robin. their heat index, 108, so we'll do this for at least another day and break it down with severe storms. damaging winds especially for the state of massachusetts, northern connecticut later today. >> so we'll get back to you in just a little bit. now to that concerning delta variant now accounting for more than a quarter of new cases in the u.s., prompting some officials to once again recommend wearing masks indoors and will reeve has the latest. will, good morning to you. >> reporter: good morning, whit. evidence suggests the delta variant is twice as contagious as the original virus and is on track to become the dominant version in the u.s., already found in all but one state and one major city is recommending wearing masks indoors even if you've already been vaccinated. there is, however, a weapon in the fight. a new warning from the cdc this morning, the highly contagious delta variant now accounts for more than 26% of covid cases in the u.s. and in several areas of

the country, experts say it could be up to half of new cases. in missouri, the epicenter for the delta surge where only 38% of eligible people have been fully vaccinated, new covid-19 cases have risen by more than 76% in the last month. health officials urging the public to seek vaccinations, all the more as moderna says new preliminary data shows its vaccine appears to work against all of the concerning variants including delta. at the texas children's hospital, they're tracking cases here in children under is it, those ineligible to receive the shot, and doctors warn their protection is dependent on everyone else to get fully vaccinated. >> this delta variant is especially adept at infecting partially vaccinated individuals, so those adults and adolescents who may think one shot out of two is enough, think again. >> reporter: as the variants' control over the country grows, in los angeles health officials

now recommending masks in public indoor spaces regardless of vaccination status. >> i did take off my mask a couple weeks ago but now with the new variant coming out, i'm hearing of people getting covid again and getting nervous. >> reporter: officials in other major cities like chicago and new york say they have no plans to revisit mask requirements. overseas in asian countries restrictions have returned. in israel, they've reinstated a mask mandate for public indoor spaces and large outdoor gatherings, michael. >> thank you so much for that. joining us is the director of the cdc, dr. rochelle walensky, thank you so much for joining us this morning. as we just heard, l.a. county is recommending that people wear masks indoors even if fully vaccinated. the w.h.o. is as well because of the delta variant. are they overreacting? >> good morning. thanks for having me. first, let's go to the w.h.o.

and say that the w.h.o. really does have to make recommendations for an entire world where less than 15% of people are vaccinated and oftentimes some of those people have only had access to a single dose and many countries around the world are continuing to see surges in the absence of vaccinations, so the context in which the w.h.o. is making it is very different than us here in the united states where we're really lucky to have three very effective vaccines and about two-thirds of the adult population now fully vaccinated. however, we have always said that this virus is an opportunist and in areas where we still have rates of low vaccination, that is where the virus is likely to take hold. we are still seeing uptick in cases in areas of low vaccination and in that situation, when you're suggesting that policies be made at the local level, and those masking policies are really intended to protect the unvaccinated, the vaccinated we believe still are safe. >> you said in the past that you would be reconsidering guidelines for wearing masks on planes and other forms of

transportation, do you have any idea when that will happen? >> you know, right now, as we're starting to see the delta variant take hold here in the united states, we're certainly looking at these policies, but i don't expect that to change any time soon. >> we know president biden set the july 4th holiday as a target to celebrate our nation's independence from covid. with the delta variant on the rise it doesn't look like we're going to hit that target. when people see a date they think that's supposed to end but how close are we? >> we've been through an extraordinarily difficult 15 months, 16 months, and i think we have a lot to be thankful for come july 4th as we look at how far we've come since january, since we have had so much death, so many surges and so much sickness but this is a dial and not a switch and we are going to be able to smile and vaccinated people can take off their masks and celebrate july 4th and feel safe in doing so, and see each other smile again, and then we

are going to really have to continue the hard work we're doing to get people vaccinated and for those not continue to protect them with mask wearing and distancing. because of this delta variant. >> as you said it has been difficult but there is a lot to be thankful for. dr. walensky, thank you so much for joining us. >> thank you. >> robin. now to the july 4th travel crush this weekend is expected to be the biggest since the beginning of the pandemic and airlines are struggling to meet the high demand. trevor ault is at newark airport with more on this. good morning, trevor. >> reporter: good morning, robin. not only is travel bouncing back to what it was before the pandemic, we're actually expecting more people on the move this fourth of july weekend than we saw in 2019 and unfortunately that could mean sometimes significant wait times here at airports and on the highways too. this morning, america's airports are bracing for the busiest travel weekend since the start of the pandemic. airlines racing to staff up with 3.5 million people expect to fly. >> there's an amazing amount of

pent-up demand for people to connect with each other and reunite. leisure demand is more than 100% than what it was in 2019. >> reporter: american airlines is planning on nearly 5,500 flights a day thursday through monday but they say staffing issues have already forced them to cancel some flights through the end of the month. the airline now offering extra pay incentives to work overtime and southwest facing the same issues, is urging employees to pick up extra shifts this holiday weekend offering more money. >> we are so excited to have people back on our planes, but what that meant is a little bit of growing pains. what i would recommend passengers do, make sure to check your flight status before heading out and call the airline just to make sure that flight is going to take off. >> reporter: as 43 million americans are set to hit the roads through the holiday, a new alert as you fuel up. aaa says gas prices will be the highest they've been since the fourth of july in 2014.

