pictures of damage and a letter now coming to light from the condo association. abc's faith abubey is in surfside. faith, good morning. >> reporter: hey, good morning to you, mona. even as the death toll rises, da are sllot gathered on a south florida beach to remember the victims of the building collapse in surfside. >> i can feel the pain that the family is carrying. >> reporter: rescuers now beginning their sixth day of searching for signs of life in the rubble. and now new questions are being raised about the building's condition just hours before the collapse. "the miami herald" reports these photos from a contractor showing exposed rebar in the concrete slab and standing water in the basement garage two days before the collapse. >> the contractor told me he's been in some, quote, scary buildings before. cracks aren't that unusual in miami, but he said that amount of standing water was. he also said that was, you know, alarming to him, i think is the

way he experienced that. he wondered to himself immediately, why is this building not maintaining itself better. >> reporter: also coming to light a letter sent by the building's condo association this past april warning the residents that damage to the basement garage had gotten significantly worse since the inspection in 2018 and the president wrote the letter to justify the millions in repairs needed. experts analyzing the collapse say it appears the failure started at the bottom of the building. >> when i look at the video i feel it looks like it starts from the bottom of the building and works its way up or failure concentrated at the support of the bottom of the building. >> reporter: people in neighboring beachfront condos now voicing concerns about their buildings. residents walking into this nearby building have been greeted with this sign since last december warning that their building is an unsafe structure. meanwhile, no one has been pulled from the rubble alive since thursday.

the day of the collapse. crews are hoping that beneath the sheets of concrete are pockets of air that could hold survivors. the fire chief says survivors have been pulled from similar disasters week later. >> 20 days, 28 days, i mean obviously those are the anomalies that don't typically happen. eight days after the earthquake and the building had collapsed we were able to rescue a girl from the building. >> reporter: this morning more terrifying accounts of the collapse. >> surreal doesn't begin -- is not the right adjective. it's above surreal. >> reporter: steve rosenthal tells victor oquendo he was asleep in his apartment when he thought an earthquake hit. >> all the rubble, all the cement, the ceiling, everything is falling down. and people are yelling, help me, help me, get me out. >> your neighbors, people you've known for years? >> probably 704, 703. i don't know who they were.

>> what unit were you in 705? >> if i'm in 704, i'm dead. >> reporter: and a report from the town in 2018 showed evidence of damage in the concrete under the pool deck and in the garage. but a building official said that the tower was in very good shape. that was a quote. his response will be a very key factor in this investigation moving forward. mona. >> faith, thank you. an 88-year-old woman was carried to safety by her neighbors just moments after the collapse. esther gorfinkel live there had 40 years and lost several friends and neighbors. >> my heart is broken because let me tell you, i have a friend on the third floor with her husband, i don't see them anymore. anna, an older lady that used to be on the seventh floor, she's gone too, and it's killing me. >> she said she already spoke to the man would carried out her

to thank him. we turn to the extreme weather, nearly 70 million are under heat alerts with portland, oregon, hotter than phoenix. this morning, the historic heat wave is bringing the hottest temperatures ever recorded in the pacific northwest. >> it has been pretty brutal. >> portland hitting 115 degrees monday shattering the all-time heat record for the city for the third consecutive day. >> very incredible numbers out there. something we've never seen here in western oregon. as you can see, 115 degrees. >> reporter: that 115 temperature is 42 degrees hotter than the average june day for portland. in seattle, the mercury hit 106 degrees breaking that all-time heat record for the city set just the day before. the dangerous heat hitting a region accustomed to mild weather where many people don't have air-conditioning. right now several hotels in the seattle area people book rooms to stay cool. >> i've lived all over from southern virginia to los angelen

my life. >> reporter: to the south, hot and dry conditions, also fueling wildfires in california including the so-called lava fire along the oregon border. up to 10,000 residents nearby were placed under evacuation orders after authorities say lightning sparked the fire over the weekend. back in portland, even the animals are having trouble beating the heat. this squirrel spotted snacking on an ice cube. and the oregon zoo tweeting this video of dakota, the bear cooling off in a tub, the caption reading, dakota's bear conditioning is on full blast. a slight cooldown begins day. overseas u.s. troops in syria faced a barrage of rocket attacks monday, but no injuries are reported. the attack came as iranian backed militias vowed to get revenge for u.s. air strikes sunday that reportedly killed several militants in iraq and syria. the pentagon says the air strikes were conducted in self-defense against facilities

being used to launch attacks on u.s. troops in the region. back here at home, as violent crime surges in big city, oakland's police chief got emotional speaking out against proposed cuts to the police digit. abc news was in oakland over the weekend as police responded to four murders in two days. the city's murder rate has doubled since last year. the chief says a city council decision redirecting 18 million away from police will mean fewer officers on the streets and delayed 911 response times. >> i went out to a scene of a young man that lost his life, and a lady yelled out the window, do something about it. without the resources it makes it challenging to make oakland safe. >> reporter: supporters of redirecting funds away from police are pushing for social services and violence prevention programs. but the chief says those programs aren't operational just yet. meanwhile, in chicago, at

least 74 people were shot over the weekend. 6 people killed in the violence. in new york, police are searching for a suspect after a tourist was shot in times square. police are now boosting patrols in that area. the highly contagious delta variant of the coronavirus is triggering new concerns and restrictions now that it's spread to 49 states. because of the variant, health officials in los angeles county are now recommending everyone wear a mask indoors in public places regardless of their vaccination status. meanwhile, some good news, a new study suggests the pfizer and moderna vaccines might provide some long-term protection even without a booster shot. >> what this study adds is our bodies still continue to make antibodies, but we still need to see more data about the elderly and immuno compromised.
