from a member of the condo association in 2019 voicing concern about the structure of the building. faith abubey joins us from surfside, florida, with the very latest. faith, good morning. >> reporter: good morning to you, mona. the army corp. of engineers arrived here to help with the search and rescue mission which is growing more desperate and dangerous by the hour. this morning the pain-staking search and rescue operation at the collapsed condo tower is entering its fifth day. >> we need a few more miracles. >> reporter: workers digging through mountains of debris. small fires have been breaking out. >> not only do we have the debris of the pile itself, not only do we have the risk of collapse, the risk of getting injured with the debris, but we had to deal with rain. >> reporter: a team of israeli search and rescue specialists arriving to help. abc news getting a look at the

tent city pofor the local urban search and rescue task force. they've been deployed around the backyard.h'r >> how long do you keep working on search and rescue? >> that's up to command. we'll keep going until they tell us to stop. >> reporter: when the building collapsed the condo was in the middle of a 40-year recertification project. it's required of all local buildings of the that age. released emails from 2019 it was estimated the building needed more than $9 million in repair including failed water proving. the president of that engineering firm tells "the washington post" their findings were, quote, fairly typical. he said nothing in the 2019 survey, quote, raised a red flag. he tells "the post" the investigation could uncover a perfect storm of failures. "the new york times" reports engineers say the failure appeared to start at the bottom of the buildings, not the roof where work was being performed. also being examined work being done nearby.

abc news has learned a member of the condo association wrote neighboring construction work was too close saying workers were digging too close to our property and we have concerns regarding the structure. a local building official said, quote, there's nothing for me to check. growing concern about the sister building behind the site. the mayor is urging people to evacuate even though they don't qualify for fema assistance. president biden spoke with the head of fema after she visited here. he describes the situation as an unimaginably difficult time for these families. mona? >> faith, thank you. let's turn to the victims of the collapse. the families are desperately waiting for answers. one family fears they lost five of their loved ones. families shattered by the building collapse in surfside have now visited the scene clinging to hope that someone can be found alive.

>> to see the devastation is something to see in person. >> reporter: to help with the identification process, grief-stricken relatives are being asked for dna samples and unique characteristics of their loved ones like tattoos or scars. authorities have released the names of eight victims ages 26 to 83. this family tells stephanie ramos authorities used dna to confirm their two relatives were killed in the collapse. three other members of their family have yet to be found. >> my nephew had muscular dystrophy. he couldn't move. i know for sure when the alarm went off, she ran to him and she was with him and they were together. >> reporter: loved ones hanging pictures of missing on a fence near the site. valerie and his wife just moved in to their seventh floor apartment. >> is he in the hospital? is he in the rubble? they just don't know.

strikes against iranian backed militia groups. they conducted drone attacks against u.s. personnel inside iraq. f-15 jets targeted weapon storage facilities. the pentagon calling this a matter of self-defense. it's too early to know if there were casualties. this is the second attack ordered under the biden administration. the last one came in february after rocket attacks damaged a base in northern iraq and killed a civilian contractor. this site had command control and logistic capabilities for attacks. >> we're also following a bizarre story from the uk where classified documents belonging to the british military were found near a bus stop. what are you hearing? >> reporter: the 50 pages of documents were found at a bus sop in kent in the rain. a member of the public found them and reported it to the bbc. they contained classified information about a war ship and
