that are just off the coast. you can see barely some clouds on the camera. look at the breeze. you need that breeze. that breeze is the only reason you are not getting hot today. even though temperatures will warm above average. mid to upper 60s along the coast. 70s around the bay. 80s inland until you get to antioch and fairfield. they have 90s. excessive, dangerous heat coming up. it is finally here. as your waking up, california is looking a whole lot different than it did when we went to sleep >> the states covid restrictions are wiped away at midnight. fully vaccinated people can be free of the mask indoors and out in most places. look at these graphics. cross it off

masks are required on public transit, planes and inside airports until at least mid september. on vaccinated people are supposed to keep the masks on indoors system. as for the workplace, governor newsom is promising an executive order to go mask free for the fully vaccinated and i should start on thursday. restaurants, bars, churches, they can all go to full capacity with no mask restrictions. that starts right now. counties, cities and individual businesses have the right to enforce stricter rules than the state. bart is ready for more riders. the agency reopened all station entrances over the weekend. many have been closed since the start of the pandemic we are live at the pleasant hill bart station with what you can expect. >> reporter: life looks the same. masks are required on the train. everyone,

story. masks are required on all of public transit. bart officials say that is because the federal agency, tsa, it is still requiring them. in airports and on flights. bart said they worried about enforcement thing they have been getting about 96% compliance on the trains. they will address the mask mandate that is in place from an educational perspective. rather than an enforcement perspective. you need to wear masks at these locations, even a fully vaccinated. that will be schools, childcare facilities, mass transit, hospitals and healthcare facilities. indoor and outdoor mega events. that will be a parade, live performance, festival. prisons and jails want masks as do homeless shelters and on bart. this is in place for everyone. vaccinated or not.

one of the places that may fill the most different, the gym. they are allowed to reopen a full capacity and many are choosing to drop mask requirements. we are live in san jose. >> reporter: good morning. we are outside the 24 hour fitness in san jose, which open a couple minutes ago at 5:00 a.m. we are waiting for early birds coming in for their morning workout, without a mask. that is one of the big changes happening this morning. being able to go inside a workout without having that thing in front of your face, as you are trying to get your workout in. you can still where one please. some gyms may have their own regulations that may require masks in common areas or locker rooms. people who are on vaccinated, will still have to wear a mask,

if you are working out inside. at retro fitness, the owner hopes the changes to the mask rules will help motivate people to get back and shake. >> this is the last thing to go to make people feel a little bit back to normal, i think. everybody is ready to move on and focus more on other aspects of their health. >> reporter: restrictions on capacity and physical distancing will also be going away. allowing for the crowded group workout classes to come back and probably having to wait in line for that squat rack if that is something you are into. there could be more people coming back. this gym in particular, opened up and outdoor warrior. where they had some equipment outside for people. i'm not sure what the plan is for that. we will talk with the general manager later to get more details on what your experience will look like. for religious services, capacity limits are gone.

churches and other houses of worship can be full again. mask requirements are going to very. the san francisco archdiocese says it is going to require them , regardless of vaccination status. the oakland diocese says, if you are vaccinated, you don't have to mask up for an interservice. these local businesses are ready to reopen in full, but many are facing an issue of a lack of workers. they are getting creative. we spoke with two local bar owners who had 220 employees pre- pandemic, and now just 70. they say many workers left the bay area for places that had cheaper rent. it is not just a restaurant and bar thing. teenagers are helping to fill the gaps. >> high school, college students, are the ones that are filling in most of the gaps. that is the only area that i have found good success in finding candidates. >> it seems to be the worst labor shortage that we have had at least in 10 years. >> jobs data shows teen an

appointment rate in may 2020 was just shy of 30% and now it is just under 10%. that is a level we have not seen since the early 1950s according to the bureau of labor statistics. california is one of 14 states plus d.c. reaching president biden's goal of having at least 70% of adults vaccinated. we want even more people to get the shot. today governor newsom will usher in california's reopening from one of the states most well known landmarks, and he is giving away $15 million. the governor is keeping the location a secret for now. he said it is somewhere in the l.a. area. it will be the backdrop for his final grand prize. 10 lucky winners will get $1.5 million each. since the $116.5 million

incentive program watch, roughly 2 million doses have been given. about 840,000 starting the process for the first time. nearly 40 million in total with more than 70% of adults getting at least one dosed. one bay area company is requiring employees to be vaccinated. the ceo of the company wrote an opinion piece for usa today about the company's mandate. he did get pushed back. but he is defending his decision and says, the law is on his side. >> they say it is illegal and i am breaking federal laws. what ever. the law says this is legal. i am calling to other ceos to do the same. >> the company has about 120 workers. all but two i should say,.vaccinated. one had a medical exemption and the other one resigned. as we readjust to not wearing masks, medical experts say one group should still be prepared to mask up. >> those people under 12 were not vaccinated, need to be in a

