and witnessed one happen outside of my office here at abc 7 just yesterday. but, the video you are about to see is so brasin and unusual even i did a double take when i first saw it. >> that is horrible. >> reporter: this video shows a day time break in while the driver was stuck in traffic. >> sad, very sad. >> the driver just left a near boy bank at 11:00 a.m. last wednesday when she was approached by a man who jumped out of a white sedan. he broke the back window and grabbed her purse, climbing inside to steal her backpack. >> this is where the incident happened. the victim is so terrified she does not want to go on camera. she told me as the suspect was breaking into her vehicle he looked her straight in the eye and she thought she was going to die. >> it seems like these criminals it does not matter what day, what time, where they are at if they are going to do something they do it. >> reporter: the law enforcement sources tell me it is unusual, it is not the first time we have seen

break ins while driving. back in february, i reported on two real estate photographer who's were targeted while approaching an onramp in san francisco. oakland police say they have seen a 115% increase in armed carjackings this year compared to last. the police are using this video in their investigation. in oakland, back to you. >> unbelievable. san francisco city officials are downplaying the city is a dangerous place. at the same time they admit they have serious issues to address. they say viral videos of robberies are portraying the city as a dangerous place. they claim statistics from the police department slow crimes this year are down in most areas of the city. now, today, the police chief and the mayor gave the media a media report on public safety. while some of the news is good, even the city admits there is still a lot of work to do. rapes, robberies, thefts, down from last year. significantly down over the last five years. but, car break ins, auto

thefts, gun violence and homicides are all up year to date. abc 7 news committed to help build a better bay area. an important issue obviously, f the news conference today. break down the mix of statistics here and where are we in reality. >> well, reality in san francisco, usually don't go together in the same sentence. it is a very image-conscious city. for good reason. a lot of our livelihood is based on tourism and tech and our image here and in the world. san francisco is reeling from a pr nightmare. high profile robberies like the one you just saw are going viral. on the internet n major newscast, the mayor and the police chief made it clear today that while no crime is good, and that even though some numbers are down and others are trending up. san francisco has a major problem with crime just as every major city in america is dealing with similar issues. so, today i asd the mayor

police can be done now to make things better and if they feel the city's district attorney is doing enough to keep crime off of the streets. >> we are talking about crime. it is coming back, covid-19 is over, it is starting to be felt on the streets of san francisco. you are talking about long-term solutions. what are you going to do right now to prevent the crime in san francisco? >> a couple things, you know, the deployment that i talked about, we know it makes a difference. so right now if you go to parts of san francisco that i mentioned where we are having car break ins you will see increased deployment. we made that adjustment >> how many more? >> in the tenderloin you saw double with our, we have what we call the tourism plan, that is 16 additional officers that is all that they do.

that stood there last week. >> chief do you believe the district attorney, you are talking about holding people accountable after you arrested them. you go out and arrest them and they should be held accountable. is the district attorney and the court systems holding these people accountable? >> for me we would like to see more traction. this is not a nod or a finger pointing, i want to be clear in what i am saying. we want to see accountability. >> mayor, do you believe the district attorney and the courts are holding people accountable? you say it as well, they need to be held accountable after the police arrest and you want it publicized. >> i think i have real concerns about what is happening in our criminal justice system as a whole because i think overall there has been a big push to reform our criminal justice system, let me back up and say i grew up in a community where there had been people who had been arrested and convicted for crimes they never committed. and we see this big call for reform and it is something that has been

important to me even from the time that i served on the board of supervisors, but there is also women who sons have been murdered and they want the killer of their kids brought to justice. >> so the message is that violent crime is down but that any crime is bad and the robberies and burglaries that are becoming the picture of san francisco seeing it worldwide is not the one they want to see. speaking of visuals, noted that the district attorney who is a justice reformer and does not necessarily believe in keeping people locked up for long. especially not for long violent crimes was not there. the reason was, he was not invited. it was about the mayor and the chief saying about what they are doing about preventing crime and off camera because if he was there we would all ask him questions about it rather than what they are doing. >> ideally everyone works together. >> that is the underscore here. they are not working together

philosophically. that is one of the challenges we are seeing. the courts and such are not in sync with what they want. >> and perception is reality. all of the videos are out there,. >> the chief said that. >> if you compare san francisco with the gun violence we see on a regular bases every weekend in chicago and philadelphia and other major cities it is better here than there. >> right. and if you can look across the bay to oakland you will see it is better here than elsewhere, but, you know, san francisco is a model and it is a -- it needs to bring people here. look, larry, you are absolutely right. people are not gunned down in the streets in the numbers they were before but there is still, it is still happening and also, the city to come back it has to be on its feet and inviting to tourists. while this crime might be petty to you or to us, it is major if it is your car or your house that is being broken into. that is part of the real problem and that is the perception. that is where i think we have

