there is a weapon we have been hearing about for a few weeks. >> the department of justice said new teams called strike forces will stop illegal gun trafficking and in turn reduce gun violence and they are cracking down on ghost guns which are unregistered homemade firearms without serial numbers. the strikeforce will work with state and local law enforcement and use data and evidence from crime scenes to find out how illegal guns are sold and passed around the country. oakland police chief armstrong has blamed part of the surge in murders in his city on ghost guns and he met with president biden in april about ways to stop gun violence. earlier this month, san jose mayor sam liccardo visited the white house to talk about the issue and he said biden wanted to form partnerships with local communities. in san francisco, supervisors are considering legislation to ban ghost guns. in the fight against trend went. we've heard a lot about the delta variant lately and there is another variant on the radar. hospit hotohas st case of

coming back. he said that's because of the delta variant. it is highly contagious and it is spreading. since it is twice as infectious, doctors say that masks make your regular activities like shopping riskier than they were when we were just dealing with the covid-19 virus. he said with more unmasked people it means there is more at this contagious virus in the air. >> when i go into a place let's at the supermarket and there are people not wearing masks, i have no way of telling whether they are vaccinated or not. >> he said wearing masks could help stop transmission. as of now it is a recommendation in the bay area for the vaccinated to wear masks indoors but not a requirement. the dr. we spoke with said it is safe to be unmasked indoors with a small group who you know is vaccinated. but indoors at a big store like this one, he is recommending

19 . the number was 70 yesterday. dozens of them were athletes including from team usa who are either in quarantine or forced to stay home with the unpopularity of these games. the president of tokyo 2020 acknowledged the difficult times and she said tomorrow ceremony will not be a festival but a solemn occasion that will deliver a message of togetherness. kenneth mouton, abc news. california secretary of state certified a list of candidates running to replace governor gavin newsom. there are 46 in total. conservative talk radio host larry elder is on the ballot and former san diego mayor kevin faulconer is listed as a businessman. the recall election will be held september 14. the power lines above your home may soon disappear. pg&e said it will bury 10,000 miles of lines starting in areas most prone to wildfires. that is about 10% of the lines above ground.

pg&e said stakeholders will be engaged as the plan is developed. >> we will partner with the best and the brightest to find the best solutions to make this audacious goal come to life. 10,000 miles of line is a trip halfway around the planet. >> this comes after pg&e said its equipment may be responsible for the dixie fire. and employee found two blown fuses at a tree had fallen on a powerline. the latest on the dixie fire. evacuations ordered as explodes in size. it has burned 91,000 acres and only 15% contain. the fire has destroyed eight structures and is threatening significant native american archaeological sites. there are nearly 4000 personnel fighting the flames including newly this last teams from santa rosa and san jose.

going to see more vaccinated people get infected. about five out of every 100 cases will be in vaccinated patients. those people may be frustrated that they still got infected but they have a huge advantage in the fight. the percentage of those dying who are vaccinated is .0006. even if you contract the virus and you are vaccinated, you have a one and 235,000 chance of dying. >> that is an important message because otherwise people may interpret breakthrough cases as a sign that vaccine is not effective. >> abc7 news did reach out to the bay area counties to learn about breakthrough cases. so far, san mateo, san francisco, napa and sonoma, only sonoma county reported deaths from vaccinated individuals. two people have died and both were over the age of 90 with significant

underlying health conditions. amy hollyfield, abc7 news. covid-19 case rates are doubling or in some cases tripling across the bay area. >> doctors so by the delta variant said this spread is pushing back our chances of reaching herd immunity. dr. bob wachter, chair of the ucsf department of medicine , tweeted, the delta variant has changed what it will take to reach herd immunity. ucsf lead epidemiologist dr. george rutherford said the state has pushback the goal by several months and that is considered to be a safe estimate. >> herd immunity is a function of how transmissible the viruses. the goalposts have shifted and we are now talking in the mid- 80%. that is not a people eligible for the vaccine, that is everybody. >> according to the vaccine tracker, 53% of the states

population is fully vaccinated. san francisco county is at 69%, one of the highest rates in the country. as effort stall for vaccination, president biden is asking people to get their shots . the president spoke at a cnn town hall yesterday. jobina is at the live deskwh go vaccination efforts stall and the delta variant is on the rise. president biden sought to downplay the surge at last night's town hall. he said only unvaccinated people need to worry about the delta variant and urged them to get the shot or shots. but kids under 12 are still not eligible for the vaccine. the president had this prediction about when it may be authorized for them. >> soon in the sense that i do not tell any scientist what they should do. >> the president said he

expects the cdc will issued new guidance encouraging unvaccinated kids to wear masks in that classroom. california is already against those guidelines and making masks mandatory. governor newsom is fighting retail theft rings. that is crime like we see in this video group running out of neiman marcus with versus this month. legislation extends and adds funding to a crime task force involving the chp and law enforcement partners. >> we want to go after those rings. we want to go after those organized teams of folks that are connected not just within communities but all across the state. >> san francisco police chief scott was at the conference and said the problem is not insurmountable but videos have given people the perception of lawlessness and that has to be overcome. this is part of an effort to build a better bay area.

we are holding authorities countable. the police department said hundreds of repeat offenders are responsible for much of the shoplifting. a supervisor, ahsha safai, asked to be provided information on the theft. william spot and district attorney chesa boudin responded. in 2018, there were 238 repeat offenders and 20% of them were rearrested. in 2019, 219 repeat offenders and 29% rearrested. at 2020 timeframe, 126 reap repeat offenders. >> businesses were closed and covid-19. 2020 was an aberration. if we look at 2021 it's on the increase. >> the san francisco police officers association says that unless offices catch offenders

in the act, police have to go through other steps of the investigation which sometimes takes a while. we got a chance to ask district attorney chesa boudin about repeat offenders. >> we have half a dozen ongoing investigations into different areas of retail theft and we are committed to continuing that to address the issue. >> he added that last year the retail theft task force recovered $8 million worth of stolen goods. developments in surfside, florida a month after the deadly building collapse. the condo owners who survived are now divided on how they want that land to be used. they debated in court. some people want to rebuild and others want to create a memorial. a judge said victims and families will get at least $150 million in compensation but it does not include the money they will get from several lawsuits filed since the collapse. the remains of 97 people have been recovered. as negotiations for a new
