testament to zillions. >> building a better bay area, moving forward, finding solutions. this is abc7 news. >> truck after truck after truck was loaded today in san rafael. it was part of a massive cleanup and eviction, and in canada under highway 101 was taken apart in what the city calls a step forward. the people living there say it has destroyed the place that they call home. good evening, thank you for joining us. >> you're watching abc7 news at 5:00 live here on abc7, who live and wherever you scream. >> trash and painted over graffiti after clearing a homeless in canada that swamped a park and ride lot in central san rafael. is located under highway 101 near the san rafael transit center. perhaps using as you drive by. it's a street that thousands of commuters use every day, and many are happy to see the thing

gone considering it a blight for those living inside, however, a different perspective. abc7 news reporter tonight has more frustrations and a homelessness issue that challenges everyone. >> reporter: a caltrans true doing work beneath the san rafael overpass, there's nothing unusual about that, until we look at what they're clearing up. >> it is so wrong on so many levels. >> reporter: the homeless encampment beneath highway 101 at third street has been growing especially since covid. the residence typically faceless to those driving past, but everyone knew this tp. >> they crushed people's things. >> reporter: chrysler lived in the teepee, and is the mother caretaker of everyone here. >> i know you guys are hungry. >> reporter: as bulldozers moved in, chrysler retreated to a city sanctioned support area a block away. >> how do you help people that don't want to be helped? >> reporter: ultimately this is a caltrans operation.

it's their area beneath, they have been concerned about the homeless people moving in. no one from caltrans went on camera today, but they did release a statement. >> we've been working to provide service and support to people under the viaduct. we've also witnessed a year over year doubling of both pd and fd calls for service to this area. this has included fire, violent crime, and theft. >> i'm not allowed to have my tp up. re/max like a tide, the demolition work moved in, with cruise hacking at the tb tapestry. chrysler's friend, courtney huff, watched every step. >> homeless people are not treated with any kind of dignity or respect. we are treated like criminals. >> reporter: the tearing down of this tp that some called an eyesore, and one woman a home, took only a few minutes. what remains, a large, loud, dusty, case in point symbolizing all the frustrations of california's homeless crisis.

>> ice cream makes everything better. >> reporter: or not. while everyone else bore witness, chrysler never saw the end. >> they are ripping your tv, and you are giving to other people. >> that's who i am. >> reporter: in san rafael, abc7. news. happening now, city leaders in alameda are considering no longer having police respond to mental health calls. the city council meeting just started. members arch back to devote tonight on whether to approve a pilot program that would dispatch trained counselors to mental health calls, not police officers. >> one thing we have all made the mistake over the years doing is cutting our mental health and community responses, and assuming that the police can pick up the slack. it turns out that having a one- size-fits-all response is not the best way to meet the community needs. >> reporter: last june the city made a significant push for police reform shortly after a man was detained by alameda police, after reports that he was dancing in the street. the citation was dropped.

december the police department is investigating this crime caught on video. 10 people stealing handbags from the union square department store. is now gone viral, this video, as abc 7 news reporter melanie woodrow explains. it happened yesterday when the people had the holiday off, including the sf pd ambassadors who usually patrol the area. >> reporter: in less than a minute, 10 individuals ran out of the nieman market with their arms filled with high-end handbags. many with the security rope still attached. >> we believe that these are organized groups. this is not crimes of opportunity. this is not somebody that's down and out. >> reporter: three cars sped off as what appeared to be a nearby security guard took cell phone video. we've seen theft around the city including at this walgreens last month. mayor london says arrests have been made. >> he was apprehended, he was arrested and who he is being charged. >> reporter: stores essay the alarming rise in thefts at their san francisco locations led them to follow the lead of other retailers in reducing operating hours.

