this is the weekend. there are some of the people looking forward to it. others dreading it. that's because july 4th means fireworks. a beloved independence day tradition for some but a massive fire danger for others and really, all of us. good evening. thank you for joining us. i am, dates. >> you are watching. as the county launched a new fireworks hotline and staged a dramatica experiment, lighting so-called safe and sane fireworks in the east bay hills. abc7 news reporter leslie brinkley was there. >> reporter: the birth of a wildfire with the lighting of one simple sparkler. within 10 seconds, a spark can take off on drought parched hillside like here at the concord pavilion. within a minute, flames are roaring out of control. another example, a so-called safe and sane fountain firework.

sure, people hopefully won't set them off in dry brush like this, but sparks can fly. fast for 30 seconds. it is an out-of-control situation because even a 911 call means of fire crew is still three to five minutes away. >> we have seen in seconds fires that quickly were at a point where no homeowner with a garden hose could extinguish them. >> reporter: neighboring counties like alameda sell so- called safe and sane fireworks that are illegal to set off in contra costa county. this year, there are steep penalties and a new hotline to report neighbors who sell fireworks or set them off. >> earlier this year in antioch, we had a resident light one firework off his back patio and throw burned to the entire building down and displace 40 residents. in addition, our fire investigation unit has been doing undercover operations and has made four different arrests for illegal selling of fireworks in the county. >> reporter: the big message is go watch the professionals

the city's waterfront is the best place to watch the show. but one landmark in aquatic park is off limits until officials determine a fix for aquatic .. live on the abc7 rooftop with the details, cornell? >> reporter: aquatic one of my favorite places and really one of the city's gems, but the . there has really become tarnished and unsafe or big crowds. now, the move is on to save it. aquatic park may be the best seat of the city to watch the blue angels dazzle during fleet week in october. and for fireworkon 4t >> of course, it is up to the fog whether or not we actually have fireworks . >> reporter: for years now, aquatic pier has been off- limits to big crowds on july 4th. >> it's crazy, dangerous . >> reporter: fisherman ian shows us why he does not dare lean on the pier's

already. >> it's older than myself, i guess . >> reporter: aquatic pier is rusting and crumbling away. >> right here, you can see the hest. completely. eporter: national parks ranger morgan smith said the pier is still safe for the public, the most of the westside? not so much. it is now fenced off after decades of abuse from saltwater and the weather. >> this pier was created 1934, which is almost 90 years old, which is a long lifetime for a structure like this . >> reporter: it is 1400 feet long and curves into the bay at the foot of van ness avenue . repairing it may be impossible. >> it was built in the 1930s and really needs to be replaced . >> reporter: darlene palm tree said the pier could top $16 million. money the federal government cannot provide. >> it will take a coalition of a lot of people. >> reporter: the parks service,

now ying to save the pier, raising money for a vision study and a public survey about its future. others have their own ideas. >> i don't see why they would discharge to come use that money to fix up the pier . >> reporter: caretakers say all options are on the table to save this piece of history. >> this is one of the last historic sections of the waterfront that is pretty much untouched. >> reporter: it's really a beautiful area, and is a funding solution is not reached, the pier could be forced to close to the public for good. that is certainly something nobody wants. all of aquatic park, i should say the rest of aquatic park, will be open to fourth of july visitors on sunday. we are here live on throofab ne fireworks are back at the oakland coliseum, and the people who put together tonight's show are upping the ooh and ahh factor. we were there as technicians

loaded firework shells into mortars behind the east side club, and this is one of the launch lights for tonight's show. is another located on the top rows of mt. davis, where low level fireworks will be set up. the pyrotechnito night's display is happy for the work after more than a year of very slow business. >> in another year up-and-down the west coast, we'll shoot about 500 fourth of july shows, and this year, we're going to be in about the 300 range, and a lot of people, a lot of our clients are being a little cautious, sliding it back a little further. >> pyro spectaculars is putting on the july 4th show in san francisco , and set up for sunday's event begins right after tonight's display at the coliseum. they are busy and back in action. the california highway patrol drivers . all available officers will be taking part in a maximum enforcement period which begins 6:00 tonight and runs through midnight monday. offices will be looking for

