51 at fairfield. that back off this afternoon. mid to upper 60s in half moon bay, san francisco, richmond and oakland. morgan hill and east bay valleys and fairfield and lakeport will have wind. a heat wave on the way, excessive heat watch for northern counties. 180 degrees possible? we will talk about that coming up. breaking news. a major search and rescue operation underway north of miami beach this morning. a condo high-rise has partially collapsed. we have the dramatic images coming in from south florida. >> officials have confirmed one is dead and part of the building game way in the middle of the night as residents were sleeping. this is a live picture of the 12 story champagne towers in

surfside. you can see to the left side the portion that has collapsed. that is north of miami beach. all of this destruction part of the building. this is video tweeted right after the building fell taken by someone living nearby. there is a major response from fire departments throughout miami-dade. 88 fire trucks, ambulances have responded. officials tell media in miami that rescues are underway right now. people have been taken to area hospitals, including display. we will see an incredible image here. pulled out of the rubble from firefighters. the victim is hoisted out of the debris and we are told he was rushed to the er. the building was built in 1981 and has 130 units. nearby buildings have been evacuated. right now there is no word on what may have caused the building to partially collapse. crews are focused on finding

survivors. in the south bay, san jose residents asked to conserve water. that means changes to washing the car and watering the lawn. we have more on the rules. >> reporter: the the apply to all the customers, whether residential, business or commercial, trying to reduce portable water usage by 15%. what are these regulations? they apply mostly to outdoor watering situations which comprise a large part of the total usage. this includes limiting outdoor watering to two days a week for a maximum of 15 minutes with no outdoor watering allowed between 10:00 a.m. and 8:00 p.m. if you have an ornamental fountain or pond, those can no longer be refilled with potable water. for car washing, here is the

advice from san jose water. >> we ask that people not wash their car in the driveway and go to a commercial carwash instead, that uses recycled water. or maybe let your car be dirty. it is not the end of the world. >> as of now, this is all voluntary, meaning there will be no monetary penalties enforced for people who do not yet the reduction target. the caveat is that if the water department can meet goals, this could change in the fall when they reassess whether they have been able to hit targets. at that point they will consult with the state regulators to see if they should start imposing penalties for water wasters. reporting live in san jose, matt boone, abc7 news. petaluma city officials are reducing water conswater 25%. the city council approved mandatory restrictions including restaurants, only

serving water upon request. officials said they are not going to be the water police but people can now also be facing fines of up to $1000 for violations. fda said it has plans to add a warning to pfizer and moderna vaccines about the risk for young people. the vaccines are linked to a rare case of heart information. the cases of myocarditis occurred mostly in people between 12 and 39. following that second dose of those vaccines. medical experts say the risk of complications from covid-19 outweigh the risk of myocarditis. a stanford doctor is on the centers for disease control and prevention advisory panel. >> the risk is extremely small. it is on the order of a few dozen at most from a megadoses of vaccines. >> people are more likely to get heart information from

covid-19 than from the vaccine. the same advisory panel just found there is not enough evidence to support recommending booster shots for now. they did not rule out the possibility that they will eventually need them if a variant reduces the effectiveness of the current vaccine. all of san francisco's 35,000 city workers will need to get vaccinated against covid- 19 . the city said employees will have 10 weeks to get their shots after a vaccine gets final fda approval. right now the vaccines have emergency authorization. city workers who refuse have to get a medical or religious exemption or they could be fired. san francisco is the first city to make vaccination mandatory. president biden outlined a strategy to fight back against a surge in violent crime. bay area law enforcement said it cannot come soon enough. >> reporter: we have an

opportunity to come together as democrats and republicans and fellow americans to fulfill responsibility of government. to keep each other safe. >> president biden's plan is to crackdown on gun dealers who break the law, and redirect covid-19 relief funding to help police department, and investing in community intervention. >> as we emerge from the pandemic but the kick country opening up again, the summer spike would be more pronounced. >> bill scott met with president biden emphasizing the bay area needs federal support. >> what keeps me up at night knowing there is potential harm to police officers and community members. these resources i believe will help get guns off the streets and make the streets safer and hopefully help you rest at night. >> president biden's plan includes expanding summer programming and employment

opportunities for teenagers and young adults. in the east bay, authorities have seen an uptick in crime in the alameda county district. she cannot keep up with the backlog of cases created by the pandemic. 15 months later, alameda county district attorney nancy o'malley said she is dealing with the backlog of 12,000 cases. pre-pandemic the number was 8000 . even though courts are starting to open up, o'malley said she is beginning to dismiss cases. >> for people to commit crimes that have no consequence is contrary to what we do which is seek justice and justice is for victims of crime and for the community. >> we have 1000 weapons off the street last year. what i would ask for the other elements of criminal justice system is to find a way to do their job. >> the president of the oakland police officers association said it is incumbent on o'malley regardless of resources to prosecute the

