good morning. it is friday, july 30. and you are watching abc7 mornings live. and we will start with the forecast with meteorologist mike nicco. we are starting off with a little bit of cloud cover and some fog and mist hanging out through parts of the bay. the clouds are having a hard time topping the east bay hills. it will be mostly clear. visibility is okay away from the coast. we will speak with jobina and i think she said that there could be a fog advisory for the golden gate. the heat advisory for mendocino starts at 10:00 a.m. and goes until 8:00 p.m. it is highest here and then right behind that, the inland east bay from mid to upper 90s. mid-70s to mid-80s around the bay. coolest along san francisco in the low to mid 60s. today the cdc will release new information to expend why

it has revised its guidance on masks. this is as daily covid cases continue to rise. you can see right now that the bay area surge since the june preamp winning reopening is moving back up. the cdc has a dire warning on how contagious the delta variant is. we have more the details and what a disease specialist is saying. >> reporter: this morning, the cdc says that the delta variant appears to spread as easily as chicken box and is more transmissible than a ball and smallpox. earlier this week, they said that even fully bet vaccinated people need but the masks back on indoors in places where transmission rates are substantial or high, which is most of the country, including the bay area. because delta variant's levels are higher than the body than the original variant, it is

and unvaccinated people. yes, we are looking at mandatory vaccines for folks who are not necessarily just city employees. >> right now, san francisco is it just recommending masks for everyone indoors. many parents understandably concerned about sending kids back to school for in person learning during this covid search and they've asked for an online alternative. education is part of our focus. amy hollyfield is joining us live in palo alto with what the school district will do to accommodate students. >> reporter: palo alto has decided to spend $1.8 million to have a company handle distance-learning for the district. so that is going to mean $3000 per student will be spent by the district on this issue. the superintendent is pushing back on demands from the state, saying that the state threw a

curveball at school districts three weeks ago by passing a law requiring public school districts to offer distance- learning. he says that is not enough time to pull this together. >> it will be by the skin of our teeth to get students registered and in place, roster, and up to speed on something. i do not know what our legislators think it takes to run a school district, but if they think they can spin-up something in three weeks, they are out of touch. >> reporter: the district will take the burden of juggling the classroom and zoom teachers. letting them focus on just the classroom. say that what a person does want job, they do better than the person trying to do three or four jobs. so students in this district, if they choose district distance-learning, will not be getting teachers who work for the district. the superintendent believes that the classroom is the safest place for kids to be, pointing out that his district was one of the first to reopen to in person learning back in

october before we had a vaccine. his district did not have any transmissions of the virus. more than half of all californians are fully vaccinated. 62% have received at least one dose. the lease about 40% of the people left unvaccinated. how can he persuade those who are eligible to get the shot? our sister station in los angeles sat down to speak with a psychiatry chair to talk about the issue. he says is only one way to approach people who are still on the fence. >> listening people with a sense of humility. being curious what with the reasons are and what their concerns are, is much more likely to put them in a position where they themselves are open to gaining information. >> he says that if they are not open to learning, do not offer to educate them. and don't be afraid to set boundaries if you're concerned with your own health. this afternoon, the two newest members of the golden state warriors are holding a chalk talk at chase center.

happening today come the president will meet with 7 governors of western states to talk about this year's severe wildfire season. governor newsom will join the president virtually other will focus on wildfire vented and the response. president biden will be receiving regular updates. and the dixie fire is the largest fire burning in california right now. it has burned more than three and a 50 square miles. more than 60 structures have been destroyed and it is 23%

contained. the drought conditions are fueling the wildfires, getting worse. check out this map on the california drop. it is side by side with last week's map, which is on the left. half of the state is classified in the highest level of drought which is the dark red color. that represents exceptional drought. it includes the bay area, even more areas around our bay area including all of alameda county and parts of santa clara and others now. the brightest red color representing severe drought is almost 90%. let's look at what it is doing with the reservoir levels which continue to evaporation, and firefighting. we are down to barely 21% of capacity. these continue to follow about 1 to 2% lower every week.

>> are they cute? >> so cute on a friday. all right. good morning. happy friday. it is july 30. you are watching abc7 "mornings live." before we get to the stories, let's go to mike and get a look at the forecast. let's start by opening up the weather window and see what is going on outside and what you will see is that you can look over both of my shoulders. a beautiful sunrise above the marine layer which is going to have a hard time making past east bay hills. expect to sunny start in the inland valleys especially the east bay lake and mendocino counties. a few patches of mist and fog out there especially the close you are to the coast and to the east bay hill. low to mid 60s coast into san francisco. 74 to 83 for the bay. mid-80s to low 90s in the south

employers to require employees to be vaccinated. they are now requiring most employees to be vaccinated before returning to the office. the bay area is outpacing california when it comes to getting people vaccinated. the darker the color, the higher the vaccination rate. marin county leads the state. we have ranked area counties in order of vaccination rates here. the top five are marin, san francisco, santa clara, san mateo, and contra costa county. solano county has the lowest vaccination rate in the bay area at just under 49%. and to be clear, the percentages are calculated with the total population of the county, not just those that are eligible to be vaccinated. with the best record in baseball, the red-hot giants kickoff a three-game set. it is expected to be a full

really through school districts a curveball earlier this month with a new law and they're calling them out of touch. every public school district, he says, is required to offer a remote learning option and that law was passed three weeks ago. the superintendent says that is not enough time to get distance- learning up and running. the district decided to hire a third-party service to handle zoom teaching and the palo alto school districts will be able to focus on what happens in the classroom. >> we are going to contract out with professionals. this is their purpose. typically, when a person does one job, they do a better than the person who is trying to do three or four. >> reporter: this is expensive. it will cost $1.8 million. there estimating that is $3000 per student. that is if 6% of the kids go for distance-learning.
