than yesterday. and above average with 70s around the bay. 80s inland. 60s at the coast. i'll have the newest hot numbers coming up. it is finally here as you wake up california looking a whole lot different than what we went to sleep. >> the state's covid restrictions wiped away at midnight. fully vaccinated people can be free of the face mask indoors and out in most places. they still are required in public transit, planes and airports until mid september. unvaccinated people are supposed to keep those masks on indoors. that's going to be on the honor system. governor newsom is promising an executive order to go mask free for the fully vaccinated. we believe that's going to start on thursday. gyms, stores, restaurants, bars and churches can go to full capacity, no mask restrictions starting now. counties, cities and businesses have the right to enforce stricter rules. bart is ready for more

riders. the agency reopened all station entrances over the weekend. many of those had been closed since the pandemic started. amy hollyfield live at the pleasant hill bart station with when you can expect -- what you can expect when you head back. hey, amy. >> reporter: good morning. masks are required on bart trains. so we have seen them all morning. they have added more trains. so you will have more room to spread out. keep your six feet apart if that's what you would like to do. here's a look at the pleasant hill station this morning. we haven't heard any complaints or seen any issues. we are seeing everyone in masks. riders we have talked to say they think this is a good idea that masks are still required on the trains. we asked a bart spokesperson to explain why masks are still required here as the rest of the state reopens today. >> the federal government, tsa, you know, kind of provides directions for many different

forms of transportation including airplanes and of course mass transit. so they've decided for whatever reason maybe because of the closed confines that many people find themselves in particularly in airplanes that we should wear masks while we're traveling. >> reporter: they think that will be in place until mid september. bart isn't the only place you still need masks. you need them in schools, child care facilities, hospitals or healthcare facilities. any kind of mega event like a parade or a festival or a sporting event. prisons and jails and homeless shelters. this is for everyone, even those who are vaccinated. bart officials are not too worried about enforcement saying they've been getting about 96% compliance from people when it comes to wearing masks. if someone refuses they will escort them off the train. live in pleasant hill, amy hollyfield, abc 7 news. >> thank you. one of the places that might feel the most different today, the gym. so gyms are allowed to reopen

at full capacity and many are dropping the mask requirements. abc 7 news reporter matt boone is finding out a lot of people are keeping those masks on on the treadmills. he's live for us in san jose this morning. hi, matt. >> reporter: good morning. yeah. behind me if you take a look actually i'd say about half the people here are still wearing their masks even though if you're vaccinated today you're allowed to take them off while working out. i think for some people it might be a bit of an adjustment with their own comfort level. that's the big change today. if you don't have your shots yet though, you've got to keep it on. requirements on capacity are also being lifted so those group classes can be full once again. restrictions on indoor physical distancing are also being removed. in terms of wearing that mask they're doing the honor system. assuming people will make the decision that's best for themselves and the people around them. >> we're

so we get to pull down some of the mask requirements. so it's going on an honor system. if you're fully vaccinated we welcome you in mask free. if you are not fully vaccinated we ask that you do use mask while working out. >> reporter: we're here pretty early. there's still a sign on this treadmill saying it it's closed in order to allow for physical distancing. i believe at some point they're going to start removing those. this particular gym also has a basketball court, it's got a pool, group classes. all of those they're finally excited to be welcoming people back in at full capacity. they'll be able to have the crowded group classes once again. reporting live in san jose, matt boone, abc 7 news. no doubt these local businesses are ready to reopen in full. many are facing an immediate issue. a lack of workers. now they're getting creative to meet the demand. we spoke with two local bar

owners who had 220 employees before the pandemic and now just 70. they say many workers left the bay area for places that had cheaper rent. it's not just a restaurant and bar thing. so now teens are helping to fill the gaps. >> high school, college students are the ones that are filling in most of these gaps. that's really the only area that i've found good success. >> seems to be the worst labor shortage we've had at least in ten years. >> u.s. jobs data shows the teen unemployment rate in may of 2020 was just shy of 30% and now it's under 10. this is a level we haven't seen since the early 1950s according to the bureau of labor statistics. for religious services capacity limits are now gone. so that means that churches and other houses of worship can be full again. the mask requirements are going to vary. the san francisco archdiocese says it is going to require masks regardless of your

