and we checked in with other school districts as well around the bay area and we are hearing a strong resolve from schools, that schools will be opening for in-person learning next month despite a rise in covid cases because of the delta variant. school administrators from san francisco to dublin tell us they think students can safely return to class. >> we've learned so much from the last 15 months that we can create the layered mitigations to keep students and staff safe with the return. >>reporter. state officials have made it very clear that students need to be back in class and that the distance learning model will not be funded by the state. that schools will lose money if kids aren't physically at school. and dublin is also saying it will offer tours to parents curious to see the safety measures in place. so everyone trying to make everyone feel comfortable as we head back. the tour today here at deanza is for freshman and sophomores and

school is starting in less than three weeks and they want to get them here and feeling comfortable. live in richmond i'm amy hollyfield abc 7 news. >> thank you. starting next week california will require all state employees and healthcare workers to be vaccinated against covid-19 and this is going to impact 246,000 californians. state workers are expected to comply no later than monday, august 2. healthcare workers have until august 23 to get vaccinated or they will have to be tested for the virus twice a week. 9 vaccine requirements has two approved exemption for religious or health reasons. unvaccinated employees are required to wear face masks at work >> and in the south bay som som restaurants are requiring vacc nablgsz for staff and customers. and the new policy is getting mixed reviews. >> people are saying they will tell other people not to come, which doesn't make sense because, sure, you don't want to

do it because you're upset. if you're telling us not to tell you what to do then why are you telling others not to come to the restaurant. >> all right. no county or state rule to require vaccination status to dine at restaurants. covid-19 rates are climbing states in 49 states with some states are seeing alarming numbers with people getting sick and that will once again put a strain on hospitals. we have a warning with the hospitals have for us. >> thank you. hospitals say unvaccinated people and the more infectious delta variant are to blame for the surge in patients. every county in arkansas and louisiana has lie levels of community transmission and in florida all but one county, meantime pfizer and moderna or reportedly expanding the size of the vaccine trials in kids ages 5 to 11. they're concerned the originalal trials were too small to detect side effects. >> in order to better capture

learn of the assault and robbery of senator boxer and spoke with the senator's family to extend well wishes for a speedy recovery and was relieved to learned she was not seriously injured. that robbery came the same day that oakland authorities publicly addressed crime in chinatown. the police chief joining with community leaders, alameda district attorney and fbi to talk about the increasing violence in the neighborhood. >> we have one man on franklin street screaming and yelling he wants to kill all the chinese. many, many things happening and incidents are getting more vicious and with guns. >> it is critical for us to make sure the community feels safe and when we recognize the incidents of this nature continuing to happen, we have to have a greater presence. >>reporter. that's the chief who is using overtime to increase the number of officers patrolling chinatown and east oakland. the district attorney says her office will work to

young children are included in covid-19 vaccine trials. kated larson asked experts how the trials will include safety and parents' state of mind. >> reporter: with the start of school weeks away pfizer and moderna will expand the vaccine study size in children ages 5 to 11. ucsf doctors says it was a smart move by the federal agency. >> parents are going to want to know that they did due diligence and studied it in enough children to ensure that a rare side effect is detected. >> the rare side effect myocarditis are heart inflammation was reported in a small number of teenagers, mostly boys who got to the pfizer shot. >> sometimes the hospitalizations were just precautionary, all of them did quite well. >> reporter: the trials now expanding by several thousand children will be more likely to

pick up on any negative reactions. >> we really don't want to cause harm to healthy children through the vaccine. >> reporter: the doctor also says how psychologically important increased safety data is for parents. >> you feel like you have some control over whether your kid gets covid or not where as you don't feel like you have any control over whether they have a side effect in the vaccine. that loss of a sense of control is difficult for parents and why i think many parents want to be reassured by safety data. >> reporter: both the doctors have 13-year-old sons who are fully vaccinated and doing well. in younger children, smaller dosing regimes are being tested to undergo safety. even if they aren't authorized by september, in-person learning should take place i'm kate larsen abc 7 news.

riots. the first witnesses will be four officers who risked their lives to fight back against the mob. the investigation is already clouded with controversy. house speaker nancy pelosi picked two republicans to the panel. representatives adam kingziger and liz cheney both critics of president trump. cheney says it is a disgrace that some republicans act as though the investigation is about partisan politics. >> this capitol was attacked and attacked while we were counting electoral votes and american people deserve the truth and deserve to know exactly what happened and deserve to know minute by minute what decisions were being made, both here and in the white house and they deserve to get to the bottom of it and we have to make sure it never happens again. >> gop leader kevin mccarthy is boycotting the committee after speaker nancy pelosi rejected two republican pictures. mccarthy could be subpoenaed to testify about a phone call he had with trump as the riots

unfolded. >> thank you. you can watch live coverage of the first hearing into the capitol riots right here on abc 7 or on our abc 7 news app, where ever you stream. that special report is set to start in about an hour, around 6:30. there will be a major shift in u.s. policy in iraq. president biden announced the u.s. combat mission will conclude by the end of the year. he made the announcement during a session in the oval office with the iraqi prime minister. the president says the u.s. role in the country is going to shift to advisory one. there are currently 2,500 troops in iraq. president biden didn't say whether the troops will be withdrawn. today the san francisco board of supervisors are set to vote on a resolution that would end title 42, a policy many on the board says causes any inn humane harm to migrants seeking asylum at the u.s. border and they are calling the biden administration to end the policy. the trump administration invoked

title 42 last year saying the pandemic was the main reason for turning people away quickly. oakland city council given the green light to opening the city's first code governed homeless encampment at third and peralta streets on caltrans own land. they will provide wooden pallets for residents to build temporary housing. it has room for 40 people and opening day is targeted for labor day. the dixie fire charred an area larger than the size of new york city. >> it is 309 square miles after igniting with a smaller fire over the weekend. the fire is tearing through parts of butte and pumas counties. it is 22% contained. evacuation orders and warnings are changing frequentsly. this shows the moment dixie fire swallowed up the smaller fire. pg&e provided the video located about 15 miles southeast of lake

all right, so a chance of showers, possible thunderstorm this morning into the early afternoon hours in the north bay. inland heatwave starts today and continues through friday but it will ease for outdoor plans this weekend. taking a look at future radar and you can see the one last push moving from south to north heading through the morning hours and as we head into the afternoon hours. there is a slight chance into the north bay and then by the time 7:00, that chance is over also. so let's take a look at what's going to happen with temperatures. the warmth will be the big issue later on today as we hit the low to mid-90s and in morgan hill and gilroy. mid to upper 80s for rest of the south bay. quite a spread on the peninsula, upper 70s to upper 80s here and check out mid to upper 60s along the coast and mid-and upper 70s, that's almost about 5 to 8 degrees warmer than average. temperatures in the north bay, at least in the valleys we're looking mid to upper 80s to northward low to mid-90s.

east bay 75 in richmond, the cool spot. 79 in oakland to 85 from fremont and mid to upper 90s. find a way to keep comfortable in the valleys. tonight mid-60s to mid-50s. a lot like this morning with maybe a little more in the way of being able to see stars. low to moderate risk of heat illness especially inland wednesday, thursday and friday and 60s at the coast and 80s around the bay. we'll be happy to get back to 80s sliding through the week end. thank you. the truckee airport will be closed after a plane crashed killed all three people on board. investigators say the plane was coming in for landing around 1:00 yesterday afternoon and struck trees and came down near a golf course bursting into flames. >> it went down and looked like it was going down on its nose and left wing. i don't know if it flipped over or landed like that. then a huge explosion, a fire
