newsroom. luz. >> the numbers are concerning. just in san francisco there are over 24,000 tenants behind in rent. a local and state program only protects about 8500 of those tenants. i meat single mom who lost their job during the pandemic. after getting harassed and threatened, she self evicted. now she's living in a san francisco hotel with her two kids hoping to not end up in the streets. >> [speaking foreign language] >> for the past six months maria and her two kids have been practical homeless. >> you tried to go to a shelter and they told you they were packed? >> [speaking foreign language] >> she self evicted after losing her job during the pandemic. and falling behind in rent. she found this hotel the monthly fee is $1,000 but again with only two days of work at a restaurant, she afford

this. >> you owe $3,000? >> [speaking foreign language] . >> her story is one of 24,000 households in san francisco that are struggling with late rent payments due to the pandemic. >> we are looking at between about 150 million and 350 million dollars owed in back rent. we are talking about a total of $90 million that has been committed through the federal government. that still leaves about $60 million gap. >> as of last wednesday francisco received about 2,000 applications for rent relief. supervisor preston is pushing for more aide. >> it will be tens of millions of dollars more. in a worst case situation, it would be $100 million more. we have reserves in this city. >> so far the state promised $5.2 billion to spend up rent for tenants. >> i think it is a step step stp

wave of homelessness approaching our state? >> that is the concern the housing crisis in california goes beyond extending rent protections. $27.3% of californian tenants are paying more than half of their pre-tax income in rent. that is the third highest rate in the entire country. the pandemic worsened this crisis and now housing activists say local and state leaders need to focus on rent protection but also helping many of these people find employment now. >> much appreciated. thanks. oakland's police chief is concerned crime will go up after the city council voted to take $18 million away from the department. the money will be diverted to fund alternative programs intended to prevent crime and respond to minor offenses. the chief said every type of crime in oakland has increased this year except rapes and burglaries. there have been 65 homicides this year. that is compared to 35 at this

different people. hate after years -- they are now asking why the city's improvement project is taking so long. the project from mission street to lumbar street will create san francisco's first bus rapid transit system as well as replace a 100-year-old water main and sewer system. abc 7 news i-team reporter dug into today's new report. >> businesses up and down this two mile stretch of san francisco have long had a different name. >> it is just a mess. >> a mess that also caught the attention of san francisco's 19 person civil grand jury. >> you can imagine with five, six years of construction, a lot of us and including our friends and acquaint nances ask why is it taking so long. >> they found the cost of the project has increased $37 million. also that bus service is slated

to begin in 2022. three years later than promised. the city said the delays were driven by unexpected findings under the surface but the jury found the sfmta could have lessened delay and caused over runs. >> they found deficiencies on both the city side and the contractors side. on the city side the jury found that while putting bus rapid transit lines down the middle of the lane will make transit times more smooth, it created delays because existing utilities like power and sewer needed to be moved to the side of the street. the jury also found a lack of exploratory -- [ indiscernible ] >> it would have hemmed them realize how different the maps were compared to reality. >> on the contractor's side the jury found it may have cost less up front but not in the long run. >> they were all focused on resolving these issues of delays

see progress for themselves. state officials plan to build a special balcony for easier viewing. >> it was really hard to see up close. there is a lot of rubble. >> and in the background the investigation continues. the condo board had been planning a $9.1 million renovation to address 2018 engineering report called structure damage. today the town's major vowed full transparency in the face of mounting questions. >> we directed our staff to go ahead and scan every shred of documentation the town of surfside has which includes going to our storage sites. we will take everything we have, boxing, digitally, get it scanned and get it up on the website. it is what it is. >> the investigation into what

6:29 p.m. so just a few seconds ago. the depth was pretty deep at 6 miles. you can really feel that especially when it is on the hayward fault. what you are looking at is the earthquake tracker on live doppler 7 and it tracks any earthquakes we do have that occur across the bay area. you see that blinking red dot over the east bay right now. so if you are just joining us, the early info from the usgs is we just had a magnitude 4.2 earth wake shake with the epi center in the east now. they are go in and try to figure out more over the next couple of minutes. it did occur at 6:29. we were just talking about we felt it in the studio which is -- about 30 miles away from the epi center. i'm sure folks in the east bay

are right under this. i want to zoom in a little more so you can see what we are talking about right now. we will show this icon a little bit smaller so we can get a better sense of where exactly that epi center is as we zoom on down. yeah there, you can see perfectly where the epi center is from the usgs. as you move this out of the the way, you can see just to the east of 580 right now. this happened at it looks like it occurred on the hayward fault. of course we will get some details from the usgs. right now the preliminary info, magnitude 4.2 earthquake which if correct me if i'm wrong but that would be the strongest since i think napa if we can get that information. i believe a 4 #26789 -- 4.2 would be one of the stronger ones we have felt. >> certainly a fluid situation

was a magnitude 4.0. it occurred at 6:29. i was pretty deep at a depth of 7 miles. i just want to zoom into the epo center. just to the east of 580. when you look at this region you immediately think about the hayward fault. as we put the hayward fault and you can see the pulsating epi center, it is right on top of the fault. more than likely this happened on the hayward fault. of course the usgs over the next couple of minutes will get fine tuned details. you see where the fault is and where this earthquake happened. lets talk about who felt it. i mean magnitude 4.0, those can be felt pretty far and wide. you see those pulsating dots across the bay area. we certainly felt it here in the city, along the peninsula as well. it was felt in the south bay. for the most part it was really felt in the east bay which is not shocking. the colors indicating it was anywhere from weak to light shaking. that is what we felt here in the

city. i do want to zoom on in as you get closer to the epi center. you will feel stronger shaking. the stronger shaking we can it was around danville. folks are reporting they felt strong shaking from this earthquake which is not surprising since it was very close to the epi center. you can see a lot of folks in the east bay right now feeling a lot of that shaking. again, that 4.0 was likely on the hayward fault. that red line you are seeing on your screen stretches pretty much up the entire east bay hills. that is the hayward fault. that pulsating dot, that 4.0 is where that earthquake happened. again it was right there. the east bay, a majority of all felt it because it was so close to us. up the peninsula we go from san mateo to south san francisco. a lot of folks here in the city

felt it as well. that shaking lasted about five to eight seconds. we find the strongest shaking was in the east bay. of course danville they are reporting they felt strong shaking with magnitude 4.0. nonetheless, just a reminder it is earthquake country around here. we haven't felt one like that in quite sometime. the east bay felt it the most with this one. >> certainly. thank you. couple of other elements for you here. you can check out the seismic graph. the red when that happened. we want to keep you updated on bart. you can see here an earthquake had been felt within the area. service by bart trains are bartr running at delayed speeds. we have sky 7 running over some bart tracks. this is live view. you can't see anything near except for the track. just a few moments ago we saw some trains moving.