vaccination status. the oakland isd says if you are vaccinated you do not have to mask up for an indoor service. governor newsom will urner in the reopening and he's giving away $15 million. the governor is keeping the location a secret for now, but he says it's somewhere in the l.a. area. it'll be the backdrop for the final vax for the win grand prize. ten lucky winners will get $1.5 million each. since the 16.5 million incentive program launched roughly 2 million doses have been given out. about 840,000 starting the process for the first time. when you add it up nearly 40 million of us are now vaccinated. that's more than 70% of adults getting one dose. as the state reopens we have resources for you. head to abc7news.com/coronavirus for a description of what to expect when you go out today. as one door opens another door closes. the mass vaccination site

california's drought crisis just got more real in the north bay. >> the city of hillsburg is having residents and businesses cut back water by 40% of normal until the next rainy season. if necessary the city is issuing fines. >> 40% off last year is impossible. >> it looks like a puddle and that's where we get our water. >> so it was that lake where governor newsom stood in april to declare a drought emergency and since then it's only gotten worse. one restaurant is using the melted ice from champagne buckets to water plants. and another neighborhood is hiring a truck to bring in outside water for $5000 a month. i know. at this point every drop counts. >> that is desperate. just remember, if you're going to let the yard go, keep watering your trees. you can replace the grass, you can replace the plants, i know it's going to be expensive but those trees you'll want to keep

i'm continuing to follow this deadly crash in healdsburg. there is still a scene. moving over to sausalito. we have a stall causing a slowdown before spencer avenue. speeds around 29 miles per hour. and then bringing you a live look from sky 7. at 5:59 this morning is when the metering lights flipped on at the bay bridge toll plaza and you can see the backup there. i want to stick with this for a moment as we talk about reopening today. we are looking at our traffic trends. i caught up with the metropolitan transportation commission and they were telling me that traffic is at pre-pandemic levels across our region. not just here at the toll plaza. this is our busiest spot. it's on 101. 80 between berkeley. there are two spots below pre- pandemic levels.

>> traffic remains way below pre-pandemic levels on the san mateo bridge. the first bridges where the traffic fell off in early march of 2020. it just hasn't come back. the san mateo hayward bridge is on a typical day running about 75% of pre-pandemic levels. dunbarton bridge only about 65%. >> does anyone want to take a guess as to why that may be? we know our tech workers in silicon valley are still working from home and they primarily used the san mateo bridge and dunbr aton bridge to get to work. it'll be interesting to see what that impact will look like. we know so many companies don't plan to have their workers back 100% of the time. >> thank you. it's not your usual afternoon walk with the dog.

as california reopens we're learning the mass vaccination site at levi stadium is going to close next week. it was built as the state's largest mass vaccination site in february. the site administers 12,000 shots in one day. in total about 350,000 shots have been given there. the vax site's last day is june 24th. as we readjust to not wearing our masks, one group should still be prepared to mask up. >> those people under 12 who are not vaccinated need to be in a hybrid situation where that i have to wear masks in

certain conditions. >> abc 7 vaccine team's kate larson spoke among the doctors who recommend that children who are not fully vaccinated continue to wear their masks. you can check out california's covid vaccination progress. 47% of our state population is fully vaccinated. 57% received at least one vaccine dose. this morning president biden is in brussels wrapping up his meeting with nato leaders. their talks focused on threats posed by china and russia. it comes one day before the president's set to meet with vladimir putin. the president's meeting with nato leaders focused on climate change, russia and china. calling out the country's quote aggressive behavior. now president biden turns his focus to russia. he meets with putin tomorrow in geneva. he's planning to discuss putin's election meddling and

legal status. from working in the fields to graduation. graduation photos are now going viral. jennifer rocha took her graduation pictures in strawberry fields. that's where her parents work and where she's worked since high school. she wanted her parents to be in the photos crediting them for teaching her the importance of getting an education. she hopes this shows other immigrant families that hard work pays off. >> being like hey, i recognize you, i see all these migrant workers, it's a tough labor but hey, if i could do it then your kids can too. >> jennifer graduated with a degree in sociology and an emphasis in law and society. her career goal is to work in law enforcement. we are all going to have to find ways to beat the heat this week and look at these little paws. >> wow. look at that. look at that pitch wasn't ready for the face. >> so apparently this is one

talking about for weeks. california's economy is reopened. >> we've seen covid-19 restrictions including mask wearing statewide for more than a year now. and this morning we are breaking down the changes you will see starting today. here's a look at big things happening. fully vaccinated californians can go without face masks indoors and outdoors in most places. there's no more tiered reopening system. stores, restaurants, bars and churches can all go to full capacity starting today. we have team coverage on the changes you'll see. we start with reporter matt boone live at the 24 hour fitness in san jose. what's going on there? >> i did not come prepared in the right clothes today. i'm still going to try and see if i can lift this donut or tire thing to get some workout in this morning. along with everybody else here bright and early trying to get some exercise in.

