oakland streets don't have a place to live. don't have a don't have a job and so we wind up. getting involved in negative activity, and that's what you have seen the gang activity here grow dramatically. oakland city council members met with the police chief to discuss his conversation with the president. as they prepare a final budget that will include more local funding for violence prevention measures, not just policing in oakland. i'm leslie brinkley, abc seven news. today. good morning, america had an exclusive look at a de escalation simulator being used by the oakland police department. it has officers deal with various scenarios, and it comes up with different outcomes based on the officers, reactions. in oakland, the focus is to use it to mend

frayed relations within the community. how can both people leave that interaction safely? how can we both lived through this experience and make sure that nobody gets hurt? it actually made me open my eyes more because i was somebody that villainized officers. so now it's my duty to also explain that to others that don't understand what law enforcement is about. oakland's police chief says his top priority is rebuilding trust with the community and deescalating, potentially fatal encounters. san jose, meanwhile, has been trying to curb gun violence for weeks. the city council recently passed a law requiring retailers to videotape all gun purchases. the idea is to discourage straw purchasing. that's when someone buys a gun for someone who is legally ineligible to buy one vote came after a mass shooting at evita yard in the san jose left 10 people dead, including the shooter. sanjay's mayor says the city wants to enact additional gun laws, things like requiring gun owners to have insurance requiring gun owners to pay modest fee because, while the second amendment. certainly protects

the right of citizens to own a gun. it doesn't mandate that other taxpayers somehow subsidize that right. san jose is dealing with 22 homicides to date this time last year, 16 homicides were reported san francisco reports 18 homicides through may. that number was the same last may, the situation much different in oakland, where police say they're investigating 61 homicides last june, that number was 30.

he enviously was the suspect of a neighbor in belize in 2012 and he had a history of drug abuse. he also had run-ins with powerful figures in the united states. reports of the suicide may not be true as a result. his motive was to give computers to people in the government where he was staying that were compromised and then he would use the information on those computers to make sure that he was pretty much clear of any type of criminal charges or people couldn't extradite him or anything like that. it was in the process of being extradited and that would give an awful lot of people motive to make sure he never made it back to united states. >> two of his own tweets made

>> we need a moment with the community and vendors to find a good solution to this issue. >> reporter: since 1960 the market has become a city institution with nearly 430 vendors, many of whom are immigrants who worry about displacement. roberto gonzalez, president of the vendors association was among those taking part in a hunger strike and called the one week delay a major win. >> this effort would have not been possible without each and every one of you guys supporting us and raising your voice is. >> reporter: city leaders were scheduled to vote on rezoning the property where the market is located. if approved the transit oriented project would reduce the land the size of the market nearly 2/3 to help make room for housing and commercial space. councilmember was part of a narrow majority who voted to delay the vote in hopes of insuring more vendor representation at the table. >> we know that families will be displaced but we can lessen that pain by making sure that

businesses in san francisco's fillmore shopping district are furious after pg&e notified them power would be shut off on the busiest day of the week. after our reporter got involved, pg&e reconsidered. >> reporter: russian hill dog grooming runs on electricity from clippers to blowers. the owner and his staff can't perfect a look for these pups without power. >> lab or doodles, golden doodles, that is loss of hair and lots of grooming. he when he opened this letter from pg&e think there would be a service interruption this oddity from 9-5 pm to replace underground cable, he was dumbfounded. >> you should you should you sh close the business during their busiest hours after we just

went through a big pandemic. we pg&e said the outage would affect 500 customers along fillmore street in the area near and around pine street and california street. the executive director of the fillmore merchants association. >> we totally understand we need maintenance work on the street but not during peak store hours on a saturday. they should be more sensitive to the needs of small business especially after what we have been through. >> reporter: went fillmore bake shop owner got the letter, she told her staff to take today off. there was no way she could say open without power. >> what we do with that? for us, we open from 8-4. we start baking at 4 am. even if we were able to bake everything we can tell it in an hour and as much as we can go off-line with our payments, we need the refrigeration in order to keep the cakes cold. >> reporter: they called pg&e repeatedly to plead with the utility company to reconsider. >> there was no response at all. it went nowhere until the news

those temperatures in check. today hi so far low 60s to mid 80s. that same area of low pressure keeping the marine layer deep. the drizzle is actually drying up the moisture and we are seeing some lightning strikes up to the north. that is a little bit concerning especially as we had toward friday because some of that moisture may slip into the north face so keep that in mind. right now we do have some low clouds along the coastline and here's the view from our golden gate ridge camera. a mix of clouds and sunshine. 66 in the city. mid-seventies around san jose. half moon bay is 63 degrees. this view is completely socked in thanks to the marine layer. low 70s in santa rosa. 83 in fairfield. here is a live view from our san jose camera and the sun is shining. morning clouds and drizzle, mild and breezy for the afternoon. a slight chance of thunder in the north bay on friday and heating up inland this upcoming weekend.

excessive heat watch already posted for parts of lake county and that is for saturday afternoon through monday evening. up to 108 degrees. that is extreme heat. there is a risk of heat illnesses so keep that in mind. unlike the last the event that really was intense here for the bay area, it will not be as intense here but in lake and mendocino county i will watch it. marine layer makes its push tomorrow morning and we will see a little drizzle early on in the morning and then the clouds will pull back to the coastline but we are watching moisture coming back around from the sierra nevada. that monsoon moisture could spell some trouble especially as we had toward friday in the north bay. there is a slight risk of an isolated thunderstorm but we will keep an eye on that for you. drizzle in the morning and clouds to start off with temperatures in the 50s. afternoon highs staying on the mild side. inland areas in the low to mid 80s. 80 in concord, 69 in oakland. 76 san jose. 77 in santa rosa. 66 in the city.