to keep the attention going. everybody talks about longer term solutions and investing heavily ha what are you going to do now? it will take him years to get enough cops throughout to cover the beats he wants to cover. we have to keep pressure on. >> it is a long-term problem and we need longer term solutions and unifying people in power. >> it takes seconds to commit the crimes. then it is everyone's problem. >> for sure. i know you will stay on top of it. >> thank you. >> all right. meantime in san jose the mayor was one of several leaders invited to the white house today to talk about getting tough on guns. president biden hosted the discussion amid a nationwide spike in violent crimes, the president discussed a new task force aimed at stopping illegal gun trafficking. deploying to 5 u.s. cities including san francisco. after the meeting, the mayor said the president is engaged with local communities. >> he has laid out extensive plan, it is

clear that the creative leaders that you see standing around me have been leading innovative efforts to tackle violence in their owunies and he is looking for those ideas he can scale throughout the country. >> president biden's crime prevention strategy including directing funding towards mental health and substance abuse services as well as job training. >> what started out as a deal to buy a puppy in hayward ended with a carjacking crash. the victim was selling three puppies on line and went to meet a man that expressed interest in buying one. the buyer pulled a gun on the seller and took his truck with the dogs still instead. he called the police who tracked the truck down and chased after it. the truck crashed and flipped and the suspect tried to run off but did not get far. as for the puppies, they were shaken up but do you fine. >> turning to the w now, another flex alert is in effect today. the state's power grid operator

over the weekend. abc news reporter marci gonzalez has a look. >> reporter: wildfires turning through the west coast, fuel bide heat and a historic drought. >> it is just so much to take in seeing the whole hills burn and how fast it burned and how fast it devastated everything and everybody. >> reporter: north of lake tahoe, the beckwourth fire, destroying homes. >> i am still numb. i mean after losing everything that i worked hard and tpefr everything all of these years. it is gone. everybody says it is so replaceable and, well, no, a lot of it isn't. >> reporter: in central california evacuation orders in place as the river fire quickly spreads. >> threw cloths in a bag and took off. i hope everything is still there when i get back. >> and in oregon. the bootleg fire burning 150,000 acres. one of the biggest challenges for firefighters there and at the more than 40 other fires burning across the west

are ticking up once again. the state health department reports 9,000 new cases today. the seven-day average rate climbed to 2.6%. up from a record low at the end of may more than 20 million californians are vaccinated. 52% of our state's population. johnson and johnson the cdc says 100 cases reported among the 12.8 million doses of vaccine. most cases involve men over 50. most people fully recover from the disease. today israel began vaccinating adults considered at risk or immunosurpressed with a third shot of the covid-19 vaccine. the question now will boosters be approved or needed here in the u.s.? >> reporter: as of now the

u.s. has not approved the need for boosters. that could change. israel made the medical move as covid-19 cases are spiking rapidly in that country. in many they are not protected. >> reporter: israel becomes the first country to offer covid-19 vaccine booster shots. that government identifying the immunocompromised population as the only one in need of this extra layer of protection for now. >> our ministry of health has considered this specific subpopulation, this is not to be under stood that israel has gone off on its own and decided now to administer generally a third boost. >> reporter: the professor has been on the forefront of the covid-19 research out of israel where over the past month infection rates spiked with more than 400 cases a day. the delta variant identified in multiple cases. >> the delta variant is in

a booster if approved. >> one doctor suggested if i got moderna to ask for a booster shot with pfizer. >> serving on the covid-19 fda review commity and says more research is -- committee and says more research is needed. >> the data from the u.s. does not indicate that we need a booster right now. we talked to federal officials, state officials, most of our experts in the field and we are not really at that point. >> reporter: today pfizer met with top government officials to discus booster shots. the white house press secretary said they will not only rely on pfizer's data to decide if boosters are needed and in the future vaccines continue to prove effective against these variants and against covid-19. >> so, could there be effects if immunocompromised individuals get these booster shots? >> reporter: that is one of the main concerns, every

individual could have different responses to a booster. the medical concern now is if you boost their immune system they can see the symptoms they are treated for resurface. more research is needed. >> all right, luz, thank you. there was a call for more transparency when it comes to caring for the elderly. a southern california lawmaker is introducing a bill about how forprofit nursing homes are using funds. >> moving money around and not knowing where it is. that we can be seeing billions of dollars in waste and abuse in this industry. where those dollars are so, do desperately needed on the frontlines. >> they face a hearing before the health committee tomorrow. requiring private nursing homes to submit financial forms to the public. henry stern is urging lawmakers to pass the bill this year. san francisco's iconic cable cars are rolling up and down the streets again. we caught these in action today

