power outages. mass shooting rampage foiled. how this ohio man allegedly planned to target groups of female college students. breaking overnight, a top official at the olympic games fired over a joke he made about the holocaust. caught on camera, the shocking moment on this amusement ride. we hear from the girl who collided with the gull. and later the new research on mosquito bites and how to avoid them. it could come down to the color of the clothes you wear. good thursday morning, everyone. we begin with more cities across the country considering new restrictions as covid cases surge because of the delta variant. one growing concern is so-called breakthrough cases, which are infections among fully vaccinated people. in the last two weeks seven fully vaccinated people have died from covid in el paso, texas, alone, and they all had something in common.

>> we're also learning about the increase in cases in nursing homes which federal officials are now investigating, but we begin our coverage with those breakthrough infections. doctors are calling the latest uptick in coronavirus cases the summer surge coming three weeks after the july 4th holiday. new cases have tripled in the last month to more than 35,000 per day, especially in hot spots like florida and missouri thanks to the highly contagious delta variant. and although still rare, there are new reports of deaths from the breakthrough infections when fully vaccinated people get the virus. out of the 159 million fully vaccinated americans, more than 5,400 people have been hospitalized or died from covid. 75% of them were over the age of 65. >> we think probably people who are much older and people who may have immune problems, so they're on medicines to weaken their immune system may be at higher risk. >> reporter: the health department in el paso, texas, has announced seven covid-related deaths in the last two weeks among people who were

fully vaccinated. officials say all had suffered from underlying health conditions. >> these people were generally older adults with pre-existing chronic conditions. we do know that out of the 160 million vaccinations that are given already, you know, we're seeing very, very rare and few cases of these breakthrough inspections. >> reporter: it comes as federal authorities investigate a spike in infections and deaths at senior facilities in colorado. according to the associated press, investigators found many of the nursing home workers were not vaccinated in hard hit areas. >> no one should have to go through this. so it's definitely real. >> reporter: amanda of jacksonville, florida, says she now has second thoughts about not getting vaccinated. the 20-year-old's father died from covid last month, and her mother is now fighting the virus in the icu. amanda, who was also infected, says she and her parents decided to wait to get the vaccine. >> we wanted to do a little more research and, you know, it's just something that we just

didn't do right away, but it's definitely now something that we are going to want to get after all of this gets taken care of. >> this morning the american hospital association is now calling for mandatory vaccination for all health care workers. and we turn now to the incredible images coming in from extreme flooding in colorado in areas previously burned by wildfires. meanwhile, farther west authorities in oregon and california are taking new action today hoping to prevent more wildfires from spreading during this historic drought. this morning, extreme weather conditions now coming in the form of deadly mudslides and raging wildfires. at least 78 fires are burning across 13 states. the biggest is the bootleg wildfire in southern oregon expanding by up to four miles a day. campfires are now banned at oregon state parks after officials said nearly all fires burning in the state were sparked from human activity.

farther south this new video shows what crews are battling on both sides of california's sierra nevada after i wildfire there crossed state lines, and this wildfire has burned at least eight buildings near redding. california's largest power company has revealed its equipment may have sparked that fire, and now in response, pg&e says it plans to spend billion to bury 10,000 miles of power lines to reduce the risk of fires. the company's equipment has been blamed for several deadly fires in california. the ceo getting emotional when mking the pledge. >> i have a team of dedicated men and women who wake up every day to serve. >> reporter: meanwhile, it's last year's wildfires causing this threat in colorado. at least one woman has died, and three others are missing after torrential rain hit burn scarred areas near boulder triggering

mudslides and flash flooding. >> omes that were there are no longer there. that's about the simplest way to put it. they're completely gone. >> and the search for those three missing people resumes today. meanwhile, severe storms here on the east coast caused widespread power outages. more on that in a few minutes. an ohio man charged with a hate crime for allegedly for planning to gun down female students. prosecutors accuse him writing a manifesto saying he intended to slaughter women at a university campus. a search of his home turned up weapons and body armor. the investigation into january's attack on the capitol is about to get even more partisan. republicans now say they'll launch their own investigation after house speaker nancy pelosi denied the appointment of two conservatives to a special committee looking into that riot. abc's alex presha joins us from washington. alex, good morning. so, what's next here?

>> reporter: well, andrew, the firestorm over plans to investigate this capitol attack has reignited a civil war within the republican party with each side launching a fierce attack against the other. this morning, new fallout after house speaker nancy pelosi rejected the appointment of two republicans to a special committee investigating the january 6th riot at the u.s. capitol. >> why are you allowing a lame duck speaker to destroy this institution? this is the people's house, not pelosi's house. >> reporter: those two members conservatives jim jordan of ohio and jim banks of indiana. pelosi says she has concerns about some of their statements and actions, rhetoric that critics claim would be a distraction. they both voted to overturn the results of the presidential election after the january riot, and jordan has slammed pelosi's investigation as impeachment round three claiming democrats are only interested in targeting former president trump.

house republican leader kevin mccarthy says republicans will investigation. >> unless speaker pelosi reverses course and seats all five republicans, we will not participate. >> reporter: the last republican left on the committee is congresswoman liz cheney who lost her leadership position after voting to impeach trump because of his actions on january 6th. outside the capitol cheney says she supports pelosi's decision and she came out swinging at mccarthy, who could become speaker after the 2022 midterms. >> any person who would be third in line to the presidency commitment to the constitution and rule of law and minority leader mccarthy has not done that. at every opportunity the minority leader has attempted to prevent the american people from understanding what happened to block this investigation. >> reporter: overnight president biden weighing in on the turmoil surrounding the investigation. >> i don't care if you think i'm satan reincarnated, the fact is, you can't look at that
