twice as many as a week ago. >> because the numbers are going up, bay area health departments are recommended, not requiring right now, the people wear masks indoors. >> stephanie sierra is joining us live with a look at the reasons behind this request. >> reporter: we have been closely monitoring the data, checking the increase in cases across the bay area and put it in perspective, case rates have more than doubled state reopened a month ago. as we are hearing from health officers, most of this is stemming directly from the delta variant. masks are back for anyone vaccinated indoors. that is the new recommendation from health officials in nearly every bay area county as the delta variant is fueling a new spike in coded cases. the indoor masking recommendation is adopted in alameda, contra costa, marin, san mateo, santa clara and sonoma counties, plus the city of berkeley. >> that is the main

concern. that is what has to change. why is it different now? the delta variant is the difference. >> reporter: the county health officer says the city rates are eight times more what they were three weeks ago and she expects the city will soon be averaging 80 new cases per day. how much of the recent spikes in new cases do you think stem directly from the delta variant? >> i am very concerned about the delta variant and i do believe that is the cause of these increased cases. >> reporter: and santa clara county, covid cases have tripled in the last three weeks to roughly four new cases for every 100,000 people. >> in our county public health lab, in the past two weeks, 43% of the cases we could sequencer the more transmissible delta variant and that worries us, that we need this added layer of protection. >> reporter: according to abc7's data analysis, a month ago the bay area was averaging 200 new cases per day. now the rate has more than

doubled to 594. how likely do you think this recommendation will turn into a mandate? >> what we have seen from this virus, it has shown time and time again that cases go up first and then a few weeks later we see hospitalizations, so we will need three or four weeks to take a look and see what is happening in san francisco, to make sure hospitals are protected. to make sure healthcare workers are not overwhelmed. >> reporter: while much of the recent transmission is stemming from the delta variant, doctor phillips is worried about outbreaks among nonvaccinated populations. >> we still have tens of thousands of san franciscans over the age of 12 who are eligible for a vaccine and have not yet gotten it. >> reporter: 43% of all new sequenced cases across the state are also stemming the cdc says the variant is

responsible for 58% of all new infections across the country. >> you pointed this out, the key is tracking hospitalizations. where do we stand right now in san francisco on that? >> reporter: the numbers are fluctuating, but hospitalizations have doubled across san francisco in the last couple months, from nine patients per day to around 21 patients per day. of course that is concerning. doctor phillips did point out that it is a tiny fraction from where we were during our last major surge, so the real key will be to see what happens during the last 3 to 4 weeks following the latest spikes. >> and we will see if more people decide it is time to get vaccinated. thank you. today on our 3:00 p.m. show, getting answers. a member of our vaccine team joined us to talk about his reaction to the new mask recommendation. he stressed while vaccinated people can get breakthrough infections, unvaccinated people are much more at risk for severe illness. >> it's overwhelming.

99% of recent cobra deaths are unvaccinated. something like 97% of all hospitalizations. right now, in l.a. county, every single patient with covid-19 is unvaccinated. it is possible to get a breakthrough infection, but as illustrated and what we know from the data, you are much less likely to get symptomatic or severe illness. that is a fact, but you are right, people get breakthrough infections, which is why even if you have symptoms under vaccinated, you should still get tested. >> people arriving to sfo from los angeles this morning, mixed reactions about l.a. county reinstating a mask mandate, but no one was really surprised. >> a lot of people are worried and upset. a lot of mixed emotions, but it is not the county's fault. it is on individual people to get vaccinated. >> los angeles county will now require masks indoors again, because they are seeing too many cases of covid that they have not seen since early march.

the requirement goes into effect at 11:59 p.m. tomorrow. ucsf officials tell abc7 news they reinstated their indoor mask mandate after a rising number of cases of the delta variant was reported there. the mandate applies to school staff, as well as 6000 medical students. this is regardless of your vaccination status. this is in effect everywhere on campus, not just hospitals and clinics. the new indoor mask recommendations represent a backslide and potential harm to small business people who were just catching their stride again. it is a story playing out on main streets across california. wayne freedman went to novato today with more. >> reporter: you can find main street california in any county, like the downtown novato center, where new mask recommendations filtered in. >> hollywood shutdown, covid the sequel. i am disappointed. >> reporter: just one

to its fearlessness. local animal control called and federal officials who determined they needed to act because it was a threat to safety. kls on a stadium to be built at howard terminal. depending on your perspective, progress has been made or it is a huge step backward. the city term sheet indicates the two sides are almost $352 million apart from getting a deal done. that includes a stadium, retail housing, a hotel, infrastructure upgrades. dave kaval said the team will follow laws requiring affordable housing and agreed the team would not move for at least 30 years. the a's say they need to set up a secondary tax district to make up the $352 million shortfall. the city does not want that in the deal. the city council will vote on what is essentially their own term sheet on tuesday. a yes vote on that proposal is a no vote for the a's. >> that is why we need a vote

