the cloudy skies. 56 in the city. 59 in oakland. it's 60 in san jose with 55 in half moon bay. we have the sun and the clouds, peel back to the coast today. mid50's from the delta to nevada but the southwest winds gusting to 35 miles an hour by the delta. there is a look at tahoe where we have a red flag warning tonight through 11:00 on sunday for thunderstorms and lightning. as we go through the day today back home partly cloudy, 60's and 70's by noontime and then once again mid-70s around the bay to low to mid-80s's inland. pretty nice afternoon. we will talk about the 4th in a few minutes. >> thank you. developing news in the east bay, a brush fire dubbed the gulf fire is burning south of pleasanton near a golf course. you can see the glow of the fire in this video from a pg&e wildfire camera. cal fire estimates at least 35 acres have burned with a

moderate rate of spread. it's burning in an area that's very remote. it's away from homes that is proving to be difficult in the fight. it's unclear what sparked the flames and we will bring you updates as soon as we learn of them. people can't sleep at night. i hear fireworks going off two, three in the morning. it is crazy. >> the 4th of july weekend is here. abc7 news reporter reports from oakland where law enforcement and firefighters are gearing up for a very busy weekend. >> it only takes a spark for fireworks to turn from lighting up the sky to someone's house. >> the fireworks make me nervous. i can't tell people what to do. i would prefer if they use common sense and didn't put others at risk. >> oakland resident carl rose said that because he lived it. in 1991 he saw this. the oakland hims on fire. a product of a small grass fire.

a reward of $2,500 to whoever tips off the city on who is who shooting illegal fireworks. >> they used to start up by the first, now they go on they round. > >> he hopes money will encourage people to come forward. a single spark from a safe and sane firework started this grass fire in the east bay. >> this was only a demonstration. they showed how using any type of firework can lead to an emergency with bone dry conditions and many parts of the bay area, firefighters say that a spot fire can become a major wildfire in a matter of seconds. approximately a minute. the fire can get get control. getting into open pace and

outing other structures and people in danger. >> very a hotline. at the bottom of the screen. you can call the number to report seeing illegal fireworks going off. and the professionals putting on fireworks shows glad to be back on the job after a year of being sideline because of coronavirus. they are eager for the show to go on. pyro pass said he has the best job on earth. he is happy to be back in action out in the field. he is happy for the work after a tough year with a huge impact to his company. >> now we have turned it back up. it was like a rubber band pulled back. everybody was waiting, waiting, waiting then come around the 15thst may. it all cut loose. >> and his work isn't done.

he is heading across the bay to start setting up for san francisco's july 4th fireworks show tomorrow night. and we have put together a list of events around the bay area for the 4th. you can go to abc7 news.com to check it out. happening today nearly 48 million are in transit to their july 4th destination. the tsa said that it screened more than 2.1 million people on thursday. that is about 50,000 more than the same day in 2019. before the pandemic started. the pent up urge to get away is creating a crush on the roads. some 43 million people are on the highways despite the highest gas prices in seven years. according to aaa on average a gallon of gas is going for $4.45. drivers in oakland and san jose are seeing $4.35. wait until you see this. one gas station in san francisco is nearly $6 a gallon. kate larson explains why prices

are so high here in california. >> no. that is not okay. >> san francisco resident whitney conner stopped pumping when i pointed out the cost of the gas. >> gas prices are not okay. not okay. that's it. >> sarah had the same reaction when she filled up at the shell station at 4th and bryant street south of market. >> i'm glad you pointed it out. i usually figure its ten cents difference but not a dollar. >> some have questioning their plans. >> everything is going up. everything. food, everything. >> do i want to go on long road trips, how much do i want toko mute? should i work from home more often if i have the option. >> i'm filling up ahead of a long weekend but not with the $6 gas. i found gas at another shell station in san francisco that's cheaper by a dollar a gallon. why would two shell stations a few mile as part in the same city have different gas prices?

