building a better bay area, moving forward, finding solutions. this is abc 7 news. >> it changes you. you are not the same. julian: heartbreak and destruction as wildfires reduce homes to rubble. firefighters continue to battle intense conditions as eight people remain unaccounted for in one of the fire zones. thanks for being here. i am julian glover. it is saturday and you are watching abc 7 news at 9:00. we want to start you off with a quick look at the bay area forecast this weekend. we check-in with frances

dinglasan. frances: good morning. we have another hazy day ahead. i want to show you the satellite-radar image. we have clouds filling in from the coast and fog along the beaches that has spilled into parts of the bay as well. temperatures are in the 50's and 60's. san francisco, 56. oakland 61. air quality looking good right now in the bay area. farther east, especially through the sierra nevada, we have unhealthy to very unhealthy air quality. not a great place to go for the weekend. i have better news for you. the sea breeze pick up this afternoon. checkout our forecast animation. this afternoon, notice improving air quality around the bay area towards the space as well. the north bay still under the red. thick smoke near the fires. tomorrow even better air quality. we will still be dealing with

hazy conditions through the weekend, but temperatures will be cooling slightly because of the cleaner and cooler ocean air. julian: thank you. we will start with the latest on the fires. plumas county sheriff's officials are trained to find eight people unaccounted for in the area where the dixie fire is still burning. the fire on track to become the second-largest wildfire in california state history. it is again exploding inside, torching nearly 447,000 acres. containment dropping overnight from 35% down to 21% as firefighters continue to battle intense conditions. now to the south, the river fire has burned 2600 acres and is 48% contained. these are two of the 35 fires burning across the state right now. wildfire season far from over. our reporter has the latest. reporter: this morning, flames sweeping the west coast.

california's dixie fire the third largest in the state's history, greater than the size of houston, destroying over 100 homes, eviscerating the gold rush town of greenville. it looks like a bomb went off. homes and buildings that stood for over 100 years now decimated. what was a small downtown now a ghost town. multiple people still reported missing two days later. firefighters' work is far from over. we are a few minutes out from greenville. firefighters are strategically lighting this part of the forest on fire to try and save the remaining homes. further south, the river fire exploding to nearly 3000 acres. three repoer one resident shooting this before fleeing his house. >> it is completely gone. all of our neighbors, great

neighbors, they are leveled. reporter: the drought in the last one of the main factors for the explosive fires. lake or of the a major provider of water in the region no longer providing resources from the hydroelectric power plant because of a lack of water. julian: a judge is to many answers from pg&e about its role in causing the dixie fire. last month, the utility reported an employee found two blown fuses in a tree that had fallen on a power line near where the fire started. a probation judge is asking pg&e to identify the tree and for a list of every fire the company started this wildfire season. pg&e equipment has been blamed for a number of wildfires, including the deadly camp fire in 2018. smoke is blanketing parts of the bay area. amanda dalke celia continues -- amanda continues our coverage.

reporter: people are starting to feel the impacts of the smoky skies over the bay area. many opted to sit indoors friday afternoon. >> it is a heaviness. >> my eyes were burning and watering. i felt congested. it was really bad. >> i started choking because my throat got dry and i was having an allergy attack. reporter: late friday, area quality moved to moderate levels. it was unhealthy for sensitive groups. the management district warned higher elevations may experience worse conditions, reasons experts are telling people to keep windows and doors shut as week enter the weekend. >> i was going to take a walk and looked and thought or not.

>> i was planning a hike on sunday. i made scale it back a little bit. reporter: the residents t knowing all too well the reality of fires burning close to home. >> the smoke reminded me of last year. reporter: firefighters are continuing to battle a number of firefighters raging farther north. >> i feel terrible for people closer to the fires because it is hot and scary. it is terrible. reporter: they are extending the air quality advisory issued earlier this week until saturday because of the smoke. abc 7 news. julian: as the air quality top of mind for us, you can track it on our website, abc7news.com. we have a map constantly updating the latest conditions.

you can also view it using our a pp. for the first time since february, the u.s. is averaging more than 100,000 new covid cases per day. there is also a vaccination milestone to tell you about. 50% of all americans are fully vaccinated. every state in the country deporting high or substantial community transmission fueled by the delta variant. researchers are tracking another variant first detected in south america. it is reaching the u.s. in small numbers. early data suggesting it may be chipping away at vaccine efficacy. for now, lambda is not considered a concern. a new study finding people unvaccinated were more than twice as likely to be reinfected compared to those fully vaccinated. luz

find out why. reporter: it is an argument some have used not to get vaccinated. i've had covid. i'm somewhat protected. it turns out that is not entirely true could the cdc reported individuals who have had covid-19 are twice as likely to get reinfected. >> we don't know how long protection from natural infection will last. reporter: this doctor has been studying the long-term impacts of covid-19 and says the response from natural infection is not as high as anticipated. >> this study proves vaccines are going to be necessary to achieve full protection for people previously infected. reporter: those infected with covid-19 and 2020 experienced reinfection the delta variant intensified.

>> hopefully, this will push a number of people who have been holding out to get vaccinated. reporter: the delta variant accounts for more than 83% of virus across the u.s. the president of the gladstone institute agrees with the data but says reinfection's could be more than twice as likely to occur. >> we are projecting the numbers are higher than what the cdc is reporting. >> i think that is very likely. we know the delta variant is much more infectious. reporter: the data shows vaccines continue to be more than 90% effective preventing hospitalizations. julian: today, california republican delegates are expected to vote on which candidate to endorse for the recall election. 24 republican candidates have qualified for the ballot. the candidate must receive at

least 60% of today's vote, so it is highly unlikely there will be an endorsement. the endorsement would come with helpful campaign cash. the recall election is scheduled for september 14. we checked back in with frances for a check on the forecast. frances: we had some clouds spill in from the coast. it will back by this afternoon. temperatures will be cooler because of the increasing sea breeze and onshore flow. i will have your neighborhood forecast, coming up. julian: four months after reopening, it is déjà vu for some restaurants closing again. how covid cases are impacting bay area businesses. plus, the future of mills college remains uncertain.

talenti. raise the jar. julian: welcome back. breakthrough covid cases are causing restaurants throughout the bay area to close down to keep staff and customers safe. kate larsen found out how some restaurants are handling the closures. reporter: it is pandemic deja vu, temporary restaurant

closures due to covid cases. tosca partially reopened after a staff member was exposed, they closed for a few days to get everyone tested. now that everyone is known to be negative, full service will resume over the weekend. the executive director of the golden gate restaurant association believes there have only been a handful of recent san francisco closures. but after surviving a shutdown, each one is pai painful. >> restaurants are having to temporarily close because they cannot physically staff the restaurant if some workers are out on quarantine. >> we will be closed probably another week. reporter: he is the co-owner of a moroccan restaurant. e mdangacne for employees, three recently

tested positive, all breakthrough cases. >> it is deflating because we thought when everyone was vaccinated in all the steps we took, we were hoping we were on the backend. we had no positive cases for 14 months prior. reporter: they expect the closer will cost them $75,000 and they are still only running at 50% capacity because of staffing restraints. >> it is a huge loss in revenue. reporter: if you want to help a restaurant, bring a mask. don't show up if you feel sick. be kind since everyone is shortstaffed. julian: great advice. the delta variant is pushing back or canceling many more return to work plans. the latest coming from wells fargo telling employees it is extending the work from home policy until october.

google also pushing the return to work date to mid-october. another is pushing it to 2022. linkedin will be allowing employees to work remotely permanently. many bay area school districts are getting ready to return to in-person learning starting monday. the question on many parents' minds, is it safe and what happens if a child or staff member gets covid? >> sanitizer, cleaning, w w w ww extra masks. reporter: oakland unified school district will welcome students back august 9. teachers are ready. >> every day, i have to fill out a form asking if i am feeling ok. there are protocols in place and we will have tests on site with rapid covid testing. reporter: from testing to masked

men dates for anyone inside a building. >> it is going to be very hot some days. i'm going to try to keep it on. reporter: school recommending masks. if there is a case of covid-19? >> isolate at home for 14 days. beyond that, anybody that might have been exposed can stay in class if they get tested twice and don't have symptoms. if they have symptoms, they have to stay home. reporter: the spokesperson says there are no plans to return to distance-learning. >> that is not the guidance we have. reporter: the secretary of education is encouraging parents and caregivers to be vigilant about making sure they are following in person plans.

>> make sure you are entering the school is following the mitigation strategies they are supposed to follow. reporter: governor newsom noted kids are thrilled to be back in school. >> every one of these kids raised their hands were we asked if they would prefer to be back in the classroom or online. not one child raised their hand. reporter: a new school year and new opportunity to take learning inside the classroom. julian: new details about the future of oaklands mills college. the judge issuing a temporary restraining order that blocks the merging. the order allows the judge to decide because trustees should determine whether mills can survive on its own financially. in march, officials announced the school was shutting down. that is when alumni filed a lawsuit saying they were blindsided by the decision.

