surge surpassing last summer's peak. one hospital seeing a 900% spike since the start of july. >> it does make sense. >> vaccine mix and match. one bay area hospital soon offering you a new shot depending on the vaccine you got the first time around. a major traffic alert to know about. jobina breaking down tomorrow's commute changes through san francisco in just a few minutes. >> i'm predreading that. welcome to tuesday, august 3rd. you're watching abc 7 mornings. we're going to start with the accuweather forecast. >> good morning. nice to see everybody this morning. hope you're doing well. let's take a look at what to expect weather wise. there's a low cloudiness that's hugging more areas than it did yesterday. especially up in the north bay. the visibility okay around petaluma and santa rosa.

the clouds have been progressively lower and lower and lower through the morning. can't even see the other side. if you can, it's barely so. that's the big issue so far this morning. because the marine layer isn't lower. you'll see the biggest jump in temperatures today. 90s. most of the north bay and south bay are in the 80s. 60s at the coast. i'll be back in a few with the seven day forecast. don't forget the mask if you're about to head out the door. because overnight take a look at this map, seven counties mandating face coverings inside. >> if you can wear a mask while doing an activity indoors, you need to wear a mask indoors. it's that simple. it doesn't require anything more by kateed than that. >> napa and solano counties are not part of the mandate. this is coming as we see a

big surge in the delta variant. amy hollyfield live with how businesses are reacting to this. >> reporter: time for businesses to change out the signs again, including this one. it says face masks required but they wrote in not vaccinated. towear a mask indoors. hopefully they have their old signs and can switch them out today. it is starting today. masks are required indoors in the seven bay area counties all but napa and solano. businesses will be expected to enforce this. health officials say they are responding to the new information from the cdc revealing that vaccinated people carry and spread the same amount of virus as unvaccinated people. they're also worried about people getting so sick they have to go to the hospital saying hospitalizations have nearly doubled over the last two weeks. >> it's the hospitalizations that we're worried about. people who are in the hospital

with covid, they're really sick. they're gasping for air. they're struggling to breathe. if they're in the icu, they likely have a tube down their throat on a machine breathing w >> you can remove your mask while eating and drinking but it is now required in any indoor setting like bars, gyms, restaurants and hair and nail salons. health officials say if we can get the hospitalization rates under control maybe we can start talking about lifting this requirement. what would really help is if people got vaccinated. reporting live in walnut creek, amy hollyfield, abc 7 news. >> thank you. abc 7 news has reached out to california's department of health to see if it's planning to update its mask guidance. health officers say there's no plan for a statewide mandate. the department is currently only recommending masks indoors. it does give local jurisdictions the authority to be more restrictive. the number of covid cases

has increased 900% since july 6th. north bay medical center says it's close to capacity and is now restricting most visitors. visits with with covid patients who are not expected to survive are limited to just one hour. the head of the hospital says unvaccinated people make up at least 80% of the cases. north bay medical center is offering free vaccinations. the u.s. has finally reached president biden's goal to vaccinate 70% of adults with at least one shot of the covid- 19 vaccine. that milestone is coming later than planned and in the middle of the surge. jobina fortson tracking that. >> thank you. president biden had hoped to partially vaccinate 70% of americans by the fourth of july. we've finally reached that point. about a month later. california is seeing an uptick in first dose vaccinations up 40% last week compared to the previous week. this progress comes during one of the worst covid surges driven by the delta variant

spreading among unvaccinated americans. the u.s. daily case average has jumped more than 5% hundred percent since mid june. texas and florida account for one-third of the country's infections. louisiana's largest hospital is out of icu beds. >> there are no more beds left. these are the darkest days of this pandemic. we are no longer giving adequate care to patients. >> federal disaster teams have been called in to help some hospitals and the statistic from it the cdc shows how important it is to get vaccinated. less than .004% of vaccinated americans have been hospitalized with covid. >> thank you. if you got the johnson and johnson single shot vaccine you may be able to get a second shot of a pfizer or moderna vaccine soon. offering supplemental doses of the mrna vaccines. officials are not calling this a booster shot though. that targets specific variants.

it will be an extra dose of a covid vaccine. the hospital's chief of staff says l why she supports offering a supplemental dotes, there's not enough data to support any possible benefit. sf general will prioritize san francisco residents but will be givenning vaccines to people from other counties as long as they have enough supply. starting next month, germany and the uk will be offering extra shots. germany says it will prioritize those considered to be more at risk like people with weakened immune systems. anyone who received the two dose astrazeneca or single dose johnson and johnson shot will have access. britain says it will offer 32 million shots to adults over 50 and people who are immuno suppressed. with just two weeks until the school year starts, marin county is considering requiring public school employees to provide proof of their vaccination status. the health officer and the superintendent of schools will

