has reopened point building a better bay area, moving forward, fighting solutions. this is abc7 news. we begin with several new developments on the covid pandemic. that evening. i'm ama daetz. and i'm dan ashley. you're watching abc7 news at 5:00 here live on abc7, hulu, and review stream. alameda county health officers say they are considering specifically recommending masking indoors for everyone. san mateo county tells us it is considering changes to his guidance. for other health departments tell us they are planning to stick with state guidelines, which do not require indoor masking for vaccinated people. residents in both sacramento and yolo counties are being asked to mask up indoors, as covid cases increase, and the delta variant surges. >> starting sunday in los angeles county, people will be required to wear masks indoors, regardless of vaccination status. officials recommended indoor masking for all

announced this afternoon it is noah mandate, you have to do it. it comes amid a sharp rise of covered cases in that county, and the threat of the delta variant. almost all of those hospitalized in the county for that are unvaccinated. >> waiting for us to be at a high community transmission level before making a change would be too late. >> the county's health officers has not only does indoor masking help stop the spread, it also has minimal impact on businesses. he says he expects the mandate will stay in place until the numbers improve. now, all of this comes as san francisco says it is concerned about rising cases in black and latino communities. abc7 news reporter melanie woodrow looks at what the city is doing about it. >> reporter: san francisco health and city officials want to close the vaccination disparity gap. >> this new delta variant, we will see higher infections among those who aren't vaccinated, and we anticipate there will be at least 250 more deaths, and disproportionately those people will be african- americans and latinos.

>> reporter: mayor london breed says that every person at san francisco general hospital right now being treated for covid-19 did not get vaccinated. san francisco is one of the most dense cities in the country, with one of the lowest death rates of covid-19 according to the mayor. she says 75% of san franciscans are fully vaccinated, and 83% have received at least the first dose, but discrepancies exist. >> we knew that the disparities that existed with this virus were going to impact primarily the african-american community, but also the latino community. we are seeing those same disparities play themselves out in this vaccination process. >> i'm scared for the black community. i'm scared for people who are 25 to 40 years old. i am scared for people who are refusing to get the vaccine. >> reporter: is covid on steroids. dr. grant colfax describes the difference between getting covid-19 when fully vaccinated, versus when you are not like this. >> sniffles versus suffocation. >> the bay area is holding its

breath, waiting for cases to continue to increase. >> reporter: dr. peter is a ucsf professor of medicine, and infectious disease specialist. minority groups have taken a watch and wait approach, and some fear a received cost, along with historical precedent and mistrust. >> how we get over covid and keep smiles on everyone's faces, and we keep the city and country open, is we do our part to get the vaccine. >> reporter: sacramento and los angeles are seeing the largest surges due to the delta variant, and vaccination rates are lower for minority groups in those areas, something san francisco health officials are hoping to avoid. melanie woodrow, abc7 news. the university of california announced today that it will require all students, faculty, and staff to have the covid-19 vaccine before the fall term begins, anyone not vaccinated without a approved exemption will be barred from campuses. major league baseball says

three yankees pictures, all vaccinated, tested positive for coronavirus. sfo stepping up to monitor covid-19 variance. the airport has partnered with california public health and a pilot program to provide free rapid test kits to international travelers. tonight marks 1 month since the state fully reopened the economy. california is not expected to fully recover until 2024 could san francisco rebound sooner? abc7 reporter stephanie sierra is digging into the city's progress. >> reporter: san francisco's economy is showing signs of bouncing back . it's not just the site of testing cable cars am a busy streets, and packed restaurants, but the landmark hotspots like tat it's grill. it's california's oldest restaurant, and just like fine wine, their business is getting better with time. >> business is busier than it was a month ago, but last month we were starting to kick into high gear, because we were allowed to go to 100%.

>> reporter: for the manager, it is not just the smell of his food for the soul, but since june 15, his entire staff has returned to a packed room and bar every lunch hour, a site he has not seen in 18 months. >> it's not just people in san francisco, but all over the country. >> reporter: so packed my reservations are not required. >> we haven't taken reservations and 170 years. >> reporter: assignment business travel is starting to crawl back. next door, same story. >> the numbers are going in the right direction. >> reporter: the owner says business the past month has jumped close to 50%, but expects those levels to stay steady in the fall. >> we are very sure that after labor day, we will see a major change. >> reporter: around labor day, three back-to-back conventions are scheduled at san francisco's moscone he center, each slated to accommodated 5 to 10,000 people. concerns over the delta variant the impact those numbers. >> we don't know what the delta variant will do to some groups

or some hesitation to people that may still be concerned about travel. >> reporter: over the past month, only eight conventions have been confirmed at the muskogee center for the entire season, a big dip compared to the typical 30 to 40 hosted annually. >> we would love to see more robust conventions that would fill our hotels and restaurants. >> reporter: kelly powers is the director of the hotel council of san francisco. she says that the state reopened, the city's hotel occupancy rates have grown by roughly 15% rate on the weekends, occupancy has jumped close to 20%. >> we are seeing more and more demand for people to come in. the pent-up demand from weddings, anniversaries, graduation celebrations, even birthday parties. >> reporter: all good signs, but she still remains cautious, concerned san francisco's recent spike in crime could hinder the city's progress, as well as looming questions over the delta variant. >> we want to make sure we are united in all of the elements

