morning it will remain. we've had just a little bit. mid to upper 60s. half moon bay into san francisco. 70 to 76 around the bay. mid to upper 70s in the south bay. upper 70s to low 80s inland. that's as warm as it gets. mid to upper 70s. we'll talk about the weekend coming up in a minute. here's julian. happening today, president biden is set to announce a new plan tackling violent crime in so many cities. the president expected to announce new funding at an effort to target illegal gun sales. jobina is at the live desk with the details this morning. >> thank you. under the president's plan the justice department will deploy so-called strike forces to crack down on illegal gun sales. the strike forces will deploy to san francisco, los angeles, chicago, new york and washington, d.c. where crime levels have surged. the problem extends far beyond those five states. a recent analysis of more than three dozen cities nationwide found the murder rate has

spiked by 18% this year and that comes after a 30% spike in 2020. >> there are major cities across the country where gun violence is the driver. where it is increasing. >> president biden is also expected to promote community policing focusing on building better relationships between officers and the communities they serve following a year of unrest in the wake of george floyd's murder and other police- involved shootings. it comes as congress considers a police reform bill and as departments across the country come up with new ways to train officers. >> thank you. police departments in the bay area are especially ready to hear what the president has to say amid surges in violent crime and mass shootings in oakland and richmond. abc7 news reporter matt boone is joining us live with what the chief is saying this morning. matt. >> reporter: the chief certainly supports what president biden is planning on doing later today. he's been invited to a meeting before that announcement later

this afternoon. as you guys have been talking about this comes after a weekend of violence across the east bay, including a shooting here in oakland over the weekend where eight people were shot. one person was killed in what police now believe was a gang- related shooting along lake merritt. a day later in richmond three people were shot and killed, five others injured at a shooting at a house party. meanwhile the oakland city council is nearing the end of negotiations to finalize their budget for the next two years which could include cuts from the mayor's proposal diverting money from the police department to fund a team of social workers and medical personnel to respond to nonviolent calls. chief armstrong is hoping oakland will be able to obtain some of the grant money made available through the $1.9 trillion stimulus package that could offset potential cuts to his department. in addition to getting more resources from the federal government. >> my hope is it continues to support our efforts to address gun violence in the city of

oakland to support our efforts to fund violence prevention in the city of oakland. >> reporter: president biden announced multiple actions on gun control in april. the same month that police chief leronne armstrong went to dc to meet with the president. that included some actions on the so-called ghost guns which are guns that can be constructed without any serial numbers on them. and once again, that meeting is expected to take place some time later this afternoon with the announcement around 12:30. reporting live in oakland, matt boone, abc7 news. the city of oakland is looking to heal and move forward after violence interrupted what was supposed to be a celebration of culture and freedom. >> oakland it's time to stand up. it's time to get involved. >> this rally took place in oakland at lake merritt last night not too far from where that shooting happened on saturday. 22-year-old deshaun rhodes was killed and seven other people were hurt.

the shooting happened about a mile from where thousands of people were gathering for a juneteenth celebration. city leaders were at this vigil and it became a reflection on what can be done to stop violence. their message, we have to do better. >> we are reclaiming our town. we are expanding the definition of what it means to be safe. and we are investing in the solutions that will make it so. >> council members who attended the vigil want the police budget to move away from enforcement and are pushing for solutions to preventing violation, including housing, jobs and mental health services. we're hearing from deshaun rhodes' family this morning. abc7 spoke to them yesterday. they are angry that he died, but also upset because of the way they say they've been treated by law enforcement. the family telling abc7 they have not received official word about deshaun's death from the

oakland police department until we read them a tweet from the sheriff's office identifying him him. >> they haven't showed us. if it was a white family would they have called us? would they have had investigators at our house? would people have came to us and told us? >> the sheriff's office says they were given approval from police to release the name and they did. oakland police chief has previously linked the shooting to san francisco gangs. deshaun's family says he was not in a gang. authorities still offering that $40,000 reward for information leading to the arrest and conviction of a shooter or shooters. contra costa county's board of supervisors say that african- americans in the county are dying at a much higher rate from covid-19 than any other race. the health department says african-americans represent 42% of all county covid-19 deaths between may 1st and june 2nd,

but are only 8% roughly of the county's population. the rate of vaccination among african-american residents is 15 percentage points lower than those of white residents. marin county just hit a big milestone. the county health and human services office says 90% of eligible residents received at least one dose of the covid-19 vaccine and that's more than 200,000 people. nearly 82% have received the full vaccine dosage. after a year of struggling with school work, one local parent now fed up and throwing in the towel. the cheer of the period advisory council for the san francisco unified school district is stepping down citing concerns that the district is just not doing enough to address learning loss. the move comes amid reports the district is preparing for dwindling k through 12 enrollment next year that may come with significant budget cuts. the parent advisory council or pac gives feedback to the board of education. naomi is stepping down from her

