odds are you have seen the trash, litter, and garbage as you drive along bay area roadways. now, the state is launching a big effort to do something about it . it is the three- bil governors himself will create jobs. it's being called california action day. >> you're watching abc7 news at 5:00 live. >> governor newsom's plan to clean up trash could also help the homeless. abc7 news reporter laura anthony was in richmond where the governor announced his plans as part of a statewide day of action. >> reporter: after a year that saw much of this go unabated, governor gavin newsom and caltrans plan to track all the garbage into agree that cluttered much of california. >> we're announced a commitment of over $1.1 billion to clean up and beautify the streets, thoroughfares, entrances, and

would say you are better than this . >> reporter: rohnert park has allowed the sale of fireworks for years. local nonprofits build their budgets around them , as the rohnert park warriors told us last week -- >> it would be difficult . >> reporter: on sunday night, the rohnert park police reported 201 fireworks related incidents , including that recycling bin. at this point, rohnert park police have opened an investigation but are not saying much about suspects or even if those suspects came from rohnert park. as for the city's reputation for being so friendly, a lot of people are embarrassed by what has happened on this issue on both sides of it. >> i thought it was terrible. >> reporter: kevin yeager has helped lead support to keep selling fireworks, but he said whoever tossed them into councilmember's recycling bin

does not represent the people of the city. >> i can imagine some will do this on purpose. and the rohnert park will vote in a referendum about fireworks the september. it cannot come soon enough. >> will it be my home next , or will they come to city hall? >> in rohnert park, abc7 news. up until now, local police department would do their own investigation, but under a law that took effect july 1st, attorney general rob bonta has' office has required to take over that investigation. fontes at 18 would be sent to shooting scenes immediately to begin collecting evidence . he believes the police department to comply. >> we expect cooperation, commitment to a full complete and thorough investigation. we would have people on the team that would make sure that happens. >> deaths that are not the result of police shootings like the shooting death of mario gonzalez is not covered under this law.

for the first time, the oakland city council held a study session today, looking at the proposed baseball stadium site at howard terminal for the a's. matt boone tells us the city is under pressure to draft a deal that will be voted on in less than two weeks. >> this is our last option in oakland . >> reporter: oakland a's owner dave cobol was clear with what would happen if the deal falls apart. >> we need a downtown urban location, and that is howard terminal. that's why we're in a kind of position where it is howard turnbull or bust . >> reporter: decided it would include a billion-dollar investment for the a's but the new waterfront stadium. >> if properly implemented, the proposed district to really accomplish a number of very worthy objectives. one is to keep the a's rooted in oakland. another is to be a catalyst for building out long needed infrastructure around the site. >> reporter: by the end of the

hours long meeting, two major sticking points emerged, one over whether the a's would get a waiver on the affordable housing obligations, which was quickly dismissed by several councilmembers, including dan cobb. >> i think it sets a bad precedent, it's a bad idea, and to me, that is a shocking element of this that i have difficulty swallowing. >> reporter: the other sticking point has to do with the creation of a special tax district in jack london square, which would divert city revenues for infrastructure funding, but something the a's want but the city opposes. >> the overwhelming majority of the growth and assess values and taxes that are generated in that area would likely have occurred even outside the project, and absent the project would flow into the city's general fund and be available for critical city services . >> reporter: additional concerns of traffic and environmental impacts were

raised, though many of those will be addressed during a formal environmental impact review. the city also wants the team to agree to not relocate for 45 years, but now the city staff will have to work fast to finalize the proposed term sheet by next friday before the vote on the 20th it, as councilmembers like rebecca kaplan aired their doubts that a deal could be reached in time. >> for me and many of us, we don't know for sure what is this sincerity of really trying to make it work here. >> reporter: in oakland, matt boone, abc7 news. a major project is under way at the anderson dam in the south bay that could save shovel falls and represent a giant leap for the area . the reservoir is one of the primary sources for drinking water, but if it gets too full, our problems. abc7 news reporter chris nguyen explains how long the retrofit project will take and why it is so badly needed . >> reporter: today in santa

clara county, special groundbreaking, as elected officials marked the start of the anderson dam project. >> this dam is seismically unsafe. if we had a major earthquake, we could see the sloughing of the dam . >> reporter: the 1700 foot tunnel will allow them to release more water safely during major storms or emergencies . it will take three years to build and is part of a larger sidegak retrofit project which will take an additional seven years to finish. >> this is not something you can sit at a table and draw a plan and say this is how we're going to build it. this takes a lot of coordination between the federal agencies, the state, and county . >> reporter: if a major earthquake were to hit, engineers say downtown morgan hill would be under 35 feet of water . coyote creek would flood, channeling runoff 30 miles to san francisco bay, putting downtown san jose under eight feet of water. some say the floods of tou thao 17 arik the reminder why this project is so important. >> a long time in the waiting for families who lost their homes or personal property. it is too late for a lot of

them. some were able to rebuild and come back in the area, but with a lot of nervousness and hesitation . >> reporter: anderson at the water district's largest water drinking reservoir. >> i think it's a big deal, and when it's done, people will be safer . >> reporter: leaders say this congress member played >> everybody had to get on the same page . whatever we need to do, let's do it and get the project on . >> reporter: the project is expected to cost more than $600 million and would be covered by water rates and voter approved funding from 2012. in san jose, chris nguyen, abc7 news. marine residents will be facing tough water restrictions next week at the water district's board of you voted for most residents to turn on the sprinklers on one assigned day per . drip irrigation will be limited to two unassigned days a week, while hand watering remains exempt . violators can face fines as high as $250.00 per violation .