5:21 am. at least one person has died after the overnight partial collapse of this condo building. this is near miami beach. a massive rescue operation is underway searching for survivors buried in the rubble. the cdc has has and moderna vaccines to an extremely rare heart inflammation condition. the fda plans to add a warning about the risk. today is the final day to receive a covid-19 vaccine at levi's stadium. the site is closing down. this site has administered hundreds of thousands of shots. as the state deals with a worsening drought, san jose water is implemented voluntary water restrictions. rules include limiting outdoor watering to two days a week. temperatures today

>> it's hard to imagine how this could happen. i have lived in miami beach all of my life in the building dead didn't just fall down. >> we want to show you a live picture when mccann but authorities are set to give an update in a bit. we will bring you that live. we have this report from our sister station. >> reporter: this is a look from the beach. how much destruction was caused from this collapse in this residential building. the champlain towers in surfside. this is a close look. you can see furniture still in those completely destroyed units in this building. six or seven floors here in this tower are gone. we see piles of rubble on the street. on the other side, the street side of the building on collins avenue, we see paramedics triaging patients. 80 units from miami-dade fire

rescue arrived on scene and 20 units from a county north of us , and broward county sending and rescue teams. they said the call came in as a mass casualty event. this is a 40-year-old residential building. there are people still trapped in this building. we watched as fire rescue units came up and rescue trucks and pulled people out of the building to be treated in the triage center. then taken to various trauma centers. a busy washington dc highway we opened after this terrifying bridge collapse. public safety officials say this elevated foot bridge over dc 295 crumbled onto the highway below after a truck smashed into the support column. five people had non-life- threatening injuries. officials say the bridge past safety inspection in february. a bipartisan group of

senators will be headed to the white house for the framework for an infrastructure spending plan. they will talk this plan over with president biden. the senators cautioned their unresolved issues but expressed optimism about a deal. the bided administration put infrastructure on his priority list to rebuild aging and dilapidated roads, bridges, and tunnels. will discuss and vote on its final budget at a special meeting. >> the budget includes local funding for violence prevention and policing. city council member nikki fortunato bas redirects extra funding for two extra police academies and invest $17 million in the department of violence prevention. >> it is not the number of police on the street that will prevent the violence. it is intervening when they are known, way before it happens.

walensky said they are expecting more cases as young people get vaccinated but the benefits of the shot still outweigh the risks. >> over the next four months we could expect 30 to 40 of these mild limited cases of myocarditis. for that if we were to vaccinate all 1 million, we would ever 8000 cases of covid- 19 , 200 hospitalizations, 50 icus stays, and when death. >> she said it will make them more prone to the heart condition. she said the vaccine does protect against the delta variant. today is the final day you can get a covid-19 vaccine at levi stadium. the stadium is operated as a mass vaccination site for santa clara county. at its peak, they administered 12,000 shots in a day. in total, 350,000 shots have been given there.

santa clara county said it will focus now on smaller vaccination sites in the community and reach those who haven't yet been vaccinated. brown could be the new green and a dirty car could be something to brag about. san jose water customers are being asked to cut back on what is in response to the worsening drought conditions. matt boone is live in the south bay with more on the new restrictions. good morning. one of the first things they are targeting now that the restrictions are in effect is your home driveway carwash. the hose in your front yard uses potable drinking water and they want to reduce that use. they urge people to go to a commercial carwash that use non- potable water and they can recycle it through equipment they have on-site. these restrictions apply to all residential and commercial and business customers. they are trying to get a

a giant ship that is carrying a new giant ship to shore in the port of oakland is navigating into the bay. let's take a live look. this is from sky seven. this ship will sail underneath the golden gate bridge pretty soon to take advantage of low tide. officials say the crane is expected to clear the underside of the golden gate bridge by 10 feet or more and then it will go to the bay bridge. it is set to sail under that span around 6:15 am with five or more feet of clearance. chp will be running a brief rolling stop on the bridge in both directions just to make sure everyone is safe. this is cool to see. coming up, busted. the undercer operation to get fireworks off the streets. looking for love? the new dating show with a big twist. wait until you see more of this. let's go to mike.

welcome back. mixed numbers just released by the u.s. labor department on unemployment. they say 411,000 new jobless claims were filed last week, down 7000 from the prior week, but higher than economists projected at 380,000 new claims. there are just under 3.4 million continuing claims. we will see how the wall street investors react to this when the stock markets open a man is facing 15 counts and multiple shoplifting cases