husband feed, trap and rescue and fix a colony of cats in san francisco's dog patch neighborhood. sylvia's cell phone video shows cats limping with broken or severed hind legs on the pg&e lot. one cat's leg so badly injured it fell off after they rescued it. she says she's been also seeing raccoons in the area with with same injuries. >> there have been four cats unrelated to each other that have had almost exactly the same injury to their legs. since none of us has ever seen an injury like this and nobody else seems to be able to explain it to us i can't help but think somebody is up to something here. >> in a statement san francisco animal care and control did say their vets determined the cat's injuries are from a traumatic event and explained there are no cameras on the site. conversations with employees and construction crews working on the site led nowhere. we have no leads, no idea when or how the injuries happened.

and not enough information to build a case. a peaceful protest spanning across the golden gate bridge calling for the 2022 winter olympics to be beijing. beijing. the group says the games need to be moved away from china because of the country's crack down on democracy and human rights. the basketball coach accused of being racist after his team threw tortillas after a championship win has been fired. it shows the moment high school students turned tortillas towards the opposing team. the team's head coach was seen exchanging words with staff from the other school. he issued an apology saying the tortilla throwing was

of executive orde gun violence. we have team coverage this morning. we start with matt boone. >> reporter: good morning. well oakland police chief leronne armstrong is expected to be part of the discussions leading up to the announcement later this afternoon with a momenting with other mayors and police chiefs from around the country. of course this is all coming on the heels of a violent weekend in the bay area. on saturday in oakland eight people were shot, one person was killed from what police now say is a gang-related shooting along the shore of lake merritt. a day later in richmond three people were killed and five others injured at a shooting at a house party. nearing the end of negotiations to finalize their budget for the next two years which could include cuts from the mayor's proposal diverting money from the police department to fund a

an exclusive first look at the future of policing. oakland police using a deescalation simulator to train their officers. jobina with more on how it works. >> reporter: good morning america was allowed inside the simulator to see how it could save lives for people and police. in this scenario a man is acting erratically and has a snapping dog. the officer only pulls her weapon after he grabs a machete. when he seems to comply she immediately drops her weapon. officers used to only train at gun ranges. the simulator incorporates scenarios. >> it made me open my eyes more. i was somebody that villaniesed officers. now it's my duty to also explain that to others that don't understand what law enforcement is about. >> chief leronne armstrong says his top priority is deescalation and building

relationships with the community. much more inside the simulator coming up after abc7 mornings. the biden administration is taking action to end discrimination by supporting three bills aimed at giving americans equal opportunities. one will make sure age discrimination claims are treated the same as other discrimination claims. the white house is banning the department of veterans affairs from requiring payment for birth control. another bill would require the collection of small business loan data to make sure lgbtq business owners are not discriminated against when seeking loans. developing news this morning, efforts to pass a voting rights bill failed. democrats are vowing not to give up. the bill would make election day a federal holiday, require 15 days of early voting and limit partisan gerrymandering. all 15 republican senators voted against it. despite opposition from two democratic senators there's fresh talks about possibly changing or setting aside the

filibuster for this effort so the measure could move forward with a simple majority. san francisco and contra costa county have extended eviction moratoriums. voted tuesday to extend the city moratorium for another six months. meantime the contra costa county board of supervisors decided to keep its moratorium in place. the state's eviction moratorium will expire at the end of the month. negotiations are underway. happening now, better weather is helping firefighters battle the willow fire. it's currently burned nearly 2900 acres. the flames are in a remote portion of the force which is hampering that fire fight. crews were able to improve the lines around the fire in preparation for hotter and drier weather this weekend. the u.s. is expecting a significant increase in fire activity this month. the national interagency center

raised national preparedness level to a four for the first time since 2012. this means much of the country is experiencing wild land fire activity and areas are competing for fire fighting resources. half of the nation's wildfire resources have already been committed. >> far of climate change is the feast or famine we're seeing. the western half baking. dry. bone dry. but the south, flooding rains all throughout the last couple of weeks. if we could balance that out we'd be in better shape. but we can't. not until we get climate change under control. here's a look at what's going on. pretty clear we don't have the fog holding down on top of the deck. we do if you're driving 280 or heading up into higher elevations. that's my only real issue with the roads. as far as your commute the ferry, get ready for sunshine. it's coming out quicker. temperate temperatures on mass transit. good news, we still have good

