restaurants, gyms, museums, and more. let's go to amy in san francisco for more. amy: we are at a gym, and i'm willing to bet these are the first people in san francisco who will be required to do this. when you grab that water bottle this morning, do not forget to also grab your vaccine card. it is now required in the city of san francisco. he must show proof of vaccination in public places, like gyms, restaurants, bars, theaters, and entertainment venues. retail stores and grocery stores are exempt from this mess mandate. we talked to people to get their thoughts on the requirement. >> if you want to take that chance, it is on you, but i do nothing the government or city can force it on you, to say you cannot go somewhere because you are not vaccinated. >> i am ok with it because i am a vaccinated, and i am also pregnant. amy: a few first responders in

san francisco could lose their job over this. eight san francisco police officers, seven firefighters, and two sheriffs deputies have not shown proof of vaccination. the city is recommending they be suspended, and they could eventually lose their jobs. the mayor said yesterday the goal of this is not to punish people but to educate people. while the city has recommended suspension, it is up to their manager to make the final decision. live in san francisco, amy hollyfield, abc 7 news. reggie: thank you your next week, the san jose city council will consider an ordinance to great quote -- to require proof of vaccination for groups of 50 people or more at city-owned facilities. we asked if the city considering vaccination for people to eat indoors at restaurants or go to gyms. >> we want to consider all options, and we're going to look at the data.

turn. among them are david fox, his wife, and their three-year-old son. >> i actually got whacked with one of these fan belts were not moving fast enough. for me, as a father, i have to weigh the risks of these different options. to me, the airport is dangerous. reporter: sorcerers -- sources say there was a warning in july that the afghan government was at risk of collapse. senators will be briefed on the situation this afternoon. this morning, we expect president biden to speak around 10:00 our time, and we will carry that live right here on abc 7. julian: the father of a local marine captain killed in action in afghanistan is closely watching what is unfolding there and reflecting on his son's sacrifice. he often visits the cradle of liberty statue in los altos. his son matt lost his life in

2012, protecting fellow marines and the afghan people. he believes his son would be upset by what is happening in afghanistan right now. >> he would be pretty sad, because the presence in afghanistan was more than just fighting the taliban. it was nationbuilding. the afghans loved him, and he loved them, viewed them not only as comrades in arms but as personal friends. julian: he his son's life was lost in vain. because the people of afghanistan tough, resilient, and smart. kumasi: lake county firefighters are closely watching the cash fire that has burned 75 acres. it is currently 40% contained. sh no deaths have been reported. as many as 72 people have checked in at an evacuation center. the fire burned remarkably fast at the south end of clearlake on

wednesday. here is larry beil. larry: the cash fire moved so fast, when fire crews arrived, they found about a half late -- half acre lot on fire, but the wind was quickly blowing the flames were two mobile home parks. police not far behind immediately began going door to door to get people out of harm's way. along with residents, 15 hundred students were evacuated from five schools in the area. those schools need a deep cleaning before reopening on monday. >> i know there were a lot of heroics yesterday rescuing people and animals. it was stunning. reporter: 56 homes reduced to rubble, 158 vehicles burned, but in the middle of destruction, a sign of life. this cat singed and injured by the fire found huddled against one of the few homes still standing. kelly got out just in time, or

pick up a handwritten tribute to firefighters. her home survived, but her relatives were not so lucky. >> my aunt's house burned down to the ground, my cousins house burned down to the ground. they have nothing left, nothing. kumasi: the caldor fire near lake tahoe slowed thanks to high humidity, and that gave grizzly flats residents a chance to see if there homes are still standing. thousands of homes are still threatened as the fire gets closest to highway 50 and 88. the fire exploded to more than 60,000 acres in less than five days, still 0% contained. julian: the massive dixie fire still growing this morning, now scorched close to 700,000 acres. firefighters trying to keep it from jumping highway 395, the eastern arm of the fire. the fire has been burning now for 38 straight days and just 35 percent contained. calfire says it has destroyed more than 600 homes so far. it is another spare the air