according to chp it does not appear that lanes are blocked. there is still a scene in the area on state route 128. just a heads up. if anyone is moving to this area. bringing you a live look at the golden gate bridge, where chp has issued a fog advisory but it looks perfectly fine. much better than we have seen. we also have a wind advisory issued by the chp for the san mateo bridge. those are the current conditions. now that california has reopened, we have been talking about this, i want to talk to you about what we have seen in terms of traffic and now. i caught up with the metropolitan transportation commission yesterday and what they are telling me is that traffic across the region, not just the bay bridge, but also 101 and in berkeley, traffic is back to pre-pandemic levels or at least very close. except for two spots. >> traffic remains way below pre-pandemic levels on the san

mateo and dunbarton bridges. these were the first bridges where the traffic fell off in early march of 2020. and it has not come back. the san mateo heyward bridge is , on a typical day, running about 75% of pre-pandemic levels. dunbarton bridge, only about 65%. >> that was with the mtc. can you guess why you may be seeing the trends? they believe it is because everyone in silicon valley is not going to the peninsula and to the south bay, which is essentially removed are traffic on those bridges. it will be interesting to see if the traffic ever fully returns. >> that make sense. the top dog on top of the world. the winner from the westminster dog show had a big day off.

here are seven things to know this morning. california is officially reopened for business. at midnight. those restrictions disappeared including capacity limits at restaurants and bars. >> masks are not required for vaccinated people in most places you still need to wear a mask on public transit and in hospitals and at long-term care facilities. there could be new mask rules for work as soon as thursday. >> bart set it has seen an increasing number of commuters. if you are taking public transit today, you need to put the mask on.

the faa is out with new numbers on disruptive passengers on flights. the agency said there have been 3000 incidents. >> reporter: this morning's first look. the fbi is investigating the scare in the air when an off- duty flight attendant on leave allegedly threaten to take down the plane. the fbi looking at this new video as passengers and crew members restrain this 34-year- old. who was accused of making terroristic threats and assaulting two flight attendants. the faa now telling abc news it has received more than 3000 reports of unruly passengers. the overwhelming majority are passengers refusing to wear a mask. >> we are on course this year to have almost as many events as we have seen of unruly passengers in the entire course of aviation. >> reporter: coming up at 7:00 a.m. an exclusive. george stephanopoulos goes one- on-one with the ceo of delta in a live interview.

good morning. it is tuesday, june 15. known as reopening day. >> we will see how the reopening day looks weatherwise. it will be nice to be outside. but the next couple days will be shut in because of the heat. this morning we have a good delta breeze. coming through the golden gate. a few clouds along the coast and along the east bay. and this breeze is saving us from overheating. it will kick in around 3:00 and be there until 9:00. but it will not be there tomorrow. with the breeze we could have 92 in fairfield. a lot of 80s inland. 70s around the bay. 60s at the coast. there will be significantly warmer starting tomorrow through the beginning of the weekend. i will have a coming up. today is the day we have been talking about forever.

california is economy now officially reopened. >> we have seen restrictions including mask wearing for statewide and this morning we are breaking down the changes you will see. here is a look at some of the big things that would are happening with the reopening. fully vaccinated californians can go without face masks indoors and out, in most places. no more tiered reopening system. stores, restaurants, bars and churches can be full capacity starting today. we have team coverage for you on the changes you will see on everything from your commute to the gym. we are live at a 24 hour fitness in san jose. what are you seeing this morning? >> reporter: i see a lot a very motivated people at 5:30 am, trying to get their morning workout in. as we look across the room you can see a mix of different people wearing masks and some not. that is the big change this morning. vaccinated people can come inside and do the work out, without wearing a mask. you can

still where one, if you want, even if you are vaccinated. the 24 hour fitness is using an honor system so they are not checking your vaccination status. they assume people will make the decision that is best for themselves and the people around them. over at retro fitness in san jose, the owner said, this change comes at the perfect time. >> for the most part i think our members are really excited to take the mask off. i think everybody is ready to breathe. >> reporter: requirements on capacity are also being lifted. the group workout classes can be full once again. and restrictions on indoor physical distancing are also being removed. once again, you can still do what is comfortable for you, as you transition back into this whole new world. not too crowded here.

