cloud cover is not as extensive as it was yesterday as the marine layer is being compressed. you can see sitting on top of the buildings as we look back from the exploratory them camera towards san francisco, more drizzle this morning. this will likely be the best chance of drizzle moving forward because you can see the warming trend begins. 90 at fairfield, santa rosa 88. low to mid 70s around the bay. 64 in san francisco. more on that heat elsa has weakened to a tropical storm as it moves closer toward the florida coast. it is expected to make landfall near tempest and. >> this storm has already brought heavy wind and heavy rains. you can see some of the clouds and the waves, it is not overwhelming, but it is definitely having an impact. we have more on the dangerous conditions.

>> this morning elsa is barreling over the gulf of mexico. boats in downtown st. petersburg overnight rocking in the howling wind. the i off the coast for now but it is unleashing heavy rain at 70 miles per lands. conditions worsened quickly in st. petersburg on tuesday. showing clouds involving a bridge and just minutes. >> they said it will be close to three feet. >> the storm coming early in hurricane season, florida's west coast has not seen a hurricane meet landfall in july in 134 years. elsa is on track to hit north of tampa where 6-10 inches of rain are expected along with up to five feet of storm surge. >> you have so many buildings, such a huge population. you have had sea level rise as

of late. we do anticipate that will be covered in water and parts of tampa. >> 200 members of florida's national guard are on standby. tourist attractions are closed and tampa's airport has suspended operations until later this morning. a search and rescue operation is underway in the rough waters off of key west. the coast guard twitting these dramatic images. a cargo ship spotted the group in the water. the coast guard says it believes nine people were still missing overnight. let's take another live look. this one is from up bradington beach in florida. he is going to have the latest coming up in about five minutes. >> shocking breaking news. the president of haiti has been assassinated. the interim prime minister released a stat grp peleatck in the mi of the night.

the first lady was shot so she is now in the hospital. there is still a lot of questions but we do know this comes amid political instability in haiti. we will stay on top of this breaking news and bring you more as we get it. big changes coming to another bay area city when it comes to how police response to mental health cause for help. they want to ship to mental health professionals and medics. amy is joining us live at alameda police headquarters with what this might look like. >> this plan calls for shifting some of the calls from the police department over to the fire department so some mental health cause instead of sending police, they would send a firefighter, paramedic, and an emt. they would go in an unmarked car to the call instead of a police car. they would not have on their lights and sirens and they would not be in uniform and the hope is that would help de- escalate the situation.

>> i think last year was a time for a lot of introspection by a lot of cities around the state and country and one thing that we have all made the mistake over the years doing is cutting our mental health and community responses and assuming that the police can pick up the slack, and it turns out that having a one-size-fits-all response is not the best way to meet the community needs. >> a mental health or social worker would help the person with follow-up services. one civil rights attorney who handles cases of police misconduct calls this a positive step. the new program will launch at the end of the year. live in alameda, amy, abc 7 news. we are seeing heart pounding moments captured on the alameda county sheriff's office by the cameras. it is from a shoot out in a hayward hills back in april. wants to warn you some of this video is hard to watch.

>> i got a gun. >> he got the gun in his hand. >> do not move! >> do not move! >> keep your hands down. >> drop the gun. >> alameda county sheriff's deputies say that matthew was hiding behind a fence after threatening several people with a gun and as deputies were looking for him, investigators said harry said tell my mom i love her and then he shot i deputies. >> the deputies returned fire killing him. >> multiple sideshowsmultiple ss police to the limit on the fourth of july. some of them drew hundreds of people as cars took over numerous intersections. as officers moved in on one of the sideshows, people in the crowd through firecrackers. police arrested at least one person for blocking first responders. gunshots were heard as officers

had some of these vehicles towed. oakland is coming together for a rally on saturday following their chaotic fourth of july weekend. police chief armstrong will leave the event that he is calling standup for a safe oaklands. it is supposed to start at noon and include a march around the lake. other city leaders are expected to attend. oakland saw multiple shootings that left at least one person dead. >> president joe biden will be holding a meeting to address the string of cyber attacks on us companies. this meeting comes less than a week after the hack of --. biden will be looking at public- private partnerships and what options the federal government has. we are learning that hack was not as severe as first thought but cyber security experts warn this incident is not over. a new initiative to clean up streets and public spaces across the state. that i knew some will kickoff a clean california day of action.