this summer, on tuesday hopefully, affirming the financial framework between the two parties. the current proposal they articulated really does not do that, so we are hopeful that between now and then, changes could be made and we could get closer on that, but that is a huge gap that we haven't really why the term sheet released today was a step backwards. >> meanwhile, the oakland mayor released a statement saying we appreciate the a's working with us to reach consensus on nearly all financial terms, as well as continuing to problem solve between now and approval of a binding development agreement, but they are a long ways off. former 49er appeared in court today. he is accused of trying to break into the seattle area home of his wife's parents. he entered a plea of not guilty. earlier in the day, sherman released an apology on social media and says, i behaved in a manner i am not proud of. i have been dealing with some personal challenges over the last several months, but that is not an excuse for how i

an official tells abc7 news that the pilot tried to pull off an aborted landing. the plane clipped trees at the end of the runway and went down. there were three people on board, the pilot and two passengers. their identities have not yet been released. surveillance video from across the bay area this week shows multiple, brazen, daytime attacks on unsuspecting victims. we begin in san francisco, where a couple was held up and dropped by men with multiple firearms. they were followed home from the mall. dion lim brings you the story you will only see on 7. >> there is a point a point was like, they are going to

kill my husband. >> reporter: that is the voice of the woman in this video, who requested we protect her identity, voice, and exact location. tuesday afternoon she and her husband were driving home after shopping at stones town galleria and noticed a car following them, which hit the back of their vehicle. >> i got out of the car and at one point i saw they had guns. i told my husband. >> reporter: armed with a rifle and handgun, two men tackle the women's husband to the ground. >> i said take whatever you want. don't hurt him. >> reporter: they steal his phone, keys, and rolex watch. >> i don't want my kids to lose their dad. >> reporter: this is not the first time we have seen criminals follow a potential target. in april i reported on a woman who was followed and attacked for her handbag and jewelry. within that same week, a father was held at gunpoint outside his home after being followed home from lunch in walnut creek. despite being unable to sleep,

terrified the perpetrators will come back, this woman is grateful to the homeowners who provided these videos to police. she is choosing to share her story in hopes that save someone else from suffering through the same horror. >> i want to protect my family. i want people to know what happened to me. to be on guard. to protect their families. so if the same thing happened, please do not get out of your car. call 911. >> reporter: the search for the suspects continues. in san francisco, dion lim, abc7 news. meanwhile, in oakland, leaser investigating two attacks, one yesterday and one today that happened on the same block in chinatown. this was the attack today at ninth and harrison. it happened this afternoon, so police have not provided many details. let's show you the attack from yesterday. police say two men robbed and pistol whipped a man.

when a bystander stepped in to help, they also pistol whipped him. no one has been arrested so far. over $150 million has been set aside by california to fight hate against the asian american pacific islander community. abc7 news has reported extensively on the increasing number of crimes that have targeted the aapi community. lawmakers pushed the state to invest more resources to cut down on incidents. they are pleased with money set aside in the budget and acknowledge it may not end the hate entirely, but it is a step in the right direction. >> we know there is no way to completely stop it, but we know through our community work, we can ensure that our community is much safer. that they are protected. that we have the resources to assist them. >> most of the money is going to community organizations for victim services and violence prevention. the bay area is battling retail theft, like what you see

right here. video shot by lyanne melendez. stores are increasingly locking up their products. abc7 news reporter melanie woodrow with moron who those reporters are trying to stop. >> reporter: a viewer should this video from safeway in san francisco. an entire aisle of products locked up. >> they use that as a deterrent. items that are easily steasily and then turned around and sold. >> reporter: she is president and ceo of the retailers association. >> a priority for retailers is to make sure their employees have a safe place to work and customers have a safe place to shop. >> reporter: we found similar locked display cases at the san francisco safeway on king street. a spokesperson writes in part, we use industry best practices to secure high theft items which varies by location.

building a better bay area. moving forward. finding solutions. this is abc7 news. today is the deadline for anybody who wants to enter california's recall race. the field is already filled with dozens of candidates who want to replace governor newsom ranging from caitlyn jenner to larry elder. ballots will be mailed in the middle of august, with the election taking place september 14. voters will be asked two questions, the first, do you want to recall the governor and the second is, if the governor is recalled, who will replace him? joining me now, phil matier. a long list of candidates, but different from 2003. is there really a chance that

governor newsom could be recalled? >> yes there is and his people know it. although the governor appears to have a support of the majority of voters in the state they are primarily democrats on the question is, will they turn out for an off-season recall vote? on the other side you have a committed group of republicans that amount to about 30%. if they don't get the democratic vote out and they increase the overall vote, that translates to more like 40% or 50%. so he has an enthusiasm gap and if you have not noticed, governor newsom has been up and down the state just about every day these last couple of weeks, announcing one thing or another, whether it is a new budget or a new plan or awarding cash to some group and you will see even more in the coming weeks as he tries to hold onto his job. >> interesting, seeing more today. with the new mask mandates coming out. >> that is one of the