those we have talked to said they think it's a good idea that masks are required. one woman said, she feels safer with everyone in masks. bart officials say the masks are required because the tsa is requiring them on flights and in airports. one person said, he is not sure what to expect today on this reopening day. he is okay with still wearing masks on bart. >> probably a good thing for now. until everybody gets comfortable . i am curious about how it will be with the seats and everybody sitting next to each other. and how people will react. it has been a very curious thing to anticipate. >> reporter: bart is not the only place you will need masks. you will need them at schools, childcare facilities, hospitals, healthcare facilities. indoor and outdoor make events, that would be a parade or a festival or a sporting event. prisons, jails and also in

homeless shelters. this is for everyone. even those who are vaccinated. you still need a mask on public transit. san mateo county is gearing up to celebrate the reopening today with a free barbecue. the supervisor said he is having a party and everybody is welcome. that starts at 11:00 this morning. it includes a ribbon-cutting, live music and a pop up vaccine clinic. the party will honor heroes like first responders and teachers. here is some good news if you visit the library. all 18 branches of the oakland public library are expanding hours and days they are open. that starts today. they will be back to pre- pandemic levels. limited in person service is resume today at san leandro city hall. apartments are required and they are available monday through thursday. from a:30 a.m. until 2:30 p.m.

contra costa county is offering a mobile vaccination service for businesses and other organizations. a new place that has five or more people can put in a request to the health department and a band will come to the site. there is no limit on the number of people who can be vaccinated. here is some other positive covid-19 headlines this morning. for the first time since may of last year, marin county said there are no covid patients in the hospital. san mateo county hit 1 million doses administered. and the mass vaccination site at levi's stadium will close down next thursday. around 350,000 doses have been administered there since it opened in february. this morning police and georgia are investigating a deadly dispute over a mask. we learn about an increase in covid infections in several states.

>> covid infections are up and eight states, according to the cdc. the vaccination rates in all of the states except hawaii is below the national average. police in georgia say a customer opened fire at a grocery store near atlanta when a cashier asked him to cover his face. the cashier died. a deputy and store security guard were injured. now health officials are concerned about the more dangerous delta variant, first seen in india. now it accounts for nearly 10% of covid cases in the u.s. 10% of covid cases in the u.s. doctors say the vaccines offer significant protection against the variant. >> you can find out more about our states reopening on our website, abc7news.com . for a comprehensive description of what to expect when you got today. temperatures. we have just a few clouds in the sky over the east bay and we are looking and feeling temperatures in the mid to upper 50s. it is cooler and drier than yesterday morning. mid to upper 50s in all neighborhoods.

and warmer this afternoon. as far as air-quality, we are good to moderate. which is healthy for all of us. as we head through thursday. our first advisory starts tomorrow at 11:00. it is a heat advisory. it will get hotter than that and we will have an excessive heat warning and i will show you the that coming up. we are following a deadly crash this morning. i want to point out the area. there is not a slowdown but this is on state route 128. i will let you know when this area clears. moving over to a live look at the san mateo bridge where the chp has issued a wind advisory. emeryville is looking great. all of the headlights are making their way westbound, but traffic is moving. since we are reopening today, i am taking a look back at our traffic trends. and one thing we want to talk about are the metering lights. you hear me mention what time they come on

every morning. pre-pandemic, metering lights came on around 5:30. and what the lights indicate is when the traffic starts to build . when we shut down in march 2020, the metering lights went off. now traffic is back to pre- pandemic levels, but the commute time has slid back. the metering lights come on at 6:10. everyone leaving their house between 6:00 and 8:00, you are running into the backup. mtc knows that and they have some advice on what you can do. >> public transit is a viable option. another thing that we have seen, especially at the bay bridge, traffic through the carpool lanes is down quite a bit. maybe 50% of where it was back in the pre-pandemic times.

supervisors meet at 2:00 p.m. to consider a new financing plan to keep the a's in oakland. the city is proposing the county use the future property tax revenues that the ballpark

would bring in to pay for some of its construction costs. this will not cost you taxpayer money. yesterday the mayor said, past surveys from the oakland chamber of commerce indicate overwhelming city support. there are big changes for the san francisco giants. masks are now only strongly recommended at oracle park. it is not just that. the beloved voices of the giants are not able to travel with the team to broadcast games on the road. so many fans consider them part of the team. but since 2019 they have been forced to use cameras from inside other ballparks.>> people say you make a sound like you are there. great. except we are not actually there and there are times when we cannot see what is going on.>> there is a drive to left field. he is to the wall and -- i don't know.

>> that was funny. >> last week, miss some games to undergo chemotherapy. the giants are planning on moving to full capacity crowds on june 25. that is the start of the bay bridge series against the oakland a's. restaurants will now be opening up all capacity. you will notice that today. the executive director of the golden gate restaurant association said bars will once again be able to seat customers shoulder to shoulder. restaurants will increase the number of tables and start returning to full capacity. masks will no longer be required, with a few exceptions. >> if a customer is vaccinated, by their actions of not wearing a mask they are showing as they are vaccinated and following the state and san francisco guidelines. we will put signs up that say, if you are not vaccinated, you are required to wear a mask.
