report into sexual harassment claims against him. >> governor andrew cuomo sexually harassed multiple women and in doing so violated federal and state law. >> overnight the governors of four northeast states releasing a joint statement saying they're, quote, appalled at the findings of the independent investigation adding that cuomo should resign. also calling for cuomo to resign both new york senators. house speaker nancy pelosi and president joe biden. >> i think he should resign. >> reporter: the investigation released by new york attorney letitia james found 11 women were telling the truth. they said the governor had touched them inappropriately. some of the allegations now made public include a trooper on the governor's security team who described a pattern of harassment. >> she was standing holding the door open for the gorn. as he passed he took his open hand and ran it across her stomach from her belly button to the hip where she keeps her gun. she told us that she felt

completely violated. >> reporter: in a prerecorded statement cuomo remained defiant. >> i never touched anyone inappropriately or made inappropriate sexual advances. >> reporter: the governor also defended his greeting people affectionately showing pictures of himself kissing people on the cheek. >> i learned it from my mother and from my father. it is meant to convey warmth. nothing more. >> reporter: one of cuomo's accusers says he's victim blaming. >> he's never held -- been held accountable for anything. he always pushes it off on someone else, blames the victims. >> denial and what aboutism is straight out of the trump pl playbook. i don't find a path back to respectability or even back into office. >> reporter: the state assembly speaker is moving quickly to complete an impeachment

investigation which could result in his removal from office, allegations he helped cover up covid deaths in nursing homes and experts say the state attorney general does not have the power to bring criminal charges. >> she's really only empowered in connection with this investigation to subpoena witnesses, subpoena documents and write a report and that's what she did. if she was going to get more power, it would have to come from the governor and obviously that's not going to happen so this is now going to be in the hand of local officials in the state of new york. >> cuomo denies all sexual misconduct. the report implicates his top aides who allegedly retaliated against one accuser. now to the breaking news about pfizer's covid vaccine. full approval from the fda could be coming sooner than expected. also this morning, new questions after san francisco's health department announced it would allow some people to get another covid shot even though the cdc does not recommend booster shots right now. abc's alex presha is here with the latest beginning with that

news on the vaccine front. alex, good morning. >> reporter: andrew, good morning to you. yes, pfizer's vaccine could get full approval from the fda soon which would likely trigger more vaccine mandates across the country. america could be just weeks away from its first fully approved covid vaccine. sources say the fda is aiming to give full approval to pfizer's vaccine by early september. >> i do hope it's going to be within the next couple of weeks. they said hopefully by the end of the month. i hope it's even sooner. >> reporter: the move could push more skeptics to get the shot and several universities, hospitals and the defense department are expected to issue vaccine mandates after full approval is given. it comes as new york city announces people will be required to show proof of vaccination to enter restaurants, gyms and other indoor locations. >> it's time for people to see vaccination as literally necessary to living a good and full and healthy life. >> reporter: as the delta variant fuels another wave of infections 56,000 people are

hospitalized with covid. the most since february. and cases in children have nearly doubled in the last week to 72,000. >> the troubling part of this is that we're in early august. and with fall sports and school around the corner, that could be obviously a very potent combination. >> reporter: in the meantime, more mixed messaging, the health department in san francisco is allowing some residents to get another vaccine dose. officials there aren't calling it a booster shot. instead they say anyone who received the single dose johnson & johnson vaccine can get a pfizer or moderna supplemental shot after consulting with their doctors. >> we are not recommending, we are accommodating requests and we have gotten a few requests based on patients talking to their physicians, and that's why we are allowing for the accommodation. >> reporter: federal health officials insist there's still not enough data yet to show a booster shot is needed. and now the directors of healths backtracking after urging vaccinated parents to wear a mask at home when around their unvaccinated children.
