requee thank yofojoining us.joining us. the vaccine team member, kate larson has a look at the expected mandate and reaction from a federal worker. >> reporter: late tuesday, abc news confirm that president joe biden is likely to announce a federal employee vaccine mandate. >> we have a pandemic of the unvaccinated. they are so enormous confusion. >> reporter: the federal government is the largest u.s. lawyer. he is announcing this, expecting to come thursday, would be the largest vaccine mandate by a single employer. what it feels safer if all of your vaccinated colleagues were vaccinated? >> yes i believe so. >> reporter: garcia is a backseat a postal worker. he is not sure about requiring the shot.>> reporter: it is hard for me to say that it should be

i feel like people should have the choice. if it is mandated and they don't want to, what will happen? do they get fired? that would not be cool. >> reporter: if a federal employee does not get vaccinated, they will be required to comply with stringent covid-19 protocols like wearing masks. >> we already have vaccine mandates. we have had them since the supreme court passed a law in 1905. >> reporter: this been part of the local and state vaccine committees. >> we have mandates for schools. we have mandates for certain jobs. in order for me to have my jobs, there are certain tests and vaccines i have to do. people are behaving as if this is new and draconian. it is not. there is long-established precedents. >> reporter: the doctor hopes the mandates will give the country more time to overcome vaccine hesitancy. >> if we save people's lives and work through it with them after, it is better than having them die. >> i hope and i pray this goes away and we get get get get get

of normality. >> reporter: a usps official says they're waiting to guarida workers. k larson, abc7 news. the cdc is urging those that are fully vax needed to mask up indoors where covid-19 transmission is substantial or high, including the entire bay area. this map shows the latest data on community transmission. solano, contra costa, and alameda counties are showing high. right now, every bay area county except solano is representing with masks being worn indoors regardless of vaccination status. another change from the cdc, recommending everyone in schools wear a mask indoors. that is a reversal of the guidance issued earlier this month. the cdc says the new rules follow new science about the

delta variant. >> and rare occasions, some vaccinated people, infected with the delta variant, after vaccination, it may be contagious and spread the virus to others. this new science is worrisome.>> reporter: the cdc says scientists are studying clusters of breakthrough cases nationwide. they do stress the vast majority of cases are amongst unvaccinated people. >> we are facing a real threat. the only way we gain the upper hand is by fighting back. >> reporter: the pay mayor of los angeles as los angeles will require city workers to show proof of vaccination or face weekly testing. it will be required for students and staff covering all 23 campuses including cal state east bay, san jose state, and san francisco state. >> individual liberties do not allow you to do things that harm other folks. a candid warning about crowds from hawaii's lieutenant governor, who is also a doctor.

he says anyone unvaccinated that travels to las vegas will definitely catch covid-19. today, governor gavin newsom pulled his children out of a summer camp that did not require kids to where camps. it showed his son sitting without a mask, with other children without masks. current state policies say summer camps must follow the same rules as schools where masks are required regardless of vaccination status. they say the governor and his wife realized they did miss an email from the camp saying they would not enforce masking. safety is a priority in san francisco's restaurants. 58% told the golden gate restaurant association that they are hiring staff to be fully vaccinated. another 66% support requiring masks for people regardless of their vaccinations that is. if vaccines are required for people to be indoors, a little over 63% of restaurants say they would support that. if you are vaccinated and what proof on the go, the state has a website where you can

download an electronic version of the card. we have a link on our website, www.abc7news.com. fire crews will watch for hotspots after a brush fire that burned close to homes. people near the fire in san jose were told to stay inside their homes as folks rounded their neighborhoods. this happened in the mill river lane neighborhood. the fire crews from two departments responded. gusty wind made work more difficult for the fire crews battling the dixie wildfire. the flames have destroyed 31 buildings. the losses expected to be greater than that. fire inspectors have not been able to survey the damage due to unpredictable fire behavior. the fire surged to 331,000 square miles and is 23% contained. you can see live updates on the fires burning in california with our wildfire tracker. you will find the icon on our website, just go to www.abc7news.com. we have a statewide flex

event. our reporter shows why she suddenly called it quits. >> i want to emphasize how much i applaud simone biles for having the courage to do what she did on the biggest stage. that is not easy to do. >> reporter: u.s.a. gymnastics associate is appraising u.s. gymnast simone biles that withdrew from the team competition of the olympics on tuesday. >> i tried to go out here and have fun and warm-up in the back, once i came out here, i was like, no, mental is not there. >> reporter: they were able to win silver, but not the expected gold. she says the stress was too much. they do say it looked like a mental block. that is something that can be common, but very dangerous for gymnasts. >> i can think of once where it happened, i could not physically do the skill. the brain and body connection was not working that day in practice.

toward morgan hill. air quality was impacted. as you will notice, this is good through the rest of the bay area. air quality has been fluctuating here. this is poor for sensitive groups. it is unhealthy. you can see the smoke continuing to impact the fires. here's a look at the forecast. the heaviest concentration of smoke is right there. at 11:00 a.m., you see the orange showing up locally. do not be surprised if you notice the smoke and hazy we are looking at a lovely view of the fog. the next four days, you are looking at good to moderate air quality. we will see hazy and smoky conditions. we will be dealing with moderate air quality at times. we have a foggy view from the golden gate bridge.
