it is july 24. i am liz kreutz. thank you for watching us on abc7, hulu live and wherever you stream. we will get to the deadly spread of the delta variant in just a moment but first a quick look at the weather with meteorologist lisa argen. >> good morning to you, liz. we certainly have our deck of low clouds. you can see behind me the golden gate bridge in the visible image, the fog over the richardson bay, vallejo, and a cooler start in the north bay despite the scattering of clouds in morin county, temperatures are down this morning. 54 in the city and 65 in mountain view, 55 in pacifica and a cloudy start. for emoryville numbers in the mid-50s, clear and warm but four to six degrees of cooling this morning in the north bay. a little cooler in hayward with low clouds and smoky homewood in the mountains there.

low to mid-90s inland around noontime. comfortable and breezy at the coast. liz? >> lisa, thank you. we are following developing news this morning after two people were killed and four others hurt in a shooting in downtown san rafael. it began around 10:40 last night at 3rd street and lutin's place. lieutenant dan fink is here with the latest. thank you for being here. what do you know so far. >> at 10:42 we received multiple gunshots in the area of downtown san rafael. our units flooded the area. we saw a black dodge charger leaving the scene at a high rate of speed. we ended up stopping it at the top of d street and san rafael. we located imof the crime, one with life- threatening wounds and one with non life-threatening wounds.

>> i know one of the victims injured is a 62-year-old man, i believe. do we know if he was involved in any way or was he at the wrong place, wrong time? >> based on what we know, he was just in the downtown area. he was also shot and has non life-threatening injuries and is at the hospital. >> i believe a lot of the people you said were there for a concert? >> yes, there was a concert at a local bar based on what we know. everybody we contacted victimwise had attended or was attending the concert downtown. >> and the victims and people involved that you know of, where are they from? from outside of morin county? >> yes. all the victims except for the 60-year-old man downtown were not residents of morin. >> as i was driving into work i

saw the road closures from this. are the road closures now lifted in. >> i believe the road closures are lifted by now. yes, we actually had four separate crime scene areas. the downtown area with the one victim, the vehicle that had two people in it, and also a report of a collision around the same time in the hub area. the morin county sheriff's department actually responded to that scene, located that vehicle. one person was discease from the a gunshot wound in that vehicle and one person had non life-threatening injury, as well. while that was going on we received information from a local hospital that a vehicle had dropped off another gunshot victim and that vehicle fled from the hospital, as well. the person dropped off at the hospital was declared a short time later at the hospital. >> right. a 24-year-old man from stockton died and a 27-year-old man from fairfield. lieutenant fink, it is sad to

hear from another shooting but thank you for the update. >> absolutely. our hearts go out to the families of the victims. flames broke out late last night at a building at east 12th street. the fire damaged power lines and burned transformers in the area. about 2,000 pg&e customers right now are still without power because of this. thankfully the fire is under control. officials are investigating whether it was started at a nearby encampment. developing news on the wildfires burning here on the west coast. the bootleg fire to the north of us is the biggest fire burning in the country right now. a couple from oregon said it was like driving through armageddon as they raced through the flames. the bootleg fire is burning more than 400,000-acres in the last two-and-a-half weeks. crews have made progress and it

is 42% contained. here in california governor gavin newsom has declared a state of emergency in a number of counties impacted by wildfires. the emergency orders are in plumas, butte, lasson and alpine. the dixie fire burned 181,000- acres, burning toward quincey and plumas county and a new fire sparked nearby yesterday. residents are getting ready to evacuate. >> when i see smoke on two sides of me, pack up and go. >> reporter: what is your hope in the days moving forward? >> well, i want to come home as soon as possible, and i want there to be a home. >> cal fire says the dixie fire is only 19% contained. the tamarac fire south of lake tahoe continues to burn a path into nevada reaching 65,000-acres and just 4% contained. the governor of nevada announced a state of emergency in douglas county.

building surveyors were able to enter the communities and reported 15 structures destroyed and one damaged. you can see live updates on all the fires burning in california with the wildfire tracker. you can find that on the website at abc7news.com. let's talk about the pandemic now. the delta variant is intensifying across the country. the cdc confirms it makes up 83% of new covid cases and the original strain of covid is no longer detected among variants circulating throughout the country. abc7 news reporter and vaccine team member luz pena spoke to a ucsf infectious disease specialist that says a vaccine mandate may be in our future. >> reporter: as covid-19 cases surge across the country. the cdc reports multiple concerning trends with outbreaks in low vaccination states, high levels of community transmission and the unvaccinated making up 99% of deaths. all this pointing to the delta variant. is it safe to say you are trying to keep up with these

