2 to 4 degrees, so that means mid to upper 60s at the coast in san francisco, near 80 around the bay, and 80s to even 90s inland. we have that issue up in the north bay until 9:00, lake county under the heat advisory. temperatures could reach as high as 104 degrees today. it looks like a cool weekend by our standards. we are still talking about this earthquake. it is rattling some nerves across the bay area. here is what it looked like, the 3.9 magnitude quake centered outside of san leandro. it struck around 6:30 yesterday. it was felt across the bay area from san francisco to castro valley. the east bay especially felt it. it was about half the depth of an average california? >> it was only about five miles deep. as far as earthquakes go, it was pretty shallow. he gave rise to greater shaking throughout the region. >> if the like somebody ran into a wall the first. >> a, all off guard. >> they ran trains at reduced a speeds because they have to respect and inspect the tracks. there is a new budget on the governor's desk this

morning. the budget includes phasing in pre-k universal leave over the next few years, afterschool programs in low- income areas, and billions of dollars going towards homelessness for rent and bills that were not paid by tenants during the pandemic. and also small business grants. the budget does not come without criticism from state republicans, who question tax increases on big businesses and the amount of money the state is spending to try to prevent fires. >> it is not it is not to billion dollars. it is $258 million. that is a status quo while fire prevention budget. >> healthcare will also be expanded for undocumented immigrants over the age of 50. a bill that would speed up the day for the recall election is now on the governor's desk. democrats on the assembly and senate just passed it. it allows it to bypass the

legislative review, which means the election could happen as soon as mid-september. democrats believe governor newsom will benefit from an earlier election rather than later in the fall, when we could see blackouts and more fires. republicans say democrats are trying to manipulate the election. some have called the cheating. governor newsom is suing the secretary of state to get his party affiliation listed on the recall ballot.'s attorney made a mistake on some paperwork last year, failing to identify him as a democrat. governor newsom asked the secretary of state to fix the re--- the mistake, but that was rejected. they want to help voters make a more informed decision. we have put together a documentary about the last recall, called total recalled. you can find it on our bay area it. it is available to download wherever you stream. san francisco has hit a

vaccination milestone. 70% eligible for the vaccine has gotten at least one dose. the city has one of the highest vaccination rates when comparing cities in the u.s. 81% of eligible people have received one dose. 73% are fully vaccinated. a new study suggests the pfizer and moderna vaccines may offer protection from covid-19 for years. >> the world health organization is urging fully vaccinated people to wear masks because of the highly contagious else a very and. jobina has more information on that. >> reporter: the promising research suggests these vaccines could offer protection for years, even after antibodies start to fade. that could mean that people who got an mrna vaccine may not need a booster shot every year. this does not include the johnson & johnson vaccine, because that works differently

inside the body. researchers found a persistent protective response from the mrna vaccines that make our community stronger and more durable. these data suggest that some immunity will be long- lasting. how that translates to actual protection has yet to be determined. >> reporter: the world health organization and los angeles county public health officials are recommending everyone to wear masks indoors regardless of vaccination status. this is because of an increase in the delta variant, which makes up 20% of u.s. cases. it is considered to be more contagious than mutations. to keep masks on indoors, you should unless you are sure that everyone is vaccinated or unvaccinated people are maskless, which is rare. the san jose city council is set to discuss the future of the flea market. city leaders are considering rezoning the property where the market is located, next-door to the station. if this is approved, it will

reduce the land size of the market by nearly 2/3 to make room for housing and commercial space. some vendors were so upset that they went on a hunger strike. last week, city leaders decided to delay the vote until today in hopes of ensuring more vendor representation. we have more video of a fast-moving wildfire. lava fire is trinity national forest. it is very close to the california-oregon border. two communities are under evacuation orders. calfire has a strike team from the santa clara unit that has been sent in to help. the fire has burned about 1500 acres since it came up on friday. the pacific northwest will see slight relief from unprecedented heat today. temperatures soared past the 100 degree mark yesterday. temperatures reached 108 degrees at the airport. some flights had to be canceled

in seattle. that forced travelers to compete with locals to try to find a place to stay with ac. we spoke to some of the travelers who made it back to the bay area. >> the announced that all the hotels in the greater seattle area were books. if you can find an airbnb, they will be rebrand burst. i don't know how easy that was. >> the average high temperature in june for seattle is around 70. just a few hours south in portland, it hit 115 degrees. the city shut down its light rail service. we have video coming up of streets buckling heat. look at the temperatures right now. they fell back into the 60s as the marine layer is returning for them. yesterday, they were near 80 degrees. that is some good news. he was a look at today's temperatures. 89 to 96.

inland. we will start off with a live look at the golden gate bridge, where the chp has issued a fog advisory. they do not issue one for the bay bridge. i know from personal experience that it is foggy and you can hardly make out the lights in san francisco. i thought that was pretty interesting. they have also issued wind advisories for the venetia bridge. you are seeing that's low down on 680 because of some road work that will wrap up around 6 am. and then there is a wind advisory near the altamont pass. everything else is clear and at the limit. in the east bay, the debate continues this morning on how to address the uptick in violent crime. we look at what the oakland police chief is saying after the city council divested millions from his department. >> reporter: he is very concerned that crime is about to get worse, not better because of these cuts.

oakland city council voted to divert $18 million from the police department over the next two years. they want to spend that money on programs geared towards preventing crime. the chief says every type of crime is up in oakland except burglary and sexual assault. he is trying to fight crime with 714 officers. he needs more, not less. >> having 714 officers is far too low. we should be working as hard as we can to get this staff fully staffed. that is what is key. >> supporters of defunded police point out that the city has given more more money to the police over the years. gun violence and other violent crime continue. the council voted 6-2 to divert the money from police. oakland is trying this new strategy against fighting crime. alameda county is also tackling the issue of gun violence. the board of supervisors there will meet today to discuss the clearing gun violence a public

there is a celebration on the peninsula for a fixture of the bay area's first responder community. the menlo park fire protection district held a retirement party for chief harold chapa hohman. he joined in 1981, became a regional leader in search and rescue. he was deployed at at after hurricane katrina and countless other disasters around the world. he says it has been rewarding. >> when you love something, it is not work for this has been one of the greatest privileges of my life to be in a job where what you do makes the difference. the opwith every day, they make a difference in other people's lives, too. >> get this, menlo park is the only department that he has worked for. he started when he was 20. congratulations. coming up, the seven things

holiday week and some agreeable temperatures on the way. developing news out of florida. crews have pulled out two more victims from the collapse of rfi condo building. >> family and friends have been coming together to honor and remember the victims. >> reporter: yes they have. people have been leaving flowers, candles, and pictures of the victims at the site of the collapse. search and rescue teams have made significant progress. they are now mentally preparing loved ones of those still missing of the grim reality, but hope and faith are still driving the effort as teams look through the debris. >> there are certain areas we have not gone to, but we have been able to place cameras that seem to have luck where occupants may still be in there. >> reporter: the investigation is also intensifying. the wall street journal report

written by the condo association president just two months ago explains the need for millions of dollars in repairs. the report warns the damage to the basement garage had gotten significantly worse since the 2018 inspection. the miami herald published photos saying the building shows cracks in the concrete, exposed rebar, and a wet floor in the pool equipment room. at least one resident is suing the condo association for negligence. two members of the oakland fire department fema urban search and rescue task force are in surfside. they were asked to respond. >> we support those members in need, because we know that we have that need in oakland, both 89 and 91. the earthquake and the oakland hills fire. it is nice to be able to support other agencies, because we know they have supported us in our time of need.

francisco. mayor london breed says the first of 22 community ambassadors are working to collect people with services. last month, it was announced that ambassadors would be on every market. more sfpd officers are also patrolling. a relief for protection is heading to the governor's desk. lawmakers passed it yesterday. it provides funding for all rental that that has accumulated since april of last year. renters cannot be evicted before october of this year. campers living in a park in sausalito have until today to go. they were notified on friday. one option is to go about one mile north to the city's designated transitional site at another park. the city is offering everyone help to move their personal belongings. campers told the chronicle the move feels like another change

it is meant to cushion nearby residents from the loud noise of the airplanes. according to the federal agency, it is exposing this population to unacceptable levels of noise. hundreds of people living there say they have nowhere else to go. >> they are at the end of the line out here. we are living in a crash zone. obviously, it is pretty difficult. >> in a statement, the faa said airports that receive federal funds must ensure airport property is used for its intended purpose. the san jose city councilman raoul perales told us the city is working on a. a solution could take up to a year. a so-called safe and sane fireworks are for sale in some cities. we were at a fireworks stand in san bruno. allows not-for- profit groups to sell fireworks. sailboats are also ready to be stocked elsewhere. there are time and location restrictions in both cities. now to a story you will only see on abc 7 news.

we are hearing from the san francisco family was backyard caught fire after fireworks landed there. bridget lives in diamond heights. she and her husband woke up sunday morning to find smoke and flames in their backyard. her husband jumped the fence with a garden hose, watered down their yard, and found the firework. >> our alarms were not going off inside the house. our thought was wildfire. we were looking at our apps to see where the fire might be. to our entire house could have burned down. the entire neighborhood could have burned down. >> fireworks are illegal in the city and county of san francisco, even the safe and sane kind like sparklers. you can report people anonymously by calling or texting 311.
