seeing a surge. amy hollyfield is joining us from walnut creek on more. >> reporter: they say that's if hopefully they still have the old masks from the last time. yes, all of those major bay area counties, seven scouts are neuroing face masks indoors. health officials are responding to the newest information from the cdc saying vaccinated people spread the same amount of virus as unvaccinated people. they are also worried about people getting so sick that they may have to go to the hospital. hospitalization rates have doubled in the past couple of

authority. a hospital? fairfield said the number of covid cases have increased since july 6th. they are close to capacity and restricting most visitors. visitors with covid patients who are not expected to survive are limited to one hour. the head of the hospital said unvaccinated people make up 80% of the cases. north bay is offering free vaccinations. the milestone came later than planned. jobina forston is at the live desk tracking the situation. >> reporter: president biden had hoped to partially vaccinate 70% of americans by the 4th of july. we finally reached it a month later. california is up 40% last week. the progress comes during one

of the worse variant surges. the u.s. daley case average has dropped more than 500% since mid-june. texas and florida account for one third of the country's infections. a hospital in louisiana is out of hospital beds >> we are no longer giving adequate care to patients. >> reporter: federal disaster teams have been called in to some hospitals to help. this statistic shows how important it is to get vaccinated. less than .004% have vaccinated. vaccinated. san francisco general is going to start offering supplemental doses

vaccines. spoke to leadership. >> reporter: people who got the single shot johnson & johnson vaccine will be able to get a second shot from either moderna or pfizer. they are calling supplemental dose. the doctor is the chief of emergency medical at zuckerberg san francisco hospital. on monday he voted to allow supplemental mrna vaccine to someone who had the johnson & johnson shot. >> as we look at the future of what this virus -- now that we're facing a fourth surge, this does make sense. >> reporter: 665,000 san franciscans have been vaccinated. only% have received the johnson & johnson shot. >> people were having concerns

about whether that single dose was going to be enough. >> reporter: that concern is why dr. lisa winston said some people have gone out to get extra vaccine doses on their on. she supports the supplemental dose but wants to be clear, there's not enough data yet to support any possible benefit. >> there's not a specific recommendation to give it. it's not part of an emergency use authorization. >> reporter: but you do think it's safe? yes. >> reporter: dr. winston said as long as their clinic has space and adequate supply, they will give the supplement to people from other counties. kate larsen, abc7 news. starting next month germany will be offering booster shots.

deadly shooting on highway 4 in antioch. nine days ago mother from oakland was shot and killed while driving on the same highway. there's been into arrests made in that case. according to california highway patrol, this is the sixth shooting there since apout and dedicated to improving relationships between law enforcement and the communities they serve. this video from 2019 shows san francisco police officers hosting a bab as part of that nation wild campaign. there will be events at several places and in santa santa santa will host a movie night. san jose and mountainview will also hold community events. zuckerberg san francisco

airport. spirit airlines is blaming staff and weather and airport trouble isn't over yet. jobina forston has more. jobina? >> reporter: spirit has canceled nearly a third of its flight today. yesterday it canceled about 300. many people were not told that their flight would be canceled until they got to the gate and the cancellations came with little explanation. it took hours for some travelers to book a new flight to their final destination. >> as we were waiting to get on the gate from the flight i guess they canceled the flight. >> four hours in line just to get ours cancellation. >> we're stuck here. look at all the people who are waiting. >> reporter: it's not just spirit. american airlines canceled 276. in dallas the airline said it had to reposition its planes