variants? >> yes, absolutely. it seems like the virus is always a couple steps ahead of us and we are trying to get one step ahead of it. >> reporter: in april only.06 cases were from the delta variant. now it is 87% of the cases. doctors say we need to vaccine fast before a new variant emerges. >> they mutate and try to evade the defense mechanisms we have in ourselves, so almost certainly there is going to be new variants. >> reporter: the latest national model projects a peak in mid-october, with deaths potentially more than tripling what they are now. >> this is really a new beast, so when i see this model that is extremely disturbing, there is projection of up to 850 deaths a day, because, actually, prior to this rise of

the delta variant, we had actually been down to less than 200 death as day. >> reporter: according to the cdc, the current seven day average of new covid-19 cases increased nearly 47% compared to the previous seven day average. do you believe that at covid-19 vaccines? >> yes, and there is precedent for that. in 1905, actually, in the middle of a smallpox pandemic, the supreme court actually upheld a law that you can mandate vaccines for very dangerous illnesses. >> reporter: in san francisco, luz pena, abc7 news. a newly released poll of unvaccinated americans found 80% will either definitely not or probably not get the shot. just 3% of those polled said they definitely will get vaccinated. in the north bay, morin county reported its first covid- 19 death since mid-may. health officials say the person that died wednesday had been admitted to the hospital with

respiratory systems. 106 morin county residents all unvaccinated have died of covid. the county is seeing a surge in cases fueled by the delta variant. despite the surge in cases, the state superintendent of public instruction says that schools are still on course to reopen for in-person learning. >> the cdc and california department of public health have already provided guidance that even as case rates increase, if everyone is wearing a mask and everyone who can get a vaccine gets one, we can keep our schools opened safely. >> thurmond says the state will continue to monitor case rates everyday. happening today, a pop-up vaccination clinic and community research fair in con cost county. the boys & girls club is partnering with the clinic serving the antioch communities. the san francisco city leaders say it is a priority to

get muni rolling again at pre- pandemic levels but what will it look like? the transit agency is considering which lines to cut and which to keep and that is not sitting well with riders. >> reporter: route 21 has been suspended for 16 months. >> we can't passively sit by while muni lines that have been around a century that are really integral to our neighborhoods get suspended year after year to the point when they never come back. >> reporter: that is why supervisor dean preston called a special hearing that lasted more than four hours. public comments were killed with desperate riders. >> they are on live dangerous what passengers need as opposed to just passenger counts. >> right now at bare anymore they need what we had, so please bring it back. >> reporter: they want to reopen 100% of the lines by the end of the year.

>> i want a clear commitment from the mta that the suspensions are temporary and the bus lines that people rely on are coming back. >> reporter: but the director of the, if ta says unlikely without more funding. >> we could spend all the money in one year but it would put us in a position to do massive service cuts and layoffs by 2023. >> reporter: but the supervisor says there is an urgency to restore service. >> that is what the federal stimulus funding was for, for them to restore muni service back to pandemic levels during this time. >> reporter: transit advocate cat carter agreed, saying cuts

should not be part of the conversation. >> i think we need more service, not less. if we want to grow ridership, you don't take away service. >> reporter: in san francisco, matt boone, abc7 news. uber says it will be more transparent with its drivers about how much money the company is charging for rides. a investigation by mission local found a large gap between the fare quoted to the passenger and the driver leaving the driver in the dark over what uber is taking for itself. starting next week drivers will be shown the full fare including benefits and fees but the change will only apply to drivers in california. lisa, let's get a check outside. liz, we have really had the micro climate working for us much of this week, really much of the month. mount tam, in the 80s already. we are looking at temperatures still a good 35 degrees from the coast to inland valleys with a lot of sunshine, but

subtropical moisture is heading our way tomorrow that will increase the clouds and seabreeze. it will be cooler in the inland valleys. cloudy on the roof, 55 in san st bay valleys. in san jose right pretty nice with pretty good air quality. 57 in napa,ful by the delta, mid-60s for concord and livermore. sunny on the peninsula already for a nice afternoon that seabreeze with you once again. we have 90s in our inland valleys today. not as hot as yesterday but looking at increasing clouds for your sunday. monday and tuesday we get the humidity and chances for dry lightning, a slight chance, anyway. as we look at our wind pool file today, with a little breeze this morning it cranks up, anywhere from 25 to 30 miles per hour through the delta today. then it gets th ghpressure shif