picture in emeryville, you 80 right now. things moving at the limit across the bay area, and across the bay bridge, nice and clear after that big issue we had yesterday. no problems to report, but i do have big news involving 680. it is the first day of tolling on a new 11-mile express lane on southbound interstate 680 from martin as to walnut creek. it connects with the existing express lane that runs from walnut creek to san ramon. this new stretch will run from martinez to a road that that tht traditional carpool lane. toll hours are from 5:00 a.m. to a glock -- to 8:00 p.m., and you need a fast-track toll tack. toll's rise as traffic increases, we know this, and they drop as traffic declines. julian: thank you. student loan debt eliminated, the government planning to cancel nearly $6 billion in debt. kumasi: and sold, an update on

julian: welcome back. as southbay mother's urging the hit-and-run driver who killed her daughter to come forward. san jose police releasing this surveillance video -- video. this white mercedes sedan is suspected in the deadly hit and run that killed 237-year-old in april. the mother of five was struck by -- while crossing monterey road in her wheelchair. the driver did not stop. >> please, if you are watching and you are the individual that did this, please come forward so we can have closure for our family. julian: wow. police say the busy intersection has been the site of four deadly pedestrian accidents this year, the latest happening just a

couple of weeks ago. the victim died at the hospital this week. a family of four on board this boat called for help after being grounded in their delta for more than 24 hours. according to the coast guard, the 42 foot cabin cruiser because duck near mount zuma -- got stuck near mount zuma sloth near fairfield, and it was too shallow to rescue the family, so the local fire department was called in to help. kumasi: the ease bay congressman was in concord to check out mount diablo high school's cafeteria food project. he and a massachusetts congressman got a look at how students plant, grow, harvest their own fruits and veggies on campus. they cooked and served it at a student-run restaurant, and their teacher says this project helps them thrive. >> i have a hard time getting the tomatoes back to the classroom because they get caught up and start showing each other and they are eating the tomatoes, and sometimes they do that with the bell peppers. and i am like, hey, guys.

kumasi: so the congressman wanted to find answers in an effort to end hunger, and they hope to take their findings to the white house to present a holistic plan to end hunger. julian: some student loan borrowers are saying goodbye to student loan debt as the government a limited's $5.8 billion in loans for borrowers with severe disabilities. this will help more than 300,000 people. to qualify, borrowers must have a total and permanent disability or the social security administration will automatically identify eligible recipients. kumasi: car prices might be stinging for a little while longer. toyota says it is still trying to catch up with demand. there was a hope for a turnaround in shipping this quarter, but now toyota says it is suspending production at more than a dozen plans because it cannot get enough cars, like the computer chips, to build the cars. so work is on hold at more than a dozen facilities in japan, reducing production by 40%.

hospitalizations stands and nearly 93,000, the highest number since january. the crisis is worse and southern states were their lower vaccination rates. icu's in alabama are 100% full. >> we are experiencing wait times in the emergency room like we have never seen, waiting for hours, sometimes more than 24 hours in the emergency department so that they can move upstairs to get a bed. kumasi: last night, the texas supreme court ruled against governor greg abbott so that schools can enforce mask mandates. meanwhile, more people are getting vaccinated. yesterday, the white house at more than one million doses of the covid-19 vaccine were given within 24 hours of the first time that has happened in almost seven weeks. julian: starting today, you will need to show proof of vaccination at many indoor as this and events in san francisco, including indoor bars, restaurants, gyms, and concerts. it is one of the first of its

kind mandate in the country and just went into effect overnight. amy hollyfield's live in san francisco. good morning, amy. amy: good morning. as the fitness sf customers here this morning are some of the first to be required to show their vaccine, this just went into effect today here in san francisco. you now need to show proof of vaccine in public places like gyms, restaurants, entertainment venues, and gators. fitness sf say they will be a bit lenient today. you could possibly come in today if you cannot find your card or cannot find the proof online, but the grace period will only extend through today. they are taking this very seriously. members this morning told us they are ok with this. >> i have it on my phone, and it is no problem, no problem at all. i feel a little bit safer about it. amy: a san francisco could lose their job over this.

