will declare the malls a public nuisance. >> how does it make any sense? private security has come out and worked a month and said, this is out of our control. >> reporter: the mayor describes this plan as conceptual and would like to see it working before the end of the summer.>> you're not going to fight a drug war and win tomorrow. barbara boxer was mugged this afternoon in oakland and had herself installed. the crime happened on broadway near 3rd street in jack london square. she was shot from behind and the person escaped by getting into a waiting car. the phone was tracked to san francisco. a $2000 reward is being offered for information leading to an arrest. just minutes ago we got this statement. the mayor was deeply troubled

to learn of the robbery and assault. she extended her well wishes for a speedy recovery and was relieved to learn that she was not seriously injured. as crime continues to rise, in oakland police say robberies are up 15% this year over last. carjackings are up 95%. in chinatown today, federal and local law enforcement committed to doing more to get dangerous people and weapons off the streets. our insider was there and he is asking tough questions that you want answers to. what did you learn? >> reporter: it is ironic that the former senator was mugged after this press conference ended. there were pledges to do tougher prosecutions, especially if they involve guns. and the reason we have had them is the number of attacks on

asian-americans. i asked the police chief, right now, we are talking about long- term plans and getting to the root cause of crime copper right now, what can you do to make things safer in chinatown? he said put more cops on the street. we asked how many and he said the best he could come up with now was three. >> reporter: you say you will have three more cops in chinatown. how many do you think you should have?>> i don't know what the number is. >> ballpark it. >> i want enough resources to have a visible presence on a daily basis. we see far too many people being arrested by officers, going to jail, and coming right back out. there has to be a level of accountability. i think we have to knowledge that when you have a city like oakland that has 75 homicides and over 1500 robberies and it

is only july, we have a problem. >> what assurances can you give the public that the criminals we saw on video with guns, if they are arrested, they will be off the streets? >> if they are arrested and charged, they will be in jail unless they can afford bail. the california supreme court just came down with a ruling that said you cannot hold someone in jail just because they cannot afford bail. but the caveat to that policy is if someone is a danger to the community or they are a danger to a victim of crime who is a victim, the court does not have to set bail and we see the particular judge holding people in custody because they are a danger to the community. >> reporter: if someone uses a gun in alameda county, will they face the maximum charge?>> yes, we will file the maximum charges. for some, they have

been convicted of a felony. there are individuals being arrested for crimes involving a gun and are already on probation. that bail is no bail. >> reporter: what does this say about the system?>> we are doing what we can. as you know, california is focusing on reform. what we are arguing to the state and to legislators is you cannot go to the place with the community is in danger. >> reporter: if the questions and the manner seemed pushy, that is because we are pushing here. we are pushing behind the scenes to not just expose the videos in the crime but to look at the system itself and where it is working and where it is not working, whether that is in rehabilitation or public safety.>> i mean, i heard you talking about the three or four extra officers.

what is that going to do? will that make any real difference?>> there is difference and then there is real difference. they will have ambassadors walking around and private citizens that will try to put more of a presence there. but, you know, they're asking people to report things. that can make a difference. they ask people to be witnesses. that is not a high probability. there are a lot of people out there and a lot of guns. there is more evidence that they have, the more likely they can put criminals in jail, but we have to keep an eye on this. what happens on the videos one thing, but what happens in the system is another. let's turn now to the effort to build a better bay area by focusing on her health. this is showing new coronavirus cases.

