7 local counties are recommending everyone wear a mask indoors, regardless of vaccination status. health officers continue to monitor covid transmission rates and transmissions fueled by the delta variant. good morning, i am kate larsen. you are watching abc7 news at 5:00 a.m. have more on the mask recommendation in just a moment. but first we're going to get a quick look at the weather with

meteorologist lisa arjun. we have a deck of low clouds that is more compressed this morning. we are not seeing as much fog. 58 in oakland. 55 in fremont. with still some cold water to purchase. the fog will be with us going into the coast. were bringing the fire danger index it to the second half of the weekend. fire danger will be elevated across the east bay. the upper elevations to the north and east bay hills. moisture and dry lightning could come our way. it is partly cloudy at 9:00 with numbers in the 60s. 60s and upper 70s for the afternoon around noon time. pleasant mid-70s along the peninsula. low 70s in oakland. soquel at the close. breeze through the afternoon. we will talk about that to fire danger threat throughout sunday and monday, in a few minutes. because of the dry lightning threat, cal fire says

that it will be increasing staffing this weekend. the fire weather watch goes in effect tomorrow at 5:00 a.m. until monday till 11:00 a.m. the national weather service says that given how dry the fuel is, and he lightning strikes would be problematic for the potential to start wild fires. a wildfire is sending up plumes of smoke visible from lake tahoe right there. it is forcing evacuations. the tamarac fire is near the small town of markley bill. the annual cycling that was supposed to start today but that event has been canceled. governor newsom has declared a state of emergency in three california counties due to wild fires. the beckwourth complex has burned more than 105,000 acres and it is now 70% contained. the state of emergency is also in effect for siskiyou county.

a fire near the campfire burn scar in butte county has grown more than 8700 acres. evacuations remain in place. the firefighters are hopeful that nearby neighborhoods are safe. the dixie fire is 9% contained. firefighters say, instead of digging new containment lights, they were able to reinforce some of the lines at they had doug or ski the campfire back in 2008 which has saved them some time. there are a dozen fires burning across the state right now. you can see live updates on all of them. this is a wildfire tracker. you can find on a website, abc7news.com. now to the pandemic . 7 local counties are recommending masks and regardless of vaccine status. this is due to the spike in cases. through masking guidelines apply to nearly the entire bay area. only solano county and napa county are executed. what are

some of the steps that they're taking. it is nice to see you smile again. optimism during ongoing pandemic posted on the storefront in downtown san jose, but friday, a team of bay area health officers released new recommendations that will once again put the pearly whites behind masks. urging everyone to wear them indoors, vaccinated or not. >> as soon as we see signals that things are worsening, it is important to act quickly, if we have the evidence to do so. >> reporter: the assistant health officer says that despite the excellent vaccination rates in the county, they are still seeing a rise in cases. believing much of it might be due to the more transmissible delta variant. outside, signs are reflecting the new indoor masking recommendation. >> until it is absolutely mandated, we are not going to mandate mask wearing inside, but we will suggest it.

>> reporter: he is taking a different approach. since reopening, he has required visitors to the belowground are to show proof of vaccination. he admits the policy is not for everyone. >> with hats and confrontations at the door with folks who do not agree with the policy for whatever reasons i have. and they want to let us know. >> reporter: the yelp page has taken a hit, but he says the request offers needed relief, especially when vaccination statuses would otherwise be uncertain. >> a lot of people indoors are unmasked in the freaks me out. >> reporter: she is not sold. she remains mast and plans to keep it that way until there is a definitive and to the covid- 19 pandemic. >> it makes me feel safer. i also feel like it could protect someone else and make someone else feel safer. why not just do it? >> reporter: they told reporters that cases have tripled in the past three weeks. reasons why san jose resident says that she anticipated the return of masking indoors. >> i've been wearing a mask every time i leave the house, but it is not really a big

surprise to me that we have to mask up again. >> reporter: so far the move for everyone to mask indoors is a recommendation, not a requirement. alameda county superior court is reinstating a mandatory mask requirement, regardless of vaccination status and ucsf is saying that they're requiring people to wear a mask indoors. it is in effect everywhere on campus, not just in the ucsf hospital and clinic. 11:59 tonight, the los angeles county new mask mandate will everyone will be required wear a mask indoors, even those that are vaccinated. this it is necessary as covid cases rise, especially among unvaccinated people. >> i got vaccinated to make my life easier, but apparently that doesn't matter. >> it is not punitive.