>> closing down, limiting hours is not a solution. we need to look at, how do we make it safer. >> reporter: supervisor says the city has given the district attorney and police chief until the second week in july to come up with solutions. >> we need to take action and we need to take action now. >> reporter: the union square business executive director tells of the team ambassadors were not on duty yesterday. even when they are, she says there are 2 to 3 of them walking a 30 block beat, so they can't be everywhere at once. sf pd says they are not certain if uniformed officers would have made a difference either. >> that have made a difference? we can answer that. >> reporter: a spokesperson told the i-team, the safety and welfare of our associates and customers is our top priority. and we are relieved to report that no one was harmed in the incident. we are cooperating with the san francisco police department in their investigation. neiman marcus has dealt with this in the bay area before, you might recall that a group of people stole handbags in palo alto in may.

a paloalpolice at detectives are definitely exploring the possibility that these two cases are related, and that they are also reaching out to sf pd. in the newsroom, melanie woodrow, abc 7 news. in the east bay, a corvette driver reached speeds of more than 130 mph during a chase in the chp capture the whole thing from above. >> over 130, now. passing, now, number one. we just passed 66, number one lane, to the number two lane, to the number three. looks like we are going to exit high street. >> much of the chase happened on interstate 880 saturday evening near oakland. you can see the driver in a dark-colored corvette weaving through traffic at high speeds. the chp says it uses its error unit, while officers on the ground followed from a distance. so as not to push the chase. another car hit the corvette in an intersection on international boulevard.

driver stopped and was met by a chp officer with his gun drawn. the driver was not injured, and was taken into custody. we reported on crime, violence, and illegal fireworks in oakland, but sometimes there is a silver lining to all of this. people out there making a difference and saving lives. abc 7 news reporter leslie brinkley has that story as part of our effort to build a better bay area. >> reporter: east oakland, south of lake merritt at 2:00 a.m. on july 5th. >> we saw the smoke and flames, and it was like, the house is on fire. so we instantly just went down the street. >> reporter: this 25-year-old oakland man was with two other men and three women, the six of them are being heralded as heroes by neighbors. >> nowadays especially, you tend to see people just recording events on their phone. not taking action. >> as soon as i got over the fence i started kicking the door. >> reporter: david said he called 911, his girlfriend

started throwing pebbles that windows to wake up the residence. >> while i was getting the water hose, i started an initial attack on the fire where the visible flames were located. >> reporter: the residence got out just in time, although one suffered smoke inhalation. the oakland fire department sent 26 firefighters and five engines. they are still investigating whether or not fireworks could have triggered the blaze. >> the feeling, in my body was compassion. i would want somebody to come ring my bell or try to wake me if there was a fire in my home. but god put us in the right place at the right time. we just did our duties as humans. >> i couldn't stand and just watch it. i want to make sure that everybody was, whoever was in the house was going to get out. >> reporter: with so many stories of crime and violence emanating from oakland, these young people want the world to know something. >> some young individuals are misunderstood, and we do have goodness in our heart. good people are out here in

oakland, california. >> reporter: i'm leslie brinkley, abc 7 news. the people those oakland heroes saved are an elderly couple and their daughter, the mother is legally blind. they say if the neighbors had not acted so quickly as they clearly did, they might not have escaped. the homeowners have children have set up a fundraising campaign to help them rebuild. we are posting details on that if you would like to get involved on our website, abc 7 news.com. san jose has reached a new vaccination milestone, as of last night 85% of eligible residents have received at least one dose. the mayor says the city is first among the 10 largest cities in the country to reach this benchmark. hayward city hall it has now opened part-time from 9:00 a.m. to 1:00 p.m. mondays through thursdays. it has been closed to the public since march 2020 at the start of the pandemic. masks will be required and in san francisco. >> it's just, it's nice to see the whole face. and to get their expression, see their smiles. everything about it is

wonderful. >> there masks are now optional, for fully vaccinated visitors and employees at city hall. we saw a good number of folks walking under the rotunda massless, other city-owned facilities have adopted a similar policy. this is the first time people have been able to walk in the san francisco city hall without a mask since the building reopened to the public. the pandemic shut down a lot of restaurants, as you know, maybe one of your favorites. tonight we want to tell you about a group of underwriters in san francisco's district who were able to start new businesses. abc 7 news has their story. >> reporter: imagine starting a new venture right before covid began spreading. >> we are going to turn this into a real thing, and then covid happened. in march. and then we've been -- >> reporter: at this point, did you have regrets? >> a little bit. a little bit. >> reporter: iliana and kevin quickly pivoted going from a

retail model to selling their fermented products directly to consumers. their company is called shared cultures. >> instagram has been, social media has been our most direct channel, to get to know the end >> reporter: these new businesses call the bayview their home. >> each kid introduced themselves and tell you about their individual businesses. >> we are community-based food caterer, and now we have a food truck. >> reporter: johnson and calloway started the vegan hood chefs. >> you don't see black women like us that come from where we are, that are vegan. so, we are entering our self into a culture that is predominantly considered a white culture. >> reporter: most of these new businesses are led by women of color. the mayor toured the bayview makers kitchen, which they all share at different times.

