decades-long chase. >> i supplied every army. but the salvation army. >> reporter: cage portrayed him in the movie "lord of war." >> now, according to that report in axios, biden's russia experts told him not to hold a joint news conference with putin. so he doesn't have the opportunity to upstage their private talks. let's turn to karen with the president in brussels. critics say president biden is coming into this summit from a position of weakness, they say he's already offering putin too much. especially after waiving sanctions on a russian gas ppip. what's the consensus there? >> reporter: the white house and the president have forcefully pushed back on the criticism by just having this summit right now at this stage in his presidency, it's a reward to putin. he talked about this yesterday after the meeting with nato leaders.

saying he kept hearing from people at nato that they were happy he was doing this meeting. it was appropriate to do it now. yesterday the president was so cautious in his answers at that press conference. reporter after reporter trying to get him to give a little bit of a hint about the playbook. the president kept answers short. he was very cautious. it was clear he didn't want to give vladimir putin any advantage heading into this high-stakes meeting. >> the white house is downplaying expectations of any real progress coming from the summit. what's the best case scenario for biden and worst case? >> reporter: the expectations according to the white house are so low for the summit. just the fact they are meeting is a good thing. one thing we've seen from the biden administration since they came into office in january on covid-19 and vaccine. they sometimes under promise. so they can over deliver. you might be seeing that with

this summit. the president saying they are not expecting a major breakthrough, that there is no significant take away. beyond talking. if they do agree to something, that will be a big win. he'll push putin on cybersecurity, ukraine and human rights. worst case scenario, the meeting is tense. they're not able to come to any agreement to move the relationship on the path forward. as you say, there are going to be two press conferences after this meeting, president biden, president putin, they're not going to be together like president trump did a couple of years ago. both will come out and spin their take on this meeting, it's a little hard to do that when you're not standing next to vladimir putin to say that didn't happen, here's my side of the story. >> thank you. we'll talk tomorrow. we turn to the deadly

shooting at a supermarket the the gunman had allegely refused to wear mask. it comes as a rise in covid-19 infections in several states as a dangerous variant of the virus takes root. police in georgia investigates a deadly dispute over a mask. a customer opened fire at the grocery store in atlanta. when a cashier asked him to cover his face. >> i was at the register. and i saw him walk in. he had a gun and slapped the lady on the head. i said he got a gun. >> reporter: the gunfire leaving the cashier dead and a deputy in the store and security guard wounded. the alleged gunman injured and under arrest. from supermarkets to airplanes, fights over mask requirements have been growing more frequent. the faa has received more than 3,000 reports of unruly passengers on planes this year.

the majority have been passengers refusing to wear a mask. >> the mandate is in place for a reason, because not everyone who boards a plane can get vaccinated yet. >> reporter: today california is dropping the mask and social distancing mandate for vaccinated people, as cases decline in most of the country. covid infections are rising in eight states. according to the cdc, the vaccination rate in all of these states except hawaii is below the national average. as health officials grow worried about a more dangerous variant of the coronavirus, known as delta, first seen in india. now accounts for 10% of covid cases in the u.s. the delta variant so serious, british prime minister has now delayed the uk's reopening plans. doctors say the vaccines offer significant protection against the variant. >> we're at the stage we need every person vaccinated. >> reporter: to get more people lining up for the shot,

back now with the dangerous fire burning at a chemical plant in rural illinois. 1,000 people have been evacuated, the smoke visible for 40 miles, even showed up on the weather radar. this morning, new concerns surrounding this massive chemical fire burning over night. an explosion and fire first erupting at the tool plant early monday. the entire building engulfed, thick black smoke pouring into

the air. all employees were safely evacuated. one firefighter had to be hospitalized. the fire set off more explosions sending that smoke higher. visible as far as wisconsin. the plant produces mostly oil based lubricant. officials were concerned the smoke could be toxic. >> the main thing is that we don't want an environmental nightmare to occur. >> reporter: people living in a one-mile radius were evacuated due to air quality concerns. the evacuation order remaining in place as a precaution. >> the wind is pushing the debris towards our home. i have no idea when we'll head back. >> reporter: now a big concern possible contamination of a nearby river. which is forcing firefighters to limit their water use. >> we're concerned about the water runoff. so that's why we're not dumping a lot of water on this. >> reporter: officials instead letting the chemicals burn off.