the street to reopen to a. >> you are asking them relieve this so we can start having business as well as the restaurant . >> reporter: laurel street is filled with family-owned businesses, some there for decades. owner say the lack of partner access to the stores has led to financial struggles. >> there are four businesses that have already closed, and there are two other businesses that i know of that have not signed a lease because they are saying if the street does not open up, they will not get enough customers to pay their expenses . >> reporter: these barricades don't just cause problems for the businesses, but by the customers as well. gail has shopped here for years, and how did she get here once she found a parking spot today? >> walked through the alley, through the park to get here to shop. and it's ridiculous. >> it was really, really challenging. things like our dignitaries are focusing on only the restaurants. we have been here over 25 years

in laurel street in san carlos, and feel like we were left alone. >> reporter: ron collins voted against extending the street closure, but the vote passed, and now the road is closed until september 2022 .: says there are no plans for revote but once upon a solution that works for everyone. >> we have an obligation to take care of everybody and find a way that we can continue to have a robust downtown, but at the same time not harm certain elements of it that aren't, you know, restaurants. >> we want many as we can, let the restaurant survive, let us survive as well. the way most of us are going to be out of business sooner than later . >> reporter: in san carlos, dustin dorsey, abc7 news. new developments tonight in the 17 fires

california this week all fueled by heavy wind, hot weather, and very dry conditions. most are in the northern part of the state, including three significant ones. the lava fire and the tenant fire. those are in siskiyou county, and the salt fire in shasta county . together, they have burned nearly 34,000 acres just this week. investigators think a car started the salt fire in shasta county. it has burned several homes and about 5000 acres with about 5% containment. a forest officials that a car was traveling northbound on i-5 when hot materials landed in the dry vegetation, sparking the wildfire. they are now looking for the driver of that car before he has a chance to start another fire. the lava fire sent out a towering plume of smoke yesterday . look at these remarkable images. the person who shot the video on his cell phone said he did not expect to see anything liket the fire has burned nearly 24,000 acres and is now 27% contained. and has forced of 3500 people . the tenant fire on the eastern side of the

klamath national forest started monday. it is now just under 10,000 acres and only 6% contained. firefighters are working in 95 degree heat, trying to beat back those flames. it is not clear what started this fire. california's covid-19 positivity rate inched up again, reaching 1.5%. the rate had dropped as low as 0.7% in may, contributing to the state's reopening. state officials are reminded californians that vaccines are highly effective against the covid-19 virus. johnson & johnson says its covid-19 vaccine often productions from the delta variant . j&j said the one dose of vaccine provides immunity that lasts at least eight months. face coverings will no longer be required at san francisco city hall fully vaccinated . the city administrator says that will also be true for all city

fridays and mondays off when everyone is packed on wednesdays . the future of work is being invented on the fly. david louis, abc7 news. in the east bay, oakland streets are getting a much- needed facelift. the city has set a new paving record for the second year in a row. more than 40 were laid. they sing about essential workers for their hard work during the covid pandemic . the paving as part of a three-year campaign called the great pave that focuses on local neighborhood street and historically underserved communities. their previous record was 32 miles, by the way. oakland zoo is vaccinating it's at risk animals against covid. it's quite a project too. veterinary staff at the zoo have a checklist of 110 species that are vulnerable. tigers and bears, as well as mountain lions and ferrets were among the first to get their shots, along with a tasty treat, of course . the pharmaceutical company zoetis is donating more than 11,000

>> they expect to receive their ballot starting august 16 . recall election is $275 million. let's turn our attention to focus on the holiday weekend weather. >> whether we will see those fireworks, spencer. >> i'm going to get to the fireworks fog forecast. here's a look. let's get that out of the way. the 12 hour planner for the fourth of july looks like this. mid-day, mix of clouds through the coast and sun inland . mild afternoon with high temperatures in the inland areas getting to the mid-80s. mainly sunny at that point, but the clouds quickly return in the early evening and of course increasing in the later evening hours, which means our view of the fireworks near the coast will probably be obscured just a bit. we're looking at breezy conditions, service winds generally 18 to 22 miles an hour around the bay area. this is a view of our

emeryville camera. traffic is not so bad . people getting late may have already gotten away already. we're looking to look at guys at the bay. oakland, 66, low 70s it mountain view, 59 at half moon bay. here's a look at getting thicker and thicker. 74 at santa rosa, novato, 81, 87 at fairfield, and mid 80s at concord and livermore, and looking down onto the advancing low clouds from mt. tam, these are the forecast images. that's been our pattern the last several nights. mild to warm days to the holiday weekend fog are likely to be present for the fourth of july fireworks. tonight, the forecast animation looks like this. we will see low cloud surging rather vigorously across the ba patty drizzle as well duriand early morning hours. we will start the day tomorrow with tingling low clouds 7:00
