some of that will spill into san jose and san mateo. otherwise 80s. >> thank you, mike. new gun laws are on the way to san jose. city council vote makes the city the first to require all gun owning residents to have liability insurance and pay an annual fee. abc7 news reporter amy hollyfield joining us live with more on the rules and some of the pushback. amy. >> reporter: good morning. it was a unanimous vote. that gives you a sense of just how strongly city hall feels about this proposal. if you own a gun in san jose that is about to get more expensive for you. you'll have to pay for liability insurance and you'll have to pay an annual fee. that will go toward the city's emergency responses to gun violence. the city council heard from both sides of the issue during the public comment. supporters say they appreciate the council for taking swift action. critics say this put as financial burden on a constitutional right. we checked with the owner of a

gun store for his thoughts. >> i doubt it's going to do anything. majority of the gun ownership that gun owners that are legally owned guns, they're good people. >> reporter: research estimates that gun violence costs the san jose taxpayers nearly $44 it million a year. but some law-abiding gun owners argue they shouldn't have to cover the cost of gun violence. san jose officials say they are expecting to have to fight this in court. they say their lawyers are ready for lawsuits and the firearms policy coalition has said it is already preparing to take legal action against the city. live in san jose, amy hollyfield, abc7 news. >> thank you. with crimes surging the alameda county board of supervisors is declaring gun violence a public health crisis. this move allows the county to

tap into federal pandemic funding. the alameda county sheriff telling abc7 news this declaration at the very least raises public awareness, which could lead to prevention and enforcement. the house of representatives set to launch a new investigation of the january 6th capitol insurrection. a 13 person select committee is expected to be approved. house speaker nancy pelosi would appoint a chairperson and at least eight other committee members. last night number two house republican steve scalise urged his members to vote against the resolution saying the select panel is likely to pursue a partisan agenda. former president trump will tour the border wall in south texas with governor greg abbott. after visiting the wall they will take part in a town hall on border security. abbott's office says it's raised $656,000 in private donations for more border wall. that's on top of the $250 million the state allocated as a down payment on the project. the wall is expected to come up for discussion when the texas

legislature convenes for a special session july 8th. bad weather in surfside, florida could complicate the search for survivors in that deadly building collapse. jobina with the other challenges that crews are facing in this search and rescue effort. >> as of this morning 12 people are confirmed dead and 149 people are still missing. crews pulled another body from the rubble yesterday afternoon. rescuers are having trouble getting access to a 45-foot area around the building because of shifting debris and other hazards. so far three million pounds of concrete has been removed from the site. >> find strollers and baby a o reality to the moment. >> abc news confirms a letter was sent to residents of the building in april warning that damage in the basement garage had quote, gotten significantly worse since an inspection in 2018 but the cost to fix it was

$15 million. the condo association now faces lawsuits alleging it should have taken the issue more seriously. the association says it cannot comment on pending litigation. president biden and the first lady are expected to visit surfside tomorrow. they'll meet with first responders and victim's families. >> thank you. now to the coronavirus pandemic. new fears of the emerging delta variant are coming ever closer to us here in california. the number of hospitalized patients climbed back up over 1000 yesterday. it dropped below that level for the first time two weeks ago. the seven day positivity rate is climbing back up as well. now to 1.2%. it had gotten as low as .7% a month ago. now check out this map. this graph. it shows the new cases of diagnosis in the bay area. we are much lower than our winter pack a as you can see, but the rolling average has crept up. even with the rise of

now, that's making a difference. police are looking for a south bay man in connection with a rape at a pennsylvania college nearly eight years ago. a facebook message led to this arrest warrant. police are trying to find ian clearly. he's accused of a 2013 attack on the campus of gettysburg college where he was a student. investigators say he stalked the victim at a party, followed her back to her dorm and then sexually assaulted her. they reopened this case last year when the victim got several messages, including one

that read "so i raped you." police don't know where clearly may be. a scare for two families when a coyote got dangerously close to babies. layla o'boyle was at the botanical garden. she says a coyote wander ngoutoscare the eally close andh coyote away. >> the coyote ran away. i thought. i grabbed my son, look at him. i confirm he hasn't been touched and i turn around and look back at my daughter and the coyote had gone over to her. >> layla says the coyote wasn't acting particularly aggressive but was just a foot from her daughter and unfazed by the park goers yelling. another mom told abc7 she was there and the coyote charged at her daughter. she says she had to dive daughter her daughter to save her. animal care and control officials have been meeting with wildlife officials to try