that keep the city safe. it's absolutely key to visitors coming back. >> reporter: stephanie sierra, abc7 news. breaking news in south berkeley. a man is in custody after police came out on a report that he was armed and passed out inside of a vehicle. we have the scene just a short time ago. police say they found two handguns and a long gun inside of his car. they are asking people to avoid the area near prince and actin streets while they continue to investigate. that includes several surrounding streets, ashby avenues, 66th street, and sacramento street as well. authorities in the south way believe they averted another mass shooting after the arrest of a suspected prowler. 32-year-old wesley charles martinez was taken into custody on friday campbell business owner reported somebody lurking around his parking lot, peering into cars. the business owner shared surveillance video of the incident with abc7 news.

police arrived and detained him. here is what they said they found inside his truck. two of the girl ar style rifles, a glock nine millimeter handgun, a bulletproof vest, heroin, where he desire to, quote, wipe out the black, hispanic, and jewish populations. they also found an inert pipe bomb. they also found bullets with the words "cop killer" and other troubling messages inscribed on the rounds. the business owner who called 911 is being praised tonight. >> a lot of bad things could have happened. things could have played out completely differently. he could have shot at the cops. >> based on the arsenal that this person possessed, the tragedy definitely was averted. now, our intent now is to try to figure out what exactly that would have been, but do we believe we save lives? yes.

>> he has been charged with seven felonies, it is being held in santa clara county jail on $300,000 bail. we turn now to the latest on the search for the missing jogger. >> hopefully he's out there waiting for us today. we have to be positive. >> volunteers are not giving up hope they will find philip kreycik, who vanished after going for a run, even though the official search has been called off. abc7 reporter dustin dorsey has more. >> reporter: foothill high school has been the command post for the search for 37-year- old philip kreycik all week long. 6 days following his disappearance, law enforcement and fire crews have cleared, but dedicated volunteers remain. his family visited today, after they shared an emotional plea to keep looking for their loved one with abc7 news yesterday. >> i know in my heart of hearts that he is out there out there and alive, waiting for us. >> reporter: among the group of volunteers looking to bring the family piece was a group of kreycik's coworkers , in the clean energy transportation

department. they only had limited interactions with him in person, but they are turning their back on their missing teammate. >> he was always a joy to work with, extremely knowledgeable in his field. i speak with our entire team to say we are very lucky to have him to work with. >> he's been a part of the team for about 9 months now, and i know if it was anyone of us, he would be here doing the same thing. i feel very strongly are one team, and we look out for one another. >> reporter: after receiving their assignment, they went out into the east bay hills to search for their friend, calling his name, hoping for any sort of response or sign. the group searched the area behind me, around polymeric elementary school for their lost coworker. they want to do anything they can to help kreycik's family, because they all have not lost hope. >> dot have hope, what else is there? >> that's why we are here, and hopefully this is wrapped up as soon as possible, but i feel like i want to help however i can to try to bring them home. >> reporter: the family is still asking for the

communities help. they believe kreycik may be on someone's personal property near pleasanton ridge regional park, since a thorough search of the park is not located him. abc7 news. moving on, local reports say the dixie fire in butte county has doubled from his official size of 2200 acres. there is 0% containment. it's burning in the same area as the 2018 campfire. a mandatory evacuation is now in place for the high lakes and philbrook areas. meanwhile, we do expect firefighting to become more intense and widespread in the next few weeks. homes will inevitably burn. one possible advantage may lie in special signage. the story from abc7 news reporter wayne freedman . >> reporter: it was the fire no one will forget. >> we saw the whole sky glowing. we might have to get out of here. >> reporter: in 2017, and led to an idea. the tubs fire could've burned

nearly empty, while across the bay, there are dealerships jammed with cars on the lots. some consumers may feel they are running out of options, but abc7 news reporter chris nguyen found there is an upside to the lack of inventory. >> reporter: this view of a honda dealership in san rafael is a stark reminder of a car shortage being felt across the country. >> with the pandemic, consumers were less willing to actually ride public transit, ride-share's. >> reporter: economics professor paul lombardi says car prices are up due to high demand and limited supplies. with the economy on the up, and more people looking to buy, new vehicles are harder to find, especially as auto dealers struggle to source computer chips, and delays in delivery. >> a lot of us have not been able to travel or go out to events muscle consumers have more money that they are willing to spend. >> reporter: at major dealerships, used vehicles can also be hard to me , wi t price is up nearly 30% year-to-year. at san jose auto outlet, the owner says you might want to

consider independent auto dealer like him, if you are okay with a slightly older, higher mileage vehicle. he has added $2 million worth of inventory in recent months as a way of drying more people to the lot. >> it's opened a lot of doors for me, and i have been buying a lot more cars from the l.a. area, for many different auctions. >> the largest buyer and seller of used cars. they say the high demand can benefit customers looking to trade in or sell their existing cars, often receiving a higher offer than anticipated. if you're not ready to buy or sell just yet, lombardi expects a slowdown in the coming months. >> the increases will slow down as the market catches up with these demand changes. we will probably see a softening in the used car market. >> reporter:
