most of us in the 60s and 70s. the chance of thunderstorms lingers tomorrow. we will take a look at the future radar. new mask rules take effect in san mateo county. you will need to wear a mask county buildings, even if you're vaccinated. >> health officials are worried about the spread of the delta variant. ty this morning. >> reporter: 89% of the population here in san mateo county is are still going to require people to put on a mask if they had into any county buildings and they say they are doing this because of the uptick in cases that they are seeing here in this county. they're blaming it on the delta variant. this a month ago, the test positivity rate was 0.4% and now it is 2.6%. they say it is the delta variant doing this which is accounting for 82% of covid cases statewide. >> we have seen an uptick in our cases the last two weeks.

they have nearly doubled. it is the first step. it is a small step. we can see what we can do going forward in terms of additional action. take a look at this tweet from a doctor at ucsf as he looks at the numbers. they just reinforce the case that the combo of delta and relax behavior is leading to a powerful and worrisome upsurge that requires a change in approach. he says i knew things were bad, but it is even worse than i thought. marin county is also looking at possibly changing its mask rules, so san mateo looks like it is first, but might not be the last. reporting live in redwood city, amy hollyfield, abc7 news. dr. anthony fauci says top u.s. health officials are discussing whether to require masks indoors, regardless of vaccination status. he spoke on the state of the union yesterday. >> this is under active consideration, if you're asking if i am part of the discussion,

yes, i am. but, i think what you are seeing, even though, as of our conversation at this moment, the cdc still says and recommends that if you're vaccinated fully, that you do not need to wear a mask indoors. >> los angeles county has restored the indoor mask mandate. most bay area counties, wearing a mask is a recommendation, not a mandate. dr. fauci says united states is in a unnecessary predicament of soaring covid-19 cases. governor newsom will be in alameda county in an effort to get more californians vaccinated. they have administered more than 34 million doses. nearly 75% of those eligibles have received at least one dose. you can watch the news conference at 10:30 this morning. it will be streamed on twitter, and u2 paces. and three days left before the start of in person instruction. they are hosting a free covid

than 1000 comments. some downplaying it and others echoing community members who spoke on sunday. >> this was not a simple act of vandalism. this was a terrorist act against the black community. both suspects are white and they believe that hate cart crime charges should apply. >> whether that was attacking the organization or the individuals who comprise the organization will be an important piece. i did reach out to the two suspects your online but as of right now, have not received a response from them. the chief says that two additional people may have also been involved. detectives are scouring social media, which has played an important role here so far and will work at ringing immediate justice. >> for those who seek to minimize the events that took place, to negate the responsibility of saying that they are just kids fooling

around, shame on you. when it comes to issues of race and social justice, abc7 is helping you take action. check out our list of resources on how to find your ally by going to abc7news.com . developing news with california' as firefighters. their family making gains on the tamarack fire burning south of lake tahoe. there is also the beckwourth complex fire. and also the dixie fire. that is the largest one in the state and it is really taking a struck turn. it has. largest wildfire, the dixie fire has merged with the smaller fire and is moving east. in the last will days, the fire has burned nearly 300 square miles and is 21% contained. flames have burned several buildings. more than 10,000 others are threatened. some people are evacuating, but others refused to leave. >> i'm old enough. i am okay.

new overnight, israeli warplanes launched an airstrike on the hamas area response to hamas launching incendiary blooms. there have been no reports of injuries or deaths. the airstrike comes two months after an 11 day war between israel and hamas that killed nearly 300 people, including children. a meeting between the u.s. and china started with criticism. the deputy secretary of state is in china four eight today

with this forecast highlights. clouds increasing today with a chance of thunderstorms and another chance will come in tonight with the added humidity and cloud cover. it will be milder tomorrow morning when we wake up. we have a heatwave starting wednesday lasting through friday. that means it will be over by the weekend and more comfort is on the way. here's a look at the water vapor. we are taking a picture of how much humidity and moisture is in the air. you can see the monsoon. it is heading right up towards us. now we just need some energy in there. there's some energy with this system. you can see as we head out towards noon, some thunderstorms could pop up and notice how the quickly race to the north and by 6:00, we are looking okay. overnight, here is a another slug of energy and moisture coming through at this time tomorrow morning. you can see by 1:00, it will race off to the north and we were actually see increasing sunshine tomorrow afternoon. the humidity level is going to creep up tomorrow and

building a better bay area is your health and the ever- changing rules surrounding covid-19. amy hollyfield is live right now . >> reporter: good morning. county officials say it is the delta variant sweeping through here and they are now going to require vaccinated and unvaccinated people to put on a sk atheyco diurouse it is the new rule starting today. a ucsf dr. is saying the situation with covid is than he even realized. now he is looking at the numbers and he is saying the combination of the delta variant and our relaxed restrictions is driving this. san mateo county's positivity rate was .4% a month ago. now it is 2.6%. county officials say this is the first step. they will be watching to see if they need to do more. residence we talked to seemed understanding about the new rule. >> one step forward, halfstep backwards. you can certainly view it that way but in my mind, i would rather be safe than sorry.

