it's finally here at midnight tonight, california officially reopens. that means the state will lift most covid restrictions. but it's not going to be a light switch. it will be more like a dimmer. first masks. fully vaccinated people will not have to wear a mask indoors or outdoors. unvaccinated people are supposed to remain masked when inside but it will be on the honor system. what about at work? governor newsom is promising an executive order saying if you're vaccinated you can go mask free on thursday. gyms are allowed to go to full

capacity with no mask restrictions. masks will still be required on bay area public transit, airports and airlines until at least mid-september. and remember counties, cities and businesses all right to place stricter rules than the state. nbc 7 has been continuing down for this moment. it's because our cases have dropped dramatically and 47% of all californians are now fully vaccinated. good evening i'm dan ashley. thank you for joining us. so what will tomorrow's new reality look like. abc 7 news reporter amanda del castillo is in the south bay with a trial run of what will be a typical day to find out what's changing? >> across the south bay a mix

fully. abc 7 news reporter stone is talking to who are finding creative ways. >> california is reopening it, shake it up. >> this tuesday is a look at things to come. we had lined out the door. >> the big concern the staff to work in those restaurants. 220 employees prepandemic but now just 70. >> with everybody hiring kind of at the same time that has led to kind of this massive requirement for a lot of hospitalitary workers. >> reporter: many workers have left the area for locations with cheaper rents. but this isn't just a

restaurant-bar things. the parks are kept up by terra workers. and they need workers. >> this seems to be the largest labor shortage we've had. >> reporter: a lack of workers to the point where the youth are stepping up. >> most high school-college students are the ones that are filling in most of these gaps. that's really the only area that have found good success in finding candidates. it's a short term fix. but at least it gets us up and running. >> reporter: everyone hoping for a come back of patients but also a come back of employees so that when these bars fill up there's a full staff there to serve them. j.r. stone, abc 7 news. now in order to work at one bay area company you will need to be vaccinated. the ceo of velo 3 d in campbell

had made it a requirement for all employees. he received a considerable amount of push back but is defending his decision and says the law is on his side. >> this is illegal that i'm breaking fall laws. this is experimental vaccine whatever. the law is saying that this is legal and i'm really calling to other ceos to do the same. the company has about 120 workers and all but 2 got vaccinated. one had a medical exempt and the other chose to resign. now despite the state's reopening, muni and b.a.r.t. are still sticking with limited service. muni says it will expand some service in august and has not yet said when it will fully restore service to prepandemic levels. muni is ending its covid-19 socially distanced requirement tomorrow. but people will still be required to wear masks.

religious services are also affected by the reopening obviously. capacity limits will be lifted which means churches and other sources of worship could be filled again. mask requirements however will vary. forever the san francisco archdiocese says it is going to require them regardless of vaccination status. if you're vaccinated you do not have to mask up for an indoor service. now as we readjust to not wearing masks perhaps medical experts say one group of people should still be prepared to mask up. >> those people under 12 who are not vaccinated really still need to be in a hybrid situation where they still will have to wear masks in certain conditions. >> abc 7 news vaccine team member kate larsson spoke to dr. maldonado tonight. she's among the doctors who recommend that children who are not fully vaccinated continue to wear masks when social distancing simply is not possible. all right, well are you ready for road trip now?

the governor says reopening the state means it's time to travel again. there's a new ad campaign in fact, calling all californians to plan a trip within state lines to help boost the state economy. >> people can feel liberated again. they can feel safe to travel in california. probably the most safe in the united states. the first people to travel are the regional travelers. what we're looking for is to get californians back on the road again. >> governor newsom announced a new vaccine incentive to help restart travel. the california vacations include vacations to san francisco, anaheim, los angeles, san diego and palm spring. winners of the incentive will be picked tomorrow. starting tomorrow, vaccinated visitors will be able to take off masks at disneyland. you will not have to show proof of vaccination. children 2 and up who are not

60 in oakland. 63 in napa. concord at 63 degrees. here's the marine layer, first thing tomorrow morning, cloud cover right up along the immediate coastline and that's it when it comes to fog. tomorrow is a very sunny day. looks like our marine layer is going to evaporate by the afternoon which will lead to warmer temperatures in the afternoon. overnight tonight is a cooler night compared to last night. upper 40s to mid-50s. again most areas away from the coast are dealing with clear skies. you'll begin to feel some warmer weather move in tomorrow. you notice on our map for temperatures tomorrow afternoon. it's not excessively hot but we're getting warmer a lot of spots going into the 80s our hottest spots topping out in the low 90s. along the coast we'll have a stiff breeze and it will keep half-moon bay at 64 degrees. everything will change though starting on wednesday. that's when a heat advisory will go into effect for the north bay, south bay and the inland east bay. under a heat advisory we're

talking temperatures in the mid- to upper 90s in the afternoon. we're going to crank the heat up even more on thursday. thursday looks to be our hottest day and that is when we have excessive heat warnings going into effect for the north bay mountains and the inland east bay. if you're under an excessive heat warning that means the odds are very likely you're going to exceed 100 degrees in the afternoon. so we're talking about like pleasonton, walnut creek, we're going to see some of our hottest temperatures. you notice some very hot numbers. you will also notice a very weak on shore flow is going to keep cities very close to the water. not too hot. yes we'll warm up into the 80s but still nowhere near as hot as the excessive heat warning. here's the accu weather 7 day forecast. moderate heat on wednesday and thursday and friday excessive
