about millions of americans refusing to get vaccinated. new weekly covid infections are up 47%, and covid outbreaks are being reported at camps and church retreats. >> meanwhile, when it comes to unvaccinated children, california has announced a decision about schools in the fall and whether masks will be required. abc's ike ejiochi is here with the latest beginning with that rare disorder possibly linked to the j&j vaccine. ike, good morning. >> reporter: good morning, mona. only a small percentage of people, 100 out of about 13 million, developed that rare nerve condition. still, even those affected say to get the shot. this morning, a new warning about johnson & johnson's single shot vaccine. federal officials warning the shot may increase the risk of guillian-barre syndrome, a rare nerve condition where the body's immune system attacks nerve cells causing muscle weakness and in extreme cases paralysis. >> loss of sensation in my legs. it felt like my legs were going

to give out, and then the following day i couldn't walk at all. >> reporter: tom gorman developed the rare condition just a few weeks after getting his j&j vaccine. he's 1 of about 100 cases currently under investigation by the cdc. out of the nearly 13 million people who got the shot. it's extremely rare, and it affects mostly men aged 50 and older, about two weeks after vaccination. nevertheless, officials stressing the benefits of the vaccine still outweigh the risks. >> i'm not anti-vaccine. for the majority of people out there, it's a good thing. i was just unfortunate. >> reporter: the side effect has not been seen in people vaccinated with moderna and pfizer's mrna shots. but the vaccination rate lagging. about 65% of those aged 12 and up have received at least one dose. this as the dangerous delta variant rips through unvaccinated communities. this morning, cases up at least 10% in half the country. in 17 of those states

hospitalizations are up 10% as well. arkansas where hospital admissions are up nearly 60% pointing to the state's youth. >> they have not gotten vaccinated at the same rate as those that are older. they have resisted it. they've put it off. >> reporter: now looking at another state, california now says any k through 12 student who refuses to wear a mask in the classroom or in school buildings in the fall will be banned from campus. mona. >> ike, thank you. the other big story this morning, the weather. from severe flooding in the east to record heat and drought fueling wildfires in the west, it's already been a summer of extremes, and we have a long way to go. this morning, new accounts from the front lines of the massive firefight in the west, the extreme heat and record drought supercharging 58 major fires across the region. the beckwourth fire north of lake tahoe, california,

scorching more than 91,000 acres. at least 20 homes destroyed. residents forced to flee with hardly any notice. >> those flames were coming at us likthon n. there was nothing we can do. we had to get out. >> reporter: more evacuations in mariposa county where the river fire now threatens a critical route into yosemite national park. >> i hope everything is still there when i get back. >> reporter: in southern oregon the bootleg fire has been threatening a major power grid that connects oregon and california. the fire doubling in size every day for three days. meanwhile, on the east coast -- >> we are now flooded out over here. >> reporter: severe storms triggering a flooding emergency last night. dozens of people stranded. emergency crews launching boats to rescue them. the national weather service now confirming the rainfall in the philadelphia suburbs amounts to a 100-year flood event the new york city area also hit again just three days after

floodwaters inundated city subway stations and stranded drivers. back on the west some good news, temperatures are finally expected to ease up today, and we'll take a closer look at your forecast in just a few moments. > assassination of haiti's president was an informant for the u.s. drug enforcement agency. the dea says the suspect reached out to his contacts at the agency after haiti's president was killed and a dea official urged him to surrender. a haitian doctor who lives in miami accused of playing a key role in the assassination. cuba's communist rulers seem to be responding to the biggest anti-government protest that country has seen in decades. the protests sunday were followed by most social media networks being blocked, a sign the regime is trying to limit communication. witnesses also report a stronger police presence on the streets. president biden is supporting the protesters and urged cuban government leaders to serve their people. the battle over new voting restrictions in texas has taken

a dramatic turn with democrats fleeing the state in protest. now they've arrived in washington to ask federal lawmakers to intervene. overnight, texas state lawmakers fleeing the state arriving in >> hey, everybody. >> reporter: with no return flight planned. >> it breaks our heart that we have to do it, but we do it because we are in a fight to save our democracy. >> reporter: in leaving the state, democrats are denying republicans the required number of lawmakers needed at the statehouse to conduct business. it's a last resort to block one of the most restrictive new voting bills in the country. the bill would ban 24-hour polling locations and drive-through voting, which have increased turnout among minorities, prohibit election officials from sending absentee ballot applications to people who haven't requested them and give poll watchers greater access to polling sites.

>> as long as it takes to kill this legislation, whether that is a few days or for the remainder of the special session, that's up to the republicans. >> reporter: republicans insist the changes are necessary to crack down on voter fraud, which they say is on the rise. >> you look at the cases that are being investigated by the office of attorney general of voter fraud or voter illegality, those numbers over the last six, eight years have spiked. it's not a steady increase. it's a shocking and disturbing trend. >> reporter: the republican governor wants the democrats who fled the state arrested. >> as soon as they come back in the state of texas, they will be arrested, and they will cabined inside the texas capitol until they get their job done. >> reporter: it's unclear whether they can be arrested. texas statehouse rules say, if there are missing members for whom no sufficient excuse is made, the present members can vote for the absent law members to, quote, be sent for arrested wherever they be found. it's unclear what authority texas state officials would have to arrest lawmakers outside the

state. and those democrats traveled to washington to pressure federal lawmakers to pass voting rights legislation. president biden will speak about voting rights during an event today in philadelphia. we're seeing new up close video of the recovery efforts at the collapsed condo in surfside, florida. crews are now focusing on the ground floor and garage of the building below the pool deck. gas spilled from damaged cars igniting small fires. 94 people are confirmed dead. 22 are missing. a cleveland hospital is apologizing after a patient received a kidney meant for someone else. two care givers at university hospitals have been placed on leave pending the investigation. officials say the kidney is compatible, and the patient is recovering. the other patient's transplant is now delayed. time now for a look at your tuesday weather forecast. good morning. dozens of wildfires still burning in our western states and the heat doesn't help. we've got triple-digit heat

example of street crime. in the san francisco area, our station kgo airing this video of a thief smashing a car window robbing a driver stuck in traffic in oakland in the middle of the day. the driver said she thought she was going to be killed. oakland police report a 115% increase in armed carjackings this year. a dramatic scene on a highway near detroit. a tanker truck crashing on interstate 35 then bursting into flames. the driver escaped and no word on what caused the crash. the fire was so intense, it may have buckled the highway which is expected to be closed for days. britney spears could be getting some high-profile legal help as she tries to take control of her career and her personal life. spears is reportedly in talks to hire a former federal prosecutor. he is expected to attend tomorrow's court hearing to make the case that britney should be allowed to hire him. rosen guard is a hollywood veteran representing celebrities including steven spielberg and

sean penn. the faa has given the green light to blue origin, the companywn b jeffezos launch humans into space. the faa had been reviewing the application and could have rejected the plan if regulations were not met. bezos plans to fly next tuesday with his brother and 82-year-old wally funk who trained to be an astronaut but never went into space. also on board, an unidentified person who paid $28 million. they'll experience three minutes of weightlessness and go slightly farther into space than richard branson did on sunday. coffee drinkers, beware, prices are perking up. you can blame a poor harvest in brazil due to the lack of rainfall and transportation problems in places like colombia and vietnam. prices up 18% in the last few months. one other factor a huge increase in dehand during the pandemic. all right, coming up a big fall at the home run derby last night. but first they weren't going