>> they pay the same whole sale price for gas. it comes down to the retail merchant. >> the less expensive shell station is a cross the street from a chevron. both have prices in the mid$4 range which is about the average in the bay area right now. the united states is producing about 10% less oil than it was prepandemic so supply is not keeping up with current demand creating an energy crunch. as for california which has the most expensive gas in the united states. >> you have boutique gas here in california. you then have about 80, 82- cents on every gallon which is taxes and then you have a secondary tax. a carbon tax which is 50-cents. >> he expects gas prices to continue to increase this summer. kate larson. and it's not just gas. rental car prices high.

interest and rental car is up 7 #% when compared to this time in 2019. prices up as much as 300% in some united states cities. the united states has been dealing a rental car shortage due to the pandemic. many companies sold off their fleets to save money and are now having a hard time meeting demand. the california highway patrol will be out in full force this holiday weekend looking for impaired drivers. the period started at six and goes through midnight on monday. you can get pulled over if you have a light out, a cracked windshield or your headlights aren't on. remember getting caught under -- driving under the influence can be costly. >> placed under arrest and taken to jail. you are going to have to deal with the dmv, taking glasses and community service. taking your vehicle out of the tow truck. basically it'll -- out of tow yard and between 10 and

happening today activists will hold a demonstration to protest the national park service's handling of the tulle elk. they are supposed to be protected but 150elk have died in the past year from lack of water and malnutrition. the animal law and policy clinic are suing the park service. in recent weeks the park service installed three tanks but haven't provided additional food. developing news out of south florida where residents have been ordered to evacuate a condo building in north miami beach after an inspection showed issues and the building was deemed unsafe in a report by engineers. officials in north miami beach launched an investigation and review of all constructor that are about five stories

following the collapse in surfside. more bodies were found at the site of the collapse in surfside bringing the number of dead to 22. christine says as crews continue this work officials are shifting to the tropics and now a looming hurricane. >> as search teams return to the rubble the death toll climbing. the heart wrenching discovery, rescue workers finding the body of a 7-year-old girl. the daughter of a firefighter on the scene. >> very difficult. removing a fellow firefighter's daughter. >> the girl's father has been helping with search and rescue efforts since the building came down. we are told he put a small american flag next to her body and draped his jacket over her as she was carried down. the federal government picking up 100% of the cost of the search and rescue operations

and debris removal. officials are moving forward with plans to demolish the rest of the building. eyes also on the tropics, officials monitoring elsa which could bring wind and rain to the area and disrupt search and rescue efforts. >> we aren't just running an emergency response but preparing our whole community for a possible storm at the same time. >> as we head in to the holidays, the neighboring city of miami beach canceling fireworks in honor of the surfside victims. christine sloan. in the south bay a first real push for restaurants after the state's reopening in mid- june. dine downtown returns to san jose with added importance. >> downtown san jose is slowly bouncing back after the state's reopening. it's no secret restaurants can use a boost in business. >> we didn't snap our fingers

are at a high risk. the real concern is about unvaccinated people gathering and potentially spreading the strain known to be significantly more transmissible. >> probably 30%, 40% more transmissible than the alp ha variant they have been worried about. you remember the rose garden with like ten out of 75 infected or something like that. this could be 40 out of 75. >> they recommend even vaccinated people stay masked when attending meg events which include 5,000 or more people indoors or 10,000 people outside. >> past couple days we have seen a significant up tick. especially among the unvaccinated population. >> lisa is the deputy health officer for marin. she is expecting the county's case rates to more than double after the holiday. >> would not be be be be be be marin goes up to 20 cases a

clouds. golden gate bridge. 52. it's 5 in nevado. upper 50's in concord and livermore. about 72 today with the sun coming in to play throughout the afternoon. low clouds and fog with that patchy drizzle this morning. mild to warm days through the weekend and then looking at clouds for the 4th. the even along the bayshore. we are looking at once again that really well defined man reason layer it'll get more compressed in to the workweek after the 4th and then a heat wave looks like it'll ensue. at this point a little too early to tell if we are going to look at that heat along the shoreline. we will keep you posted but enjoy the cooler weather. the seasonal temperatures. you can see the fog there still with us throughout the midmorning. 1:30 it pulls back but we have