the clean california initiative is a one billion-dollar effort to expand the states beautification efforts and provide thousands of people jobs who are experiencing homelessness them at risk youth, veterans and artists. a drone shows a dramatic effect on the salton sea. this is california's largest inland lake. as it dries up, it leaves behind a silt which is being blown into surrounding areas including into farms. this footage shows farmland as far as the eye can see. no matter where you look, drought is affecting us. and then we have too much rain thanks to tropical storm elsa which has 65 mile-per-hour sustained. it will come ashore shortly right around fish creek florida. look at the swath of what whether that continues to inundate most of florida right now.

thankfully, that is where it is holding on but as it starts moving northward, it will accelerate speeds and drop some heavy wing -- rain. thankfully as it accelerates, the less likely it will leave a lot of rain behind him a but we are still looking anywhere where you see the yellow and orange, that is 4-6 inches, if you get up to the red, that is places like myrtle beach where you could have eight inches. for us, it is drizzle once again as we look to the coliseum northward on 880. that is a gusty afternoon on the water from the golden gate north of the bay bridge through the delta from 3-9 o'clock. we have good air today and then moderate air for thursday on friday. temperatures are running from about 51 in sunnyside to about 56 and a couple of places. most of us running in the mid 50s to even 60 right now and

tracy. let's take a look at what is going on in walnut creek. a lot of drizzle as you head into the east bay hills in the san ramon valley. you can see some minor warming. mid 70s to mid 80s inland. this is nothing like what is coming tomorrow and i will show you that forecast coming up. both mike and i noticed this morning a little bit busier on the roads. we will take a look at the san mateo bridge. you can see some missed on the traffic camera, the taillights headed over towards west side of the bridge in san mateo and the high rise, everything is moving pretty well about 17 minutes from 880. fogg is an at the golden gates but not write down on the deck so it is not impairing your vision at all. there were 4 lanes southbound, 2 in the northbound direction and that is already set up for your morning commute. a little bit of slowing out of tracy and up and over the

altamont pass. at various times afternoon, how it 37 is going to be undergoing a repaving job at between lakeville highway and the petaluma bridge. both directions will have one lane getting through. police issued an alert about a possible mountain lion setting in a neighborhood along leola drive. someone told police they saw a mountain lion jumped a fence in that area. police scoured the neighborhood and they could not locate any animal. if you do see it, local police. disneyland deal, the special promo. the city of oakland and taking its steps on selling its shares of the coliseum. business

evidence from her upcoming fraud trial. a hearing is set this morning at 10 in federal court in san jose. attorneys wants to suppress evidence because of customer complaints. the 37-year-old is accused of misleading investors by falsely claiming to have developed technology to run dozens of tests on a single drop of blood. homes has pleaded not guilty. the trial which is set to start next month has faced several delays due to homes is pregnancy. >> the city of oakland taking another step forward to share its share of the coliseum. nonexclusive negotiations with possible bidders, if you groups have discussed interest. they include the oakland a's, african-american sports and entertainment group, trip development, former a's player dave stewart and hihihi the renaissance companies. >> business is booming for san francisco taxi drivers as more people become frustrated with

high rideshare prices and the long wait times. the taxi hailing app told the examiner that it is seeing a record number of users and this comes as uber and left face a driver shortage resulting in surcharge pricing. any drivers quit during the pandemic and they have returned back to work. the problem now is that there are not enough cars to meet this demand. just under 500 taxis were operating last month. >> american teenagers are coming to the rescue of businesses across the country with companies running into a labor shortage about a third of american teens now have summer jobs, the highest number in 13 years. working 4 days a week could be just as good as working five. researchers in iceland found a four day work week actually improved productivity and well- being. workers in the study said they felt less stressed and less likely to burn out. many spent the extra time with their families doing hobbies or chores around the house.