the ceiling is climbing even higher. aaa said today that gas prices are expected to increase another $.10-$.20 per gallon through the end of august. they say the average in california right now is $4.30 once, but our cameras today saw $4.50 and hire for 1 gallon. that compares to an average price of $3.13 across the country. the uptick comes amid a breakdown in talks among opec and its allies over with to expand oriole production. the global benchmark for oil prices rose above $77 per barrel today. that's the highest level since october 2018. we've been hearing about a critical shortage of semiconductor chips for months, and now we are learning that they are expected to be in short supply maybe even for years. abc 7 news reporter looked into the impact and why stem education could be a big factor to restore the supply. >> reporter: just as the economy is starting to recover and sales are picking up, ford is reducing production at its assembly plants due to a shortage of computer chips. over the past six months, a

drought in taiwan, a chip plant fire in japan and last winters texas freeze have sharply reduced chip supplies as demand grows. >> they are also in our fridges and washing machines, and consumer electronic devices that have allowed us to stay connected over the course of the pandemic. >> reporter: chipmakers have put customers unlimited allocations while trying to expand and build new chip fabrication plants. even that is being hampered by the supply shortage. >> in order to add more capacity, you need more equipment. in utero to get more increment, you need more chips from the equipment. so it just compounds the problem. you need chips going and everything. >> reporter: chip production dropped from 37 to 12% over the past 20 years. a proposed federal infrastructure bill would invest $50 billion into domestic ship manufacturing and could create 400,000 new jobs. manufacturing groups have kicked off a campaign to encourage young people to focus

here's a nice view from mount tam looking onto the bay, see a finger of low clouds begin to push out through the golden gate right now, 59 degrees in san francisco, oakland 66, san jose 72, 81 at morgan hill, 59 at half moon bay. this is the view from emeryville and you can see the low crowd stacking up along the coastline beginning to make that push onshore, 75 right now in santa rosa, 77 at napa, 85 at concord, 83 fairfield, livermore 76, and from the rooftop camera, you can see just how breezy it is right now, these are forecast features, low clouds, we will make another appearance overnight. that we will have inland heat wave beginning thursday, the heightened fire concerns, risk of heat -related illness because his heat wave is going to last four days or so through the weekend. tonight look for increasing pushing across the bay and locally england, with export

results tonight, so 5:00 tomorrow morning as the morning commute gets underway, maybe some spots on the roadways, it will burn quickly back to the coastline as it has everyday so far this week with mainly sunny skies in the afternoon and early evening, over the bay and on the coast of course, low clouds will linger. low temperatures will be mainly in the mid-50s, tomorrow's highs in the south bay, under mostly sunny skies with just a few high clouds passing by, highs ranging from in 70s in santa clara and san jose to mid 80s in morgan hill and gilroy, on the peninsula look for highs tomorrow, 72 in san mateo, 58 degrees at half moon bay and pacifica, and breezy on the coast, downtown san francisco will top out at 65 degrees tomorrow in the north bay, we expect highs of 82 at san rafael and sonoma, 88 at santa rosa, east bay high about 70 in berkeley, 73 at hayward, 74 castro valley and over the hills, 82 at walnut creek, up to about 88, pittsburgh 89, at

fairfield. as we move ahead to thursday, we will see numerous inland locations topping out at or above 100 degrees, same picture on friday perhaps even a few degrees warmer up to 104 at fairfield and antioch, and a similar range of highs on saturday. hot weather is certainly on the way. here is the accuweather seven day forecast, we can expect four consecutive days thursday, friday, saturday and sunday. of the hottest inland areas reaching or exceeding 100 degrees. during that time we will see mid 80s around the bay shoreline and mid-60's on the coast, temperatures ease up just a bit on monday and begin to moderate further on tuesday, but, we have four days of extreme heat to contend with. be prepared. >> absolutely, thank you for the heads up. newcomers making history, no matter what