the clouds are getting lower and thicker. 57 degrees right now at santa rosa. novato, 79, and napa 62, fairfield, 83 and concord 67 and the view from our roof top camera looking at the embarcadero. clouds, fog, areas of drizzle overnight. cooler pattern for the remainder of the night. it will get warmer at the enof -- end of the week. another warming trend over the weekend. we will be looking at this pattern overnight, low clouds, foggy, high clouds moving through with patchy drizzle as well. at the start of the commute tomorrow morning we will see, perhaps, a few damp spots on the roadways, patchy drizzle is likely, low clouds, fog, retreating to the coastline for remainder of the day giving us a sunny day over the bay and inland. overnight temperatures, generally in the lowtory middle 50s. milder where lows will not drop

federal agents are looking for a man who has been large inside the capitol riot in january. >> he has been a familiar face but he has disappeared. we found out that evan newman may of fled overseas. >> as the fbi says, there is the face of a wanted man. 48-year-old evan newman from mill valley. charged with attacking the police at the u.s. capitol this year. not a stranger to pay area news. in working this case the fbi used abc 7 video. >> would you do this again? >> yes. >> reporter: in early 2018 we followed him and his brother, mark, they went to trial for walking passed a national guards man and e falyi fountain grove following the tubs fire. >> the law says they have to give you a direct order to leave after you

his brother, mark, who works for a construction company. when we reached out today, mark declined to be on camera but knew nothing of his brother's motives or activities on january 6th or where he is. clearly based on evidence from 2018 and the capitol riot last january, evan new man is not a person who automatically obeys orders, apparently, as a matter of principal. >> i view it as my duty as an american. if we don't take advantage of our rights we lose them. >> reporter: as of tonight he remains at large and still wanted. in the north bay, back to you. a search is underway for a bay area man that went running over the weekend and never returned home. he has been policing since saturday. his car was found at holler ranch. we have a look at the massive search effort. >> reporter: 20 teams from 13 agencies have now joined the search for a berkeley man that went for a

run on saturday in pleasanton and never returned. the police found the 37-year- old's car in the parking lot of the trail head which is where he told his wife he was going for a run. investigators have not ruled out any scenarios but did mention the weather when asked about what could of possibly happened. >> it was warm that afternoon when he went out. we were thinking we have temperature readings around 103 degrees, obviously he is a very fit and experienced runner. we don't know how familiar he was with this area. we know he ran in the area but not necessarily on this exact trail. we are hoping to find him today. >> reporter: his emotional family members are working alongside investigators as they search for him. investigators are discouraging friends and family from going out into the rugged terrain to search asking them to leave it up to those who are trained for this. >> they are holding up. they are holding out. we are again trying to support them. we have an officer with them and walking them through this process and

trying to get information and however they can help us out. they want to help. >> reporter: officers say they have used drones and aircraft to search the area but that having all of these people to fan out on the trail is very important. >> there is and other aircraft will not see. we need people, boots on the ground to go and search those. >> they found his phone in his car. they can not use that to trace him. but, they say, on his phone on his runner's app he did map out the exact trail he planned to run about a seven mile long run that he set out for at 11:00 a.m. on saturday. back to you. >> hopefully they can find him. now the efforts to recall governor newsom. the deadline is looming, friday is the deadline to determine the field of challengers, we have a look at who is in and who is out. at least for right now. >> reporter: mark your

calenders, the recall of the governor is happening on tuesday september 14th. already, there are dozens of people running to replace him. you probably at least heard about caitlyn jenner and john cox, a businessman who brought a live bear to his first stop in sacramento. former san diego mayor faulkner and so is kevin kylie. one of his vocal critics, and there are three other kevins on the ballot. i youtuber, entrepreneur, and apparently a guy named kevin abushi. not confusing at all. others are congressman doug osi, riverside countersupervisor, the guy who wants california to become an independent steve chavez, the fiancee of a

real housewives and a pastor f. it sounds like a lot of people running t is and it isn't. there are dozens more. you just need to be a u.s. citizen, register to vote in california, not convicted of a felony involving bribery and not someone who held two terms of governor since 1990. sorry jerry brown. >>and a filing fee of $4,000 or 7,000 signatures and submit five years of tax returns, that is where mary kerry has decided she is no longer going to run this time around. so, if you want to do it, keep in mind, the deadline to jump into the recall race is july 16th. >> there is still time christian. no?