underlying political things. one of the reasons he is in trouble with voters is the shutdown, especially among small businesses who felt unfairly targeted. why was a small business ordere one, like target, allowed to go on? restaurant owners were upset and form the core of the group that got this initiative qualified. larry, the idea of putting on masks again, just about one month after he said they are coming off. july 14, he said this is the day you take off the mask. in los angeles you have to put it back on. not a good luck. >> right, but it is the counties now dispensing this information. you don't have a state mandate, which maybe for some people, whatever, but that is the way it is. >> and i think that is the way he is playing it right now. he did not make a lot of friends with the mandate.

some people really supported what he did, but a number of groups did not appreciate it and we are not going back to the red or yellow or green where he is on television every day giving the latest things. he is taking distance. he did not even issue a statement on this today. he is leaving it up to the counties, whether it be los angeles or sonoma or yolo county or san francisco or santa clara and the counties are trying to say look, we know we have a problem. we know, but we are not ready to say the word mandate either. no one is in a rush to say that except the counties that are hard-hit. >> down the road it is hard to know, because the pandemic is taking us in directions we did not foresee. okay, get all vaccinated and we will be good to go. what will the impact beyond elected officials? you think there will be increased turnover, because voters look at this like, i don't like the way you handled this at all?

>> we are still handling it, the question is what happens in the fall. if there is a problem with reopening schools because of the variant. if there is a problem with reopening california because of the variants. already, for example, conventions in san francisco, they are really worried that they will mandate masks and people coming to the conventions that are already vaccinated are told to wear a mask. that will not do good and will not too good for tourism. it is up in the air and it is not just covid and the variants. let's not forget, we are in the midst of summer. that is fire season. it is also a time of rolling brownouts. it is getting biblical out there. >> you paint a rosy picture. >> it is not a great time to be a leader of anything. >> all right, thanks for dropping in. best of luck, okay, because you will have it cut out for you. >> have a great weekend.

>> you can check out the abc7 news documentary about california's last recall, back in 2003. it is titled total recall. you will find it on the abc7 bay area app available for apple tv and other devices. the pandemic left people really thinking about the future and their jobs and now, along with higher pay, there are other reasons people are looking for work. david louie looks at why so many jobseekers are unhappy. >> reporter: there are signs everywhere the economy is on a come back. in silicon valley, the state says construction added 1600 jobs, 1700 manufacturing jobs and 2000 jobs in science, technology, and business. who is taking the jobs? not people laid off, it is workers landing better jobs because the unemployment rate increased. those who take the pulse of the job market say there are a lot

of unhappy workers. 86% of remote workers and 81% of hybrid workers expressed exhaustion, along with 69% of office workers. when it comes to burnout, 75% said they are burned out a little to a great deal. should employers be addressing this to retain workers? >> they have to address that or they risk a leaky bucket situation where they are scrambling to hire people, but they are losing talent through the bottom. >> people know the skill sets are in demand in the economy is on fire. so it has never been a bad time to be a job seeker. >> reporter: half of companies surveyed said they are offering cash signing bonuses to attract workers, but that alone should not be the lure. >> what is your projected income going to be over your one, two, three? i think that is pivotal to whether or not you say yes to a job. >> reporter: it is taking about seven weeks on average to fill a job. david louie, abc7 news. a giant face in the

it is a recommendation in the bay area. los angeles county is now requiring masks to be worn indoors starting at 11:59 last night. that kenny has seen rates skyrocket. the majority nonvaccinated. what is your sense of how this will go? >> i am not surprised at all. this is a new pandemic of the nonvaccinated, but those who have been vaccinated are still at risk with increased spread because of the delta variant. you know, i think it will be mandatory, potentially at some point if the numbers continue, so i am not surprised. something in my gut told me we will have a bit of a rollback a few weeks ago. i just felt like it would happen. >> not surprised, but are you bitter at all as someone who is vaccinated? >> not surprised, but bitter

so many people deciding not to get the vaccine. it is important that we underscore this is a recommendation and not a mandate, but i hope people will take the recommendation seriously and do what is necessary to protect their health and the people around them. >> i think disappointed, but not surprised, is probably where we are at right now. for a lot of folks. a college football quarterback has become the first athlete to sell his name. the endorsement deal involves this 4 1/2 star hotel located near the college campus in pittsburgh. he will help drum up business for the hotel. part of the deal includes free weekly deals for his lineman. that's good. the association expects more college athletes to ink deals like this in the weeks to come. this is opening up what the ncaa feared, which is basically