>> i see you're wearing two masks. >> i feel that even though i am vaccinated, i do not know who is walking by. >> reporter: here is more from the ucsf dr. in a tweet, he said that he was particularly noteworthy about the ucsf experience is that it is in the city with the nation's highest vaccination rate and the cases are rising fast employees, of whom 92% are vaccinated. rayburn county is looking at making changes, possibly bringing back a mask mandate. also possibly requiring that vaccination. that some workers get vaccinated, those in high risk settings like hospitals and jails. expect some announcements possibly this week. the health officer they are saying that the delta variant is very good at finding people who are not vaccinated.

as the nation deals with the spiking covid cases, there new questions this morning about how long vaccinated people will be protected from the virus. we have jobina at the live desk with more. >> reporter: as the delta variant fuels the latest surge in cases, there is new evidence of the protection provided by the vaccine may be on the decline. the ceo for a company that helped develop the pfizer vaccine tells the "wall street journal" that antibody levels are dropping 7 months after immunization among some vaccine recipients. he added that most of them will remain protected against severe disease and might not yet third dose. as the search continues, dr. anthony fauci says that the cdc may revise the mask guidance. run university's dr. spoke with gma today to talk about whether or not this is a good idea. >> i think it will help. the issue at this point is what are americans willing to

tolerate and are they willing to mask up again? it can be a temp rising measure. but what we need is a lot more people vaccinated. that is how we ended this thing. it appears the people are taking the advice. the white house is 780,000 vaccine doses were given over a 24-hour period last week. the most in three weeks. the 7 day average of new vaccinations is up 2020 the former head of the fda is providing some optimism as well and says that the current spike in covid cases could be over by the end of next month, which is much sooner than some models have predicted. international olympic committee announced modification to the covid-19 restrictions. medalists can now remove their masks on the podium for photos, but only for 30 seconds. renters and landlords impacted by the pandemic in napa county can start applying for financial help. landlords with low income tenants can be reimbursed by the state for 100% of back rent and three months of rent going forward. fair housing napa valley is

running the program. evictions will be allowed to resume on october 1. we are learning more about actions related to the surge of violent robberies in chinatown. this comes after two daytime robberies. the suspects have not been identified. the chamber of commerce police chief and d.a. will be at the news conference today that starts at 11:00 this morning. police say it shooting in downtown san rafael that killed two people appeared to be gang related. happen friday night to near a nightclub on third street. four people, including a 62- year-old man were hurt. lease say one of the men who died was from stockton. the second man was left outside of the hospital. let's shatter the windows of a downtown hair salon and police at this point have not made any arrests. the largest fire in the u.s. continues to defy efforts to contain it. the fire has grown to 63to 63

above the dixie fire. this is near feather river canyon. yesterday, the dixie fire merged with the fly fire andit burned with 21% containment. not surprised at all if you been watching the satellite over the weekend or if you do not know how to do that, you can come to my social media page. it is amazing. and explosive amount of smoke that the system is causing. thankfully it is still over the next 48 hours going to head away from us. we all have to deal with the. we are dealing with this morning, how about a little drizzle. especially as you head into the east bay hills and for sure as you get closer to the coast. breezy conditions from the golden gate accelerating through the delta during the evening commute. the summer spread will shrink a little bit today.

volunteers back out in pleasanton searching for a

runner who has been missing for a few weeks. he disappeared after he told his wife he was going for a run. so far, search and rescue have canvassed the area and have use drones and search dogs. and also attempts to track him using his watch. a final deal of the senate's $1.2 trillion bipartisan infrastructure plan arcs expected as soon as this afternoon but both sides are in odds over some of the issues, including how much money to spend on public transit. there about 90% of the way there and he feels good about being there to be able to get the deal done this week. they are encouraging private employers to have vaccination at work. goldman sachs and jp morgan