they have not been vaccinated. they die. my son is dead. [cries] my son. i have only one child. i beg you julian: the pain that woman is feeling. the mayor offered to hold hands to help comfort anyone getting the vaccine. the city is offering to bring the mobile vaccination effort to homes or any places, as long as five people are there that need the shot. kumasi: in the south bay, santa clara county officials are getting ready for the master a lot of booster shots, which are expected to begin one month from today. there is a push to prepare right now to prevent the chaos that happened during the first round of vaccinations. county health officials say santa clara county residents are very motivated. they say the federal government's announcement about booster shots becoming widely available to everyone starting

september 20 provides the county a clearer timeline to work toward. >> we are able to know, roughly, in the county how many people were vaccinated over time to be able to plan for the volumes that will be eligible for booster shots based on that h-month timeline. kumasi: earlier this week, the county public health officer told supervisors the most vulnerable would be recommended for the third shot first. julian: marin county with strictly masking rules for students and teachers while on campus indoors and now outdoors. >> we are basically saying that when you arrive on campus, you put on your facial covering, and that is what you're using for the day. we are encouraging breaks so people can remove the official covering the office he cannot cover their faces while eating or drinking. julian: if there is no evidence for significant infections, health departments may revise the guidelines after a few

weeks. yesterday marked the first day back for many districts in marin county. we have been covering the return to school all week long, focusing on the concern for bay area families as many of you head back to in-person learning. our back-to-school week culminates today with a live bay area conversation at 4:00 this afternoon right here on abc 7. kumasi: apple is delaying its return to office until january, at the earliest, as covid casas surge. this is according to bloomberg. retail stores and offices will not close, but the company is encouraging vaccines. charles schwab is also delaying a full return to the office for its employees until january, at the earliest. the company is planning to give brokers a 5% pay increase for their efforts. julian: that is nice spirits san francisco health officials believe covid will be with us for the perceivable future. currently in the fourth wave of the virus. although our numbers are starting to plateau, a fifth wave could be in our future. abc 7 news spoke with the city's

public health director, dr. grant colfax. >> there are likely to be ebbs and flows in terms of how covid spreads, whether through delta or another variant. as we look for the u.k., cases dropped sharply there and have leveled off and then started to increase again. julian: he says, despite future waves, another lockdown is unlikely. instead, the city will try to manage the virus with mask mandates and other covid policies. if you want to get tested for covid-19, we have a link to verified covid sites on our website you can find it at abc7news.com/vaccine. kumasi: a man who claimed to have a bomb near the capitol in washington is in jail this morning. the threat brought capitol hill to a standstill for more than five hours. let's get the details. jobina: the 49-year-old faces a number of federal charges after this incident. police say he parked his pickup truck on a sidewalk outside the library of congress yesterday.

he called 911 and claimed to have a bomb, starting a five-hour-long standoff. nearby buildings, including the supreme court and the house of representatives office building, had to be evacuated. police, federal agents, k-9 units, and even a bomb squad was deployed. meanwhile, the suspect was on facebook live making antigovernment threats. he eventually surrendered to police, and they did not find a bomb in his truck. kumasi: thank you. governor newson making his pitch to voters. his one-on-one with abc 7 news, and we hearing from three of the leading republicans trying to take his job. julian: and one of san francisco's iconic taquerias is opening a new location. but first up, we will check in with meteorologist mike nicco. i used to eat like that when i swam. younger. mike: not like that anymore. you guys want to split that?

julian: i am in. kumasi: five ways. mike: a little guac on the side. ok, in all seriousness, here we are at 6:00 this morning. it is unhealthy everywhere, even out to the coast, as that smoke got entrained in the marine layer. it will stay that way if you're heading out for lunch. for the commute home, starting to see a little bit of the cleaner onshore breeze in marin county and down to the golden gate. during the evening hours, that spreads throughout, at least near the golden gate and into the san pablo bay. tomorrow morning, it has taken over just about all areas except parts of the north bay and the diablo range. tomorrow, completely wiped clean but if you're heading north or east, that is why i showed this broad picture, you can see the unhealthy air qualities in those areas. haze in the east bay right now,
