[screaming]. ike: the united nations holding an emergency session to deal with afghanistan, and president biden coming back to the white house from camp david to address the nation. pres. biden: the truth is this did unfold more quickly than we anticipated. so, what has happened? afghanistan political leaders gave up and fled the country. that afghan military collapsed. sometime without even trying to fight. ike: u.n. secretary general antonio guterres telling the council, both countries must be

open to accepting afghan refugees. >> we cannot and must not abandon the people of afghanistan. ike: those scenes intensifying throughout the day. pentagon spokesman joe kirby from fmi -- confmi0 ps aree rportsiing withhaic evacuation efforts. they will grow to 6000 in the coming days. now reports of troops emerged in skirmishes at the airport, killing two. >> while our mission is not offensive, our forces had the right to self-defense. ike: the pentagon says there is no indication that the individuals who fired upon u.s. troops at the airport were members of the taliban. kristen: among the many fearful at the airport, trying to escape, interpreters and allies who assisted the u.s. and the territory of >> april are crying out for help, to not be abandoned. it is gut wrenching.

[voice breaking] these are people we relied on, that we promised that we would not leave them behind. kristen: governor newsom today said california is ready to accept afghan refugees into the state. gov. newsom: we are already working in terms of the refugees coming in, working with nonprofit organizations to make sure that they feel welcomed and celebrated as members of our community. that is the approach we have taken to immigration, but also as it relates to embracing refugees. kristen: afghan community leaders estimate there are already 10,000 to 85,000 afghans in california. larry: we have a collection of videos on the fall of afghanistan, including stories by cheryl jennings that she did during her visit in 2005 and again in 2015. you can see them on abc 7 and streaming on whatever apps you use to stream. kristen: citing recent

multimillion dollar payouts after misconduct by her deputies in an ongoing corruption scandal. our reporter has covered the sheriff, lori smith,. for years he has the latest from san jose. reporter: lori smith became the state's first female county sheriff in 1998. now the san jose mayor says it is time for her to go. >> the time for concern is long past. sheriff smith must resign. reporter: under her watch, the county has paid out multimillion dollar settlements because of misconduct. a prisoner injured in a jail transfer, that recently settled for $10 million. other jail lawsuits, yet to be settled. >> tax payers have invested a lot of money in that jail and still, this dystopian place of. reporter: horrible suffering the mayor also cites the sheriff's ongoing corruption scandal. two of her top staff accused of

demanding campaign donations in exchange for concealed carry permits. the sheriff has not been charged. >> these problems have been coming for a long time, as you said. what did it take to finally take this step was there one thing that put you over the top? eight has been an acute relation of factors. reporter: the mayor told me part of it was the sheriff refusing to cooperate. >> declining to do so for fear of self-incrimination. that should disqualify anyone serving in the law enforcement capacity, let alone as the highest ranking law enforcement officer in the county. reporter: the county super busy has been calling for greater oversight over the sheriff's office and he welcomes the mayor's call for the sheriff to resign. >> my concern from day one is that we use public funds wisely and we keep people safe. i am looking for a change in behavior. regrettably, i don't think we will get it with the current sheriff the sheriff declined to

meteist.isare dealg with owindse smoke out of the region, but tomorrow the winds will shift locally offshore and that has counted a fire weather watch for the north bay mountains and the east bay hills. a fire weather watch is one step below a red flag warning. we're seeing gusty winds, the potential for boebert 30 miles per hour. i want to hone in on napa county especially because i think this is where we will find the fastest wins. future track, says you can see on the eastern side of napa county, the winds get closer to 40 miles per hour. the fire danger index shows you -- look at much of the north below fire danger index except for that portion of napa county early wednesday morning. we will watch that closely. we will detail cooler weather moving in tomorrow and the full accurate forecast, larry, in a few minutes. larry: see you then. this is a great highway in the

reporter: yes, it has come to that. on the other end of the line is an educator in afghanistan, who worries about taliban reprisals if identified in a news story here. >> that taliban has not changed. if anything, they have become worse. reporter: for her, the last two days have been torturous. she was born in afghanistan, and came to the states in 1977. she has committed his life -- her life to a nonprofit that promotes education of women. the news she heard of the phone today from a friend is not promising. >> they currently have taken over some provincial ministers and they are about to hang t julian: it is the kind of information that. reporter: explains the airport scenes in kabul and will inevitably become the iconic teacher of afghanistan trying to climb aboard a departing airplane. >> it has been not only a crisis, but a catastrophe. reporter: in her marine office