let's take a closer look at the numbers since the beginning of june. you can see the increase takes off in july a few weeks after california reopened and lifted most restrictions. starting next week california will require all state employees and healthcare workers to be vaccinated. this will impact 246,000 californians. state workers are being asked to comply no later than monday. healthcare workers have until august 23rd where they will have to be tested twice a week. the governor said this push is the first step. >> today we are announcing partnerships that include kaiser . the private sector is stepping up. organizations representing physicians and dentists. >> there are only two approved exemptions. unvaccinated employees will be required to wear face masks at

work. today the the the said anyone hired by the city must be vaccinated before beginning work. that requirement begins on wednesday. more and more businesses are requiring proof for their customers. why one south bay business is changing the rules in an effort to keep everyone safe. >> reporter: the owners of this restaurant took the time to stop and smell the flowers on their day off on monday. it is something they worried would not of been possible when they both had covid-19 earlier this year.>> for the whole month i was ill, and two months after that. i still have long-term side effects with bad pain. i will be fine and then i cannot even walk. >> reporter: they don't want

anyone else to go through what they did, so they require proof of vaccinations for all employees and customers.>> we felt that we have to do the safety. people are not telling us the truth about being vaccinated. we want to make everyone safe. wear masks will be required by all customers in the store and unvaccinated people can only dine outside. >> there are people saying that they will tell other people not to come, which does not make sense. if you are telling us not to tell you what to do, why do you tell other people not to come to our restaurant? >> reporter: this restaurant has hygiene measures in place but will not mandate vaccine status unless it is required. >> my employees are starting to just make a decent income. i'm worried we will turn down customers and lose them.

and it will affect my employees. >> reporter: customers say they support any restaurant decision . >> i am okay with it. the only way for this pandemic to end is of a sufficient portion of the population is vaccinated. vaccines are readily available and there's no excuse. >> reporter: despite other businesses introducing mandates, there is no state or county rule as of now. some students start the new year in just a few weeks. as the delta variant is spreading customer asking of schools should consider for hybrid or remote learning. our education reporter talked to a few districts today. >> reporter: dublin unified is aware of the concern around the delta variant. they are confident that school open for in-person learning.

>> we have learned so much from the last 15 months that we can create the mitigations keep everyone safe. >> reporter: they will allow parents to toward the schools. all students and staff must wear a mask classes began. san francisco unified said they are planning for a full return and said, we will continue to monitor updates and follow public health guidance. the governor and legislature have made it clear that there is no going back to distance- learning the way we saw during the pandemic. in fact, that model will not be funded by the state.>> we want kids back full time. >> reporter: if they are not, the district will not collect attendance money. >> students need to be in school and in seats to collect that ada. >> reporter: they will offer independent study for those with health issues that would put them at risk if they were

pg&e is lunching at cleanup effort in the north bay in the wake of the wildfires last year. they will remove trees. this was after the glass fire. the crews left the wood behind. after a flood of community requests, pg&e will now take care of that.

there are new evacuations tonight because of the dixie fire. it has merged with smaller fires and it is going through butte county. it swallowed up a small fire over the weekend. this is the viewpoint from a network camera stationed about 15 miles southeast of lake allmond or. you can see smoke and flames. cal fire is calling this a megafire and it is the 15th largest fire in state history. it has burned more than 197,000 acres in as many as 10,000 homes are threatened in. steep terrain and the erratic behavior are making things especially difficult. >> the smoke is acid. paper into her lungs. the oxygen level has dropped. >> conditions may get worse later this week with a chance

of thunderstorms followed by an increase amount of wind and higher temperatures as well. full containment could come anytime for the beckwith complex fire. a lightning sparked blaze started on the third and destroyed more than 30 homes and has burned more than 136,000 acres. containment is at 98%. today authorities lifted mandatory evacuations for those displaced by the tamarac fire southwest of lake tahoe. lightning sparked this blaze on fourth of july. it has burned nearly 68,000 acres and is 45% contained. california state route 88 is closed to traffic. cal fire said that taking a community approach to well fires can make all the difference.>> form alliances and

parts of southern california. you will see on the local radar parts of mendocino county is seeing some returns. they are seeing some sprinkles in that area. as we look at the forecast, a couple of sprinkles are not out of the question tonight. a better likelihood is that we could see a few showers into tomorrow. and the thunderstorm potential is there but a low likelihood here in the bay area. the best chance of thunder and lightning will be in the sierra nevada tomorrow. i will take a look at the air quality when i come back. as we continue, a dream getaway to mexico took a terrifying turn when she was attacked by a crocodile.