to find some solution to this. state law prohibits relocation of coyotes. meanwhile, recreation and parks has placed coyote signs through the the garden and employees are telling families to be on alert. a southern california couple is facing $18,000 in fines for digging up and burying dozens of joshua trees on their property. they did it to make way for their new home. a neighbor reported it to authorities. it is illegal to cut joshua trees without a permit because they're protected under the california endangered species act. the couple tells the l.a. times they didn't know the law. $1000. >> this is a part of a treasure hunt. they wanted to do something to get families outdoors and and ea's beautifrks. every week on instagram. the money is hid medicine an

have to fight this in court with the mayor saying city attorneys are ready for the challenges and some gun coalitions saying they're preparing their legal challenges. live in san jose, amy hollyfield, abc7 news. >> thank you. a budget deal reached in san francisco. county supervisors and mayor london breed came to a consensus yesterday after more than 30 hours of negotiations. here's what is included in this $13 billion budget. more than $1 billion will be spent over the next two years addressing homelessness. the budget prioritizes pandemic relief efforts like rent relief for margalized communities. funds will be devoted to public safety both hiring police officers to keep up staffing and investing in policing alternatives that address mental illness and drug addiction. the full board of supervisors has to vote on this budget. >> new concerns the delta

variant of covid-19. the world health organization is predicting this will soon become the most dominant strain in the u.s. >> the concerning stats and the response from health officials. >> the delta variant accounts for 26% of new covid-19 cases in the u.s. doctors say the strain may be twice as contagious. it's rapidly spreading in places where there are low vaccination rates and that has many people concerned. los angeles county went as far as recommending masks indoors even if people are vaccinated. this morning on gma, cdc director said that may not be necessary in areas with high vaccination rates. >> we are seeing uptick in cases in areas of low vaccination. in that situation when you're suggesting policies be made at the local level and those masking policies are really intended to protect the unvaccinated. >> you can watch the full

interview at 7:00 on gma. local health officials in the bay area also agree with the cdc director. told abc news our high vaccination rates give us an advantage. the health officer says she doesn't belief the bay area will backtrack on its mask guidance. >> thank you. california has updated its guidance for child care settings. the state is requiring all kids 2 years and up to have a mask regardless of vaccination status. the health department made it clear children should not wear a face covering while sleeping. child care providers should wear masks indoors. pg&e is hosting a wildfire safety seminar. the topics include wildfire prevention and improvements as well as information on public safety power shutoff events. this virtual event is going to be held from it 6:00 p.m. to 7:30 p.m. through a link on pg&e's website. people in santa rosa are

near mount shasta. it has tripled in size since it started over the weekend. now it's only 19% contained right now and about 8000 people have had to be evacuated because of it. in a town hall meeting monday, the fire manager of the shasta trinity national forest apologized to evacuees. he said his crews initially left thinking they'd extinguished it on friday only to find that it had reignited an hour later. governor newsom is going to be where the lava fire is burning. he's meeting virtually with president biden, vice president harris and other governors to talk about the wildfire season, drought and unprecedented heat. you can follow fire statewide with our exclusive wildfire tracker. it's updated with the latest information from cal fire. check in to see where the fires are spreading, the acres burned

work from home half of the time. they can also choose which office they want to work at from a list of locations. uber says some jobs can actually remain fully remote. you can see we are up about 58 points. federal officials are taking a tougher stance with auto makers using self-driving technology. auto makers will now be required to immediately report crashes involving cashes with automated driving systems. officials say the crash data will help it to quickly identify safety issues and intervene as necessary. new at 6:00, cannabis fraud. a new report finds there's corruption when it comes to labeling the amount of thc in it marijuana on the legal market. thc is the compound that gets you high. so cannabis with higher levels often cost more. the author of the 538 study spoke with wsc . >> consumers are looking for as much thc as they can get which

about it. the mountain lion was spotted last night south of corona road. police updated us and they say the animal is now west of hill boulevard. crews have been in that area since 10:30 last night searching for it. this morning we are hearing from the man who was bitten by a great white shark in it san mateo county. he was snorkeling and crabbing at gray whale cove state beach on saturday. all of this happened in a split second. after feeling something on the back of his leg he turned around and saw two eyes and the nose of a shark. >> the teeth i guess are so sharp that like you don't feel too much pain and i don't think i realized kind of the gravity of the situation actually. first i thought okay i'm just going to go back to beach, drive to hospital most likely. as i came to the beach i realized that actually like pretty much the sleeve was full of blood. >> he lost a pint of blood but