emergency meeting to review a rare heart inflammation being found in vaccinated teens and young adults and it comes as infections of the highly contagious delta variant are doubling every two weeks. jobina at the live desk with a warning to young adults and the unvaccinated. >> the emergency meeting from the cdc will update an independent panel of advisors. coming up at 8:00 a.m. our time, more than 300 confirmed cases of the heart inflammation has been found out of the 20 million teens and young adults vaccinated. the highly contagious delta variant accounts for 20% of new covid-19 cases in the u.s. it has been confirmed in nearly every state and accounts for nearly half of all infections from iowa to colorado. officials warn younger people could be more vulnerable. that's because only 38% of people with between the ages of 18 and 29 are at least partially vaccinated. >> we've got to counter the misinformation that young people never get sick from this. they do.

thankfully less than older people. we have to make it easy. colleges and universities as they begin to require vaccines will also make a difference. i do think we'll get there. it's just going more slowly than i'd hoped. >> the biden administration now admits they will not meet its goal of getting 70% of american adults partially vaccinated by the fourth of july. it will likely take several more weeks. fewer women had babies during the pandemic. in fact, the number of births in the u.s. fell by 4% last year. this is the largest decline since 1973 according to the cdc. and says births had been falling by about 2% a year already but 2020 brought an even greater decline. in all researchers counted about 3.6 million births last year. now time for your money morning report and a whole new way to shop right from your phone. facebook now making it even easieror you to buy stuff while you scroll through your feed. the last thing we need; right?

the menlo park-based company is ating shopping for whatsapp. another few feature for instagram will use ai technology to let you upload your own photos. these will be rolled out in the coming months. the dmv waiving real id fees for californians who got new driver's licenses or ids during the pandemic. between march 2020 and now the department estimates around 5.7 million people received a new driver's license or id. that isn't one of those real ids. that's because most renewal services were being done online or by mail but you've got to go in person to get the real i which was not an option. now the dmv will be upgrading people at no additional cost. live look at the new york stock exchange. you see beare up about 17 points right now as trading starts. in the south bay a

contentious debate over a plan to develop in san jose will continue this morning. >> sitting right next to bart the area is prime real estate that could be turned into thousands of homes. rezoning it would wipe out a big chunk of the flea market that's been around for more than 60 years. with it would go potentially hundreds of businesses. part of the agreement does include money to relocate the vendors, the public was able chime in last night. >> i know the city is striving to make this a city like a destination city. but it doesn't make sense when you're taking away culture and you're taking away what makes san jose special. >> this isn't the end of the conversation and working with vendors. it is really the beginning of a lot of exciting ideas and reenvisioning new opportunities. >> san jose mayor announcing just before 11:00 last night he wants the discussion to continue this morning. that's expected to get underway

at 9:00. nearly half of all family homes in san jose are now valued over a million dollars. half of them. lending tree says the south bay city tops the country with homes in that category with 47.3%. san francisco was second in the country with more than 36% of homes valued at over a million dollars. los angeles with was third with 17% in that category followed by san diego at just over 12%. a kayaker who tried paddling from the bay area to hawaii had to be rescued is now facing criticism for the cost of his failed attempt. seven days into his voyage the coast guard had to rescue cyril earlier this month. some people are upset at him because the $42,000 price tag of his rescue. the coast guard explained how much effort and resources go into ocean rescues. >> we take risk very seriously. we did a planning meeting.

we made sure we could do that rescue safely and because of that we launched air station san francisco. helicopter out of right there at sfo airport. we launched a fixed wing aircraft out of sacramento. >> the coast guard says the only time a person would be charged for a rescue is if they made a false distress call. about a billion dollars in taxpayer money goes to the coast guard for search and rescue operations. part of building a better bay area is inclusion in all aspects of what makes the bay area special. this morning sonoma state university is taking action to create more opportunities for everyone in the wine business. according to the press democrat, sonoma state is launching a program as part of its wine institute. to help further diversify a sector that is mainly white. it's being established thanks to nearly a million dollars in

funding. this will include internships and mentoring programs too. taking a vacation to maui might cost more in the future. officials and residents there are now considering a fee for tourists. a lot of locals say this influx in tourists this summer is really taking a toll on their roads, limiting the number of public republicans and also just affecting their livelihoods. they're happy to be back at work but they are begging lawmakers to help them find a balance. so now a maui county councilman is floating the idea of a visitor impact fee. >> places like the gallapagos. it's expensive to get there, but you would have to pay an extra $400 for impact fees if you're visiting. >> the county councilman says it could be tacked on to every airline and cruise line ticket. there would be some exceptions for locals. the goal is to create a higher level of respect among those
