debate around defunding police which would make recruiting and staffing harder. is there any sense by the police chief that more police on the streets would help this? >> he says it is a combination of factors. he is not against where this money is going to pick it is going to training personnel to deal with nonviolent incidents in which there are people who are suffering from some sort of mental health or behavior health issues. he is a supporter of that. at least, that is what he says. there is no easy solution. it is not just getting money to police departments and getting more cops on the streets. you me to have community buy- in. everyone has to agree on a shared goal of reducing violence. there has to be these violence prevention measures. it is really the totality, the holistic approach that can work best. he says it is really not just adding more law enforcement on the streets. everybody has to contribute. that is what they don't have right now. that is why we are -- one of

the reasons, we are seeing this significant surge in crime. yesterday, chief armstrong told us the council's vote will make it even tougher for the street to respond to the calls. within the last 30 minutes, the san jose city council unanimously approved a rezoning of the berryessa urban village with protection for fleamarket vendors. officials to say no vendor will be evicted as long as they don't violate the terms of their rental agreement. the rezoning will reduce the land size of the market to make room for housing and commercial space. landowners will contribute $5 million to transition vendors to another space or a new market. an investigation is underway after an explosion rocked one east of a neighborhood. lisa say a man setting off illegal fireworks is to blame. this happened near the broadway plaza shopping center in walnut creek. amy hollyfield has the details
