of drizzle. making for a little slipperiness out there. by the afternoon with that high pressure moving in, look at temperatures. a lot of mid to upper 80s inland and around morgan hill and santa rosa. 88 to mid90s. nice around the bay. 70s and 58 to 64 along the coast into san francisco. temperatures jump dramatically tomorrow. i'll show you that coming up. breaking news out of chicago. two atf agents and a police officer were shot overnight. the shooting happened outside of a police station just before 6:00 this morning chicago's time. no word on what led up to this attack. the agents and the officer were taken to the hospital. they are all expected to be okay. a suspect vehicle was found but no arrests have been made. happening now, tropical storm elsa is close to making landfall near tampa, florida. >> the storm is bringing heavy rain and high winds to much of the state. here's a live look this

morning. you can see it's wet. but in tampa at least it looks like things are calm right now. more on the conditions. elg ove gulf of elsa is mexico. boats in downtown st. petersburg overnight rocking in the howling wind. the eye is staying off the coast for now. it's unleashing heavy rain and 70 mile-per-hour winds on land. conditions worsened quickly in st. petersburg, tuesday. this time lapse video showing clouds enveloping a bridge in just minutes. >> they say it's going to be close to three foot. do the best we can. >> the storm coming early in hurricane season. in order's west coast has not seen a hurricane make landfall in july in 134 years. elsa is on track to hit just north of tampa where 6 to 10 inches of rain are expected along with up to 5 feet of storm surge. why this is a big deal? >> you have so many buildings.

such a huge population low lying. you've had sea level rise of late. the boulevard we're standing on floods regularly even in a bad thunderstorm. we do anticipate that that will be covered in water in parts of tampa. >> 200 members of florida's national guard are on stand by. tourist attractions in the state are closed and tampa's airport has suspended operations until later this morning. and now a search and rescue operation is underway in the rough waters off key west. the coast guard tweeting these dramatic imagings showing rescuers saving 15 people after a cargo ship spotted the group in the water. it believes nine people still missing overnight. big changes coming to another bay area city when it comes to out police respond to mental health calls for help. officials decided to shift focus from police to mental health professionals and medics. amy hollyfield is joining us live with what this might look

like. >> reporter: hi, good morning. they just voted on it last night. this plan will call for shifting the needs of the community from always calling police to shifting some of them over to the fire department so when there's a mental health call to 911 the city of alameda plans to send a firefighter paramedic and an emt in an unmarked car to the call inside of a police officer. in the hopes of keeping the situation calm. they would not be in uniform and they would not pull up in an -- they would pull up in an unmarked car. you wouldn't hear the sirens. the hope is by doing all of this it would deescalate the situation. >> last year was a time for a lot of introspection by a lot of cities around the state and the country. one thing we have made the mistake doing is cutting our mental health and community responses and assuming the police can pick up the slack and it turns out that having a one size fits all response is

him, investigators say harry said tell my mom i love her then he shot at deputies. those deputies returned fire, killing harry. a bullet grazed a deputy in the head. this video was released yesterday. multiple side shows pushed vallejo police to the limit on the fourth of july. cars took over numerous r numer intersections. as officers moved in on one of these events they say people in the crowd threw fire crackers. at least one person was arrested for blocking first responders. and gunshots were heard as officers had some of the vehicles towed. oakland is coming together for a rally on saturday following a chaotic fourth of july weekend. police chief armstrong is calling it stand up for a safe oakland. it's supposed to start at noon and will include a march around the lake. other city leaders are expected to attend. during a 15 hour period oakland

we're learning more about this high end heist in san francisco. ten people caught on camera stealing handbags from a union square department store. police say these thieves are part of an organized group that plans its heists. this is not a crime of opportunity. the group may be connected to another neiman marcus robbery in may. so far no word on whether the suspects have been identified or if anyone's even be arrested. we've seen similar thefts

new at 6:00, look at this. slow no video showing a lightning bolt striking near the one world trade center as storms swept through new york city yesterday. anthony quintano documented this mesmerizing lightning display all over skyline. wow. >> that's impressive. >> i like lightning. >> do you? >> i do. until last summer. because i was like remember i was like oh, lightning, i haven't seen a lot of lightning here. in florida we see it all the time. but then fires. >> completely different here. >> yeah. >> and it's negative effects clearly outweigh its positive effects, which creates nitrogen in the air which is a natural fertilizer. we need lightning for that respect. in august and september, not so much. so far we don't see that in our future, which is good. that's why so far our wildfire season hasn't gotten out of control, even though it still is ahead of schedule. more of that is due to the

check out this drone video that shows us the dramatic effect the drought has had on the salten sea. as it dries up it leaves behind silt which is being blown into surrounding areas, including farms. the drone footage also shows barren farmland as far as the eye can see. yeah, that's disappointing. let's take a look at what's going on as far as our temperatures today. santa rosa warms above average. everybody else is nearby average like in concord or a little below average in san jose. nearly 5 degrees cooler than average. most of the state under red and that's an excessive heat watch. friday, saturday, sunday,

our help. another bay area city is reimagining how police respond to mental health crisis calls. amy hollyfield live with how this new pilot program would work. amy. >> reporter: they're going to try a new approach. alameda now won't send a uniformed police officer in a marked car with lights and sirens to a call for mental health services. instead they're going to try sending a firefighter paramedic and an emt who will be in plain clothes. they'll be in an unmarked vehicle. they won't have the lights and sirens blaring. they're hoping will deescalate. >> somebody calls because they saw somebody dancing in the street. make sure those calls are directed to this pilot unit.