pierre thomas has more from washington. pierre, good morning. >> reporter: whit, good morning. as we head towards the fourth of july and the heart of summer, federal law enforcement officials are deeply concerned about the possibility of domestic terror and violence including mass shootings. that new homeland security bulletin obtained by abc news warns that extremists may seek to exploit covid restrictions and access to masked gatherings and conduct attacks with little to no warning. an official told me last night pandemic stress and the explosive political climate is stoking a perfect storm. the bulletin also points to the recent surge in mass shootings as fueling concerns about upcoming holiday celebrations. while no specific plot targeting independence day has been identified, the bulletin ominously warns of evidence of radicals discussing plans for attacks sharing downloadable links about targeting mass gatherings, critical infrastructure and law enforcement officers. one official telling me last night that the public should not panic but be alert and ready to pass along tips to law enforcement. whit. >> law enforcement watching this

very closely. thank you so much. michael. >> thank you. now to that deadly building collapse in florida. president biden and the first lady are set to visit the site tomorrow. this morning, 12 people are confirmed dead and 149 people are still unaccounted for and victor oquendo is in surfside. good morning, victor. >> reporter: good morning, michael. we are now one week into the search and rescue efforts here, and again, these crews had to deal with rain overnight and into the morning. now, officials have to keep a close eye on the possibility of some much stronger storms headed in this direction, these crews could find themselves caught between two disasers. this morning, as crews enter day seven of round the clock search and rescue operations in rfside of emergency management asking the federal government for help requesting an additional team to backfill their crews before severe weather moves in. this as the death toll climbs to 12 overnight after another body was recovered.

149 still unaccounted for feared trapped in the mountain of rubble. >> our first responders are continuing the brave and very, very difficult task of putting themselves in danger. >> reporter: crews have already moved 3 million pounds of debris from the collapse but their work is far from over. now, officials calling for a grand jury investigation into the collapse as new details emerge about the condition of the champlain towers south before it crumbled. abc news confirming a letter was sent to residents in april warning that damage had gotten significantly worse that concrete deterioration is accelerating and would begin to multiple after a 2018 engineering report revealed the need for repairs but the cost was steep. the repairs were priced at $15 million asking residents to pay anywhere from $80,000 to $336,000.

now the lawsuits are mounting. raysa rodriguez, who made it out alive, said she had been reporting problems in the building for years, and the night of the collapse she said the building swayed like a sheet of metal, and the condo association saying it can't comment on pending litigation. 64-year-old iliana monteaguado also ran. >> i started going down fast, and i feel crack, crack, crack. three seconds separate the life to death. >> reporter: now, across miami-dade county, high-rises 40 years and older and above four stories are undergoing an audit. more than 500 buildings being inspected on miami beach alone. one building already notified to close off access to four balconies. eric demora lived on the tenth

anything you want to say today? >> reporter: the 38-year-old arrested in 2018, pleading guilty for her role in a racketeering conspiracy that recruited women as slaves and subjected them to sexual exploitation. mack believed to be one of nxivm's founder keith raniere's confidantes. >> authenticity is being as you are. >> makes me want to cry, it's beautiful. >> reporter: prosecutors accusing mack of recruiting india oxenberg into a sex cult. >> their worst quality is just that she treated people -- she dehumanized people. she was inhumane and that's hard to come back from. >> reporter: india says mack brought her into what she thought was a self-help group under the guise of female empowerment, and instead she became mack's slave for seven years.

>> feels like allison's invitation was to seduce india into hell and then she had to fight to get out. >> you've called keith raniere a master manipulator. how do you characterize allison mack's role? >> i'd say she was the most charismatic co-leader that anyone could ask for. >> reporter: in a new court filing, prosecutors say mack deserves a reduced sense for her cooperation in the case against keith raniere and she handed over this audio where he would brand women with a symbol of his initials. >> also, of course, videoing it and videoing it from different angles or whatever gives collateral. so probably should be a more vulnerable position type of a thing. >> yeah. >> reporter: the clip along with emails and other documents were crucial to prosecuting raniere who was sentenced last year to 120 years behind bars. india telling abc news she received a confidential letter from mack just days ago. how surprised were you to receive that letter from her? >> i was so surprised.