the stronger winds, the increase in moisture and perhaps maybe even the dry lightning. this starts out midday tomorrow. you can see all the moisture to the south of us here moving up into not on the sierra nevada where they have the haze and the two big fires from northern california, the dixie fire, the tamarac fire, the hazy conditions. you could even see more lightning, unfortunately, there. if we see anything, of course, you know it is a recipe for some bad news around here, so we will be watching it for you. right now the chance is a slight chance, but we are looking at the heat to come back into play. 90s today, cooler the next few days, heat spiking inland and 70 on the coast. while it is really hot inland, we will enjoy nice temperatures and the spread once again from the inland valleys to th co today cool there. 65 half moon bay, 80 in fremont and 82 in san jose, 94 in fairfield. the accuweather seven-day forecast, today the warmest and

delayed for a year due to the coronavirus pandemic, the tokyo olympics officially under way. the japanese player lighting the flame. the parade of nations including athletes from 205 countries. the opening ceremonies sparkling as usual, but unlike any kick-off seen before, with no fans in attendance. only about 950 people present, including government officials, vips and foreign dignitaries. among them, the first lady dr. jill biden. france set to host the next summer olympics in 2024, the theme moving forward the encouraging message amidst the backdrop of covid-19, officials

committed to seeing the game through. meanwhile outside the arena hundreds gathering to protest the games, the chants so loud they could be heard inside. many worried the games could become a super spreader event. morgan norwood, abc news, los angeles. google is launching doodle champion island games, seven mini games based on olympic sports, and other elements are based on japanese folklore. the doodle was created by animators from tokyo. these newborns are the newest members of the team usa. nurses at the hospital crocheted the outfits in honor of the tokyo games. the tiny athletes represent a variety of events including swimming, weight lifting, basketball, gymnastics and tennis. so cute all the way around for these cute little ones. still to come on abc7

bay while in the east bay mid- 60s. air quality with the tamarac and dixie fire areas very poor, of course. hazy conditions in the mountains. closer to home, moderate air quality in san jose. elsewhere it will be good throughout the day today. a cool start, 4 to 6 degrees cooler this morning. as we go through the afternoon it is warming up out there, but that is coast. >> thank you, lisa. with the california positivity rate rising, so are the number of cases. california reported nearly 8,000 yesterday. there is this from the cdc. the agency says all

cases in the u.s. are caused by variants with the delta variant making up majority. the original strain is no longer detected. it is likely those in vulnerable groups will need a booster shot according to the reports in the "new york times". the biden administration is evaluating the data right now. based on what is coming back, officials expect those of 5 or older or those with a compromised immune system to need one. pfizer's vaccine is less effective against the virus after six months. the bay area co-defendant wave is only daysgetting worse as cases continue to climb, reaching the highest point since march. now more with stephanie sierra and experts about what we can expect moving forward. >> reporter: top health officials across the bay area say if we are not careful the delta variant could move back our progress over the next few weeks. >> i didn't expect to see this given our high rates of vaccination. >> reporter: this is dr. maria reign, the chief of emergency medicine at ucsf.

how important do you think this next two-week period will be for the bay area? >> i think the next two weeks will tell us a lot. it will continue to give us more data on the delta variant, which is largely what is spreading right now and what is causing in terms of these unquote break through infections across unvaccinated people. covid-19 cases rising at a rate we haven't seen in march. ucsf had 0 hospitalizations in march. now it is at 17. >> we have 17 people in the hospital now. and 16 of those are people unvaccinated. >> reporter: abc7 news' data analysis found a similar trend across the bay area with

hospitalizations and case rates. on july 1 is, on average 231 new daily covid cases were reported across the bay area. now, a mere three weeks later, the average is four times more with 978 new daily covid cases. >> we expect that the number of infections will keep going up for at least a few weeks. >> reporter: infectious disease physicians say there has never been a more dangerous time for unvaccinated people and it is reflected in the data. in roughly the past month both covid hospitalizations and icu admissions have more than doubled. hospitalizations spiked from 166 to 412. icu admissions jumped from 50 to 119. >> i am worried about the fall, in particular, when we generally tend to see more people indoors and worry about other viruses, as well. >> reporter: stephanie sierra, abc7 news. in the east bay, volunteers are asking for help in the effort to find a berkeley man that disappeared after heading

welcome back. local artists are revitalizing downtown san francisco with a series of free live musical events. it is called sf wednesdays. it is happening every week this summer. joining us live to tell us all about it is the sf wednesday spokesperson david perry. david, good morning and thank you for being here. >> welcome. it is always nice to be on side side. thank you for having me. >> absolutely. start off telling us more about this series. what is it, exactly, and how did it come about? >> well, first of all, it is called sf wednesdays. it is easy to find information about it on sfwednesdays.comment it is free performances all by local artists, always on a wednesday this summer. it is not quite every wednesday, actually. next wednesday july 28 and august 4, but there is no performance on august 11. this is because we are trying to find the best possible