a well-known community activist in san francisco has been accused of sexual assault. he announced he is stepping down from his position with the building commission following calls to resign from several city supervisors. allegations surfaced on friday describing an incident of sexual in april. supervisor walton said the case was referred to the city attorney. he posted a response saying he believes every woman needs to be heard but he believed the relationship was consensual. santa clara county residents are missing the target big-time when it comes to conserving water. in june, they were asked to cut usage by 15% from 2019 levels. a report shows virtually no change. seven of the 13 cities used more water instead of cutting back. if things don't change this month, the district may issue limits with surcharges for those

who go over the limit. now, we checked back in with meteorologist frances dinglasan. we are so far out from seeing more potential rain desperately use with the extreme drought. frances: right now, we are waking up to gray skies and smoky conditions. there is a live look at the satellite radar image. we are still dealing with hazy skies. here is a look at the fog across the golden gate bridge. you notice. the flag blowing. . that is a little bit of the sea breeze that will pick up this afternoon. that will help to push the smoke away. san francisco currently 58. fog along the coast. elsewhere, we are warming into the 60's. open, 61. san jose, 65.

palo alto, 63. you can barely make out the topp of mount diablo because of the smoke and haze in the air. it will be another hazy afternoon but hopefully improving tomorrow. santa rosa currently 59. fairfield at 68. this time, i'm taking you to the south bay where it is gray. there is an air quality advisory today. tomorrow, the sea breeze will pick up more,. so less smoke. . the cooler air will also have temperatures come down so not as hot inland. unfortunately, we are still expecting moderate air quality over the next four days. here is the smoke forecast. the smoke is rising to the upper levels. most of the state is under the more smoke category. the sea breeze will help push

the thicker smoke to the east. if you are headed up to tahoe, not great air quality today but we might see improvement tomorrow night. the highest today because of the sea breeze a little bit cooler depending where you are. in san francisco, 67. breezy at the beaches. in the north bay, santa rosa, 86. oakland, 72. 84 in san jose. antioch will be about 95 with hazy conditions. you might want to stay indoors. overnight lows in the 50's and 60's. we could see some drizzle at the coast in the early morning hours. here is the seven-day forecast. we have another smoky day but not as bad hopefully by this afternoon as the sea breeze picks up. tomorrow, even cooler and less smoky with the increasing onshore flow.

a lot of people said it would be tough for us to win. they don't matter, but you hear the noise. it was the perfect ending for us. julian: students can get brand-new school supplies to start the new year the right way. the golden state warriors player is hosting a back-to-school giveaway. his foundation will be handing out backpacks and gift cards. there will be free haircuts in a food truck from 11:00 to 2:30 this afternoon at elmhurst middle school in oakland. the warriors also hosting another school supplies giveaway today at the chase center. it is part of the team's initiative that supports local students and educators preparing for the upcoming school year.

we start this half-hour off with a look at the forecast. we have meteorologist frances dulos and in this morning -- frances dinglasan in this morning. frances: right now, we are waking up to fog and low clouds pulling in from the coast. we are looking north with and fog over san francisco. temperatures will be mainly in the 60's except at the beaches where it is still cool because of the fog. by lunchtime, hazy sunshine. the clouds will linger along the coast all day long. the sea breeze picks up this afternoon. temperatures will be cooler compared to yesterday. at the beaches, 60's. julian: thank you.

a new jersey man becomes the first person to plead guilty to assaulting a police officer during the january 6 capitol riot. prosecutors say he was one of the first to breach the capitol building. body camera footage shows him taunting officers and punching one in the head. he could face more than for years in prison. he also agreed to pay $2000 in restitution. at the coronavirus continues to mutate, some scientists believe it is here to stay. we have a sobering look at the potential danger of new variants. >> these vaccines are remarkable in terms of how well they work. on the pessimistic side, i think this is going to become known as an endemic pathogen. it is going to be around forever. reporter: he is an evolutionary biologist at uc davis an expert

in dna sequencing to study the evolution of microbes. what does he think of the evolution of covid? >> right now, i am worried about what is happening now. i am not even spending a loof tinking how it can get worse because it is quite bad now with a number of unvaccinated people. we have hundreds of millions of people around the globe infected. each one of them provides a breeding ground for new variants. reporter: eventually, herd immunity could kick in. for now, scientists are monitoring delta. , lambda, and beyond. >> there are going to be other letters that show up. some of them will be minor, maybe less spreadable. but some of them will probably spread even better. it is scary right now. the things i worry about for monitoring for the future include more virulence,

variants that make people sicker. and new variants that are able to get around the natural immunity people have. reporter: he believes the best defense is routine testing of asymptomatic people. he's concerned about people refusing to mask up or get a vaccine. >> they've concerned me because they create the breeding ground for the variants to keep coming. julian: the sheriff's deputy union is pushing back against a possible vaccine mandate. in a tweet, they say officers and firefighters will quit in large numbers. it anticipates many well attire early or seek other employment. they are calling on testing weekly rather than having a

vaccine mandate. more venues are beginning to require proof of vaccination. the cdc cards are the most universally accepted proof. it turns out tens of thousands who got vaccines in san mateo county did not get one of the official cards. michael finney has their story. reporter: she was among the first to get a covid vaccine in january at a san mateo county event center. >> it was quick. i thought everything was fine. no big deal. reporter: until performance later when she in different -- until four months later when she end a friend booked a cruise and they required proof of vaccination. >> i was only given a photocopy of the cdc card. reporter: it turns out san mateo county did not provide cdc cards at the vaccination site where about 100,000 people received shots.

