has issued a new mask mandate. >> the counties of alameda, contra costa, marin, san francisco, san mateo, santa clara, sonoma, and the city of berkeley, today issued health orders mandating indoor mask for everyone. >> so, with that, it's official, the masks are back on for the majority of the bay area. that announcement made this afternoon. abc7 news reporter stephanie sierra is live in the newsroom with the decision and what was behind it. >> reporter: yes, health officials say the main factor driving the new mandate is the fact vaccinated people are still able to spread the same amount of virus as those who are unvaccinated. their message is we need to do everything we can to reduce the risk. an indoor mask mandate is adopted in alameda, contra costa, marin, san francisco, is a mateo, sonoma and santa clara

and berkeley effective the midnight tonight. the writing has been on the wall for weeks. so why issue the mandate now? >> the evidence is built what started to emerge, i would say, in the last week. >> reporter: followed cdc a's nounsment, vaccinated individuals can carry and spread the same amount of virus as those unvaccinated. health officers say that the added precaution is necessary in any indoor environment. >> it's not the seam virus that we were combating last year even a few months ago. >> we are seeing the shift in the age of hospitalizations and even deaths to younger age groups. >> reporter: hospitalizations have nearly doubled across the bay area in just the past two weeks. but health officers report a majority of those admitted is unvaccinated. >> vaccinated people are protected against the most severe outcomes of the virus. and in many cases,s hospitals are not admitted vaccinations individuals. >> reporter: for example, since the pandemic began, vaccinated individuals accounted for .5% of all covid hospitalizations

in san francisco. >> so, really a fraction. >> reporter: all counties will require mass next indoor environments. but you will take it off while eating and drink fog they are not trying to ban indoor dining. they are not discussing, as far as i've been told, capacity and constraints going back to the social distancing. what they are trying to do is really ensure that we try to provide as much safety as possible. >> reporter: each county expects the business owners to enforce the mandate with clear signs and education for those who don't comply. >> if we can get our hospitalization rates down to where they were, you know, in mid-june, then we can start thinking about, you know, easing off on some of the restrictions. >> reporter: until then, health officers made it clear, the fight is far from over. as covid death rates are starting to climb back nationwide. >> i do expect, unfortunately, in the bay area, we will see deaths going up. >> reporter: health officers

they are choosing between kevin faulconer and others. >> reporter: it hinges on whether he is recall. there are two questions on the ballot. the first one is, yes or no on recalling governor newsom. and if that wins, then the second group is you move down to the second group and you pick which one of those you want. here's where it is tricky for the republicans and for democrats alite like. democrats don't have an alternative to newsom. they don't have a backup democrat. so the question is, are democrats even going to vote in that second part or do they toss it out. the second thing is, you don't have to get a majority to win in the second race. you don't have to come with up 51%. all you have to do is get one vote more than the next person. and that means somebody like larry elder, a popular conservative talk show host around the country, but who's polling according to the igw18% here in california. he could nonetheless if he is ahead of everybody else, which he appears to be, by 8 to 10