outdoor venues, iconic destinations where tourists and workers gather. the last two wednesdays on union square there have been performances from 12:00 to 2:00 but next wednesday they will be in the evening. union square will classical revolution, a 30 person orchestra. mint plaza will have one of my favorite groups in town, yiddish combo klezmer music from 2:00 to 6:00 p.m., all part of the envyingvasion effort to downtown, bringing life back to the middle of the city with the arts. >> absolutely. i want to talk about the fact these are all in iconic san francisco locations, which i love. what are some of the locations around the city? >> so, biden union square which i mentioned, you have mint plaza in front of the old mint on 5th street.

you have embarcadero plaza and mechanics plaza. and there will withor venues we will be surprising you with as the rest of the summer goes on. the schedule is scheduled through august 18. if you go to sfwednesdays.com you can see the full list through august 18. there will be other performances added in september and october. i remember when i worked with mayor breed when she was the head of the african-american cultural center. i know from her personal experience that the arts are a passion for her, and i have been in the arts in san francisco for 36 years. the arts are not only something that is important to the soul of the city, but it is very important for the business revitalization of san francisco, especially in the summer when covid is still with us in a very big way. since these are all outdoor performances, it is the best and safest possible way to gather for a good time. >> absolutely. i wanted to talk to you about that, as well. san francisco is such a thriving arts scene but the pandemic has really hurt the arts industry so, so hard.

how is that? how has that recovery been like? why is it so important for us to have events like this as we recover from the pandemic? >> you know, as i said earlier this year in an interview with a group of my fellow board members with the san francisco chamber or commerce, it is always bad to bet against san francisco. therethere is a reason phoenix is our symbol. we always bounce back. think about it. some of us may have been able to work from home, remotely, even reporters, but if you are an artist that performs in front of a live audience, there is passion that comes from that live audience, seeing and interacting with them so the arts and arts performers have been deeply impacted. i want to stress, all these artists are not only local, but they are being paid, so they

easier. the great thing about grilling is that, you know, you can do anything from fish to vegetables. you can do steak. you can do pork. you can do chicken. you can do large cuts. you can do small cuts. there's a wide range of things that you can do. your options for what you can eat and grill outside are essentially limitless. there's just so many options, and they're all great. so, this is dorade. pretty simple. i just fill it with some herbs. let it marinate overnight. any white fish can do. i typically get like a meatier, heartier one, like a halibut or so. and, again, treating that just like i would a piece of meat. tie it. doesn't have to be tight. this way you can literally just cut, you know, some strings and then tie them individually. i just do it kind of like this so it's a little faster. biggest thing is just make sure you have a good amount of oil oil there as well as you have your fish really dry. so, here we are. we're gonna drop this guy on there.

[ sizzling ] and what i do typically is i just have it -- i kiss it on the one side and then flip it over and let it kind of cook the rest of the way. typically the lid's down. the thing with fish and most things when you're grilling or sautéing is you just want to keep enough room around it so it's not sucking all the heat away. flip it over, i drop the lid down, and just use it as an oven, and i lower the heat as well. and you can see, it's not really sticking at all. it's just slowly going. the way i brush all of my items on, whatever it is, a marinade or a mop, as you do with some items, i just take a herb bundle and i make a brush out of this, so i'll do like sage, rosemary, and thyme. take some butcher's twine, i'll wrap it around, and then i'll open up the sauce, dip it in, and i'll brush it that way.

so instead of just using the regular bristles that you have for most brushes, this is now imparting flavor. so when this heats up, the oils from these herbs heat up and start adding in these small nuances of flavor, so it's the small things that slowly build on and give you the finished result. when you're brushing a sauce on there, or grilling items, you just want to make sure you continue to build the layers of flavor on it. and that, for me, consists of if you're saucing it, whether it's barbecue sauce or whatever sauce it is, just putting it on there, once it starts getting dried out, like it becomes a little tacky on you, that's the perfect time. you add another coat on there, just like you're painting a house or so. add another layer on there, and then let it do its thing for another say five minutes. it'll become tacky again, and you keep doing it. this way, now when you're biting into it, you're biting through all these layers of flavor

versus just, oh, there's my sauce and there's my meat. every once in a while, i'll say dang. that means -- that's when it hits me. it's solid. when i see it, i'm like dang. that's pretty nice.