no more masks are required indoors for people who are vaccinated. they are doing the honor system. it's kind of up to you to do what's safe for you. if you want to come in and start sweating and get a workout without your mask on, today is the day to do it. they're also getting rid of capacity restrictions and all other guidelines on physical distancing so those group workout classes can finally happen again. >> you have group acts and spin as well and so those will be at full capacity as well which will be awesome, especially for our really, really popular classes like body pump or zumba or even some of our formats for spin. >> now taking a look around you can definitely see people are still getting used to some of these changes. and actually we got here early so on some of the machines there's still signs that are enforcing that social distancing. but the general manager says those will be removed as they start to transition out of what

investigating a deadly dispute over a mask. jobina, this comes as we learn about an increase in covid infections in several states. >> yes, covid infections are up in eight states according to the cdc. the vaccination rate in all of these states except hawaii is below the national average. meanwhile police in georgia -- >> the mask mandate is in place because not everyone who boards a plane can get vaccinated yet. >> open fire at a grocery store and we are learning that from supermarkets to airplanes there has just been an uptick in these issues. we are going to continue here with this story. the faa has received more than 3000 reports of unruly passengers on planes this year. it says the majority have been passengers refusing to wear a mask. we'll be right back. i'll talk about restaurants reopening today.

there are going to be different policies in place. executive director of the gold gate restaurant association says bars will be able to seat customers shoulder to shoulder. restaurants will increase the number of tables and start returning to full capacity. masks will no longer be required, with a few exceptions. >> if a customer is vaccinated than by their actions of not wearing a mask they're showing us that they're vaccinated and following the state and the san francisco guidelines and we'll be putting signs up that say if you're not vaccinated than you need and are required to wear a mask. >> workers will be required to wear a mask at least until cal osha finalizes its rules and that could happen at their meeting on thursday. it seems that the university of california will be requiring all students, faculty and staff to be vaccinated this fall after all. according to the chronicle uc president michael drake plans to move forward with the vaccine mandate. more details are expected at a

meeting on july cityst. the decision reverses course on a proposed policy that uc announced in april which required vaccinations only after the fda fully approved at least one of the three vaccines that are currently being used under emergency authorization. the federal reserve is kicking off a two day meeting today. it'll look for hints after possible move on interest rates. annual inflation is expected to top 3.5% in the fourth quarter. now there's speculation the fed may speed up its interest rate plans. previous estimates had rates near zero through 2023. here's a live look at the new york stock exchange. once again down almost 100 points this morning. it is hard to sell girl scout cookies if you have to practice social distancing. in fact the girl scouts now have about 15 million boxes of unsold cookies. 3million of those boxes are in the hands of local girl scout councils. help them out. you can order online.

the health department and then a van will come out to the site and there's no limit on the number of people who can be vaccinated. here's some other positive covid-19 headlines this morning. fors first time since may of last year, marin county says there are no covid patients in its hospitals. san mateo county hit 1 million doses of the vaccine administered. the mass vaccination site at levi stadium is closing down next thursday. around 350,000 doses have been administered since that site opened in had february. happening today, the future of the a's in oakland face as big test. the alameda county board of supervisors meet at 2:00 p.m. to consider a new financing plan to keep the a's in oakland. the city of oakland is proposing the county use future property tax revenues that the ballpark would bring in to help pay for some of the construction costs. in other words, none of your taxpayer money. yesterday on midday live, the mayor told us past surveys from

the oakland chamber of commerce have found overwhelming city support for that plan. the united states is now banning dogs imported from more than 100 countries with high threats of ray beads. the pandemic and a. the full list of countries is online. it does include russia, china and india. the policy will affect dog rescue mission groups, overseas dog breeders and others bringing in pets. the ban starts july 14th. it'll likely last for about a year. the top dog is on top of the world. we are talking about wasabi who just won the westminster kennel club dog show. check autowasabi living his best life. after the win wasabi posed for pictures on top of the empire state building. wasabi's co-owner noticed more and more people wanting to buy or adopt pets since the pandemic started and he thinks a lot of people realize something was missing in their