the edd just renewed its troubled partnership with bank of america and the move angered just about everybody involved including bank of america itself. the bank said that it wants to get out of the contract as soon as possible. michael with how it happened. >> steve was shock to the find a thief drained all $16,000 from his edd debit card. >> it was a nightmare. nobody knew what was going on. >> i'm the victim and being treated like the criminal. >> annamaria realized someone

ran up $14,000 on her account even before she got the card in the mail. the bank restore her money only to take it back out and then froze her account. they are among thousands of fraud victims who say bank of america made it impossible to get their benefits restored. >> if you look at the account again it was considered closed. >> i had $4,000. >> $60,000 is gone. >> bank of america along with edd unfortunately left our people hanging at the worst possible time. >> what they have just done has been to renew a contract that has made so many miserable. >> state lawmakers blasted the decision to renew the contract with bank of america. as it turns out bank of america is just as upset. just today the bank said that it wants out of the contract

saying we have us advised the state we want to exit this business as soon as possible. the deal has brought plenty of grief to the bank. they claim it lost $200 million to criminals making fake claims of fraud on edd debit cards which they falsely obtained. now they are facing a class action lawsuit saying they failed to prevent fraud and then denied claims without investigation. the bank likely broke federal law by rejecting claims and freezing accounts using only automated fraud filters. the edd said the contract renewal gives bank of america the time it needs to manage millions of ongoing accounts. the contract still includes a major final perk for both the bank and the edd. under the agreement they share the transaction fees generated every time someone swipes an edd debit card. those revenues skyrocketed

during the pandemic. the edd bringing in more than $47 million from last year until this april. nearly five times more than in 2019. >> fees collected with your contractor, that just smells. >> we have found many card holders so frustrated they are now having the edd mail paper checks instead. the edd said that it's also planning to offer an option for direct deposit of benefits into a personal banking account avoiding debit cards entirely. you have to check it out. an under water pipeline leaked, it sparked flame that set part of the gulf of mexico on fire which lit up the internet. it's called the eye of fire. similar to something out of lord of the rings. some questioned why boats were spraying water on the fire which was already on water but the spray was apparently an effort to choke off the oxygen

the greater lake tahoe area tonight. 11:00. early sunday morning. here is a look at hurricane elsa. it's moving quickly west northwest at 31 miles an hour. you can see as it moves in to cuba as a category 1 and then it's down graded to a tropical storm just south of miami. expecting a good deal of rain here. this is only the first hurricane. some action here and they have had wet weather along the eastern seaboard. back home sfo with the cloud deck intact here. 55 downtown. it's 59 oakland. 60 san jose. mid50's on the coast and a roof camera shows the breeze here. it'll be breezy if you are right on the line where that fog starts to clear and then wants to push back. bay side communities you will have that breeze inland it'll

be nice and temperatures from the 50's this morning but we have that wind through the delta. we are clear there though where we have the clouds and the inland valleys and also the sap center looking at the cloudy skies here. upper 70's on the way for san jose. a nice day, low clouds and fog with patchy drizzle, mild to warm days through the holiday weekend and for the 4th we have got fog. it'll make its way through the bayshore and then looking at our impacts through the fog today. through midmorning it clears back by about 1:30. fog along the coast from marin to san mateo. all the way down to santa cruz. 8, 9:00 in oakland. should be 67 in san jose. look for 77 today for fremont.

85 for vallejo. that seems a little warm. looking at 85 in concord. i would say vallejo would be about upper 70's. 65 in san francisco and the accuweather seven day forecast. nice looking 4th. no heat in the forecast. we will see seasonal temperatures with little change through the period and then the warm up as advertised the end of the week. we could see triple digit heat think next weekend inland. >> wow. we will watch out for that. thank you. as the state reopens, some people are returning back to their normal lives. a need for mental health support is on the rise. experts say there is a shortage of behavioral health professionals in the bay area. we have tips for you to find help. >> it's summertime in the bay area. the weather is nice. the state is reopened again. all good right? >> now that the immediate stage of the pandemic is past. you know when that was happening, a lot of adrenaline.