have a hard time climbing over say the east bay hills. the heat will really arrive tomorrow. you get a touch of it today but nothing extraordinary. we are looking at low to mid 80s. than low to mid 70s for the rest of the bay with 76 in san jose. as you the peninsula, you have mid to upper 70s. the farther north you get, you have that gap breeze at about 71. we have upper 50s for half of the bay. mid to upper 60s downtown in south san francisco. if you are going to the game tonight, 60 dropping down to 56. increasing clouds and breezes. you can see we have about 80-88 degrees but north the mid-s. you are under excessive heat watch. i will show yofew minutes. about 75 along the east bay and as we move inland, 83 to about 90 degrees. for tonight, temperature is back in the 50s but notice you

a seven day forecast. >> tropical storm elsa is bearing down on florida making the search for people who are missing and that condo collapse difficult. here's a live look at the collapsed site this morning. first responders have not detected any new signs of life in this rubble as of late and they continue the desperate search entrenching rains and winds. here is abc news mac reporter. >> strong winds and heavy rain are battering parts of florida and threatening the search and rescue effort at the site of the condo collapse in surfside. rescuers were forced to stop digging through the rubble for two hours tuesday because of lightning. continuing their search amid pummeling rain and wind. >> we have a meteorologist embedded in the team right with them on the mount to provide any weather updates to make sure that they are safe. >> after cruz demolished the remaining part of champlain tower south sunday, officials

sounded hopeful the expanded search could lead to survivors trapped in open spaces but nearly 2 weeks after the initial collapse and with no one found alive since those first few hours after, the tone is turning increasingly somber. >> fortunately we are not seeing anything positive that continues in that sense. to keep things we are looking for all three out in regards to more space, we are not coming across that's. >> report is getting the first up close look at the sites, a 30 foot pile of shattered concrete and twisted steel spending about half the length of a football field. the debris now getting sorted at a nearby warehouse as part of the investigation. >> we are in a search and rescue mode. is an active investigation and we are focused right now our primary goal right now is to bring closure to the families. >> a nonprofit raising money for the victims and their families will announce how many millions of dollars will be

distributed. elizabeth, abc news, washington. >> another bay area community rethinking how to respond to mental health calls. the city council voted last night on a plan to keep police officers away from some situations. abc 7 news mac reporter life and alameda for us. >> now alameda won't be sending anyone in uniform or any marked vehicle with lights and sirens. instead of sending police to a call like that, they will send a firefighter paramedic and emt to the scene and they will be in plainclothes and they hope that these tactics will de- escalate a situation and help it and calmly. alameda pointed to the example of molly walk-in's when crafting this legislation. watkins was arrested for dancing in the street in may 2020 and he was injured in the arrest. they pointed at this as an example of a time when they would now not send police but they would send this new team.

the city is also facing a lawsuit for the death of mario gonzalez who died in police custody in april. so this new pilot program will not only send the plainclothes firefighter and the emt but then you also have a mental health or social worker who would later follow up and help the person with services that they need. this program is expected to launch at the end of this year. it was just voted on late last night. live in alameda, amy,alameda, a, news. the dangerously transmissible delta variant is spreading at an alarming rate and now the president is announcing a new effort to get shots into arms. >> we are continuing to wind down the mass vaccinations sites that did so much in the spring to rapidly vaccinate those eager to get their first shot and their second shot for that matter if they needed a second. now we need to go to community by community, neighborhood by neighborhood and door to door to get help to the remaining