new this morning, because of drought conditions and the earlier start to wildfire season, pg&e is taking steps to try to avoid their equipment starting fires. that includes responding to any outage on its electric system in high fire risk areas withinminutes or less. increasing speed of fault sensing dice 2002 uses and performing additional safety patrols. today pg&e will be talking about its plan for a public safety power shutoff. that's when the utility cuts the power to reduce the risk of fires. pg&e will give a presentation followed by public comment. that meeting is set to start at 1:00 this afternoon. more developing news this morning, california's largest wildfire forced new evacuation orders as flames creep toward communities. the dixie fire has charged 390 square miles. more than 3000 homes now

threatened. the fire is 35% contained. crews are expecting challenging days ahead because of hot, dry and gusty conditions expected through tomorrow. and possibly even beyond. look at this. this is brand new this morning. we have a fire weather watch for the sierra. this entire area you see in orange from it 10:00 in the morning to 10:00 in the evening thursday. we have a 12 hour window of gusty winds and low humidity which can rapidly spread fires that are out there or ones that ignite. avoid high risk activities if you can outside. we don't have that threat at home. we have a nice marine layer for most of us. if you're about and about today it's going to be warmer. especially the farther you are from the ocean. the bay. at the ocean, we'll have a few clouds and sunshine there. and the bay we have small craft advisory. seems like a never ending one. temperatures around 52 to 55. cloudy and misty. we're in the 50s everywhere

that case. according to california highway patrol this is the sixth shooting on highway 4 since april. slow streets could be here to stay. will vote to extend the program. golden gate avenue, lake street, sanchez street. the board will look at and evaluate recommendations for changes. that includes updated signs, pavement markings, improvements for pedestrians and turn restrictions. another big launch is happening today. nasa and boeing are set to relaunch the star liner crner ce cap capsule. the star liner is boeing's second chance to prove it can safely carry a crew to the international space station. the launch back in december failed to reach orbit. no humans will be on this test flight. instead they will take measures with a test mannequin named d d

communities. that's one of the reasons it's going to be warmer. you can see it from our roof camera. more sunshine and warmth, especially inland today. for the rest of the week we're going to do a little bit after roller coaster above and below average highs. some days you need the air conditioner. some days you won't. i'll map that out for you. a few areas of fog and drizzle. we have a battle brewing between this high and low. the high is going to win today. it's going to come over our neighborhoods and bring some of that heat that is moving through the central valley in places like tahoe. we'll have a record highing 89 degrees today. we won't be quite that warm in n areas. 92, 90. upper 60s, low 80s for the rest of the south bay. 75 menlo park. 64 at pacifica. downtown san francisco, 67.

bay. looks like 101 also 116, possibly 12 and 37 could see increasing lowering visibilities. increase in the lowering of visibilities as we head through the morning commute. we have 62 at half moon bay. san francisco, 67. 75 at oakland. 80 at san jose. 86 at napa. happening now, masks are coming back indoors whether you are vaccinated or not. >> here are the counties. nearly the entire bay area the exceptions, napa and sonoma counties. health leaders citing a summer surge mostly among the unvaccinated. you can see it on the right in this graph from our data team. >> this morning abc 7 news reporter amy hollyfield live in walnut creek tracking the changes for you and businesses across the bay area. amy. >> reporter: businesses are going to be busy today. time to change the signs again. the store says masks are optional for fully vaccinated.

that sign needs to change. next door they have been busy. they've got their sign changed. masks, face masks are required. hopefully everyone has their old signs from the last time they had just switch them out because masks are now required indoors at all businesses and this is across the bay area for all of the counties. even for the vaccinated. and health officials say that's because the cdc now says vaccinated people carry and spread the same amount of virus as unvaccinated people. this is sending a lot of people in the hospital. hospitalizations have nearly doubled in the bay area over the last two weeks. they're hoping a mask mandate will get that under control. >> if we can get our hospitalization rates down to where they were in mid june, then we can start thinking about easing off on restrictions. >> health officials say the masks will help but what would really make a difference is if

people got vaccinated against this virus. doctors say almost all who are in the hospital with covid did not get the vaccine and they are very sick and struggling to breathe. this affects all bay area counties except for napa and solano. everyone else that starts today. solano county is not implementing the mask mandate. does not believe an indoor mask mandate would help. >> this disease is clearly spreading during, through social events. people who are going to parties, barbecue, picnics. we're filling our tank with gas to fix a flat tire. >> it is not a mandate.