i did not expect that. it was so sad because it was the first communication that i've seen from her that actually kind of felt like her. it wasn't the cult persona. i felt both sympathetic but also it was very clear to me this is someone that really did struggle with empathy. >> reporter: for victims of raniere and mack, india says their sentencing provides validation. >> i do believe that she has been able to see that she did wrong and hurt people and that she has denounced keith raniere and that is what i prayed for. >> reporter: for india's mom catherine who spent years trying to pry her from the grips of the group, it's healing. >> my focus has been on india's recovery and her moving forward in her life, which she is doing, and ultimately this is a tragic situation. no matter what, like there are no winners. >> no. >> it's just -- it's so sad. >> reporter: and mack's attorneys are going so far as to ask for zero prison time because they say she is on a promising

path of rehabilitation, and according to a sentencing memo in the three years she's be under house arrest, turned completely around from depravity, trauma to peace, acceptance and remorse and oxenberg said that letter she receives from mack says it supports that, but it doesn't mean her victims suffered any less. robin. >> no, it does not. does not mean they suffered any less. she is right about that. kaylee, thank you. michael. we turn now to that new charge for the so-called "doomsday mom," lori vallow, already charged in the killing of her two children being charged for conspiracy to commit murder in the death of her ex-husband and marcus moore has the story. good morning, marcus. >> reporter: michael, good morning. for months, the nation was engrossed in the search for j.j. and tylee who went missing from their home, and people across the country awaited news, investigators were looking into

a string of deaths connected to the parents. this morning, lori vallow facing charges in another alleged murder. the 48-year-old awaiting trial for the death of her two children has now been charged with conspiracy to commit first degree murder in the death of her former husband charles vallow. in 2019, lori vallow's now-deceased brother alex cox killed him in what was originally ruled as self-defense and police warn it shows police responding, even speaking with lori that day. prosecutors are now alleging that vallow, quote, agreed with alexander cox that at least one of them or another would engage in conduct constituting the offense of first degree murder. >> i can't get in touch with my kids. >> reporter: body camera video obtained exclusively by abc news shows charles vallow telling police that his wife had lost touch with reality, telling the officers that she threatened to kill him. >> i said i will kill you because you're not charles and nobody will care. >> reporter: lori and her

current husband chad daybell are already facing first degree murder charges in the deaths of lori's two children, j.j. and tylee. lori and chad daybell are also charged with murder in the death of chad's former wife tammy. all five deaths happening within months of j.j. and tylee's disappearances and deaths. the couple maintained their innocence and she appeared in court last month. her attorney has argued she is not fit to stand trial. in documents filed by her attorney, stating, quote, the completed assessment determined that at this time the defendant is not competent to proceed and recommends restorative treatment. chad daybell pleading not guilty. >> mr. daybell, can you hear me okay? >> yes. >> reporter: in a separate indictment related to daybell's first wife's death, authorities accused the couple of justifying the murders because of spiritual beliefs. j.j. and tylee's grandparents describe the couple as being part of a doomsday cult. when vallow was arrested in february 2020 daybell insisted

american airlines says they're planning on 5500 flights a day thursday to monday but say because of staffing issues they've already had to cancel some flights through the end of the month. american and southwest are even offering extra pay incentives for employees to work overtime trying to make sure they're fully staffed and travel experts say it should not create significant problems this weekend, but it is probably a good idea for you to leave early if you're flying and the same is true if you're driving, with 43 americans set t hit the roads through the holiday some cities might see traffic five times that of a usual day and what might create some further headaches for a few americans at least is that some gas stations may reportedly run out of fuel because of a shortage of tanker truck drivers, this is not expected to be a widespread problem but checkered across the country because so many people are driving we might see a few gas stations run out of gas. robin. >> we'll talk about that in just a moment.

to a new report labs are inflating numbers, consumers might be getting cheated. legal marijuana is growing in the u.s. it's a $17 billion a year business but, according to an investigative report by fivethirtyeight, the industry is rife with fraud and consumers may be getting ripped off. >> consumers are looking for as much thc as they can get which is creating financial rewards and creating incentives to fraudulently inflate how much is in it. >> reporter: thc is found in cannabis and helps get you high. retailers know that consumers equate thc with highness, right, and they can charge more to give more is the theory. >> exactly. the idea with a lot of consumers is that they're getting more value, more bang for their buck, but when we can't trust the

with a horrible syphilis experiment against hundreds of black men. now we're hearing from the descendants of those who say don't use it as an excuse not to get the covid-19 vaccine. ♪ step in my shoes ♪ >> reporter: a new effort to get more black and brown people protected against covid-19 is reaching into the past. i have interviewed several people of color, black people, about vaccine hesitancy and the word i kept hearing over and over again, tuskegee. >> there is no doubt it has played a pivotal role in undermining vaccine confidence among many in the black community. >> reporter: the 40-year government study of untreated syphilis in african-american men also known as the tuskegee study, researchers told 600 black men, 400 who had syphilis, they would get free medical exams and meals.

instead, despite pencilin being widely available the researchers studying the long-term effects gave the men no treatment at all, many died. now, using the voices of the descendants of some of the men in the tuskegee study this new documentary from tragedy to triumph is trying to dispel myths to vaccinate black people today. >> they were not being reated. that is very different from what's happening with covid-19. the vaccine is being made available to anyone who wants it. >> reporter: as the coronavirus disproportionately impacts communities of color the cdc reports only 22.5% of black americans are vaccinated. lack of access, barriers and hesitancy all factors. >> i think in communities of color, where we've seen systemic inequities in the healthcare system for decades, you know, it makes even more sense. at the core of hesitancy is trust.