mexico. she shared what happened to her. >> reporter: it was supposed to be a fun getaway, but her vacation turned in to a nightmare when she was attacked and dragged into the ocean by a crocodile.>> it came up and i felt heaviness on my leg. i looked down and felt like i was getting pulled. >> reporter: she is now recovering and said happened at the marriott resort where they were staying. a vacationer was nearby and heard it happen.>> they started screaming around 11:45 pm. we jumped up and ran. >> reporter: they saw her battling with the animal. >> i was sitting him wherever i could. >> reporter: they were able to free her and cure her way. her mother learned about the

attack over face time. >> i see her crying and asking for help. she asked for an ambulance. >> reporter: when she got to the hospital they demanded thousands of dollars before treatment. in a statement a spokesperson confirmed the attack and said, the safety and security of our guest and associates is our top priority and we can confirm that appropriate signage as well as red flags of probably in place. but they say no one at the property warns them to be careful and neither had seen the sign, which was not lit up at night. another woman was attacked on the same beach in 2018. they hope that the story serves to a warning to others. >> reporter: she is still here at marin general, where she will undergo a second surgery. she will have a full recovery, but it will take time.

insurrection. >> kevin mccarthy is blasting her after she rejected two of his choices. we have the latest from washington. >> reporter: a second republican will join the house committee. at the appointment on this week sunday. when will that be announced?>> perhaps after i speak to adam kinzinger. >> reporter: the speaker did exactly that. he said in a statement that he humbly accepted. kevin mccarthy blasted the selection without naming adam kinzinger. he issued a statement accusing her of playing politics and only adding names to the committee who share her preconceived narrative.

he had submitted five republicans to the committee but pulled them all after pelosi said she would block jim jordan and jim banks, both leaders in the conference and allies of the former president. she justified her decision over comments they made about the january 6th attack. mccarthy called the move and egregious abuse of power. despite his objections, the committee will hear testimony on tuesday. the first witnesses will be police officers that balance the mob. they will tell the committee what they went through that day. democrat and committee chairman and liz cheney will deliver opening remarks in the hearing tomorrow. >> tomorrow morning you can watch live coverage right here on abc7. the report starts at 6:30 am.

moderate around the lake tahoe area. they are seeing unhealthy year. locally we have a nice sea breeze that is keeping the air quality in the green. as you look at the near surface smoke, most of the heaviest will stay right over this region. but in the upper parts of the atmosphere we've been seeing hayes from the wildfires and that will continue into tomorrow. tomorrow night it will push out of the bay area. this is why we are seeing thunderstorms and why we see some haze and smoke. most of you will have moderate air quality. live doppler 7 showing sprinkles to the north. we're watching the thunderstorms in the mountains. but those storms are producing rain. right around moderate we see

moisture. some of this could be lifting into the area toward tomorrow morning. you can see the fog below and the haze above. 76 in san jose. you do have a nice breeze here. 63 in santa rosa and mid to upper 70s up to concord in livermore. and this is showing you a shaky view because of the breeze. we are looking at drier air and hotter inland in the middle of the week. here is the hour-by-hour forecast. we could see some sprinkles tonight, but tomorrow morning this model wants to bring in a few showers. stay tuned because some of the other models are not as aggressive. we will keep this in the forecast. and isolated thunderstorm could not be ruled out. it's there is no rain, it could have far-reaching consequences

by triggering new wildfires. these thunderstorms in the mountains have been bringing rain. in the morning will be in the 50s and 60s. mild and a little bit muggy. afternoon high temperatures will look like this. 73 in san francisco. looking at the mid 80s in napa. 79 in oakland and the low 80s around palo alto. 86 degrees in san jose. this is the 7-day forecast. there is a chance of thunder and showers. hot inland. are talking about triple digits. and then, toward the weekend, temperatures begin to come down and the heat will ease off going into monday where the cooling continues into the upper 80s.
