california, but the east coast is dealing with a different kind of extreme weather. this is a look at the tropical storm elsa conditions that people on the jersey shore are dealing with right now. they look like they are still out. it is a far cry from this. heavy rain is hitting new york city right now for the morning commute. flash flooding is a big concern, these commuters had to wade through this, it looked like an underground lake. water was pouring into subway stations. elsa spawned a tornado in every stated pass through up the east coast. a 12-year-old girl who got lost in the woods is back with her family this morning, thanks to a canine named mercy. heavy rain and strong winds hit to the area near fort myers, mercy followed the girls sent for a half a mile until she found the child. >> they have cute faces, but, the noses trapped the odor of the person that we are looking

contra costa county is asking residents to cut by 10 percent. there is a stage i water shortage level. marin county will allow most residents to turn on the sprinklers on one assigned to day per week. a 20 percent cut in sonoma went into effect this week. santa clara declared a water shortage emergency last month, setting the stage for a mandatory limit. account and the central valley cannot cut back on water use because they are already out of water. the well in terraced and dried- up weeks ago, and the pumps failed leaving the people who left there with little to no water going through their homes. the lucky ones get a trickle from their faucets. >> it is awful. you cannot cool down, you cannot take a shower. nothing. >> several organizations have stepped in to meet water needs but supplies are limited. a family of four gets five