for routes for peace, her nonprofit has americans and afghans working hand-in-hand, growing food over there. as of today, she has six of seven americans out, but the 350 afghans who also worked with them worried. >> it has made the farmers at risk of their lives they have now been uncovered for working for an american ngo run by a woman. reporter: today she began sending documents to get the farmers out if they can cross the taliban-controlled border. even then, their best hope would be to spend two years in refugee camps, waiting for u.s. governments to review their status. >> i have concerns that it does not go far enough. reporter: one of the frustrations of trying to manage a crisis from far away at best, a long reach to international and global chaos. >> the average american should care because, in just a few years, there is going to be terrorists attack again, and it is going to stem from that part of the world, and we are going

to wonder how it all happened, again. reporter: in san francisco, wayne freedman abc 7 news. kristen: san francisco is opening a high-volume testing site due to the increase in covid cases, located at seventh and brandon streets in the south market neighborhood. new york city will require people to be vaccinated if going to a museum or cultural institution. the requirement also applies to workers there. the border patrol has said it has seized thousands of fake vaccination cards in memphis. the city is an international shipping pfizer and biontech have taken the preliminary step to ask for authorization of their covid-19 booster vaccine. the partners say they submitted phase i data to the fda to support the evaluation of a third dose. according to the companies, those who get a booster 8-9 months after their primary doses showed it boosted immune response, and higher antibody levels against the delta variant compared to those who got the original two doses only.

us. reporter: oakland and chinatown has had its share of criminal activity in the past months, including the shooting of the bystander who intervened in a robbery. many businesses are closing early, according to the chinatown chamber of commerce. >> people get scared. reporter: i learned this woman has a criminal history dating back to at least 2020 arrested for incidents ranging from vandalism to the most recent of assault likely to produce bodily. injury she was put in a 50-50 mental hold. while the alameda county d is office does not comment on pending cases, i asked what is being done to help those, crimes and suffer from mental health issues. a new navigation center launched this year but participation is voluntary. >> reaching out and working

support. reporter: with regard ballots in the mail, governor newsom is ratcheting up attacks on his challenges. this morning were competing in a union hall in san jose, just miles away from the railyard mass shooting, he went after alternate candidate larry elder for his opposition to gun control. gov. newsom: doesn't believe in a woman's right to choose, in an assault weapons ban. mr. mayor, how offensive is that, here in santa clara county, ravaged by weapons of war? reporter: they are part of the governor's strategy to fire up democrats. he released a campaign at drawing contrasts to his strategy to combat the pandemic and the republicans inviting to replace him. >> he would eliminate vaccine mandates on day one. reporter: larry elder has said he does not believe in mask or vaccine mandates. he released his own ad over the weekend about school choice. >> i favor choice, he doesn't. high fever giving parents an option out, he doesn't.

reporter: despite democrats' advantage governor newsom continues to face an enthusiasm gap. among californians most likely to vote, the recall is still the near evenly split. reporter: the bets are off. every bit of firepower the democrats have will be unleashed. reporter: part of that is bringing in the big names. . president biden is planning to campaign with newsom in the coming weeks. but with the crisis in afghanistan, the timing could be tricky. >> the timing is not good for governor newsom. . he wants people to focus on what the democrats in congress just passed. that gets washed over by this news from afghanistan, it is hard to break through. reporter: today governor newsom brushed off those concerns. given what is happening in afghanistan, and the criticism the president is getting from his party, does it complicate whether or not he is the right person to have by your side right now? gov. newsom: i am proud of returns of millions ofut

area, and for many it is the first time in a classroom in a year and a half. larry: so this week we are focusing on back to school as part of our efforts to build a better bay area. west contra costa unified started for the first time. nearly 28,000 students were back on campus since early 2020. laura anthony joining us live from el cerrito. hi, laura. drew:. reporter: larry, click districts all over the bay area, start of classes was met with a conversations, also some anxiety about what this long-awaited first day would look like. this is a day of great anticipation in west contra costa county, the first time in a long time that nearly all the district's 28,000 students return to full-time in in-person instruction. >>. >> it is a joyful day. kids have been wanted to go back for a very long time.

and i am here to welcome them. reporter: the district's new superintendent to spend his day touring six different campuses, looking at all the different precautions, like masking and testing available at all schools. reporter: there was probably a level of distrust between the district and the community about whether or not our kids were actually going to be able to come back to in-person. i think a lot of the excitement i am hearing is based on, this is really happening. reporter: among the rules students could only take off their masks were eating and then. , they can only sit next to each other, not directly across from one another. all but 400 of the district's students will be arresting in person. the rest juszczyk a virtual academic or independent study. >> it is as close as we can get to normal. we are still recurring masking indoors and outdoors because of the delta variant, but we believe staff is doing a great job at trying to make today as exciting as possible.

