state of emergency. marin, san mateo counties were add today. we have more now on how newsom says you can help. >> reporter: with a good portion of the state now in year two of a significant drought governor newsomcalled on everyone to voluntarily reduce water use by 15%. >> we are encouraging people to do the common sense things, like reducing amount of irrigation water you are doing on your lawns. >> reporter: he declares a drought emergency in nine more counties statewide. >> the hots are getting hotter and dreyer's are getting drier and climate change is here and real. if you don't believe it because you don't believe science believe your own eyes. >> reporter: in northern california the two largest reservoirs are below 50% average. the situation is not as bad in southern california out at lake paris the reservoir is over 100% of where it usually is this time of the that is perhaps one reason why

rational, that new data suggests immunity declines six months post vaccination. >> my concern is that their motive is financial. the government is unlikely to purchase the doses for the u.s. population like they did with the first and the second. because we havewe havewe havewe people will purchase them, insurance companies will buy it and a they will make money off of it. >> reporter: the third dose given six months later would preserve highest level of protection. hours after the announcement cdc says americans did not need a booster slot. >> i got my booster four months ago tomorrow. >> reporter: this seattle resident is a volunteer from moderna phase one and booster trials, he thinks the focus should be on getting first and second out globally instead of worrying about a third shot.