>> we'll check back in with amy in a moment. let's shift gears and share this developing news about tropical storm elsa. it's bearing down on florida this morning making the search for people missing in that condo collapse extremely difficult. here's a live look at the collapse site this morning. first responders have not detected any new signs of life in the rubble lately and they continue this desperate search. they say this is still a search and rescue operation and their primary focus focus is to bring closure to families of the victims. so far they have recovered 36 bodies. the search stalled yesterday because of the tropical storm. the threat. of lightening made it difficult for rescuers who were digging through debris in pummeling rain and wind. the dangerously transmissible delta variant is and thpridt is efcte get more shots into arms. >> we are continuing to wind down the mass vaccination sites

that did so much in the spring to rapidly vaccinate those eager to get their first shot and their second shot for that matter if they needed a second. now we need to go community by community. neighborhood by neighborhood. oftentimes door to door literally knocking on doors to get help to the remaining people protected from it the virus. >> the administration is going to partner with 42,000 local pharmacies across the country to persuade people to get their shot. this new strategy includes enlisting family doctors and pediatricians to encourage vaccinations. this all comes after the president's goal of getting 70% of eligible americans vaccinated by july 4th fell short. san jose has reached a a a vaccination milestone. mayor lacato says 85% of eligible residents ha at least one dose. you may have heard this new study about how kids can be exposed to high levels of

carbon dioxide while wearing a mask. >> this shouldn't be a problem. the journal of the american medical association published results after randomized clinical trial out of germany. this looked at children ages 6 to 17 and found younger kids had high levels of co 2 in their system after just three minutes of wearing a mask. that definitely sounds concerning, but bay area doctors say higher levels of co 2 aren't necessarily dangerous. >> it may be some increase in co2 but that increase is not physiologically significant. >> the wrong thing to do would be to draw conclusion from this small study that these levels of carbon dioxide are causing trouble. >> the study noted the trial was done in a lab setting which could have made some kids nervous and impacted the way they breathe. the cdc does not recommend masks for kids under 2. san francisco's go-to person on the issue of homelessness is stepping down from his role in september.

he told the chronicle he's hit a self-imposed five year limit on working in government. he's returning to the nonprofit sector. he has led the healthy streets operation center since march of last year. previously he led the city's homelessness department which is a part of the hs along with public works and police. the move comes as city leaders debate the use of police to deal with homelessness-related calls. california extended its ban on evictions but thousands of renters still fell through the safety net. between july of 2020 and march of 2021, there are more than 7600 evictions. the state's effort to provide rent relief has also been slow. 6600 households have received $73 million since january. but about 94,000 tenants have asked for more than $775 million. here in the bay area, eviction rates remain low because of strong local eviction protections. in the north bay, cal trans is clearing out a homeless

encampment that's taken over a park and ride lot. dozers rolled in to scoop up buckets of furniture and other items into big dump trucks. the encampment is located under highway 101. cal trans says it's partnered with marin county, the city of san rafael and social service agencies to find homes and get help for people impacted. >> san rafael is one of a kind with all of the local partners that we work with, with the city and all of our outreach we have been able to house over 340 people who have experienced homelessness. >> some of the people living under that overpass moved to a city sanctioned support center about a block away. there's a new initiative to clean up streets and public spaces. governor newsom will kick off a clean california day of action in contra costa county this morning. a $1 billion effort to expand

the state's beautification efforts and provide jobs for people experiencing homelessness, at-risk youth, veterans. an effort to save water during the drought. the city is launching what it calls flip your strip to get people to ditch lawns. you can get up to $2 per square foot for removing curbside strips. other spots can get a dollar per square foot. the maximum rebate is $750. restoring the russian river. a bay area treasure under threat but a new project now hoping to change that. let's take a live look at the big board at the new york stock exchange starting up by about 85 points. another update next. behind the scenes of black widow before it drops on disney plus this week. the beloved star of stranger things now giving his thoughts on sharing the marvel universe with scarlett johansson. right now 6:37. we want to check in with mike. >> can't wait to see both of

those. so excited. here's a look at what's going on right now with tropical storm elsa. 65 to 75 sustained gusts tracking to the north. probably going to come ashore any minute around fish creek in florida there. itra where they're doing the recovery. let's take a look as far as the track. just hugging the east coast up through nova scotia and heading over towards eventually ireland and england bringing them some nasty weather late next week. rainfall amounts some of the heaviest will be right along that coast. you can see some reds there. that's 6 to 8 inches and that's why flooding is going to be an issue more so than the winds with this storm. our winds are calming down a little bit in it san francisco. sunny afternoon for errands. nothing extreme. exercising and yard work, you'll want to do it now before it gets hot starting tomorrow. especially inland. temperatures mainly in the upper 50s and cloudy conditions in the south bay. mid to upper 50s just about

accident. here you're looking at both directions of 87 right past the sap center and traffic is very light flowing through there. elsewhere we're pretty much flowing nicely with a few exceptions as always and we do have some roadwork to remind you of. it starts today at noon. various lanes both directions of 37 between lakeville highway and petaluma river bridge. it's a repaving job that's going to take about a month. you'll have one lane going and they'll try to do this in the off commute hours. we'll be back with more news,

sunday. 80s around the bay and 60s at the coast, we want to get back to our top story this morning. another bay area city reimagining how police respond to mental health calls. amy hollyfield back live in alameda with how this new pilot program would work. hi, amy. >> reporter: good morning. the city council voted on it last night. alameda going to try sending firefighter paramedics and emts to a scene, a call for mental health. instead of police officers. so they're going to try to deescalate the situation. instead of sending police to a call if that involves a mental health issue, they will send that emt or a paramedic to the scene in plain clothes. they plan to send them in an unmarked car. they won't have the lights and sirens blaring. they're hoping these tactics will deescalate a situation and help it end calmly. alameda pointed to the example of molly watkins. watkins was arrested for dancing in the street in may of
