from today. really thursday is going to be a very -- >> 108? >> 108 and could see 109. >> not hot enough -- >> hottest we've seen so far this year. >> for sure, thank you. >> thank you, drew.

all week long, we are celebrating juneteenth and looking at the origin of this historic day and the struggles endured by black people in this country. >> abc 7 anchor explains the begins of juneteenth. >> what is juneteenth? juneteenth is the oldest known celebration commemorating the ending of slavery in the united states. president abraham lincoln signed the emancipation proclamation freeing enslaved after cans in the united states. and it was signed into congress in 1863 but it would take for years for word to spread. on june 19, 1865, union soldiers

led by major general gordon granger landed at galveston, texas with the news at civil war was over and the roughly 250,000 enslaved people there were now free. the orders read the people of texas are informed that in accordance with the proclamation from the executive of the united states all slaves are free. this involves an absolute equality of rights and rights of property between former masters and slaves and the contract existing heretofore exist is between them becomes between employer and employee. they are informed they would not be able to collect at military posts and not supported in idleness either there or else where. you might be wondering why it took so long to spread the word? general robert e lee surrendered in april of 1865. but union troops didn't arrive

until june. the emancipation prom cla makings only freed enslaved after cans in the confederate states liberated by union states and that didn't include texas. the slaves were lawfully freed, they were far from free. many were even punished for trying to take advantage of their new rights. one former slave recalled seeing people shop and hanged after trying to escape to freedom and another shared an account of being asked to work another 6 years and being whipped just like she was before. even though the annual freed in texas didn't receive the full benefits of freedom, they turned the day into a celebration. june 19 was coined juneteenth, a blending of the words june and 19. every year, juneteenth became a chance for people to get together with family members, measure progress against freedom and teach rising generations the importance of self improvement.

they would read the emancipation proclamation, hear certificate commons and have meals and play games and many of the same traditions carry on today in juneteenth celebrations across the country. texas became the first state to make juneteenth an official holiday in 1980. since then 46 other states and the district of columbia have recognized juneteenth as a state holiday for holiday observance. although not a federal holiday, many global companies like twitter, square, nike and lyft made the day a company holiday in the wake of protests to end systemic racism sparked by the death of george floyd in minneapolis, minnesota. today more than 150 years after celebrations began, june 19 is about remembering the past and moving towards the future and rights of equality. juneteenth, a celebration of

golden gate restaurant association says bars will once again be able to seat customers shoulder to shoulder. restaurants will increase the number of tables and begin returning to full capacity. masks will no longer be required with a few exceptions. >> if a customer is vaccinated, then by their actions of not wearing a mask, they're showing us they're vaccinated and following the state and the san francisco guidelines and we'll be putting up signs saying if you are not vaccinated, then, you know, you need and are required to wear a mask. >> employees will be required to wear a mask at least until cal osha finalizes rules as early as the next meeting on june 17. >> i think that most restaurants will leave it up to the employees to decide whether or not they want to wear masks. >> reporter: staffing shortages remain a problem, that means some tables will remain empty until restaurants can get back to full staff. >> we probably are staffed about 70% of where we were.

>> outdoor dining will be a big part of most restaurant's futures. >> my gosh, we desperately need outdoor dining. we're trying to keep many people interested and trying to earn back all of the lost dollars and losses from being closed. >> reporter: now, here's some of the small print. mask wearing for customers will be on the honor system. those vaccinated, will be protected even without masks but health experts say those taking the rivengsz are those who are not vaccinated are not wearing masks indoors. you should really think twice before doing that. >> i think so. michael thank you. >> sure. and some people who got vaccinated today got $50 for it from the governor himself. governor gavin newsom visited a vaccination site in monterey county and handed out gift cards to annual vaccinated people. newsom says everyone who gets vaccinated in california from today forward will get a $50 gift card and also an inn sentive for those already vaccinated. >> everybody has been vaccinated