instead, they gave out photocopies. jane contacted the county health department. was this her proof? >> he said you are fine. what you have is perfectly legitimate. they are saying that will not do. you have to have the cdc card. we will not take a photocopy. >> i have seen immigration officers denying entry into a country because they did not deem the documentation to be authentic. reporter: we showed her documents to a cruising expert. >> there is no way to determine authenticity. reporter: he says photocopies raise suspicion as possible fakes. >> we need to have the cdc cards for traveling to foreign destinations. reporter: not only was she

worried about getting on the cruise, but many local venues are requiring proof of vaccination. we asked the county health department why they gave out photocopies. a spokesperson said they were not intended as official proof. the pages included a second dose reminder and information on side effects. official proof is on the state website. but her record on the website was wrong, showing she got two different vaccines. >> i cannot show them something incorrect. reporter: after we got involved, the county not only corrected her state record but gave her an original cdc card. now, she is off to barbados. >> i will be having a cocktail and saying thank god i am here. julian: after inquiries, san mateo public health officials say they are getting out the original cdc cards. if you got a photocopy, you can request your card or get official proof on the state website. we have a link at abc7news.com.

this is the last weekend with the intersection in san francisco shut down. the major intersection has been closed for work. they say they can get the whole thing done in five days if it closes down completely, which is what they did. otherwise, it would take two months with partial closures. the intersection closed at 6:00 p.m. on wednesday and is expected to reopen at 6:00 a.m. on monday. we will be here monday morning to let you know if that happens. still to come this morning. >> ♪ julian: after countless zoom rehearsals, they finally get back together in person. we are taking you live outside this morning looking across the bay. you can see some fog trying to burn off. we have another check of the bay

from walnut creek. as you get into the higher elevations, that is where you start to hit the smoke levels in the air quality diminishes quickly. santa rosa, 59. fairfield, 68. concord and livermore at 65 degrees. in the south bay hazy conditions again. there is an air quality advisory today. the sea breeze will pick up this afternoon and increase tomorrow as well. that means less smoke tomorrow and not as hot inland. some welcome relief. unfortunately, we will still be dealing with moderate air quality the next four days. right now, we have pretty good air quality around the bay area. as you travel east and increase in elevation, we get unhealthy air levels closer to the dixie fire.

temperatures cooler today. the trend will continue tomorrow. even less smoke. next week, we see high pressure build and temperatures will warm up midweek, especially for inland areas. julian: we will be enjoying the reprieve tomorrow. school kids have learned so many lessons and endured so many hardships from the pandemic. isolation perhaps the hardest part. for the renowned boys chorus, the summer is ending on a high note because they are finally attending a camp after your and a half of rehearsing online -- a year and a half of rehearsing online. david louie shows us how it has impacted their lives. >> ♪ reporter: students from over 100 area schools. they have not skipped a beat, rehearsing remotely over zoom.

but they are finally doing something really special. >> i'm excited to meet them all on zoom, they are tiny faces in boxes. reporter: 127 are gathering in person a modified summer camp, fun, and much needed bonding. >> socializing is a very important part. when you know your group well, you can collaborate better. reporter: normally, they would spend seven to 10 days at a summer camp. they learned online with the device that addresses internet time delays. there was knono sol harmonizing in person. the director believes virtual performances are here to stay as a result of skills learned from the pandemic. with the ability to have a

summer camp, this should provide a good transition as they go back to school. >> children of all ages have lost socialization skills. we are excited to bring that back and be part of entering socialization back into a post-pandemic world. reporter: the hope is to schedule in-person performances and tours when possible. david louie, abc 7 news. julian: next, a block party to celebrate the reopening of the fox theater in oakland. we have details on all the

julian: today, fox theater is celebrating reopening with a welcome back block party. they are turning the avenue into a skate park with live music and skating. it happens from noon to 6:00 today.

jeff: today on ocean treks, i explore the caribbean island of grand cayman and its famous stingray city. it's used to people, even though it may weigh 50 or 60 pounds, it is conditioned to go along for the ride. then, i get up close with an extremely rare reptile that only lives here. it's dark right now, but as the sun hits it, it turns blue. and i experience lobsters the cayman island way. it's tender, salty, rindy, but sweet.