reporter: while the expectation is that there will certainly be some positive covid superintendent is confident some particles are in place to allow school campuses to remain open, even with an outbreak. >> you will not see as closing down a school or a district unless it is that prevalent. it really comes to close contact tracing. lara: the superintendent told me he is confident he can keep the schools opened this school year even if there are some positive covid cases, because they have been looking at the data. . they believe at this point, more than 90% of their teachers and staff have received at least one covid vaccine, and they are trying to gather data on how many or what percentage of their eligible students, their older students, have also received at least one vaccine. there is also testing available, weekly testing for staff and teachers, available at all the

campuses. in el cerrito, laura anthony, abc 7 news. started classes today, welcoming more than 51,000 students back to in-person learning. larry: this will be a year of rebuilding, following one of the worst disruptions to education in the history of our country. . a closer look at how school districts will tackle the sizable learning loss. kristen: of our senior education reporter explains the challenges ahead. reporter: in san hundreds of public-school students experienced learning losses after more than a year of online learning. the school district the summer to play catch-up. >> everything we did this summer was to address learning loss. reporter: san francisco unified had a record 82 sites were different organizations worked with 15,000 students. bring board's summer program was one of them -- springboard's

summer program was one of them. >> we targeted students we knew were reading below grade level. >> many people catch fish. others like to take boats. reporter:. reporter: each student was assessed before, and after the 5-1 program. oakland unified also offered the springboard program. reginald mosley is a parent of three children. >>. >> the one who is doing really well, she continued to gain. the one in the middle actually gained. the third one, although she did not do as well as the other two or as well as i would like for her to have done, she actually reads more. reporter: but this is just the beginning of any type of premediation. we know from a report from the global education coalition that learning loss may last far beyond the current school year. when it comes to remediation during the school year, expected different approaches. schools in houston, for example,

will add 15 days to make up for the covid learning loss. in san francisco public schools, any additional days of instruction, even with added compensation, will need to be agreed upon with the teachers union. dublin unified start by assessing each student's. >> to see where students are and continuing to assess them throughout the year to make sure they cover their standards needed to move to the next level. reporter: some oakland parents are concerned that kids in underserved communities will not get the attention they need. a parent advocacy group sued the california department of education, alleging that not enough was done to provide those kids with an adequate education during the pandemic. >> we have been in a perpetual learning loss for 50 years. people actually care about it now. >> we are going to make a lot of cases that it was too much learning loss, so we cannot make those gains. reporter: any approach to address learning losses will take a collective will, time,

and money. each school district in california had until april 7 to lie for financial support from the state. >> that is a lot of money. reporter: that was the governor in july, setting aside $5.3 billion for the state's learning loss mitigation funding. another option is to allow parents to decide if their child should repeat a grade. at assemblywoman lorena gonzalez introduced ab 104. >> we have given schools of this money, but i think some parents who feel like i have been home with my child all year and i know they have not progressed, at least allow them to have an open discussion that includes the desire to let them retake the grade. reporter: that is a first in n social promotion. >> it was a.

reporter: others believe that after more than a year of being somewhat isolated, schools should prioritize the social and emotional needs of students. west contra costa unified will have a so-called "soft start," to build relationships. >> what that really means is we have to take time to find space and time during the school day to make sure we are checking in with our kids. reporter: and that may well be the key to a successful transition. many parents and teachers agree this is a time to delete some of the worn-out educational approaches prior to the pandemic. instead, make this the year we build a new way to respond to the needs of each child. >> what was not working before is a lack of adult will to do what is right for kids. even though our systems serve kids, they are often times focused on needs and wants of adulta.

kristen: to date on "getting answers," i asked dr. peter chin-hong about covid cases in schools. he said transmission is likely taking place outside the classroom and off-campus. >> it is too early to have an outbreak. what people our hearing about is just people being tested in the community, which is consistent with what we know about from the last year. most kids get it from the community. school is actually a very controlled environment if you think about it, so i don't anticipate any interschool outbreaks. kristen: oakland reported dozens of cases in students and at least 10 members affected as looking at the returcl up at 6:. tomorrow, at retailers banking day, the stress ofool returning to school. thursday, as students return to

party. the kids are looking ongoing, old! kristen: oh my gosh. larry: the raptor grabs her and starts spinning her you can see the guest jumps into the tractor wrestled the instructor's hand away with the assistance of another guest. he is on top of the gator. the guests were all fine. the animal handler is expected to make a full recovery. the kids are all in psychotherapy. [laughter] imagine having to watch that. how about the guests? this guy deserves a medal of honor. i am more impressed with him. you just go to a random birthday party and the next thing you have to headlock and alligator? [laughter] are you serious? dan: he is something else. think what is going through his mind. now what?