is not a punishment anyone. does but public safety. >> the sheriff said that his office will not enforce the mandate. he says it is not backed by science and added that the department will not expend limited resources on this. instead, he asks for voluntary compliance. pfizer is one step closer to getting full fda approval for the covid-19 vaccine. the company has been granted priority that review process usually takes six months, but approval can come sooner. in the east bay, a reward is being offered to help find the suspects in two robberies over the past two days that occurred on the same block in oakland's chinatown. they both happened on ninth street. matt boone has reaction from the community. >> reporter: a woman in her 80s were being escorted by her daughter in the afternoon. two suspects emerged from the idled car and then chased them. the third suspect is up as they continued rushing the women to

the ground, taking their belongings, before getting away. >> it is frustrating. >> reporter: the president of the oakland chamber of commerce is says that he has been getting lots of calls. >> there so upset and how angry they are. and seeing how the our community is being attacked. >> reporter: this was one after another incident happened on the same block captured on the same security cameras. video shows a man standing in front of the baptist church 12 men jump out of the car. they are seen talking to the ground and hitting him repeatedly with a gun. a good samaritan was also pistol whipped. police say they have tried to focus on this area, but they have been stretched then. >> a lot of our resources are going to every single thing we can. i know that definitely, with the chief, he has put more police presence in the area. >> reporter: the community patrol groups have helped decrease crime in the area overall.

but criminals have not been deterred by the efforts. >> since last week, we are seeing, this spike in crimes. it is happening in chinatown. so, it is concerning. >> reporter: the chamber is offering a $2500 reward for interview information leading to an arrest. a mother community group will be hosting a pop up market on saturday to raise money for more security cameras. that pop up market will be at the oakland tribune parking lot. it runs from noon until 5:00 p.m. next week, san francisco officials will talk about a community policing and deployment plan. they will share more from chinatown on monday. the city is forecasting more than million visitors this week. for delivery services door dash and grubhub are taking the

san francisco is going to be pretty close to what we have for the past few days. mid-60s and within a degree for where we should be for this time of year, then we see the breeze pick up in the afternoon. for the rest of us, the cloud layer is more compressed which means that we will have slightly warmer weather for the weekend. we are watching the tropical moisture around phoenix that is going to move into southern california and bring up some cloud cover and the possibility exists for some dry thunderstorms as the system offshore meets this system and could create some lightning strikes and gusty outflow boundaries, if that happens, which could ignite fires and those fires could spread. this is a huge area across northern and central california. 58 in oakland. temperatures in the north bay in the low to mid 50s on the coast. that is chillye t now,

there is a possibility for dry thunderstorms tomorrow. at about 5:00 through monday and then we will be looking at more seasonal weather as we get towards the rest of the week with the numbers cooling down a bit. the risk of the wildfires in the upper elevations at about 2000 feet. looking at the warming trend, it is about through monday. here is a look at the big area in the sacramento valley. locally run the bay area, the 5:00 sunday through 11:00 on monday. within this area, there is a chance for some lightning strikes with the possibility of erratic winds. it is not to be like the system that we saw in august 2020. we are not expecting that. we are expecting that with these very dry conditions, dry soil moisture, and if you see a spark, then things could change. it could go downhill rapidly. fog going to the coast of the we continue into sunday overnight into the morning hours.

the clouds will continue to thicken from the south and with that comes the moisture right on through sunday night. we will be watching this for you and it looks like the cloudier afternoon for sunday. then into monday, it is still looking pretty warm. here is a look at the temperatures in the inland east bay with low 90s arriving for concord, livermore, and dublin. a little bump up on monday with the moisture and heat. we will be looking at more seasonable weather through the rest of the time period in the next weekend. 77 in fremont. upper 70s in palo alto. mid 60s downtown. mid-80s in the north bay. low 90s in concord. a typical weather pattern today was 60s up the coast to near 90 inland. the accuweather 7-day forecast, a chance of thunderstorms continues into sunday and look at the into early monday, as we go through the rest of the week, cooler and breezier, with temperatures trailing off just a little bit into the end of next week.

hospitals. that is only half of all the hospitalize covid patients in contra costa county. >> our cases have gone from under 20 two over 50 hospitalize patients with covid rt: thheight of t last month. the pandemic, the makeup of hospitalize patients has evolved from mostly older people, often with underlying conditions, to those much younger. >> people going to the hospital almost exclusively the unvaccinated. and they are younger people because most of the seniors have been vaccinated. piercing younger people in their 30s, 40s, 50s, really sick and in the hospital. >> reporter: other bay area healthcare systems like ucsf, stanford, and san francisco general, report similar upticks . and the vast majority are not fully vaccinated. while the increase in hospitalizations is certainly concerning, if there is a silver lining, does that relatively few patients are being treated in intensive care units. >> we probably have three or four on ventilators. a couple are being closely
