the rescue efforts. this waterspout was seen off the coast not far from the collapse site. >> abc's faith abubey is in surfside where the president will visit tomorrow. faith, good morning. >> reporter: good morning, andrew. and local officials say they are looking forward to having the president and the first lady here tomorrow. in the meantime, rescue workers have still not been able to gain access to a 45-foot area surround the building, and that's because of multiple reasons including shifting debris and other hazards, but this morning we are also hearing from other survivors including one woman who describes the moments just after the collapse as she compares it to the movie "titanic." this morning, harrowing new accounts from survivors of the condo building collapse in surfside. >> i'm very lucky. >> reporter: this grandmother says something woke her up minutes before the collapse. she noticed cracks in the ceiling then ran out of her apartment barefoot. >> and i just started going down fast, and i feel crack, crack, crack.

>> reporter: sharon schechter told cnn she was on the 11th floor when the building came down. >> i was holding the bed, and my dog was running around. she was very frazzled to the point where the electricity went out. >> reporter: she then looked out her terrace door. >> i saw nothing, and i'm saying to myself, where is my building? i thought i was dreaming. i thought i was in a nightmare and i also looked straight ahead to an apartment, i knew the couple well, and i see a door open, and i don't see an apartment. >> reporter: schechter grabbed her dog and rushed out of her apartment making it to the garage. >> it was like "titanic." it was like the movie "titanic." so we step into the garage and two feet of water, we're trying to find the light. i had a flashlight. i said, let's find the light. let's just find some light because that will show an exit and we did. >> reporter: another survivor's account is part of a new lawsuit filed against the condo association.

raisa rodriguez says, the nvced m ept her like a sheet ofd home thasad my lif >> reporter: demora's tenth floor unit is part of the rubble where the death toll is climbing one week after the collapse. crews have moved 3 million pounds of concrete. organizers of the rescue mission are asking the federal government to send a search team to relieve crews who have been working 12-hour shifts. >> nobody is giving up hope here. nobody is stopping. the work goes on full force. >> reporter: years of warnings about the building's condition have now come to light. abc news confirming this letter was sent to residents in april saying damage to the building had gotten, quote, significantly worse since

>> there were clear not just warning signs but alarm bells ringing for years about the state of this condo, and the appropriate steps weren't taken to protect human life. >> reporter: after the 2018 inspection, a former surfside building official told residents the structure appeared to be, quote, in very good shape. he's now been placed on leave from his current job in a nearby city. and the condo association says it cannot comment on pending litigation. meanwhile, prosecutors say they plan to ask a grand jury to investigate the collapse. andrew. >> all right, faith, thank you. the sister building of the collapsed condo tower looks very different. champlain towers north was completed in 1982, it was built by the same company using same materials but has not suffered flooding or cracked walls. like the tower that collapsed. the condo association says maintenance, restoring concrete

and the balconies. >> any time that we saw anything that would be alarming to us, we took care of it. the other thing is, when the buildings were built, both of them only had one sump pump, and we on our own decided to add two. >> residents of another nearby sister building have also been told they're safe by federal building experts. now the other big story this morning, the extreme heat, which kills more people than any other kind of extreme weather, and that's proving true in the pacific northwest from the farms to the big cities. meanwhile, the northeast is also sweltering. at least three firefighters needed medical attention after a massive fire near boston. this morning, the extreme heat gripping much of the country now turning deadly. at least two deaths near seattle are blamed on the record high temperatures. in oregon authorities say the heat may have claimed the life of a farm worker near portland.

the state's workplace safety agency is investigating, and oregon's farm workers union is demanding the state take action now to prevent further heat-related deaths. >> we really feel like no worker should have to choose between their health and a paycheck. >> reporter: north of the border in british columbia about 100 deaths are being linked to the heat wave. emergency responders in vancouver are stretched thin with some people waiting hours for an ambulance. >> up to two hours for high-level priority calls. people are waiting, you know, over an hour on a regular basis right now, and i've heard up to 12, 15 hours for non-emergency calls. >> reporter: spokane, washington, hit 109 degrees tuesday, the highest temperature ever recorded in that city. residents there dealing with rolling blackouts for a second day as demand for electricity spikes. >> it feels like armageddon. it really does. >> reporter: in the northeast it's the second heat wave this month, washington, d.c.,

philadelphia and boston all declaring emergencies, and temperatures in new york city will approach triple digits today. back in the pacific northwest, people are finding relief however they can. >> oh. >> reporter: from jumping off this bridge in seattle's lake union to these firefighters spraying down a crowd. and cooler weather is finally moving into parts of the northwest today. we'll check your forecast in just a few moments. a major drug bust along the southern border, 60 people face charges now in connection with a suspected international meth ring. a special indictment says a network based in san diego is linked to the sinaloa cartel. they have revived 220 pounds of meth, weapons and cash. 44 people are in custody. the highly infectious variant of the coronavirus has accounted for 26% of new infections. the vaccines do offer protection