people protected from the virus. >> they ministration will partner with 42,000 local pharmacies across the country to persuade people to get that shot. this new strategy includes and listing family doctors and pediatricians to encourage vaccinations. it all comes after the president's goal of getting 70% of eligible americans vaccinated by july 4 fell a little short. san jose has recently had a new vaccination milestone. as of monday night, 85% of eligible residents have received at least one dose. the city is first among the 10 largest cities in the country to reach that benchmark. >> free fun for the whole family plus vaccines. the california department of public health is holding a fan fest before tonight's soccer match at paypal park in san jose. the event will include live music and entertainment, family- friendly activities and they pop up vaccine clinic the first 155 fans to get vaccinated will get two free tickets to the

game. you don't need a game ticket to get to the fest and it all starts at 3:30 this afternoon. you may have heard about this new study suggesting kids can be exposed to high levels of carbon dioxide were wearing a mask. >> parents should not be too worried. the journal of the american medical association published the results of a randomized clinical trial out of germany. the study looked at children ages six mac-17 and found younger kids at high levels of co2 in their system after just three minutes of mask wearing. that sounds concerning of course but bay area doctors say higher levels of co2 are necessarily dangerous. >> it may be some increase in co2 but that increase is not physiologically significant. >> the wrong thing to do would be to draw conclusions from this small study that these levels of carbon dioxide are actually causing trouble. >> the study noted that the trial was done

which could have made some kids nervous and impacted the way they breathed. the cities he does not recommend masks for kids under 2. >> san francisco's go to person on the issue of homelessness is stepping down from this role in september. jeff told the chronicle he has hit a self-imposed five year limit on working in government so now he is going to return to the nonprofit sector. he has led the healthy streets operation center since march of last year and previously he led the city's homelessness department which is part of the hs oc along with public works and police. the move comes as city leaders debate the use of police to deal with homelessness related calls. in the north bay, caltrans is clearing out a homeless encampment that has overtaken a park in central san rafael. dozens rolled into scoop up buckets of furniture and other items into big dump trucks. this income it is located under highway 101 near the transit

center. caltrans said it is partnering with the city of san rafael and social service agencies to find homes and get help for impacted people. >> san rafael is one of a kind with all of the local partners that we work with with the city and all of our outreach. we have been able to house over 340 people who have experienced homelessness. >> some of the people living under the overpass moved to a city sanctioned support center which is about a block away. >> a major infrastructure project that is underway this morning. crews will begin work on making earthquake upgrades to the anderson dam near morgan hill. they will build a tunnel allowing it to release more water in the event of an emergency or major storm. construction expected to last at least two years. napa is offering homeowners cash for their grass. >> tan effort to save water during our droughts. the city is launching flip your strip. to get people to ditch lawns and you can get up to two

activity plan for the rest of the day, sunshine will emerge especially faster inlets today. exercising, nothing extreme and yardwork, same thing. it will get much harder starting -- harder starting tomorrow. you will have to start doing morning activities in the morning or really late in the evening. i saw someone jogging on my way to work this morning. that was weird but i understand. pollen, spores are all low, the uv index will be very high. we have 54-57 for the east bay with patchy drizzle out there and temperatures pretty much in the mid-50s to upper 50s. i have the cloud cover and the temperatures and you can see by noon the clouds are easily back to the coast but hanging on with some 50s along the coast. 60s around the bay and 70s and once. you can see those 90s around cloverdale and clearlake. fairfield and antioch, 84 at concorde.

low 70s around the bay. you can see the cloud blanket in the 50s and 60s coming back to the bay and the coast and if you 70s hanging on inland. i will show you just how hot that will get coming up in the seven day forecast. >> good morning everyone. take a look at the richmond bridge. a pretty steady stream of cars coming through but no backup as of yet. about an eight minute drive from the east side over towards marin county. elsewhere, we will take a look at your commute out of the central valley, about a 15 minute drive now from tracy 205 westbound up and over the pretty windy altamont pass with speeds under 30 miles per hour and then things to pick up once you get into the livermore area. we do have some slow traffic. this one is just clearing northbound near davis street. that accident over to the right hand shoulder and it is pretty green. everything is moving at the limit up towards the oakland area and on in the bay bridge.