the rules come three months after the district began mandating a 40% reduction in water use. the drought is causing a lake in solano county to dry out, and that is now forcing park officials to get creative to get wildlife to stick around. rockville hills regional park, this is in fairfield. reporter laura has the story . >> reporter: nearly half a century ago, this leg regional park dried out. >> the lake is not so much of a lake . >> reporter: angel sanchez noticed the lake has gone back in time. >> it is very dry. >> reporter: our crew hiked into the park to see for ourselves. a mile and a half in, an empty lake. fenced off and surrounded by brown grass and dry hills. >> it's the driest year since 1976, '77. >> reporter: >> on top of last year, which was also dry and making

conditions much worse. >> reporter: the city of fairfield tells us this lake is natural, relying solely on rainwater and runoff to fill up, which means without a wet season and substantial rain, there won't be a lake. we asked professor lund if there is no water, how will wildlife survive in the park. >> some of the native wildlife will have an ability to live through droughts. >> reporter: what about the animals that can't? the city of fairfield tells us they are providing park wildlife with guzzlers , small box with the ramp that can hold about eight gallons of water for animals big and small to drink from. >> we have some liking for wildlife. we're going to have to find ways to help them stay around through droughts. >> > still ahead, new video of of fire nado as of fire ravages delicia: this is where all our recycling is sorted -- 1.2 million pounds every day, helping to make san francisco

doctors at ucsf are doing what they can to make sure kids are safe when they return to school in san francisco. the district is the seventh largest in the state with 130 schools in more than 57,000 students. abc7 news education reporter lyanne melendez has more on what parents need to know. >> reporter: when students in san francisco public schools return on august 16th, things will be as they were before the pandemic, except for one thing. >> face coverings will be required for all staff and all students . >> reporter: that has been made clear during the school district's hour-long health and safety town hall meetings, available to all parents, which include health experts from ucsf. >> with masking and good, you know, fresh air, we can keep all kids safe, so there are very few in my mind who really

should not be back in person. we have very, very few cases of covid being diagnosed in san francisco since the introduction of the vaccines to the general population . >> reporter: san francisco unified is pushing to have as many eligible kids vaccinated. >> anyone 12 and above can receive a vaccine. they are eligible to be vaccinated. we're very excited to be working with our partners at ucsf in the san francisco department of public health to hold vaccination clinics. >> if you get vaccinated this week, you will be fully vaccinated by the first day of school. enter the school district has a permanent vaccination site at burton high school. vaccines are given there every wednesday and thursday from 3:30 to 7:30 p.m. the town halls are also available for spanish and cantonese speakers. parents can also find them on the district's website later in the week . the district is also answering questions on how

parents can support their children as they transition back into the classroom. in san francisco, lyanne melendez, abc7 news. we want to show you some dramatic footage released by the national weather service today. take a look. it shows a fire tornado whipped up by the tenants fire in siskiyou county on june 29th. this new video is from the u.s. forest service. officials say is likely explains a swirling airplay has picked up by weather radars that day. as of this morning, the tenants fire has burned over 10,000 akins and is 71% contained. meanwhile, time-lapse footage captured smoke billowing from the sugar fire in plumas county. officials there have ordered mandatory evacuations because the fire jumped containment lines . the fire as part is what is called the beckwith complex, which has burned more than 3000 acres. a vehicle fire shutdown eastbound lanes of 180 this afternoon in placer county. the fire burned newer blue

if there were a button that would help you use less energy, breathe cleaner air, and even take on climate change... would you press it? help came from abcame from rescue a man stranded in the bay near the richmond san rafael bridge. coast guard helicopter crew was able to reach him this morning after his boat capsized near bluff point. he was able to use his phone to call for help as he clung to his aluminum boat . the boater was not seriously hurt. as you can see, plucked to safety. a mask mandate is in effect at the state capitol less than a month after reopening, and that is because nine people tested positive for covid-19 last week there.

are looking at high to very high heat risk. if you are sensitive or if you are outside working, definitely be careful out there. we also have an excessive heat watch that begins 12 p.m. saturday, that runs until 11:00 p.m. sunday. we're also looking at the interior locations there, san benito and monterey counties . that's going to bring in the heat risk illness . temperatures 90s two low 100s . take it easy in the heat. is not going to be an area wide heatwave. it will be inland. triple digits in length, 60s co- side. holding the temperatures in the 60s at the coast, but well above average saturday. we're talking excessive heat inland as we go to saturday as well . tripled its there and along the coastline, we will keep it in the 60s. emeryville camera showing a foggy view of san francisco. fog and spotty drizzle at the coast in the bay in the morning, and there's a risk of heat illnesses, and of course this time of year, increased