local businesses that have been requiring masks this whole time are hoping this mandate eases confrontations with unmasked customers. >> i'm worried about my health. >> are you really? >> yes. >> where's your has mat suit? >> this interaction started when two men not wearing masks walked into recycle books last week. an employee says they came into the store looking for a fight. she says they refused to put on a mask despite the store's signage and repeated requests from it workers. >> it's terrible. we're all so tired of it. like every worker has been dealing with this the entire pandemic. >> last night abc 7 news received a statement from the men. they say they are against mask mandates. they say quote, they haven't seen the science to show that masks are effective at blocking covid and just to be really clear, the cdc, fda and everyone else agrees that masks work to reduce the spread of covid-19. more protests over mask

mandates in schools. this morning people against masks are planning to rally at the san ramon valley unified school district headquarters. the issue is not unique to danville. yesterday abc 7 news spoke with families in brentwood who say masks are more trouble than good for kids. >> they're not comfortable with them. they don't -- they say they can't breathe. my oldest 7-year-old is an asthmatic. >> i would pick up my granddaughter from just being three hours in kindergarten and it was soaking wet, gross and she would tell me the kids were picking them off the black top putting them back on when they're playing. it's just not good. >> the brentwood unified school district superintendent says this is not a decision for administrators. he says the district is simply following state mandates. more companies are changing their national covid policies regardless of what the local jurisdictions have ruled. we've learned facebook is requiring all u.s. employees

wear masks in the office in addition to being vaccinated. home depot associates will have to wear a mask regardless of vaccination status. mcdonald's is making masks mandatory for employees and customers in high transmission areas. target once again requiring masks for employees. it is recommending them for shoppers in high risk cities. kaiser permanente is requiring employees and physicians to be vaccinated by the end of september. elsewhere similar vaccination requirements are being considered. sutter health says it's developing its own work force vaccination policy. santa clara county will be implementing a vaccine mandate for its employees. john muir health says it's not currently mandating the vaccine but it's an option. kaiser says it wants to show it is leading the vaccination effort. >> our healthcare workers are tired. they are disappointed that we've got a fourth surge and when we look at it, we believe this was mostly mostly mostly m

with vaccinations. >> meanwhile, equinox and soul cycle gyms will eventually require customers and employees to be vaccinated. here's a live look at san francisco international airport this morning. despite a surge in coronavirus cases, travel continues to rebound. nationwide the tsa set a new record sunday screening more than 2.23 million passengers in just one day. and that is more than any day over the fourth of july weekend and more than the prior record which was set in mid july. spirit airlines is blaming weather and staffing challenges for hundreds of canceled flights in the past day. and airport trouble isn't over then. jobina fortson with the new cancellations this morning. >> spirit canceled nearly a third of its flights today. many people were not told that their flight would be canceled until they got to the gate and

san francisco to near 90 inland. look at this gorgeous shot from mount mount tam. air quality is moderate in the coasts and central bay. that's healthy. it's going to continue to get healthier wednesday and thursday as the on shore breeze will bring cooler conditions and cleaner air. temperatures around 53 to 56 with cloudiness all along the peninsula. and around 51 in san rafael to about 64 in los gatos. that's some of our warmer spots. clouds quickly pulling back to the coast. 60s there and around the bay at noon. 70s inland. a few 80s in the extreme east and north bay. and then we'll have 80s and out inland and 70s around the bay and 60s at the coast at 4:00. not too hot but definitely hotter than yesterday. hi, jobina. >> hi, mike. thank you. we have a bit of a slowdown in san jose right now because of a brush fire. this is along -- excuse me. shouldn't have had that granola bar before i came up here.

>> thank you. chipmunks in the south lake tahoe area have tested positive for the plague. the animals have not come into contact with people. taylor creek visitor center is offlimits as well as kiva beach. squirrels, chipmunks and their fleas can carry the disease. the sierra nevada red fox will soon be added to the endangered species list. the population has dipped to just 40 foxes. the species of red fox lives in the mountains stretching from yosemite to lake tahoe and it's not the first time they've been in danger. biologists thought this red fox was extinct. there's a new effort to rescue animals during disasters. it's called the california veterinarian emergency team program. >> i am very confident that one day this team will be a model for the nation if not the world. in caring for an l mas rescued or evacmated in disasters.

>> university of california davis is going to run the $3 million program. it will support and train a network of government agencies, individuals and organizations vek duringemernc anim depend on help from other states. the program is funded through this orangutan found a pair of sunglasses and refused to take them off until she got a banana. so a woman named lolita shared this video. she accidentally dropped her sun glasses inside the enclosure. the orangutan picked them up, tried them on and said i look good. she sat on a rock with her baby who is trying to figure out what's going on sporting these new shades. the orangutan had her sunglasses on for about 15 minutes before the zoo keepers prompted her to throw them back in exchange for a banana.

all right, everybody. it's 6:57. if you're just joining us here are the seven things to know this morning. masks back on in seven bay area counties. the mandate requires everybody to wear a mask indoors regardless of vaccination status. health officials are hoping that this will slow the spread of the highly contagious delta variant and also some breaking news we want to share with you this morning, new york city will announce today that it will require proof of vaccination for most indoor events starting this month. enforcement starts in september. number two, napa and solano counties are not implementing indoor mask mandates. both recommend wearing masks indoors. number three, san francisco general hospital will soon offer supplemental doses of the pfizer and moderna vaccines to people who got the johnson and johnson shot. the hospital's chief of staff says while she supports offering this extra dose, there's not enough data to support any benefit. spirit airlines has canceled hundreds of flights again today after canceling more flights yesterday. the company blames weather and
